Liebe Statistikerinnen und Statistiker
Beim Blattern im Jahresbericht 2006 der UBS ist mir auf S. 29 folgender Satz ins
Auge gestochen: uWer glaubt, dass das Bankgeschaft keine besondere intellek
tuelle Herausforderung darstellt, dürfte überrascht sein, wie viele Physiker, Mathe
matiker und andere Experten wie Statistiker mit hohem Ausbildungsstand in die
sem Bereich arbeiten ... Es ist schôn, dass der Berufsstand der Statistiker so prominent erwahnt wird!
Was Statistiker alles leisten , konnte man an den letzten Statistiktagen im Novem
ber 2006 in Lugano sehr schën sehen. Die nachste Gelegenheit dazu wird im
November 2007 in Luzem sein. Nutzen Sie die Gelegenheit, beim Cali for Papers

ten Fachmann zu engagieren, der uns im Rahmen eines Kurses zeigen wird, wie

Journées suisses de la statistique 2007 du 14 au 16 novembre 2007 à Lucerne, CH
Cette année , les journées suisses de la statistique ont lieu à
Lucerne : Lucerne, ville de musique, de culture et de tou
risme se si tue au coeur de la Suisse et en est également la
porte vers le sud. Le congrès se tiendra dans les nouveaux
locaux de la Haute école pour le travail social (HSA). Ils sont
situés à proximité directe de la gare, près du centre de con
grès de Jean Nouvel, proche de la ville et de son fameux
pont, de ses promenades au bord du lac, des tours, des
églises et de ses restaurants conviviaux.
Cette année, aucun thème général, servant de fil rouge, a
été choisi. Le comité d'organisation invitera des «Keynote
speakers» compétents et expérimentés, pour garantir un
environnement riche et intéressant.
Mais nous avons aussi besoin de votre contribution 1
Nous vous invitons donc à participer avec vos interventions.
Les conférences ("Contributed Papers") au ront lieu le jeudi
15 novembre, et le matin du vendredi 16 novembre 2007,
dans des ateliers parallèles. La durée de la présentation est
limitée à 25 minutes, questions et réponses incluses.
Les présentations pour ces ateliers peuvent venir de tous
les domaines d'application de la statistique. Les contribu
tions orientées vers la pratique, la méthodologie, les con
cepts statistiques ou vers la com munication des résultats
statistiques sont les bienvenues.
Les présentations devront être données en français, alle
mand ou anglais. le t itre que vous nous envoyez, détermi
nera la langue que vous utilisez. Le titre sera considéré

Die diesjahrigen Schweizer Statistiktage finden in Luzern
statt: Luzern ais Musik-, Kultur- und Tourismusstadt ist
gleichzeitig das Herz der Schweiz und das Tor zum Süden.
Der Kongress wird in den neuen Râumen der Hochschule
für Soziale Arbeit HSA über die Bühne gehen. Der Tagungs
ort liegt in unmittelbarer Nahe zum Bahnhof, zum KKL von
Jean Nouvel und zur Stad! mit ihren Brücken und Seepro·
menaden, zu Türmen und Kirchen und gemütlichen Restau
rants.
Dieses Jahr wurde kein allgemeines Thema bestimmt. Das
Organisationskomitee wird erlahrene und kompetente «Key
note speakers» einladen, um ein reiches und interessantes
Programm zu gestalten.
Dazu tragen natürlich auch Sie beil
Wir laden Sie darum herzlichst ein , in Form eines Vortrags
einen eigenen Beitrag zu leisten. Diese Vortrii.ge («Contribu
ted Papers») werden am Donnerstag, den 15. November,
und am Freitag Morgen, den 16. November 2007, in paralle
len Blôcken prasentiert. Die Dauer der Vortrage ist auf 25
Minuten begrenzt (inklusive Fragen und Antworten).
Die Vortrage für diese Blôcke kônnen aus allen Anwen
dungsbereichen der Statistik stammen. Es werden praktisch
orientierte, methodische, konzeptionelle oder die Kommuni
kation statistischer Resultate betreffende Beitrii.ge begrüsst.
Die Vortrii.ge kônnen in Deutsch, Franzôsisch oder Englisch
gehalten werden.
Wir bitten Sie hiermit, lhren Vorschlag mit Titel und einer
Zusammenfassung von maximal einer A4 Seite einzureichen.
Sowohl Titel ais auch Text, den Sie uns schicken, sallen in

En même temps que se mettent en place de nouvelles
méthodes de production de l' information statistique, nous
assistons à un désengagement de la Confédération dans la
couverture de données de statistiques publiques de base.
Cantons et communes suisses se trouvent ainsi directement
confrontés aux coûts nécessaires à leur product ion. Dès
lors, l'ensemble du système de la statistique publique est à
la recherche d'un nouvel équilibre. Par cet article, je sou
haite partager une réflexion issue de mes expériences, sur la
statistique publique suisse, afin que chaque partenaire
puisse se rendre compte d'enjeux actuels qui se jouent et
choisir le chemin qui corresponde le mieux à ses besoins.
Le registre des bâtiments et logements (RegBL)
La mise en place du RegBL dans le canton a permis de sou
lever un certain nombre de problèmes inhérents à un projet
aussi intégrateur. Plus d'une fois, nous avons été tentés
d'abandonner l'application cantonale au profit de la solution
de I'OFS. Toutefois, une analyse fine de la situation autour
du cycle de vie d'un bâtiment montrait que le niveau le plus
adéquat pour mettre en place un système d'information
autour des bâtiments et logements était cantonal. La recher
che d'une mise en oeuvre efficiente du RegBL conduit le
Service de la statistique (SStat) à l'établissement d 'un dialo
gue constant avec les services cantonaux directement impli
qués dans le processus de génération des informations. Il a
permis de mettre en évidence le rôle majeur que joue le géo
mètre dans l' identification du bâtiment et sur l' importance
d'une définition commune du bâtiment au sein de l'admini
stration cantonale; voir figure 1.
La mise sur pied du groupe d 'accompagnement du dévelop·
pement du RegBL par I'OFS, la création d'un groupe de
coordination entre OFS et MO, ainsi que les adaptations du
modèle de données du RegBL montrent que la statistique,
pour autant qu'elle reste à l'écoute de ses partenaires, est
prête à évoluer et a la volonté de s'intégrer dans les systè
mes d'information d'autres partenaires.
De l'harmonisation des registres des personnes
Avec l'adoption par les Chambres fédérales de la loi sur
l'harmonisation des registres des habitants et d'autres regi-

stres officiels (LHR), les cantons doivent édicter des dispo
sit ions nécessaires à son exécut ion. Le canton de Fribourg
a saisi cette occasion pour se lancer dans une vaste réfle
xion sur les besoins cantonaux en matière de système d'in
formation sur les personnes. Un groupe de travail, composé
de représentants cantonaux et communaux, planche sur
ceue problématique depuis octobre 2006.
Outre l'adaptation des dispositions légales et la mise en
place de nouveaux processus de gestion de l'information,
ce projet comporte un enjeu majeur pour la statistique can·
tonale: la mise en place d'un sous-système statistique can·
tonal sur les personnes.
A partir de 2010, la méthode de recensement changera. En
plus d'une exploitation trimestrielle des registres de person
nes, le système du recensement comprendra annuellement :
• une enquête structurelle : enquête annuelle par échantil
lon auprès de 200'000 personnes différentes à chaque
fois (pooling) . Selon I'OFS, elle devrait permettre de pro·
céder à des exploitations statistiques pour des petits
groupes de population de 15'000 personnes au départ et
de 3'000 personnes après cinq ans de fonctionnement.

un des domaines suivants : t ransports , famille et généra
tions, santé, formation ainsi que langues et religion s.
Un aperçu du nouveau système de statistiques sur les
ménages et les personnes (SHAPE1) de l'OF S. Ce trouve
dans la figure 2.
D'un point de vue strictement communal , et même si l'on
partage l'optimisme de I'OFS quant à la précision des
échantillons, cela revient, pour le canton de Fribourg, à n'a
voir des informations que pour 14 des 168 communes qui le
composent. 92% du territoire cantonal sera ainsi dépourvu
d'informations statistiques de base f iables. Transposé au
niveau Suisse, cela équivaut à près de 80% des communes;
voir figure 3. Pour augmenter la couverture territoriale des
informations hors registres, qui étaient auparavant collec
tées dans le cadre du recensement, les cantons pourront
financer eux-mêmes des densifications d'enquêtes par
échantillon.

De fait, cantons et communes suisses sonl face à un désen·
gagement de la Confédération dans la couverture de don·
nées statistiques publiques de base. Ils se trouvent ainsi
directement confrontés aux coûts nécessaires à produire
ces informations. De plus, pour des raisons qui lui sont pro·
pres, la Confédération s'est abstenue de mettre sur pied
une base de données centralisée des personnes au profit
d 'une plateforme sécurisée d 'échange d 'information entre
registres. Ainsi, pour le pilotage de son action, chaque can·
ton soucieux d'obtenir des informations sur ses habitants a
intérêt à développer sa propre base de données. Pourquoi ?
La réponse à cette question se trouve dans le sens même
de la statistique publique.
Pourquoi la statistique publique ?
L'information est une ressource indispensable au fonction·
nement et au management de tout organisme public ou privé
au côté des ressources humaines et financières. On peut
même affirmer que l'information publique est la matière pre
mière et le principal produit de l'Etat et de son administra
tion. Les systèmes d'information se préoccupent de la
bonne circulation de J'information dans l'organisation, alors
que la statistique publique s'occupe de leur analyse par des
procédés scientifiques.
Les systèmes d'information et le sous-système statistique
traitent des informations pertinentes pour la prise de déci
sion. Autrement dit, les données de la statistique publique
servent comme aide au pilotage des collectivités publiques,
qu'elles soient de niveau national , cantonal ou communal.
Elles sont donc indispensables à un bon management
public2•

La production de la statistique publique de base a son coût.
Ainsi le recensement 2000 a engendré pour les administra·
tions publiques une dépense d'environ 176 millions de
francs {1 08 Confédération et 68 cantons et communes) et
couvrait tous les niveaux territoriaux. Le système SHAPE
qui, avec l'exploitation des registres de personnes, rem·
place les anciens recensements a lui aussi son coût. Selon
les montants avancés dans le message de loi concernant la
révision totale de la loi sur le recensement fédéral de la
population, les coùts à assumer par la Confédération sont
d'environ 10 millions par an. Bien qu'il y ait des avantages
importants, il y a des pertes d 'informations, notamment en
ce qui concerne la mobilité, et une diminution de la couver
ture territoriale pour les informations récoltées, au grand
dam des cantons et communes.
Pour l'instant, I'OFS propose de compenser ces pertes par
une densification des échantillons des enquêtes st ructurel
les et thématiques à la charge des cantons. Malgré la mise
en oeuvre de l'harmonisation des registres de personnes et
malgré la densification possible des échantillons, il n'y a
aucune garantie que toutes les informations générées par le
nouveau système soient exploitables au niveau territorial le
plus fin, les communes , alors que c'était Je cas dans J'an
cienne méthode de recensement.
Cantons et communes sont ainsi amenés, d'une part, à
réfléchir sur la qualité et la quantité d'information statistique
qui leur est nécessaire pour piloter leurs collectivités et,
d 'autre part, sur les moyens qu 'ils veulent se donner pour la
produire : registres administratifs, enquêtes par échantil-

lons, ou relevés exhaustifs. Nous assistons, de fait, à une
remise en question de l'ensemble du système de la statisti ·
que publique suisse et des rôles des offices de statistique
selon leur appartenance territoriale dans le système.
Principaux enjeux des nouvelles méthodes
statistiques
Le nouvel équilibre du système se dessinera dans les répon
ses que l'ensemble des acteurs de la statistique publique
fournira aux enjeux qui se dégagent actuellement.
Compenser les lacunes de SHAPE
Les lacunes du nouveau système de statistiques pour les
ménages et les personnes (SHAPE) sont une opportunité
pour développer de nouvelles idées sur la manière de les
combler. Un système d'information autour de la mobilité
peut être un projet mobilisateur pour les administrations
publiques tant au niveau fédéral que cantonal.
Les cantons, en créant une propre base de données " per
sonnes "• en généralisant l'usage d 'un identifiant unique à l'ensemble de leur administration cantonale et se donnant

des bases légales autorisant la statistique à coupler les regi·
stres administratifs, pourraient permettre aux offices régio
naux de la statistique de produire des informations exhausti·
ves ou suffisamment significatives dans certains domaines
et se passer ainsi, autant que possible, de demander des
densifications d 'échantillon.
Financer la compensation des lacunes de SHAPE
Selon le principe du fédéralisme, chaque collectivité publi
que a ses propres tâches, entraînant ses propres besoins
en informations statistiques pour lesquelles elles doivent
trouver un financement. En 2000, un montage financier de
176 millions entre communes, cantons et Confédération
permettait d'obtenir une couverture acceptable des informa·
tions statistiques de base. Avec le nouveau système, la
charge financière est, certes, moindre pour tous les parte
naires, mais des pertes en qualité et en quantité apparais·
sent. Les collectivités publiques devront bien se mettre
autour de la table pour trouver des solutions de finance·
menis pour produire les informations statitistiques manquan
tes.
Il est à regretter, ainsi, que les questions de " coût de pro·
duction de l'information statistique ~ soient totalement

absentes de la nouvelle péréquation et répartition des
tâches entre cantons et Confédération (RPT).
Connaître et couvrir les besoins en informations stati
stiques du politique
L'information statistique est une ressource indispensable au
management de toute collectivité publique. Est-ce qu'une
collectivité publique peut se gérer sans un système d'infor
mation qui la renseigne sur les effets de ses décisions ?
Le renoncement à cel information n'est-il pas un signe pré
curseur d'une renonciation à terme de l'activité politique lo
cale ?
Tout évolue dans le monde, les préoccupations changent,
ce qui est important aujou rd'hui ne l 'est pas forcément
demain. En ce sens nous ne pourrons jamais définir, une
fo is pour toute les besoins du politique. Pourtant, les statisti
ciens ne sont pas totalement démunis pour y faire face.
L'enjeu suivant est là pour l'attester.
Connaître les systèmes d'information des collectivi
tés publiques afin de les coordonner avec le sous·
système statistique
A travers les expériences du canton de Fribourg en la mati-

ère, la mise en place de statistique par les registres est un
processus de longue haleine. Il requiert une vision complète
des systèmes d'information mis en place aux niveaux des
administrations publiques et une très bonne connaissance
des pratiques et modèles utilisés dans les milieux concer
nés. Si pour le canton de Fribourg, les choses semblent se
profiler sous de bons auspices en termes de Registre des
personnes et des bâtiments et logements, une vigilance de
tous les instants doit être maintenue afin que les registres
développent tout leur potentiel. Une coordination très étroite
avec les services en charge de l'informatique est primordi
ale. L'architecture informatique mise en place pour rendre
opérationnel les systèmes d'informations doit être compati
ble avec une exploitation statistique la plus fine afin d'avoir,
dans la mesure du possible, toute la souplesse nécessaire
pour répondre aux demandes qui existent et/ou qui vont
émerger par la suite.
Au niveau des données économiques, par exemple, toute
une réflexion est à faire pour avoir un système statistique
intégré, notamment autour du Registre des entreprises et
des établissements (REE). A l' instar du rôle d'un contrôle de
l'habitant pour les personnes. pourquoi ne pas créer un

registre unique répondant aux besoins du REE et du registre
du commerce ?
Garantir la protection des données
La mise en place d'une exploitation intense des registres
administratifs avec la généralisation d'identifiants uniques
(WAVS, EGID, EWID, NoREE, etc.) , soulève la question de
la protection des données.
La généralisation, au niveau des cantons, de dispositions
légales similaires à la loi fédérale sur le principe de la trans
parence dans l'administration (LTrans), entrée en vigueur le
1er juillet 2006, permettrait de garantir au c itoyen la possibi
lité de vérifier le contenu de chaque registre administratif le
concernant. Une statistique basée sur les registres ne ferait
qu'utiliser des informations contrôlées ou contrôlables par
les citoyens. Le couplage des informations entre registres
pourrait être ainsi réglé par des dispositions légales appro
priées.
Répartir les rôles entre I'OFS et les Offices régionaux
de statistique (ORS)
De par sa position, I'OFS joue un rôle central de coordina
tion tant avec les instances statistiques internationales :
Union européenne, Nations Unies, OCDE, qu'infranationa
les : cantons et communes.
Outre ses engagements internationaux et selon la tradition
en cours jusqu'à présent, I'OFS se devrait de participer, en
partenariat avec les ORS, à la création d'une information
statistique nationale coordonnée, en permettant, notam
ment, une gestion des registres au niveau le plus adéquat et
le plus efficient. L'OFS devrait aussi veiller à développer, en
lien avec les milieux concernés, des standards (définitions et
typologies) permettant à la fois la comparaison entre entités
territoriales suisses et un usage facilité des registres admini
stratifs.
Conformément au principe du fédéralisme, les ORS ont
aussi à développer une statistique régionale autonome vis-à
vis de I'OFS, dans le sens qu'ils sont redevables aux instan
ces politiques qui les ont mis en place, de les fournir en
informations pertinentes pour contribuer au pilotage des col
lectivités publiques cantonales et communales.
C'est en fonction des réponses données à ces enjeux par
chacune des collectivi tés publiques, supportant un office de
statistique, que se dessineront leurs rôles. Plusieurs pistes
se présentent et sans vouloir prétendre à l'exhaustivité, il y a
notamment, outre les traditionnels rôles d'expert -conseil ou

diffuseur de l'information statistique, ceux de coresponsable
des systèmes d'information, assureur qualité des systèmes
d'information ou prospectiviste. Libre à chaque office d'en
étendre ou restreindre la liste.
Un avenir à construire
Pour des raisons qui lui sont propres, tant financières que
politiques, I'OFS, en mettant sur pied un nouveau système
de statistiques pour les ménages et les personnes se con
centre sur une production de statistiques publiques au
niveau des grandes régions suisses. Dans la mesure où le
Conseil fédéral soutient ces nouvelles orientations, nous
pouvons estimer que I'OFS répond aux attentes des milieux
politiques fédéraux en ce qui concerne leur besoin d' infor
mations pour les aider dans le pilotage de la Confédération.
Ce recentrement des prestations de I'OFS. d'une part, con
traint les offices régionaux à se positionner ou se reposition
ner dans le système de la statistique publique suisse. D'au
tre part, il confronte les cantons et communes suisses aux
coûts nécessaires à produire les informations statistiques
pour leur niveau. Les divergences entre OFS et ORS au
sujet de la révision de la loi sur le recensement, sont symp
tomatiques de cette situation de transition dans laquelle
nous nous trouvons. Ce peut être une opportunité à saisir
pour chaque office de réfléchir à son avenir et aux rôles qu'il
veut jouer.
De plus, le développement de l'utilisation des données
issues de registres administratifs ou la création de registres
statistiques, nécessite une gestion qui soit en adéquation
avec la réalité que la statistique cherche à représenter ou
connaître. Le problème des définitions communes, comme
le bâtiment ou le ménage, est crucial. Sinon la statistique
court le risque de se développer en dehors du monde d'où
elle veut tirer les renseignements. Cette création de systè
mes d'information coordonnés nécessite une étroite collabo
ration entre les différents partenaires de la statistique publi
que suisse, les services informatiques et tous les autres ser
vices ou offices de l'administration publique. La gestion du
RegBL montre que la statistique peut y arriver.
Les dés sont loin encore d'être jetés et les statisticiens
publics possèdent une marge de man?uvre importante. A
eux de saisir les opportunités et de se construire un avenir
plein de promesses.

A REVOLUTION IN VISUALIZING DATA: TABLEAU SOFTWARE

ln my work, 1 heavily rely on graphical displays of data. 1 try
my best to apply the principles of good graphie design des·
cribed by the masters like Edward Tutte, Bill Cleveland and
Stephen Few. So far 1 have tully relied on S-PLUS
(www.insightful.eom) to achieve this, knowing that R
(www.r-projeet.org) has the same level of flexibility (see e.g.
the Grid and Lattice packages). But now cornes Tableau.
The introduction of the Trellis graphies in S-PLUS back in
the 90s was a great step forward. The new functions allo
wed to put Tufte's Small Muhiples idea into practiee: instead
of creating one graphie with many objects, create many gra·
phics with single objects. Here is an example w ith market
share data borrowed from Naemi Rabbins' book uCreating

The stacked bar ehart on the left hand side makes the
comparison difficult, and it does not allow to judge the
trend over time. The Trellis graphie on the right hand side
is a much better and more efficient representation of the
data.
However, detailed S-PLUS and R programming skills,
and lime, are needed to produce such a graphie. And
here is where Tableau enters the scene. This software
allows to create graphieal views of your data on the fly:
instead of writing code to execute the trellis display, you
basically construct it with your meuse, by dragging and
dropping the variables (Country, Time) and the measure·
ments (the percentage market share).

To construct the graphie, 1 connected to the data file (here
an Excel sheet), then dragged the dimensions .. country»
and «Time" onto the columns shelf, and the measure «Mar·
ket Share» on the row shelf. 1 then sorted the countries
according to their average market share. This work look me
only a couple of minutes.
This is just the beginning: you can only really appreciate the
potential of the software by taking a Product Tour on
www.tableausoftware.com or by directly installing a trial ver
sion via www.trytableau.com .
Tableau, in my humble view, is a revolution in data analysis.
lt adds a visual component ta database queries, and there
fore allows to see patterns and relation ships !hat our mind

would not have been able to identify when looking at table
like reports. lts Graphical User Interface is a beauty, both
from a design and use point of view. Ali defaults in the gra
phie have been carefully chosen in full alignment with the
best practices. Regarding the use, you will feel at ease after
a few minutes. And there are two magic features: the "Show
Me•, which proposes other views of the same data, arrange
ments you might have not imagined, and the .. undo• button:
you can walk back through ali the steps you made to create
the current view.
This is the software 1 was waiting for: 1 have never been able
to gain insight into my data so quickly and eloquently. Try it

ON THE LIMITS OF LEARNING

Society is becoming more and more complex: arrivai times
of t rains are no longer predictable, computers behave just
as fickle as human beings, the weather seems to become
more and more random, old drugs have new side affects ...
Life seemed to be more stable in the old da ys, now uncer
tainty is at every corner. Uncertainty is something one tries
to guard against by taking an expansive insurance. 1 would
like to convince you however, that uncertainty is also beauti
ful and useful. lt makes life worth living. However, it is not
an easy concept, as it is olten hard to believe that something
happened purely by chance.
Randomness is beautiful. W hen we renovate the roof of our
house, we mix the !iles randomly, for a natural effect. A ran
dom tiling of the Aztec diamond is beautiful, because there
appears sorne structure in the coloring. lndeed, randomness
mixed with sorne structure yields the best result. For exam
ple, white noise is a somewhat boring sound. lt corre
sponds to a uniform, hence purely random, distribution of
frequencies.

A non-uniform distribution of f requencies, such as in pink
noise, is much more pleasant to listen to.
Randomness is also useful. Think of the random samples
taken at the check-in counter at the airport, of randomized
response techniques, of randomized clinical trials, or of ran
dom genetic algorithms.
However, randomness is conceptually hard . lt is not easy to
learn from the fluctuations of the stock priees, how one
should invest one's money. Nobody knows whatthe best
strategy is for playing lotto. Looking at data, one often sees
surprising phenomena. lt is the human predisposition to see
patterns and structure everywhere. A famous example is the
Rorschach test, where it is believed thal one's own preoccu
pation is projected inlo an ink blot. And when one wins a
million in the lotto, one is inclined to think it was due to one's
own special abilities, knowledge or other exceptional fea1u
res.
Probability theory is a branch of mathematics with interpre
tations which are often counter-intuitive. Suppose for exam
ple the poeke! knife in your hand luggage was not discove
red. Does this indicate thal the airport security checks are
not effective? Can the answer depend on your intentions, on
whether or not you pu11he knife in on purpose or whether
you simply forgot it was there?
ln general, an opinion or understanding is adjusted after
wards, so thal il f ils within one's view of reality. What was
random beforehand becomes a conscious choice after
wards.
ln his book .. The Meaning Of lt Ali .. , Richard Feynman
(Feynman ( 1998)) writes «There is no sense in calculating
the probability that something happens, after it happens ...

As an example, he describes an experiment where the aim is
to show that, when being put in a labyrinth, rats prefer to
turn right. The experimenter lets some rats go, sees them
tu rn righi, th en left, th en right ag ain, ... and concludes they
have a preference for alternating!
ln statistics, this is called overfitting. With every data set, a
certain madel fils perlect. However, that madel is useless,
because it does not generalize. lt models phenomena that
cannat be reproduced .
Statistics is about finding a mode! that describes the struc
tural aspects within the data. and part them from random
aspects . Thus, the problem is to separate signal from noise
and avoid the pitfall of perfectionism. ln computer science,
the latter is achieved by «optimal brain damage ... One must
not try to push the data to the extremes. With large data
sets, this can be a real danger. With a lack of overview, it is
tempting to t ry the many afgorithms that are around, and
take the outcome one likes most. ln fact, many standard sta
tistical software produces results of statistical analyses you
never even asked for.
Overfitting means neglecting the limits of learning. At
schools and universities, where learning is the central
theme, the message may come as a surprise, that basides
e-learning and .. Lernen mit Lust", also brain damage is cru
c ial. Computer science and statistics are two scientific
areas thal examine data, and lhink about how to extract
information. Computer science has its own statistical termi
nology.

Statistics is called "learning», regression is called «Supervi
sed learning», and a random sample is a «training set". ln
both areas, the «bias-variance trade-off., plays a key role: fin
ding a simple madel without violating reality loo much.
«Machine Learning is the study of computer algorithms that
improve automatically through experience .. {Mitchell { 1997)).
Examples are learning a computer to recognize speech or
handwritten text, or a Mondriaan painting. The algorithms
are also useful in other disciplines, for example for handling
bio-medical data. An algorithm is a protocol thal describes
at every step how to proceed. This means that beforehand,
it is f ixed how to react to any possible (intermediate) result ,
thus ruling out ad hoc decisions. A computer algorithm can
nat change its mind. lt is fully automated and hopefully
appropriate for many possible data sets.
An example of a protocol, not meant for machines but for
living things, can be found in •Winnie-the-Pooh on Problem
Solving» (Allen and Allen (1995}). Managers love step-by
step procedures and thei r acronyms (e.g. «SOLVE .. ). Howe
ver, for bears and also for human beings, it is impossible to
follow such a procedure: one always takes ad hoc decisions
depending on moods or unexpected intermediate results,
perhaps in an attempt to overcome cognitive dissonance.
A computer however, is made for carrying out algorithms.
Mathematical reasoning can help us to develop the optimal
algorithm which balances "bias" and «Variance ... ln other
words, just trying out algorithms on data is not enough. The
· bias-variance-trade-off., represents one of the uncertainty
principles in statistics, and exploring"this limit of learning is a
wonderful mathematical challenge.

TATIGKEITSBERICHT DES ETHIKRATES (ER) 2006 M. Reza Mohagheghi
lm Jahre 2006 fanden vier Sitzungen statt. Das Arbeitspro
gramm 2006 war begleitet von weiteren Unterzeichnungen
der Charta und von den weiteren Massnahmen für die Star
kung der Unabhangigkeit (zukünftige Ausrichtung des Ethik
rates und die Evaluation seiner finanziellen und personellen
Aufwande für die Durchführung des Sekretariats}. Die
Arbeitsschwerpunkte lassen sich drei Themenbereichen
zuordnen:
• Behandlung von Fallen und die Liste der missbrâuch-
lichen Verwendung der ôffentlichen Statistiken
• System der Gesundheitsstatistik in der Schweiz
• Weiteres Vorgehen zur Starkung der Unabhangigkeit
die nachfolgend zusammengefasst erlautert werden.

Behandlung von Fallen und Erarbeitung einer Liste
der missbrauchlichen Verwendung der ôffentlichen
Statistiken
Die Kommission hat 2006 folgende Tatbestande bespro
chen und behandelt:
1. Leistungserbringerstatistik von santésuisse: lm vorliegen
den Fall handel! es sich um die Eingabe vom 5.10.2005
gegen die Rechnungstellerstatistik der santésuisse
(Dachverband der Schweizerischen Krankenversicherer).
Darin hat der Antragsteller die Daten- und die Methoden
qualitat der Leistungserbringerstatistik bemângelt. Nach
einer Vorprüfung hat der Ethikrat entschieden, auf den
vorliegenden Antrag einzutreten. Mit seinem Schreiben
vom 21.10.2005 hat der Ethikrat der santésuisse Gele
genheit gegeben, zu den Vorwürfen Stellung zu nehmen.
ln ihrem Schreiben vom 29. 11.2005 ist die santésuisse
auf Fragen statistischer Natur nicht eingegangen. Die
dem Ethikrat zur Verlügung gestellten Dokumentationen
gaben darüber keinen genügenden Aufschluss. Die Kom
mission hat deshalb in seiner Sitzung vom 1.12.2005
beschlossen, das Dossier santésuisse weiterzuverfolgen,
da ein ôffentliches Interesse an dieser von santeésuisse
aufbereiteten Statistik besteht. Für seine definitive Stel
lungnahme wendete sich der Ethikrat mit seinem Schrei
ben vom 12.12.2005 an das eidgenôssische Departe·
ment des lnnern und führte von 24.4.2006 bis 22.5.2006
bei den involvierten Statistikstellen eine Vernehmlassung
durch. Die ausführliche Stellungnahme der Kommission
zu diesem Fall kann auf unserer Webseite konsultiert
werden.
2. Weitere lnserate der SVP im Kanton Zürich gegen Miss·
brauch der Sozialhilfe und die dadurch verursachte
starke Zunahme der Staatssteuerertrag: Beim vorliegen·
den Fall handel! es sich, wie bei den vorangehenden Ein
gaben um Missbrauch der ëffentlichen Statistik für politi·

sche Zwecke. Das Factsheet kann auf unserer Webseite
www.stat.ch/de/ethics/ konsultiert werden. lm vorliegen
den Fall wird sich die Kommission das Prinzip der Neu·
tral itat bewahren. Da jedoch die Reaktion des Ethikrates
in der Regel bei solchen Eingaben verspatet erfolgt, hat
die Kommission in der Sitzung vom 09.03.2006 den Vor
schlag von Frau R. Stampfli angenommen. Gemass die
sem Vorschlag publiziert der Ethikrat regelmassig eine
Liste von missbrauchlichen Statistikverwendungen. (vgl.
Punkt 3).
3. Erarbeitung einer Liste der missbrauchlichen Verwen
dung der ôffentlichen Statistiken: Zur weiteren Fôrderung
der Charta erarbeitet der Ethikrat, aus den ihm vorgeleg
ten Fâllen (vgl. Punkt 2) eine Liste von missbrauchlichen
Verwendungen der ôffentlichen Statistik. Die Liste wird
laufend nachgeführt und kann im Internet konsultiert wer
den. Die Verôffentlichung der Liste soli den KGeist• der
Charta fôrdern, indem das Verhalten verschiedener
Akteure der ôffentlichen Statistik beeinflusst wird.
4. Polizeiliche Kriminali tëtstatistik: Der Ethikrat beobachtet
die Entwicklung und die bereits im Tatigkeitsbericht 2005
erwâhnten Probleme in der schweizerischen Kriminali
tatsstatistik (Definitionen, verschiedene kantonale Erhe
bungs-, Zahl- und Auswertungsregeln). Der Ethikrat wird
sich mit einem Schreiben in Zusammenhang mit der Kon
zeption einer neuen polizeilichen Kriminalitatsstatistik an
die zustandigen Bundesâmter (Bundesamt für Statistik
und Bundesamt für Polizeiwesen) wenden.
System der Gesundheitsstatistik in der Schweiz
Die Mitglieder des Ethikrates haben in der Sitzung von
20.9. 2006 die Struktur und den lnhalt der schweizerischen
Gesundheitsstatistik (ais Nachfolgeprojekt des Dossiers
santésuisse} diskutierl. Der ER vertritt die Meinung, dass im
Bereich der Gesundheitsstatistk keine Gesamtkonzeption
existierl. Es besteht aber ein ôffentliches Interesse daran,
dass die Probleme klar zum Ausdruck kommen, weil d ie lau
fende Steigerung des Antei ls von Gesundheitskosten am
Bruttoinlandprodukt bei gleichzeitiger obligatorischer Kran
kenversicherung sowie das derzeitige Umlageverfahren bei
den Versicherungen die Bevôlkerung verunsichert. Der ER
erwâgt diesbezüglich an den Departementschef des EDI zu
gelangen.

Weiteres Vorgehen im Bereich Sekretariat und
Kostenverte llung
Betreffend Fragen der Organisation und Unabhângigkeit
des Ethikrates fand eine Sitzung zwischen den Tragerorgani
sationen mit Dominique Frei (KORSTAT), Andereas Knecht
(KORSTAT} und Felix Herzig (BFS) am 3.3.2006 in Genf
statt. Es folgten weitere Diskussionen in den Sitzungen vom
21.3.2006 des KORSTAT-Vorstandes und des REGIOSTAT
Ausschusses. Zu Fragen des Budgets konnten sich die Tra·
gerorganisationen nicht einigen. Ferner wurde festgehalten,
dass die tatsachlichen Aktivitaten des Ethikrates den Trager·
organisationen nicht ausreichend bekannt sind und die
Erfahrungen aus der Amtsperiode 2003 - 2007 evaluiert
werden sollen . Der Ethikrat hat deshalb in seiner Sitzung
vom 29.6.2006 beschlossen, das BFS anzufragen, ob die
ursprünglich für 2006 geplante Auslagerung des Sekretari
ats aus dem BFS auf Ende 2007 verschoben werden kônne.
Zu diesem Zweck traf der Prasident am 21. Juli 2006 Felix
Herzig, stv. Direktor des BFS. ln dieser Sitzung wurde fol·
gendes vereinbart:
• Der Status Quo resp. die Sekretariatsfü hrung durch das
BFS mit M. Reza Mohagheghi wird bis Ende 2007 fortge
setzt.
• Die personelle Zusammensetzung des Ethikrates bleibt
bis Ende der Amtsperiode 2007 unverândert (vgl. die
labelle oben) . Die Experten Frau Regula Stampfli und
Herr Christoph Menzel unterstützen weiterhin den Ethi·
kr at.
• Das BFS liefert genaue Angaben über d ie für den ER
erbrachten Finanz- und Arbeitsleistungen.
• Der Prasident des Ethikrates erarbeitet Vorschlâge zur
Neuorganisation und Kostenteilung des Sekretariats.

Kostenteilung des Sekretariats des Ethikrates zHd. der
Trâgerorganisationen bis zum 30.11.2006 erarbeitet
• Die Trâgerorganisationen werden um Stellungnahme bis
zum 15.1.2007 gebeten.
• lm Anschluss solle eine Sitzung zwischen den Trageror
ganisationen und dem Prasidenten môglichst bis Ende
Januar 2007 einberufen werden.

Kostenschatzung für das Sekretariat
Auf der Basis der Jahre 2004-2006 betragen die Gesamt
kosten (inki.Sozialbeitriige, Kesten für Material und EDV und
Raumlichkeiten) ca. CHF 40'000 pro Jahr.
Der Arbeitsaufwand des Sekretariats betrug 38 Arbeitstage
(AT} im Jahr 2004, 60 AT in den Jahren 2005 und 2006.
Ais sehr arbeitsaufwiindig haben sich folgende Aufgaben
erwiesen:

The ability to present quantitative information effectively is
not intuitive; it requires a set of visual communication skills
thal must be learned. Based on his book, Show Me the
Numbers: Designing Tables and Graphs to Enlighten, Ste
phen Few will introduce the best practices of data presenta

No information is more important to most organizations,
including businesses, than quantitative information-the
numbers thal measure performance, identify opportunities,
and forecast the future. Most quantitative information is
presented as tables and graphs. Unfortunately, most tables
and graphs produced today are poorly designed-often to

Visualization for Oiscovery and Analysis
Description
Most quantitative data analyses that are performed by orga
nizations, especially businesses and other non-academie,
non-scientific organizations, can be done using simple visual
techniques to discern meaningful patterns in data. More
complex analyses - tho se that require sophisticated statisti
cal skills- are addressed by countless books and courses,
but few resources leach the simple skills thal are useful for
everyday analyses. Even though these visual analysis skills
are easy to learn and apply with proper guidance, they are
unknown by ali but a few.
This workshop introduces the fundamental practices of
visual analysis. Even sophisticated statisticians find these
techniques valuable, because the ability to actually see pat
terns, trends, and exceptions in data can be used to bring
them more easily to light and make more understandable,
especially during the course of data exploration. The visual
techniques thatthe eminent statistician John Tukey introdu
ced and advocated in his book Exploratory Data Analysis
( 1977) have since been enhanced and extended due to
advances in computer graphies and to many contributions
from the information visualization research community.

Stephen Few has worked for more than 20 years as an
information technology innovator, teacher, and consultant.
Today, as Principal of the consultancy Perceptual Edge, he
focuses on data visualizalion for making sense of and com
municating quantitative business information. He provides
consulting and training services, writes the monthly Visual
Business Intelligence Newsletter, speaks frequently at con
ferences, and teaches in the MBA program at the University
of California, Berkeley. He is the author of two books:
Show Me the Numbers: Designing Tables and Graphs to
Enlighten and Information Dashboard Design: The Effective

If found mathematics to be a language thal describes things
in the most clear and compact way. My feeling was that
many important issues needed to be modeled mathemati·
cally: the choices people make, social interactions, the way
we thin k. To learn how, 1 studied mathematics with psycho
logy as subsidiary subject. Mathematical statistics appealed
to me as providing a way of dealing with information and
modeling the world around us.
After my studies in Leiden, 1 started as researcher at Tilburg
University 1 did my PhD at the Center for Mathematics and
Computer Science (CWl) in Amsterdam, under the supervi
sion of Prof. R.D. Gill and Prof. W.R. van Zwet. After alec
tureship in Bristol, 1 returned to Holland, first as researcher
at the CWI, then as Assistant Professor in Utrecht, and then
Leiden. 1 became Associate Profesor in Toulouse, and went
back to Leiden for a Full Professorship. ln 2005, l was
appointed Ordentliche Professorin at the ETH Zürich.
1 work on theoretical nonparametric statistics, and statistical
methods for high-dimensional data. l developed statistical
applications of empirical process theory, and now work
mainly on problems from learning theory, and complexity
regularization methods. 1 am interested in madel selection
and complexity theory, with an eye on machine learning.

Because of today's large amounts of data, statistics has
become increasingly important. We need new and efficient
algorithms for analyzing data, and we need mathematics to
understand the reproducibility and generalizability of the
results.
1 believe thal communication and collaboration between sta
tisticians and other scientists is becoming more and more
crucial. One cannot study for example biology anymore (or
life science, or medicine, or history ... ) without learning a
good deal of statistics. However, statistics is generally not a
ready·to-use ail purpose methodology, but instead has to be
developed in interaction with specialists from the various
fields, its use has to be supervised and weil documented.
There are thus numerous challenges in statistics, with tea
ching statistics being an especially important one.
