A ban or prohibition is declared by the State of import
Lack of capacity/infrastructure/trained personnel in thestate of import
Facilities or persons are not authorized to transport ordispose the wastes
The wastes will not be managed in an environmentallysound manner in the state of import

State of export does not have the technical capacity and necessary facilities
The wastes are required as a raw material for recycling or recovery
The transboundary movement is in accordance with other criteria decided by the Parties

Good functionality and need to provide the certificate of inspection
Good packaging to protect it from damage during transportation, loading and unloading operations
The importer must has a premise and complied with the regulation under Environmental Quality Act 1974
