ASPECTE PRIVIND EVOLUŢIA FENOMENUL TERRORIST

Abstract: The complexity of the terrorist phenomenon and its internationalization, as well as the unpredictability that characterizes terrorist organizations in choosing their objectives and means of action make it almost impossible to produce an efficient analysis and prediction model.
The analysis of the statistical data combined with different interpolation methods represents one of the tools that can be used in order to predict the different aspects of the terrorist phenomenon.
This paper quantitatively analyses the terrorist incidents that occur on a global and regional scale in order to compare the regional and global predictions and to see to what extent they match.
The analyses are based on the statistical data recorded during the 1991-2006 period as well as on the Matlab software, from which we have used the spline functions’ interpolation option by taking account of their properties.
Abstract: Unul din aspectele importante referitoare la incidentele teroriste îl reprezintă numărul de victime rezultate în urma acestora. După cum se va vedea şi din analiza ulterioară, se constată o creştere alarmantă a numărului de victime rezultate în urma incidentelor teroriste, iar declaraţiile liderilor acestor organizaţii sunt şi mai îngrijorătoare având în vedere obiectivele şi noua organizare a acestora în celule cu un număr redus de oameni şi cu o relativă independenţă. Unul din obiectivele declarate este accesul la arme şi tehnologii în urma cărora să rezulte un număr cât mai mare de victime, prin accesul inclusiv la arme de distrugere în masă.
În acest articol sunt analizate, din punct de vedere cantitativ, numărul de victime rezultate în urma incidentelor teroriste înregistrate la nivel global şi pe
zone geografice, pentru a vedea în ce măsură predicţiile pe zone geografice se potrivesc cu cele realizate la nivel global.
Analizele au fost realizate pe baza datelor statistice înregistrate în perioada 1991-2006 şi pentru predicţie s-a utilizat interpolarea cu funcţii spline a programului Matlab.
1. Generalities Evident, cel mai important aspect referitor la incidentele
teroriste îl reprezintă numărul de victime rezultate în urma acestora. Din nefericire, în urma lor sunt ucişi oameni nevinovaţi, în multe cazuri fiind vorba de copii şi femei. Oricum am privi motivarea sau argumentele acestor acţiuni, ele nu pot să justifice sau să explice această modalitate crudă de acţiune.
Un motiv serios de îngrijorare îl reprezintă preocuparea diferitelor grupări teroriste pentru accesul la arme de distrugere în masă, în dorinţa ca efectele şi victimele rezultate în urma acţiunilor teroriste să fie cât mai mari, iar impactul psihologic în rândul populaţiei cât mai accentuat.
Începând cu anul 2002, comunitatea internaţională a iniţiat diferite acţiuni pentru prevenirea accesului acestor grupări la materiale utilizate în realizarea armelor de distrugere în masă.
În continuare vom prezenta câteva iniţiative pe plan internaţional:
• In July 2006, President Bush and Russian President Putin launched the Global Initiative to Combat Nuclear Terrorism to bring together like-minded nations to work to prevent, protect against, and respond to the threat of nuclear terrorism. Through the Global Initiative, partner nations, including the G-8, will forge political commitments to strengthen our collective capabilities in the fight against terrorism;
• In July 2005, the Convention on the Physical Protection of Nuclear Material (CPPNM) was amended to expand its scope to cover not only physical protection during the international transport of nuclear
materials for peaceful use but also the physical protection of such materials while in use at facilities and during storage. The amendments also strengthen the CPPNM to address post-9/11 nuclear terrorism by criminalizing acts of sabotage against civilian nuclear facilities;
• In June 2005, the President signed Executive Order 13382, authorizing the Government to designate and block the property of WMD proliferators and persons providing support or services to such proliferators. The Annex to the Executive Order identifies eight
organizations in North Korea, Iran, and Syria responsible for WMD and missile programs;
• In February 2005, the United States and Russia established the Bratislava Nuclear Security Cooperation Initiative to accelerate and complete nuclear security upgrades in Russia by the end of 2008, complete all eligible Russia-origin HEU fresh fuel repatriation to Russia from third countries by the end of 2006, and complete by the end of 2010 all Russia-origin HEU spent fuel shipments back to Russia;
• In 2005, the United States facilitated the establishment the IAEA Committee on Safeguards and Verification to explore ways to strengthen the ability of the IAEA to monitor and enforce compliance with the nuclear nonproliferation treaty;
• In 2004, at the Sea Island Summit, the G-8 agreed to implement specific radioactive source export controls. Subsequently, the IAEA Board of Governors and General Conference endorsed these export controls, an important step in denying access to materials that might be used to create a radiological “dirty bomb.” The United States Government continues
to work with partner nations to establish a robust export control system within each nation to prevent unintended technology/material transfer;
• In May 2004, the United States launched the Global Threat Reduction Initiative (GTRI) to further accelerate efforts to identify, secure, remove, and facilitate the disposition of vulnerable high-risk nuclear and other radiological materials around the world. Since its inception, GTRI has removed more than 9 nuclear bombs worth of material and secured more than 400 radiological sites around the world containing over 6 million curies, enough for about 6,000 dirty bombs;
• In April 2004, U.N. Security Council Resolution (UNSCR) 1540 was adopted. It requires states to enact and enforce national legal and regulatory measures to prevent proliferation, particularly to non-state actors, of WMD, their delivery systems, and related materials, including controls on activities that would contribute to proliferation, such as financing;
• In 2003, the Department of Defense, under its Cooperative Threat Reduction Program, launched the WMD Proliferation Prevention Initiative to assist selected states of the former Soviet Union to build capabilities to prevent illegal shipments of WMD and related materials across their borders;
• In May 2003, the Administration launched the Proliferation Security Initiative (PSI) to promote international cooperation to interdict WMD-related shipments at sea, in the air, or on land that are flowing to or from state or non-state actors of proliferation concern. More than 70 countries participate in PSI activities. PSI partners are also working to expand their activities, including enhanced military, intelligence, and
law enforcement actions to shut down proliferation networks;
• At the 2002 Summit in Kananaskis, the G-8 launched the Global Partnership Against the Spread of WMD to increase resources for cooperative nonproliferation, disarmament, counterproliferation, and nuclear safety projects in Russia and other former Soviet countries.
The G-7 (Canada, France, Germany, Italy, Japan, the United States, and the United Kingdom) and other Partnership donors have pledged $17 billion toward the $20 billion target, and significant progress is being made on implementing projects in Russia.
2. Mathematical modeling of terrorist actionsO analiză amplă asupra fenomenului terorist ar trebui să aibă în
vedere următoarele aspecte: Dimensiunea acţiunii teroriste; Regiunea unde acţionează; Tipul grupării; Obiectivele vizate; Tactica utilizată; Susţinerea financiară.În cele ce urmează vom prezenta o analiză statistică a numărului
de victime rezultate în urma incidentelor teroriste în perioada 1991-2006, datele putând fi găsite pe site-ul http://www.tkb.org. Acest aspect se încadrează în problematica dimensiunii acţiunilor cu caracter terorist înregistrate la nivel global.
În prima diagramă sunt prezentate numărul de victime rezultate în urma incidentelor teroriste la nivel global în perioada amintită anterior.

În continuare, aşa cum am precizat anterior, dar şi în alte articole pe acest subiect, vom încerca, utilizând ajustarea cu funcţii spline prin intermediul programului MatLab să facem predicţii referitoare la numărul de victime rezultate în urma incidentelor teroriste atât la nivel global cât şi pe zone geografice. De asemenea, un aspect important al acestei analize îl constituie verificarea gradului în care datele obţinute la nivel global sunt în concordanţă cu cele obţinute la nivel regional.

număr de 17807 de victime în urma acţiunilor teroriste care se vor desfăşura în acest an.
În acelaşi fel putem face predicţii referitoare la numărul de victime rezultate în urma acţiunilor teroriste care se vor desfăşura în acest an pe zone geografice. Astfel:

tempa =761.1.Având în vedere datele obtinute mai inainte putem trage
urmatoarele concluzii: suma numărului de victime rezultate în urma acţiunilor
teroriste care se vor desfăşura în acest an pe zone
geografice este foarte aproape de cifra obţinută la nivel global;
pentru anul 2007 putem prognoya c[ cele mai active yone vor fi Orientul Mijlociu şi Golful Persic, Asia de Sud şi Europa de Est, iar cele mai liniştite vor fi America de Nord, Asia Centrală şi de Est şi America Latină şi Caraibe ;
cele mai multe victime se vor înregistra şi în acest an în zona Orientului Mijlociu şi a Golfului Persic, în 2006 mai mult de trei sferturi din numărul de victime înregistrate la nivel global provenind din această zonă;
îngrijorător este faptul că numărul victimelor rezultate în urma acţiunilor teroriste a crescut practic de aproape treizeci ori faţă de media înregistrată prima parte a anilor 90.
