ABSTRACTSWednesdayAMKeynoteAddress-TomBarnes,withSamanthaBoyceInthissession,TomandSamanthawillinterprettheMIABC’sclaimsdatafromthelast10years.TheyexplorehowthisdataemphasizeskeyAssetManagementprinciplesandwilldescribeaselectionoftheMIABC’s“warstories”thatdemonstratetheimportanceoftheseprinciples.ParticipantscanexpecttocomeawayfromthissessionwithpracticalunderstandingoftheadditionalreasonswhyAssetManagementiscrucialfordevelopingvibrant,healthycommunities.LegalConsiderationsofAssetManagementSukhwilldiscusstheimportanceofassetmanagementfromalegalperspective,thelegalauthorityoflocalgovernmentstoundertakeassetmanagementinitiatives,thestructuringofservicestoensurethatlocalgovernmentscanexercisethatauthority,andthelegalmechanismsavailabletolocalgovernmentstofinanceassetmanagementinitiatives.NavigatingUncertainty:SelectingaSeaLevelRiseValueforInfrastructurePlanningandRenewalTherearedifferingprojectionsfromcredibleorganizationsabouthowsealevelswillchangeovertime-sowhatassumptionsshouldacoastallocalgovernmentmakeaboutsealevelrise(SLR)whenmakingdecisionsaboutplanningandrenewalofexpensiveandlonglastinginfrastructure?Andhowcanthelocalgovernmentensurethattheprocessofmakingthedecisionisdefensibletoimpactedstakeholders?TheCityofCourtenay(theCity),UrbanSystemsLimited(Urban),andtheUniversityofWaterloo(UofW)arecollaboratingtodevelopandapplyaprocessformakingdecisionstorevisekeyinfrastructuredesignparametersinresponsetochangingclimate,withaspecificfocusonSLR.

SelectingaSLRvalueforconsistentplanninganddecision-makingattheCitywillhavesignificantimpactsonstakeholders,bothinternalandexternal.PlanningfordifferentSLRprojectionsprovidesdifferentlevelsofprotectiontothecommunity,butalsocomeswithdifferentcosts.MakingdecisionsaboutwhichSLRvaluetouseinplanningrequiresunderstandingrisk,trade-offs,navigatinguncertainty,andhowSLRvaluesmaybeadaptedovertimetoaccountfornewinformation.Largerlocalgovernmentsoftenhaveresourcestoconductextensivemodellingandcost-benefitanalysistoselectthesevalues,butthislevelofanalysiscanbeoutofreachofsmallercoastalcommunities.ThisprojectfocusedonsupportingtheCityofCourtenaytoselectaSLRvaluefortheirinfrastructureplanning,anddevelopingaprocessforselectingaSLRvaluethatissystematicanddefensibleandcouldbereplicatedinothersmallandmid-sizedcommunitiestosupporttheirdecisionmakingaboutadaptingtheirinfrastructureinawaythatconsidersriskandriskperceptions.BuildingaClimateChangeAdaptationStrategywithAssetManagementCityofSelkirkhasastrategicpartnershipwiththePrairieClimateCentreoutoftheUniversityofWinnipegandisaparticipantintheFCMCAMNprogram.Wewilldescribetheprocessweco-developedwhichbroughttogetherlocalknowledgeandclimatespecialistknowledge.Wewilldescribe:

– Howweengagestaffatalllevelsinalldepartments– Used a “Service” approach to identifying the consequences of climate change to each of our

municipalservices– Followedariskbasedapproachtoprioritizingtheseconsequences– Allowedstafftoidentifiedandevaluateresponsestrategies– IntegratedourAMprogramintotheresponseselection

Managinginfrastructureisbecomingincreasinglychallengingasdemandsincreaseandresourcesremainlimited.Municipalitiesareconstantlyunderpressuretocutcostsandprovidemoreservices–afeatthatcanonlybeachievedthroughcontinuousimprovement.Foryears,municipalwater,wastewater,stormwater,andsolidwastedepartmentsthroughoutCanadahavebeenusingbenchmarkingasameans,amongothers,toeffectivelycommunicateperformancetostakeholders,establishnormsandstandards,andidentifyimprovementopportunities.LearnhowthemethodologydevelopedbytheseinitiativesiscurrentlybeingadaptedtothetransportationsectorthroughthecreationofCanada’sfirstNationalTransportationBenchmarkingInitiative(NTBI).KeyoutcomesoftheNTBIwillbediscussedincludingthephilosophies,practices,andmeasuresdevelopedtofacilitateknowledgesharingandenable“apples-to-apples”comparisonsbetweentransportationagenciesofdifferentsizes,characteristics,andgeographiclocations.

OurmunicipalengineersareanimportantpartoftheAssetManagementprocess.IwillprovideanintroductionoftheroleoftheAssociation,ourProfessionalPracticedepartment,and,mostimportanttoassetmanagement,ourProfessionalPracticeGuidelinesprogram.AstheMunicipalEngineersDivisionthroughtheAssociationintendstodevelopa“BestPractices”GuidelineforAssetManagement,Iwilloutlinethegoalsandprocessesfordevelopingourprofessionalpracticeguidelines.IwillconcludewithadiscussionabouttheproposedAssetManagementGuideline:suggestedtopicsfortheguidelineandsomeissuesthatwehaveheardofintheindustrythattheguidelinemaybeabletoaddress.

WithfinancialassistancefromBCRegionofIndigenousServicesCanada(ISC),acommitteeof11FirstNationcommunitieswasstrucktocreate“AssetManagementGuideforBCFirstNations”.Newlypublishedguideandworkbookpreparedforfirstnationsbutprocessisapplicabletoall.TheGuideisveryeasytoreadandfollow.AssetManagementCompetencyFramework

Peopledoassetmanagement.Thestaffinyourorganizationarecriticaltoprogressingassetmanagement.Staffneedtoworktogetherincross-functionalgroups,andorganizationsneedtodevelopanyofthenecessaryskills,behaviorsandknowledgetheymightbemissing.Forsome,thiscanbeabigchangeandadifferentwayofworking.Forsomeorganizations,thiscanrequirestafftrainingand/ornewhires.Tosupportthis,theCanadianNetworkofAssetManagers(CNAM)havedevelopedanAssetManagementCompetencyFrameworkforCommunities.TheframeworkwillhelpformallycapturetheAMskills,behaviorsandknowledgeyouneedacrossyourorganization,andenableyoutoputtrainingplansinplacetohelpstafffillthegaps.

TheCowichanValleyRegionalDistrict(CVRD),withtheassistanceofUrbanSystems,hasdevelopedaClimateRiskAssessmentframeworktoidentifyvulnerableinfrastructuresystemsandassessidentifiedclimaterisks.TheCVRDhasusedregionalclimateprojectionsthatincludedriersummers,wetterwinters,sealevelriseandlongermoreintensestorms,todeveloptheframework.Themodelwasthenappliedtovulnerablewaterandsewerutilitysystemsinanefforttoidentifyfuturecostsassociatedwithmitigatingidentifiedclimaterisks.Theframeworkandtheresultsoftheanalysiswillbesharedinthispresentation.

TheEmergenceofMunicipalNaturalAssetManagement:TheEvidencetoDate

Localgovernmentsneedtorethinkhowtheydeliverservicesreliablyandcost-effectively.ForagrowingnumberofCanadianmunicipalitiesthismeanslookingaroundthematexistingnaturalassetssuchasforests,riparianareasandcoastalecosystemsforanswers.Theirexperienceinmunicipalnaturalassetmanagementsuggestthatnaturalassetscanprovidesomeofthesameservicesasengineeredassetsbutwithlowercapitalandoperatingcostsandgreaterresiliencetoachangingclimate.Thispresentationwilldescribe:

Theconceptofinfrastructureresilienceisreceivingincreasingattentionascommunitiesbegintofacerisksandopportunitiesassociatedwithenvironmental,societal,andtechnologicalchange.Usingrecentprojectexamplesforwaterandwastewaterinfrastructure,wewilloutlinetheprocessforcompletingboththeGreenhouseGasMitigationAssessmentandClimateChangeResilienceAssessmentpluslessonslearnedfromthefirstfederallyapprovedClimateLensAssessment.Followingthesesessionparticipantswillbeableto:

Don’tfallintothetrapofthinkingthereisonlyonerightwaytomakethejourneybutdobewareofcomplacency.Thereareboundariesthatweneedtostaywithinandweshouldhavesomecommonobjectives.

Therearevariousaspectstoconsiderwithintheassetmanagementdiscussion,somearehighlytechnicalandordrivenbyoperationsandengineering,othersarefinancialandthereisalsoanimportantroleforcommunityengagementandwemustkeepsightoftheunderlyingpurposewhichisinformeddecisionmaking.

Wecangenerallyfindconsensusbetweenassetmanagerswiththestatement,“theinfrastructureweprovideistheretodeliverservicesforourcustomersandcommunities”,butevensowecanfindthateachofourtechnicalareasstillhaveanunderlyingthoughtthatothersshould“seeitmyway”.

DocksideGreenisa15-acreurbaninfillredevelopmentsitelocatedadjacenttotheUpperHarbourinVictoria.Usedforover100yearsforvariousindustrialuses,thesitewaslistedinthetop10contaminatedsitesinBC.TheCityofVictoriaacquiredthelandfromtheprovincialgovernmentin1989inexchangeforsitedevelopmentservicingandlandremediationcosts.CitystaffnicknamedthesiteDarksideduetonumerousfailedredevelopmentapproaches.Metamorphing“Darkside”intoaworldleaderinsustainabilitychangedconventionalplanning,procurementandcommunityconsultationpracticesthatdiscourageinnovationtomoresustainableandintegratedprocessesbyusingsustainabilitypracticesthatrewardinnovation.In2008andagainin2009,thesuccessfullandsaleproponentachievedthehighestsustainabilityratingintheworldundertheLeadershipinEnvironmentalandEnergyDesign(LEED)greenbuildingratingsystemforthefirsttwodevelopmentphases.AprimaryreasonDocksideGreenachievedworldrecordLEEDPlatinumcertificationisduetosustainableandrenewableinfrastructure,including:awastewatertreatmentplantthattreatswateralmosttoCanadiandrinkingwaterstandardsandthenreuses80%ofitthroughanon-sitewaterway,irrigationsystem,andgreywatertoilets,and;adistrictenergysystemtogenerateallheatandhotwaterthatreducesover50%ofenergycostsforoccupants.

TheCityofColwoodhasinfrastructurevaluedat$375million.Theinfrastructuresupportsessentialservicesthatthepublicrelyoneveryminuteofeveryday.Theoperation,maintenanceandreplacementoftheseservicesdon’talwayscometomindwhenthepublicconsiderstheroleoflocalgovernment.Butconsideringthescopeandfinancialimpactoftheseservices,itisthemostcrucialresponsibilitydischargedbylocalgovernments.ThepresentationwilloutlinethecoreandinnovativeapproachestakenbytheCityinpreparingourassetmanagementplananddevelopinganimplementationshortandlong-termstrategy.Ourplan;

• Providesexceptionalstewardshipofpublicassets–thisplanensurestheassetscanbesustainablyfundedforgenerations

• Providesaclearpictureofcapitalservicelevels–citizensshouldbeawareoftheservicesthattaxesfundinthecommunity.Theplanprovidesservice-leveltransparencyrelatedtocapitalserves.ThecommunitycanthereforebeengagedwithCounciltosetappropriateservicelevelsandcorrespondingfundinglevels.

InBC,long-termsustainablefundingforassetreplacementiscommonlyoverlooked.Thisplanmeasures1)annualsustainablefundingalreadyestablished,and2)annualsustainablefundingneededforinfrastructurereplacement.Ifprojectionsarecorrect,taxpayerswillbecontributingsustainablefundingby2029.

Colwoodwasawardedthe2019UBCMCommunityExcellenceAwardforAssetManagementfortheirSustainableInfrastructureReplacementPlan.

MetroVancouver’sAssetManagementTools:RealizingthePotentialtoImproveLong-TermFinancialPlanning

InrecentdecadestheGreaterVancouverareahasexperiencedsignificantpopulationgrowthandeconomicdevelopment.MetroVancouver(MV)respondedtothesechallengesbyaddingconsiderableinfrastructuretoitsassetinventoryoverthisperiod.MVisstartingtoexperiencetheincreasingneedtoreinvestinitsaginginfrastructuretomaintainastateofgoodrepairandlevelsofservice.Tounderstandtheleveloffundingrequiredtosustaintheassetbaseoverthelong-termandtomakemeaningfulandcomplexfinancialplanningdecisions,MVhasdevelopedanInfrastructureMaintenanceAllowance(IMA)toolandpilotDecisionSupportSystem(DSS)toolusingMicrosoftExcel.Developmentofthesetoolsisbasedonamethodologythatfollowsaseriesoflogicalstepsforansweringquestionsrelatedtoassetinventory,replacementvalue,conditionandestimatedservicelifetocreatealong-termcapitalreinvestmentprofile.Astheimplementationofanassethierarchyisunderway,theanalysiswascarriedoutatthefacilitylevel(e.g.treatmentplants,pumpstations,sewers,etc.)toreviewfacilitylists,replacementcosts,availableinspection-basedorage-inferredconditioninformationandexpectedremainingservicelife.TheIMAtoolallowscomparisonoftheaveragerequiredexpendituresforthenext30-yearperiodwiththecurrentandplannedcapitalreinvestmentexpenditurelevels.TheDSStoolforecaststhefutureassetconditiondistributionforeachyearoverthesameperiodoftimedependingontheselectedtargetconditionscore.
