1. IntroductionUnderthe‘NeighborhoodInitiative’projectlaunchedbyAUC,TAMEERandAUChaveagreedtogethertojointheireffortsinorganizingacompetition,amongthestudents’communityofAUC,thataimstoturnthewatertowerlocatedwithintheAUCneighborhood,intoapieceofstreetart.ThisisintendedtobeamultidisciplinarycompetitionthatwillincludestudentsofdifferentAUCschools,suchasArt,Architecture,ConstructionEngineering,andBusinessAdministrationmajors.ThewatertanksubjectofthepresentProtocolislocatedinNewCairo,Egypt.TheexactlocationisdetailedinFactSheet1.2. CompetitionOrganizersandPatronageThepresentstudents’competitionisacollaborationprojectbetween:TheAmericanUniversityinCairo(AUC)andTAMEER(Development&EngineeringConsultingCo.),therealestatedeveloperofAZAD3. CompetitionObjectivesTAMEERandAUCareseekingtoachievethefollowingobjectivesoutofthisproject:1. Turntheexistingwatertowerstructureintoanestheticurbanartobject;2. Promote the cooperation between AUC and TAMEER around the ‘Neighborhood Initiative’ and the
leadership of AUC, both internally (within AUC and TAMEER communities) and externally (within theneighborhoodandthelargercommunity);
3. PromoteAZADproject (this should not be a direct advertising but through a subtle reflection of AZADIdentityandValues);
4. PromoteTAMEERValueswithintheAUCstudentsandalumnicommunities;5. OfferanopportunitytoAUCstudentstocollaborateonareal-lifemultidisciplinaryprojectthat involves
art, architecture, budgeting, project management and communication constraints, within mentoredworkshops;
6. DevelopCorporateSocialResponsibility(CSR)engagementwithintheAUCstudents’community;Pleasenotethatthecompetitionisnotintendedasarevenuegeneratingproject.4. EntryConditions⋅ TheCompetitionisopentomultidisciplinarystudents’teamsof3to4highlymotivatedstudents; ⋅ Students are required to come from relevant majors such as Art, Graphic Design, Architecture,
ConstructionEngineering,BusinessAdministration,MassCommunication,ortodemonstratetalentinoneormoreofthementioneddisciplines;
⋅ All students are encouraged to enter but priority in selection will be given to senior students. ThecompetitionisalsoopentoyoungAUCAlumniwhograduatedin2017or2018;
5. RegistrationDeadlineforCandidatesApplications:Friday26October2018at2:00PM
InterestedcandidatesarerequestedtosubmitaRegistrationFilethatincludesthefollowing:
• ParticipationFormdulycompletedandsigned.Applicationcanbemadeasateamorasasingleparticipant.
• Portfolioofprevioustopfivepiecesofworkdemonstratingrelevanttalent.Thismayincludeanyworksthatdemonstratecapabilitiesandskillsrelatedtotheproject-photography,design,creativeworks,businessplanning,constructionknowledgeetc.Theportfolioshouldnotexceed20pages(A4orA3)andshouldbesubmittedasasinglecollateddocument.
RegistrationcanbemadethroughtheAUCCareerCenter,attentionMs.SohaHassanandcanonlybesubmittedbyemail([email protected]).Thesubjectofemailshouldbe"AUC-TAMEERWaterTowerCompetition".
6. SelectionofParticipatingTeams1. Theselectionofthemultidisciplinaryteamsthatwillbeparticipatinginthecompetitionwillbemadeona
discretionary basis by the Steering Committee of theWater Tank project, and based on demonstratedmotivationandtalentofthecandidates;
2. TheSteeringCommitteereservestherighttochangethecompositionoftheteamsinordertoguaranteetheappropriaterepresentationofallrequireddisciplineswithinoneteam;
3. The Steering Committee reserves the right to retain one or part of themembers of an applying teamwithoutretainingtheteamentirely;

8. MentoredWorkshops1. Thedevelopmentoftheprojectsbythecompetingteamswilltakeplaceundermentoredinterdisciplinary
workshopsthatwillbeorganizedanddirectedbyexpertAUCfacultymembersfromrelevantAUCschools;2. The objective of thementoredworkshops is to offer to candidates the experience ofmultidisciplinary
teamworkonareal-lifeprojectthatinvolvesdiversepracticalconstraints,andtobenefittheparticipatingstudentsfromtheexperienceandtheknowledgeoftheprofessors;
3. At leastonememberofeachteamshouldattendthementoredworkshops,otherwisetheteamwillbedisqualified.
9. DesignRequirementThefollowingpracticalconstraintsmustbeobserved:1. Theart-workshouldbedesignedwith3vantagepoints inmind.Two fromthe twosurroundingstreets
andathirdfromtheSouth-Eastsideofthewatertower(pleaserefertotheattachedsheet);2. Thecandidatescansuggestanytechnicallysuitabletechnique(mural,sculpture,steelstructure,lighting,
3Dmapping,etc.oracombinationofsuch)subjecttobudgetconstraint;3. Theart-workneedstobevisiblebothduringthedayandthenight.Therefore,lightingoftheart-workis
mandatory.However,creativetechniquesthatareexclusivelybasedonlightingwillnotbeconsidered;4. The total budget of the art-work, including design, preparation, production and lighting, should not
exceedEGP1,000,000.Studentswillberequiredtoprepareacostestimateof theirproposal toensureadherencetothisbudget.
5. The conditions of the local authority of New Cairo will be observed (refer to attached approval letterdated….)
6. The Corporate IdentityManuals of TAMEER and AZAD be strictly observed for inspiration such as theprojectcolors;
7. ParticipantsshouldadheretoallAUCpoliciesandproceduresintheirdesign.10. SubmissionofWork1. The Design proposals will be submitted in person in a sealed package under the Team’s name by
maximumThursday29Novemberby2:00PMtotheAUCCareerCenter,attentionMs.SohaHassan;2. Designproposalsarerequiredtoincludethefollowing:
a. PostersA2 size showing theproposedart-work concept in3-D formatat least from the3mainview-points.Additional3-Dvisualsareaplus;
b. Detailssheetshowingdetailsoftheart-workasneeded;c. Lightingdesign,includingpowersupplydesignandlightingdevicesspecifications;d. MethodStatementsummarizingtheproposedmethodofexecutionforthepreparationandthe
productionoftheart-work,includingscheduleofmaterialaswellasanyrequiredequipment;e. Health&Safetyplanforthepreparationandproduction;f. Timescheduleforthepreparationandproductionwork;g. Detailedbudgetforthedesign,preparationandtheproductionoftheart-work(apply&supply,
includinglighting);h. MaintenanceProgramforthefirst5yearsfollowingtheproductioncompletion;i. Narrativepresentationreport(1,000to2,000words,inbothWordandPDFformatsand3printed
copies);j. PowerPointpresentation;k. IdentificationFormofthecompetingteam;
3. ProposedideaswillbepubliclyexhibitedduringthedayoftheJuryPresentationandcompetingteamswillbepresenttoexplaintheirideasandanswerquestions;
4. Proposals will be presented to the Jury during a public session, whereas each team will have theopportunitytoexplainitsproposedidea.Eachcompetingteamwillhave10minutesforthepresentationand10minutestoanswerquestions;
11. TheJury:TheJurywillbecomposedof5members(numbermaybesubjecttochangebymutualagreementofAUCandTAMEERifneeded):
• TwovotingmembersrepresentingtheFacultymembersofAUC;Dr.MagdaMostafa,ArchitectureDepartmentandDr.NaglaSamir,DepartmentofArts.
• TwovotingindependentmembersrepresentingTAMEER;BachirMoujaes,PlanningandDesignDivisionManageratSolidereandMonaHussein,DesignerandownerofMHDH.⋅
• OnevotingmemberrepresentingthelocalauthorityofNewCairo,EngineerMahmoudHussein,VicePresidentofNewCairoMunicipalityforDevelopment.
• Non-votingconsultantfromthelocalauthorityofNewCairo;EngineerOsamaMohamedAli,GeneralManagerintheAuthorityofUrbanCommunities.
• Non-votingtechnicaladvisor;Dr.JohnHoey,DepartmentofArts.12. SelectionCriteria:TheJurywilldeliberateindependentlyandinitsfulldiscretion,basedonthefollowingselectioncriteria:1. Estheticattractivenessandcreativityoftheproposedidea;2. AbilitytoefficientlyillustratetheAZADValuesandtheCompetitionTheme;3. AbilitytoachieveeachoftheCompetitionObjectives;4. Compliancetotheapprovedbudgetandtimeframe;5. Technical feasibility of the Production (method statement; health & safety; maintenance; schedule of
materialandequipment;etc.);Thecompetingteamsareinvitedtothinkoutoftheboxandtodemonstrateanoutstandingcreativity.Twoparticularwaystomeasurethelevelofcreativitywouldbethefollowing:⋅ Oncetheart-workiscompleted,peoplewouldvirtuallynot‘see’anymorethewatertower,butrathera
piece of urban art. A creative idea does not only consist in ‘painting on thewater tower surface’, butratherin‘transforming’thisexistingobjecttobecomeanart-workthathasitsownidentity;
⋅ Theart-workwillhavethestrengthtodelicatelytellaboutthesharedvaluesofthosewhoarebehindthiscompetition, i.e. AUC and TAMEER. This will require from the competing teams to adopt a subtleapproach in conveying the values and the identity of AUC and TAMEER without using any directadvertisingtechnique;
13. AwardingProcess:1. Followingthepresentationoftheideasbythecompetingteams,theJurywilldeliberateandselectthree
(3)qualifiedfinalists;2. TheBoardofDirectors of TAMEER (BOD)will review the files submittedby eachof the threequalified
finalistsandwillselecttheFirstAwardWinningteam,whichideawillbeproduced;DecisionsmadebytheJuryandbytheBoardofDirectorsarefinalandirrevocable.14. Awards:Thefollowingawardswillbegrantedtothequalifiedfinalists:1. FirstAward-WinningTeam:Afully-paidEducationalTriptoBeirut,tobespentwithSOLIDEREteamona
case-studyandfieldvisitregardingthePost-WarRegenerationofBeirutCentralDistrict (UrbanDesign,Architecture, Economical and Sociological aspects). The tripwill be granted to a teamof three to fourpeopleandwillbeorganizedoveraperiodofthreedays;
2. Twoqualifiedfinalists:AcashamountofEGP30,000foreachofthetwofinalistteams;Note: The First Award-Winning Team agrees to share with AUC and TAMEER a report and a PowerPointpresentation summarizing the educational trip and the knowledge and experience acquired from the case-study,andtosharesuchknowledgeandexperiencewithintheUniversityupontherequestofAUCauthoritiesandasmanytimesasreasonablydeemednecessarybyAUCauthorities.
15. AcademicBenefitsfortheCandidates:
1. Theopportunitytoworkonreal-lifeprojectsandtheirchallenges,includingadheringtobudget,brandidentity.
2. The opportunity to work across inter-disciplinary teams and expand understanding beyond theirmajors.
3. Theopportunity toengagewithcommunityoutreachandplaya role increatinga just,diverseandlivableneighborhoodforAUC’snewCairoCampus.

CostsincurredbytheCandidatesAllcostsandexpensesincurredbythecandidatesforthepurposeofthepresentcompetitionwillbebornebythecandidates.Noreimbursementwillbegrantedbytheorganizersandsponsorstothecandidates.20. IntellectualPropertyofProjectDesignThe intellectual property rights and copyright of all proposals belong jointly toAUC and TAMEER,with attribution of authorship to the student authors. The competition organizers and sponsorsretain the right to use at their own discretion and in accordancewith laws, the outcomes of thecompetition (designs, images,documents, reports,posters,etc.),aswellas thecandidates’namesandimages(stillphotos,video,soundrecords,etc.)for internalorexternalcommunicationrelatedtotheNeighborhoodinitiative,ortopromotetheeventatexhibits,seminars, inpublicationsorbyanymeans necessary to broadcast the results of the competition, without interference from thecandidates. 21. AcademicIntegrity:PleaserefertoAUC’sAcademicIntegritypolicy,whichgovernstheworkproduced.Inaddition,andgiventhecreativenatureof thiswork,anyworkcreated inwholeor inpartbyanypersonother than the registeredstudents will qualify as an infringement of academic integrity. Although students are encouraged to drawinspiration from precedents, any work that violates the intellectual property of any other author willautomaticallydisqualifythework.22.
