This month we will have a short Bible study and then have plenty of time for conversation to catch up on everyone’s summer activities. If you wish to have a snack or breakfast it will be on your own. It can range from a cinnamon roll to breakfast pizza or just a cup of coffee. Please join
us as we complete our summer pro-grams and get ready to start our regular Bible study series in September.
Coffee – Look for the “Coffee Cart” on Sunday mornings, and purchase your Equal Exchange favorite blend. Feel free to purchase coffee any-time the church office is open. You may also put your money in the envelope provided and put it under the office door or in the offering plate. You will be helping farmers overseas earn a fair share of the income from the crops they grow.

The Lutheran church has always placed music on a high plane. It has held the
nickname “the singing church” because of its rich heritage of chorales and hymns.
This high regard for the people’s song originated with Martin Luther himself. In
one preface to a collection of motets, Luther wrote:
“I would certainly like to praise music with all my
heart as the excellent gift of God which it is and to
commend it to everyone. But I am so overwhelmed
by the diversity and magnitude of its virtue and
benefits that I can find neither beginning nor end or
method for my discourse . . . . Looking at music itself,
you will find that from the beginning of the world it
has been instilled and implanted in all creatures, in-
dividually and collectively. For nothing is without
sound or harmony; next to the Word of God, music
deserves the highest praise.”

Our students collected $315.00 from
January through May through their
weekly offerings and Barnyard banks to
give an offering to ELCA Good Gifts.
The Good Gifts offering will purchase
goats, pigs, chicks, ducks and sheep to
assist those in need by giving them the
resources to lift themselves from hunger
and poverty.

We had 43 students attend VBS this year. Great fun was had by all,
young and not so young. The theme was GOTTA MOVE! Keepin' in Step
With the Spirit! By GO FISH. A very big thank you to the volunteers
who make this happen!! We had healthy snacks, fun exercise, creative
music, and clever crafts. Thanks again to volunteers, parents, and the
kids who make this a fun and exciting week!

We have a New Ministry
Opportunity for Grace Members!
GLC Ministry of Literacy Pilot program as funded by Betty Smith Literacy Fund is set to begin an After School Reading program for students in need of reading assis-
tance in 1st and 2nd grade. We have hired Judith Lokenvitz, as the Director to begin on
August 12. We need volunteers from our congregation (Middle School, High School and
Adults) to work with the students from 3:30 to 5:00 p.m. on Tuesdays and Thursdays
starting Sept. 3rd. There is no charge to the students for the weekly sessions. Grace
members in 1st and 2nd grades are invited to sign up for the program if they need a boost
in reading skills.
Our schedule for August will include:
August 27 – 6:30 p.m. – Volunteer Orientation
August 29 – 4:00-5:00 p.m. Open House for students and their families
The Program will offer literacy help to the students by working with them in centers in
the Social Hall. The children will rotate every 20 minutes giving them the opportunity
to participate in each center. The three centers will be one-on-one reading (reading
material can be their AR book from school so the children will have help to test at
school), game/activity center and writing/craft activities. We will also provide an
opening as a large group story time with the Director and provide a snack.
Volunteer opportunities for Grace members will be for Snack Time, One on One
Reading, Literacy Games and an Activity Table. We need 7-8 volunteers per session
each week. Perhaps you can volunteer once a week, twice a week or once a month, we
need any and all time you can commit to working with students. For students and adults
that can’t arrive right at 3:30 p.m. start time, we can still use your services from 3:50-
5:00 if that is a better time for you.
We need your support, prayers and volunteer time to make this program a success!
Please watch for sign-up sheets for snacks and supplies in future P.S. Grace Notes and
on the bulletin board.

Affirmation of Baptism classes will start
on Wednesday, August 28, 2013 at 6:15
p.m. There will be a parent/student meet-
ing on Wednesday, August 21, 2013 at 6:30
p.m. Starting this year Affirmation will be
following the 2 year program of ‘Here We
Stand’. The first year will be Catechism
followed be a year of Old and New Testa-
ment stories. There is a new set of guide-
lines that has been approved by the
Christian Education Board and the Church
Council. The details of these will be
available to the students and parents after
sign-up or at the meeting on August 21st.
A schedule of the year will also be available
at that time. Students entering 7th grade
this year are eligible and you must com-
plete the 2 years by the end of your 10th
grade year. Those students that attended
any or all of the following 2 years may still
submit their essays prior to October 1,
2013. If there are any then an Affirmation
Sunday will be conducted prior to
Thanksgiving.

So What’s Important About Baptism Or Confirmation
Summer is almost over, so what’s next? Life as
usual ? Routines begin. What’s something to look
forward to? The season of Pentecost focuses on our
baptismal living.
The reformer, Martin Luther, was moved by his
reflection upon scripture and the Holy Spirit to of-
fer back into context the daily living of a disciple of
Jesus Christ as a baptismal spirituality or a baptis-
mal way of living. The washing of water and the
word in the name of the Triune God among the
gathered Christian assembly is at the center of
one’s whole life as a Christian. We might describe
baptism as the well spring from which the entire
Christian life flows. Jesus’ words to the woman at
the well in John 4:14, promising “a spring of water
gushing up to eternal life,” are often applied to
Baptism. This spring gushes up from the font,
where as Romans 6 assures us, we are liberated
from sin and death by being joined to Jesus’ death
and resurrection. From the font, God’s living water
flows freely and powerfully throughout the gath-
ered assembly, its ripples extending into everyday
of the disciples’ life. The streams of baptismal
spring include nurture, formation, initiation, re-
turn, affirmation, vocation, remembrance, and ulti-
mately, the completion of God’s promise in the life
to come, when the wellspring of baptism overflows
in new life. Between the moments of our baptism
and the moment of our death, we continually do
that which baptism attests. The baptismal font is
at the entrance to the worship space (sanctuary) to
remind us of God’s promise and gifts. As disciples
enter worship and as they depart, committed in the
baptismal grace, the sign of the cross is made hav-
ing dipped our fingers in the water again, and
again. We are marked with the sign of the cross
both in our coming and our being sent forth into the
world as ambassadors for Christ.
Luther argued with the religious leaders of his
time, that God’s promise in baptism should
‘swallow up your whole life, body, and soul, and
give it forth again at the last day, clad in the robe
of glory and immortality. By God’s gift and call,
those who are baptized into Christ Jesus are daily
put to death our own distractions and affections to
death, so that we might be raised daily to newness
of life. Disciples in Christ Jesus find in this daily
remembrance (sign of the cross), a life long assur-
ance that God has forgiven sin and daily motivation
to live as those who belong to Christ. For Luther-
ans, baptism is a sign, a promise and participation
in what God does for humanity in Christ Jesus.
Lutherans regard baptism as a way of life and put
it to use in such a way that we may draw strength
and comfort from it when our sins or conscience op-
press us. In baptism , we die to sin and raise in the
grace of God. Faith then is not intellectual assent
to doctrine or right living but trust in God. Faith
results from the work of the Holy Spirit in and
through discipleship.
So Why baptize Infants and Children? Some Chris-
tian faith groups distinguish between a “believer’s
baptism”- a baptism only of those able and willing
to confess their commitment to Christ and “infant
baptism”. As Lutherans we affirm that both per-
spectives of baptism are not exclusive of one an-
other and are both rooted in the faithfulness of
Christ. Those faith groups which practice a
‘believer’s baptism’ should seek to express more
visibly the fact that children are placed under the
protection of God’s grace. Those who practice
‘infant baptism’ should guard against indiscrimi-
nate baptism and take more seriously their respon-
sibility for nurturing baptized children so that they
grow to mature faith in and commitment to Christ.
Priesthood of all Believers: In addition to dying to
sin and rising to new life, participating in Christ’s
death and resurrection also means we share in
Christ’s work. We are united to Christ’s priestly
ministry (Heb 9:11). We who are baptized are then
a priestly people (1 Pet. 2:9), that is we are a people
that carry out Christ’s ministry in the way Christ
did, by offering ourselves for the life of the world.
Baptism inaugurates the Christian community’s
ministry to the individual and the individual’s min-
istry to the Christian community. This is a minis-
try of vocation. Where ever we find ourselves in
commerce, social groups, or travel, we are about
Christ’s ministry. God calls all disciples to minister
to one another and to the world in whatever station
they find themselves.

Gifts of the Holy Spirit: Acts 2:38 says, “be bap-
tized…and you will receive the gifts of the Holy
Spirit.” Baptism includes God’s promise that the
same Spirit who revealed Jesus as the Son and em-
powered the disciples at Pentecost is at work in the
lives of disciples. The Spirit draws the baptized into
communion with God and one another. This com-
munion creates the church which participates in
Christ’s ministry. The New Testament describe the
Holy Spirit’s activity in baptism as illumination,
enlightenment, and sanctification (Heb 6:4, 1 Cor.
6:11). The relationship of baptism and the gift of
the Holy Spirit is complicated by passages in Acts.
There the Holy Spirit arrives both before baptism
and afterward with the lying on of hands (Acts
10:47, 19:6). The point here is NOT that God
ONLY gives the Holy Spirit through baptism, but
that God DOES give the Holy Spirit in baptism.
SO why is Affirmation of Baptism (aka Confirma-
tion) Important? Lutherans have explicitly main-
tained that confirmation is NOT a sacrament since
it contains no divine promise. The Apology to the
Augsburg Confession notes that confirmation lacks
the command of God and a clear promise of God’s
grace-both necessary components for a sacrament.
The rite of confirmation is a renewal or reaffirma-
tion of what God has done for us in baptism, in
which we ask God to stir up rather than pour out
the Holy Spirit such as is in baptism.
Affirmation of Baptism bears an obvious connection
to baptism. While its primary use may be to cele-
brate adolescent confirmation, this worship form
may be actually used in a number of occasions in
people’s lives. When youth have undergone a period
of study and faith formation, their experience may
culminate in the Rite of Affirmation as a way of
recognizing the previous and more fundamental
event on their lives and as a way of committing
themselves to a life of devotion to God, of commun-
ion with the church, and of service to others. Other
times the Rite may be observed would be when en-
tering into and identifying with a particular faith
community and its mission, returning to the
church, a time of significant renewal in faith.
The Confirmation Ministry Task Force (19953)
noted several important factors within this forma-
tion ministry of the congregation. Some of which
were: (1) that the responsibility for confirmation
ministry is within the congregation and to be
shared between lay and clergy. (2) instruction in
the Bible and Small Catechism has recently re-
turned to the fore. (3) increased awareness in learn-
ing styles and contexts has generated a variety of
approaches, strategies and techniques. (4) in-
creased understanding regarding developmental
stages in both faith and cognition affects both what
is taught and how it is taught. (5) the confirmation
service is seen as an affirmation of baptism, not a
completion of it or its competitor; and catechetical
instruction has been a valued opportunity for ex-
perimentation.
The Lutheran World Federation statement of
“Baptism, Eucharist, and Ministry” , marks confir-
mation as the conclusion of a catechetical period .
This period should also include forms of service and
ways of putting their faith into actions rather than
merely undergoing a set of cognitive exercises that
have been the primary focus of generations past. To
this end youth should be prepared to have some
appreciation for what is asked of them during the
Affirmation of Baptism. It should Not be consid-
ered a graduation with flowers, gifts, diploma’s
(i.e. Certificates of Confirmation) as nothing has
been imparted in the Rite of Affirmation that has
not already occurred in baptism. Affirming one’s
baptism should occur repeatedly throughout a per-
son’s lifetime. None the less, it is desirable to have
a moment during adolescence or young adulthood
when a person may publically affirm the baptismal
covenant that often times is made on his/her behalf
by parents or sponsors. It is their public testimony
to participate in their baptismal vocation within
the community or ‘family of faith’ in which they
have been raised.

Devotion led by Pastor MacManus. It was based on Matthew 5:14. The group shared about a time they saw a
glorious sunrise or sunset; a time the lights went out; or an experience they had with a candles or fire. Next
month Jim Stein will lead devotions.
Motion: To accept the agenda with change to the date and add Betty Smith Literacy Fund update as IIIA and
move the other items down respectfully. Motion made by Michelle Hampton, seconded by Cindy Edgmond.
Discussion: none. Motion carried.
A. Betty Smith Literacy taskforce
Deb Holliday presented a job description and asking council what direction to go next. Questions were
raised about the church handling the money for the Betty Smith Literacy Fund and whether it is an
endowment. The task force needs the council to decide whether we can proceed or not.
Motion: Council is looking for a way to support the program. We applaud the work that the Betty Smith
Literacy task force has done and will see if council can ensure that it works in our organizational structure.
Motion made by Mike Allenbaugh, seconded by Ben Houseman. Discussion: none. Motion carried.
B. HTPM agreement
Update: We are still waiting on changes to come from Happy Time Preschool of Muscatine.
C. HTPM bathroom remodel
Update: Our proposal to Happy Time about the remodel has been presented to Happy Time but we have
not had a response yet.
D. Council Process- Business and Brain Storming
To help the council prepare for council business, it is recommended that any business that
needs to be presented to council should have the information to council 9 days prior to the
council meeting.
E. Synod Assembly
If interested or able to attend the Synod Assembly May 31-June 2, let Jim Stein know in 24 hours.

IV. A. Executive Committee
Motion: To approve the April council meeting minutes with the change to strike the wording on IIIG “we could
insert Lutheran into the logo by the word Grace”. Motion made by Michelle Hampton, seconded by Cindy Edg-
mond. Discussion: There was a confusion on the wording of item IIIG on the April minutes. Concerns were
raised about council’s awareness and monitoring of the special donations that are requested of the congrega-
tion. Is it taking away from giving to general fund? Can these requests be taken out of a board budget?
Treasurer needs to know which line item the money will be entered and removed from. Motion carried.
Motion: To approve the Treasurer’s report as submitted. Motion made by Mike Allenbaugh, seconded by Kim
Thompson. Discussion: We are in better shape financially, giving is up. Response to the temple talks has been
positive. Motion carried.

Schultz. Discussion: There is an initiative from the police department to start a Chaplaincy program.

Thompson, seconded by Shirlee Staley. Discussion: none. Motion carried.
C. Motion: To approve the Mutual Ministry minutes from April 16, 2013. Motion made by Michelle Hampton,
seconded by Cindy Edgmond. Discussion: none. Motion carried.
D. Audit Committee No Report
E. Motion: To approve the Congregational Life meeting minutes from April 30, 2013 with the change to the
Outdoor service from Sept. 8 to Labor Day weekend. Motion made by John Simmons, seconded by Michelle
Hampton. Discussion: There was discussion on doing time and talent sheets quarterly so that short term needs
in the church are also taken care of by volunteers. Comment was made that once we get the time and talent
sheets, they need to be acknowledged and follow up must be prompt to value our volunteers. Concern was
raised on the SCS May baskets to be handed out on Sunday. Are there enough volunteers to cover to be in com-
pliance with our youth chaperone policy? What if there are not enough donations to cover the costs will some-
one be left with covering the costs? There is not a shelter available on Labor Day so a new plan for when and
where needs to be nailed down. Availability for a shelter on Aug. 25 or Sept. 8 will be checked with a prefer-
ence for Aug. 25. Motion carried.
F. Motion: To approve the Education meeting minutes from May 6, 2013. Motion made by Shirlee Staley, sec-
onded by Molli Lippelgoes. Discussion: Youth group attendance has dropped but the bowling outing had a good
turnout. Men’s group and Text for the Week will continue. Motion carried.
Motion: The Youth group and its director will continue through December 2013. Motion made by John Sim-
mons, seconded by Cindy Edgmond. Discussion: Treasurer asked about the funds. The funds will continue as
is. Bob Romza is already working on fall plans for the youth group. Motion carried.
G. Motion: To accept the Hospitality meeting minutes as submitted from April 2, 2013. Motion made by John
Simmons, seconded by Kim Thompson. Discussion: There was a request to add a count of visitors each month
to the hospitality reports. Motion carried.
H. Motion: To accept the Property Board meeting minutes from May 6, 2013 as submitted. Motion made by
John Simmons, seconded by Kim Thompson. Discussion: The board is contacting a professional from Daven-
port about the VGA screen. Motion carried.
I. Social Ministry report: No report because we are meeting every other month. Blood drive may not happen
anymore because they are encouraging groups to come to the blood center to reduce costs.
J. Motion: To accept the Worship Music meeting minutes from April 8, 2013 as submitted. Motion made by
John Simmons, seconded by Ben Houseman. Discussion: Worship and Music board will work with Education
and Congregational Life boards on Easter planning. The Lenten services need to make sure that they do not
interfere with other activities, such as, Affirmation classes. Worship and Music board are looking at the Satur-
day night services and are trying to put their best foot forward. Worship and Music board are looking to have a
discussion with Education board about First Communion. Discussion items are What is important to the First
Communion participants? and should there be more recognition for the participants or possibly have it on Palm
Sunday. The board will be doing some communication on why we do what we do.

Agenda Adoption: Kim Thompson moves that the proposed agenda is accepted with out any changes. Cindy Edg-
mond, seconded. Motion passed.
Business
Task Forces on Education & Service- SMART Goals.
Service Task Force (Cindy Edgmond, Kim Thompson, Ben Houseman)- only thought would be to
back the Literacy proposal. Noted that the committee is looking for only six volunteers between Tues-
days and Thursdays once adopted. Does not meet the criteria of having all members actively engaged.
Proposal of the backpacks as put forth by Pr. MacManus with September 8th (25th ELCA Anniversary)
as congregational activity to pack school supplies into backpacks donated by members. Backpack with
supplies to be given out to whom ever needs them from GLC. Target group may include the Cedar
apartments as part of the outreach from the Literacy committee. Boxes to be set out for supplies to be
gathered through out July/August. Motion to accept the “BackPack of School Supplies” by GLC, to col-
lect school supplies and supplies packed by attending congregation members on 08 Sept following wor-
ship. The packed backpacks to be distributed to any 1-2nd grader within the neighborhood (tracts 505,
& 508,) , that requests one from GLC. Motion by Cindy Edgmond. Second by Ben Houseman. Motion
carried.
Education Task Force (John Simmons, Scott Schultz, Shirlee Staley)- no report for council.
HTPM Agreement & Mutual Understanding: Motion to add “with approval of a Facility Use Agreement” as
part of 3.A- for hours in addition to operation hours 8 am.-3:30pm. Tuesday-Thursday. Condition of 6.B
that HTPM submit a list of mutual use inventory for GLC SCS to use. Motion made by Cindy Edg-
mond, Second by Shirlee Staley. Motion passed.
Conversation should start about 6.D regarding “desired condition” of GLC.
Question of Bathroom remodel- is this project going? Church was to do the contract.
Phil Chalupa to supervise. Time line is VBS 22-28 July and HTPM starts the following week. MSC
starts on August 12th.
Jazzercise Agreement: Thoughts about any changes that need to be dealt with before agreement? Resolve
for September Council Meeting. Extension for agreement through September? Will wait for July Meet-
ing to check on expiration date of agreement. Cindy will send a copy of present agreement. [Checking
the on file copy this agreement was due May 1st 2013]
Betty Smith Endowment for Literacy task force proposal- Executive Committee recommends that the name
of the ministry be: ”GLC Ministry of Literacy Pilot Program”. The feasibility Study as proposed meets

the criteria for adoption as a ministry program of the congregation with the establishment of the Task
Force becoming a supervisory committee, pilot program comes under review in November 2013 and the
adoption of SR5.29.
SR5.29 establishes the supervisory committee under the Social Ministry Program board and the subse-
quent level of accountability and responsibility within the congregation.
Motion to accept the feasibility proposal and establish the GLC Ministry of Literacy Pilot
Program, striking the words “seeking financial contribution from congregation members” under
funding as a pilot program. Motion by Shirlee Staley, Second by Cindy Edgmond
Motion passed.
Motion to pass resolution SR5.29 as modified. #1 The Feasibility Task Force as
appointed by the council will become the initial pilot program supervisors under the
Social Ministry Program Ministry Board. #2 The supervisory committee shall be
Appointed by the council. #3 “A member of the supervisory committee will serve as part
of the Social Ministry program board. A report shall be generated as to this ministries
plan of…… “ To strike the incomplete sentence “This would include.” #9 the addition of
‘minimum total of 12 students’.

Reports:
Executive Committee:
President- Synod Assembly Report: (1) ELCA Chaplains perform weddings of same sex marriage if a con-
gregation has no policy regarding same sex weddings. (2) Palestinian concern regarding human rights of
its people. (3) Identifying and boycotting businesses that support anti-Palestinian actions.
Secretary: Council Minutes, couple of questions regarding notes. Motion to table adoption of minutes un-
til issues are clarified. Question of III.A Motion had no delegation as to who was to “ensure that it
[Literacy] works in our organizational structure. IV.A Motion is listed, then discussion. Discussion relates
to motion? RE: Pastor’s report to strike the words: “An issue is that chaplains are non-combative.” IV.F
Youth group and question of Funds. Which Fund is being talked about? Motion by Pr. MacManus, Second
by Cindy Edgmond.
Pastor: Motion to receive report as submitted. Motion by Cindy Edgmond , seconded by Kim Thompson.
Motion passed.
Treasurer: Motion to receive report by Cindy Edgmond, seconded by Kim Thompson. Motion passed.
Gifts & Memorial Committee: Motion to accept the committee’s recommendation with the executive
committee’s endorsement that the loan is immediately paid using funds from the G&M funds. Jim Stein
removes himself from the vote due to conflict of interests. Motion made by Kim Thompson, second by Ben
Houseman. Motion Passed.
Mutual Ministry Committee: Reviewing “Pastor & People as Mutual Ministry” looking at committee
work and review. Recommendations for more communication between boards, committee to congregation.
Web page is heavily visited, both newsletter and web page lack in substantive information.
Audit Committee: Jim Stein will check this committee’s progress.
Program Ministry Reports:
Congregational Life: 14th July Ice Cream Social. Father’s day celebration. Stewardship
Discussion. Would like input from council as to faith based giving, pledge cards system, and
narrative budget continuation. Council will have input next council meeting. Motion to
receive report by Pr. Mac, Second by Kim Thompson. Motion passed.
