Sean's key responsibility includes overseeing Kitchell’s facility service contracts in the Western region of the United States, including Arizona, California, Idaho, Oregon, Nevada and Washington. Sean is part of the senior executive team that is responsible for facility operation and maintenance contracts totaling more than 13.5 million-sf in multiple states, for public and private sector clients. He has provided integrated facility services and support for many facility types including state, county, university, correctional, retail and industrial, corporate headquarters and office buildings.

SOUTH PLACER ADULT CORRECTIONAL FACILITY, ROSEVILLE, CA
This new 200,000 SF facility is a highly functional, energy efficient and technically advanced facility that houses multiple classifications of inmates and includes administration, visitation, intake/booking/release, medical services, a county centralized food service center, laundry and an extensive vehicle sally port area. The facility has a tunnel connecting the courthouse on the adjacent lot for in-custody inmate transfer and a shelled-out on-site arraignment court that will be opened by the California State Judicial Branch at a later date.
The Kitchell team provides all on-site facility maintenance services including the testing and caretaking of all building systems, technical support for warranty items, preventive maintenance schedules and systems, implementation of a computerized maintenance management system (CMMS) and related operational support.
AUBURN JAIL, AUBURN, CA
The Kitchell team provides facility management services, highly qualified technicians, preventive maintenance programming, and CMMS implementation for the Auburn Main Jail in Placer County. The 150,000 SF center is the first existing and fully operational county detention facility to outsource maintenance in California.

Vision Service Plan Corporate Campus Headquarters
RANCHO CORDOVA, CA
The Kitchell Integrated Facility Management Team is managing a long-term contract for VSP’s approximately 700,000+ SF Corporate Campus Headquarters in Rancho Cordova CA, including a new state of the art production lab in Folsom CA. Kitchell FM is providing a team of facility management professionals and technicians to perform campus-wide subcontractor management, hands-on preventative and corrective maintenance, data center maintenance, CMMS management, facility condition assessments, capital improvement plans and 24/7 on-call response.

SAN ANDREAS, CA
Kitchell’s team is currently providing full maintenance services for a new $59 million, 160-bed adult detention facility, funded by a combination of the AB 900 Jail Fund and a County Bond.
Kitchell served as construction manager for this project that included 76,000 SF of design and construction for a new, fully-operational detention facility to house 240 inmates, and provide support services for administration, intake/booking, medical, food service, laundry and staff areas. Also included was the construction of a 38,000 SF Sheriff’s Administration Building with a 911 Dispatch Center and Emergency Operations Center.

PHOENIX, AZ
Kitchell’s team is currently providing maintenance and operation services for the University of Arizona, College of Medicine Campus, in downtown Phoenix. The contract includes full maintenance services, CMMS implementation and a comprehensive preventive maintenance program for laboratory and office buildings totaling more than 700,000 SF. Of particular interest is the Arizona Biomedical Collaborative building which houses sophisticated laboratory research facilities for both the University of Arizona and Arizona State University.
The University of Arizona in partnership with Dignity Health has just completed construction of a six story 220,000 SF outpatient Cancer Center. Kitchell is excited to expand our services and relationship with the growing medical campus.

CMMS Set-up Kitchell provides Maintenance Connection as the Computerized Maintenance Management System that complies with the defined needs of BCAG. The foundation of a solid maintenance program is an effective and properly deployed Computerized Maintenance Management System. Kitchell’s wide range of experience has brought us into contact with several versions of CMMS software, and we have adapted to and become proficient in all of them.
We have also developed best practice methods to ensure the system is used and administered to the benefit of BCAG. The Kitchell team has implemented CMMS in more than 300 buildings on more than 35 sites.
The proposed team has multiple years of experience implementing CMMS in a variety of facility types. We have the necessary skills to combine the new and existing information; provide meaningful data to facility staff; use gathered information to benefit the facility; and build upon existing databases.
Because of our flexibility and expertise, we will follow the guidance and approval of BCAG if a system other than Maintenance Connection is desired.

Responses to Trouble/Repair/Emergency Calls During Normal Business HoursOur experience shows that a well planned, staffed and managed maintenance program can complete 90% of the emergency calls and repairs encountered in any facility in four hours or less.
During the transition period, we work diligently to define the specific corrective repair needs of BCAG. Development of response times is a highly collaborative effort between Kitchell and BCAG management.
The Routine Trouble Call and Repair Plan is defined in the first 60 days after notice to proceed and becomes part of the Policy and Procedure Manual developed for BCAG. Until the specific needs are defined, Kitchell will comply with the requirements of the scope of services.
Emergency Maintenance ResponseKitchell will provide a 24/7 Call Center that will route all after hours and emergency calls. An After Hours and Emergency Response Plan will be developed, the plan will include; designation of responsibilities between Kitchell and The County (primary and secondary), response times, and procedures.
Kitchell will work with the BCAG
staff to customize a communication plan for service calls, both
during and after hours.
