The Membership of the HBA met for a General
Membership Meeting on Thursday, July 15 at Seawell’s.
We started off the evening with a Builder Workshop on
the change in the Immigration Compliance laws that
will impact many of our members. Special thanks to
Melissa Azallion of Nexsen Pruet, LLC.
The attendance at the meeting was rather large due
to our guest speakers for the evening. We welcomed
Rep. Nikki Haley (R) and Sen. Vincent Sheheen (D),
candidates for Governor of South Carolina. The
candidates were seated next to each other at the head
table and were cordial if not friendly with each other
throughout the meeting. Each was given 10 minutes
to speak and then questions were taken from the
audience. Given the format of the meeting this was a
great way for our members to hear the main points of
each candidates’ platform and to hear them speak in
person. We are sure to hear much more from each of
them in the coming months.
After the candidates spoke, we awarded the 2010
HBA Charitable Foundation Scholarships. Over the
past ten years, the Charitable Foundation has awarded
$230,750 in scholarships to children of HBA members
who meet criteria set for the program. The Charitable
Foundation awarded $33,750 to 33 students in July.
The scholarship program is funded by annual events,
including the HBA Golf Classic and through private
contributions to the Charitable Foundation.

After the golf outing at Golden Hills, the Summer Outing Party was held on Thursday, June 10 at the Saluda River Club Chickawa Outdoor Center. The Chickawa Center is a beautiful clubhouse overlooking the scenic Saluda River. It features an open-air hall, infinity edge pool, walking trails in the surrounding wooded areas, firepits and many more amenities.
Over 150 HBA Members and their guests attended the party and enjoyed food, drinks and the company of others. Live music was provided by DUBA on the back deck throughout the evening.
Also throughout the evening, we concluded the HBA Cadillac Stag. The reverse-raffle was a fund-raiser for the SC BuildPac. Every 10th number drawn won a box of golfballs courtesy of 2-10 Home Builders’ Warranty. The final ball drawn would win $1,000. When we got down to the final three, however, the participants agreed to split the pot, taking $333 each. Congratulations to David Hilburn, Lynette Landers and John Butcher on their win.

The Columbia Remodelers and HBA Builders members
were invited to an After Hours event on Monday, July
19 at ProSource of Columbia located at 500 Rivermont
Drive in Columbia.
Members were able to walk around the huge flooring
showroom and talk to ProSource representatives about
how their store works for them. Many builder members
who have not been able to check out the facility came
away with a great resource and some helpful knowledge.

EPA changes dateson enforcement ofnew Lead Paint RuleNAHB continues to seek clarification regarding a June 18 memo, in which the U.S. Environmental Protection Agency (EPA) delayed enforcement actions concerning training and firm certification requirements under the Lead: Renovation, Repair, and Painting rule until Oct. 1.
The issue: While contractors won’t be fined or prosecuted for lack of certification, the lead-safe work practices requirement still stands.
For certified firms and Certified Renovators this delay does not change anything. The delay is more of a problem for remodelers working in pre-1978 homes who are still required to follow the EPA’s lead-safe work practices, even if they have been unable to obtain the EPA-approved training.
The delay grants more time to obtain training and certification for remodelers who have been thus far unable to find a class. However, the EPA has stated it will continue enforcement on work practices. This means remodelers must follow the work practices or avoid working in pre-1978 homes.
To avoid enforcement, contractors must enroll in Certified Renovator training with an EPA-approved training provider
by Sept. 30 with the expectation that the training must be completed by Dec. 31. Remodelers must also apply to EPA for firm certification by Sept. 30.
This enforcement delay does not affect the removal of the opt-out waiver from July 6. NAHB is suing the EPA over removal of this Opt-out provision as of the printing of this article.
The EPA requires all remodelers working in pre-1978 homes to follow the lead-safe work practices. Remodelers will need to:
•Give customers the pre-renovation pamphlet (Renovate Right) and have them sign verification of notification•Set up work area containment•Employ lead-safe work practices, such as using HEPA-filter equipped tools and not using open flames to remove paint.•Conduct thorough cleaning after work is finished•Complete the cleaning verification process
Additionally, this memo does not preclude private citizens from filing lawsuits under the rule. Remodelers still need to maintain vigilance concerning possible liability issues.
Remodelers can search for an EPA-approved training provider or can contact their local home builders association to find Certified Renovator training sessions.

The Membership of the Green Building Council of Greater Columbia met for a Quarterly Membership
Meeting on Thursday, July 22 at 11:30 a.m. at the Russell & Jeffcoat Realtors Training Center on N. Trenholm
Road. Members talked about green building items of concern and enjoyed a pizza lunch.
Our speaker for the meeting was member Stan O’Brien of Paradime Construction, Inc. Stan spent months
comparing the major green building certification programs and how they are similar and different from one
another. His presentation is available at www.columbiagreenbuilders.com (click on “How to go green” and
download the spreadsheet). Thanks to Stan and the many members who helped with this comparison.

The National Association of Home Builders (NAHB) has
honored Mungo Construction for the 2010 Green Project
of the Year for Rosewood Hills in Columbia, S.C.
“This community is a great example of green building done
right while also done affordably,” said Eric Borsting, chair of
the NAHB Green Building Subcommittee. “This should be
an example for other builders to look to when constructing
energy-efficient and earth-friendly housing in their own
communities.”
A Mungo Construction designed and built neighborhood,
Rosewood Hills is a partnership with the Housing Authority
of Columbia and consists of LEED for Home certified
affordable for-sale and rental units. The project is an
example of the Mungo Construction philosophy of “Do
what Makes Sense” that employs the basic principles of
“building green” -- identifying the needs and desires of
their customers, leading to a customized plan to achieve
the goals identified, and supporting the construction of
safer, more sustainable and more durable homes, taking
into consideration both cost of construction and cycle time
of new homes.
Of the award, Mungo Construction Division President
Thom Chumney -- Certified Green Professional and a
LEED® AP Homes – said, “This award is a culmination
of hard work by our staff and a great partnership with
the Columbia Housing Authority. We are committed to
help raising the awareness of the affordability and the
practicality of incorporating more durable and sustainable
procedures into the construction of all homes.”
Rosewood Hills and its builders, Mungo Construction, LLC,
were honored at the 12th Annual NAHB National Green
Building Conference in Raleigh, N.C. On hand to accept the
award for Mungo Construction were Thom Chumney and
Steven Mungo.

SMC Members,It’s hard to believe that we are now past the mid point of 2010. So far this year we have come together to celebrate our accomplishments in 2009 during our annual REGAL Awards Gala in February. We have had two great quarterly breakfast meetings where we learned valuable tax tips and the latest
in design trends. We have had several educational offerings and our new “Wits and Grits” morning educational seminars have been very popular. We have completed our Biggest Loser Contest and in the process many of our members came together to lose hundreds of pounds and raise thousands of dollars for many deserving charities. A large number of our members responded to our membership survey and many volunteered to work on several committees.
As I look back on what we have accomplished so far this year, I want to thank the many members who have invested their time and energy to help make our Sales & Marketing Council one of the best in the nation. We are fortunate to have so many talented professionals involved in our membership and I personally thank each and every person who has helped make a difference in our council. Looking forward, there are still many great things to come. We are busy planning more educational offerings and we are also working on another major charitable event to benefit St. Lawrence Place for some time in September or October of this year. We are also planning some great program speakers for our two remaining breakfast meetings.
I hope each and every member is having a prosperous year and receiving all the benefits you deserve from being a Sales & Marketing Council member. If there is anything I or any member of our leadership can do to help make your membership a greater benefit to you, please let us know. I thank you for the opportunity to serve as your Chairman.

2nd Annual BIGGeST LOSer Competition
The 2nd Annual BIGGEST LOSER competition, held over a
12-week time period, combined a weight-loss competition
and fundraising competition amongst the 74 participants.
Friendly team sabotage, team camaraderie and hard
work contributed to weight loss for some and charitable
donations totaling $3,800! The Weight Loss Team Winners
were The Lite Weights with the Individual Weight Loss
Winner from the same team, Ed McDonnell. The biggest
Fundraising Winners were the Shape Shifters Team “A” and
the Individual Title went to Lori Patrick. Fundraising efforts
benefited the following charities: Nancy K. Perry Children’s
Shelter, Palmetto Health Foundation – Breast Cancer Center,
Salkehatchie Summer Camp – Blythewood/Trinity United
Methodist Church, Special Olympics, and St. Lawrence
Place. Thanks to all for your efforts!
SMC JuNe Quarterly MeetingThe SMC June Meeting welcomed guest speakers from
Builder Design who gave an informative 2010 Trend
Seminar presentation on “Differentiating Your Model
in a Competitive Market”. Over 85 guests attended the
breakfast meeting and $150 was collected during Happy
Dollar Time to benefit the SMC Scholarship Fund. We

rebate on richland Co.sewer tap fees for HBA MembersAs previously notified Richland County Council approved
a temporary reduction in sewer tap fees for the County’s
Broad River Regional Sewer System from $4000 to $3000
effective June 15, 2010. The action by Council is a result of a
lawsuit filed by the Home Builders Association in September
of 2007. Richland County had passed an ordinance in March
of 2007 raising the sewer tap fees from $2200 to $4000.
The legal action funded by the Home Builders Association
resulted in the reduction of sewer tap fees as well as a
refund to HBA members of $1000 per tap purchased by HBA
members from July 1, 2007 to December 31, 2009 totaling
$88,000.
HBA members that purchased sewer taps since January 1,
2010 will be refunded $1000 per tap “upon application”.
The deadline to apply for refunds is October 7, 2010. An
application for refunds is available at the HBA Office.
The sewer tap fees will increase from $3000 to $3500 on
August 16, 2011; and increase from $3500 to $4000 on
July 16, 2013.
Your license may be expired!If you are a licensed residential builder in the South
Carolina, you will not receive a license renewal notice.
The SC Department of Labor, Licensing, and Regulation
stopped mailing notices this year. Look at your license.
It could be expired. To check on-line, visit https://verify.
llronline.com. Select “Licensee Lookup” and then select
“Residential Builder” from the drop-down menu or click
on “Builders License Status Check” on the Links page at
ColumbiaBuilders.com.
Home Builders Institutehires Beau McLeod asregional Coordinatorfor South Carolina, Georgia Home Builders Institute (HBI) recently announced that
Beau McLeod, has joined the organization as a Regional
Coordinator for the C-CORE program in the South Carolina
& Georgia. McLeod brings with him a background with the
Home Builders Association, managerial experience in the
building supply industry and experience as a congressional
employee for Congressman Joe Wilson.
As Regional Coordinator, McLeod will supervise the day-
to-day operations for the C-CORE (Construction-Coaching
Opportunities to Reach Employment) sites in the SC/GA
and will serve as the primary point of initial contact for the
juvenile justice and education systems involved with the
program.
“Beau McLeod is a strong addition to the HBI team,” said
Fred Humphreys, president and chief executive officer of
Home Builders Institute. “He has a wide range of relevant
experience and a commitment to helping youth that

will prove valuable to the overall success of the C-CORE
mentoring program.”
Funded by a three-year grant from the U.S. Department of
Justice, the industry-sponsored Construction-Coaching
Opportunities to Reach Employment (C-CORE) mentoring
program will match 5,000 youth aged 16 to 18 with over
1,600 mentors recruited from Home Builders Associations,
NAHB Student Chapters, other business organizations and
the local community.
Mentoring will be career-focused to help improve job
placement and retention in home building industry-related
careers. In addition to creating positive peer relationships,
the program aims to reduce repeat offences and youth
involvement in substance abuse, truancy and other high
risk behaviors, while improving job placement and retention
opportunities.

Morrison comes to Lake
Carolina with seven years
experience and a strong
background in real estate
marketing. Prior to working at
Lake Carolina, Morrison worked
with The Cliffs Communities,
where she directed marketing strategies for eight luxury
wellness resort communities throughout the Carolinas.
Morrison also helped announce Tiger Woods’ first U.S.
golf course design while working with The Cliffs in 2007.
“Lake Carolina is a beautiful community and offers a
great lifestyle,” said Morrison. “I’m looking forward to
working with the Lake Carolina team and getting more
involved with the Greater Columbia community.”
Morrison, who worked as the marketing manager at Sea
Island before joining The Cliffs, also served as head of the
advisory board for Sea Island Magazine, helped launch
the grand reopening of The Cloister hotel - a Mobil five
star and five diamond property - and executed sales
events with notable personalities such as Harry Connick,
Jr., George Bush, Sr., Tiger Woods and Geoff Ogilvy.
Morrison graduated Georgia State University in Atlanta,
G.A. with a degree in Business Management and
Marketing.

The Home Builders Association of Greater Columbia
through the generosity of its members will build a home
for the Denny Family. Brian Denny suffered a serious
injury at work on March 15, 2010. Brian, an employee of
Stock Building Supply in Columbia, had a C3/C4 injury. He
currently is paralyzed from his shoulders down. Brian and
his wife, Jessica, have two beautiful children, Kendall, 7
years old and Cooper, 5 years old.
The totally accessible home will be built in Fisher’s
Woods in Northeast Columbia on a lot donated by C & C
Builders of Columbia, Inc. and will be known as Lagniappe
(pronounced LAN-yap) meaning “a little something
extra” or “an extra or unexpected gift”, kind of like a little
blessing.
“We feel that the Lord has definitely given us a ‘lil lagniappe
by blessing us with this house - it’s more than we ever
dreamed, and we’re so thankful!”
