MOST IMPROVED The GHIN System ranks players based on a formula that assumes it is more difficult for a low handicap player to improve a large number of strokes than it is for a higher handicap player. The USGA recommends the following formula: Add 12 to the player’s index at the start of the season (value A). Add 12 to the player’s index at the end of the season (value B). Divide value A by value B. Calculate to three decimal points. This is the improvement factor. The player with the highest improvement factor is the most improved. For example, a player that begins the year with a 7 handicap and improves to a 6, (1.055) improves more than a player that begins with a 33 handicap and finishes with a 31 (1.046).

(2) Penalty Areas

(3) Bunkers
• Removalofspecialrestrictionsonmovinglooseimpediments:Thereisno longer a penaltyifyoutouchormovelooseimpedimentsinabunker.
• Relaxedrestrictionsontouchingthesandwithyourhandorclubwhenyourballisinabunker:Youarenowprohibitedonlyfromtouchingthesand(1)withyourhandorclubto test the condition of the bunker,(2)withyourclubinthe area right behind or in front of the ballor(3)whenmaking a practice swing orthe backswingforyourstroke.
• Newunplayableballreliefoption:Fortwo penalty strokes,youmaytakerelief outside the bunkerbydroppingaballbackonthelinefromtheholethroughwhereyourballwasatrestinthebunker.
d. Equipment You are Allowed to Use
(1) Damaged Clubs
• Useofdamagedclubs: You may keep using any club that is damagedduringtheround,nomatterhowithappens(forexample,evenifyoudamageditinanger).
• Replacementofdamagedclubs: You may not replace a damaged club,unlessyouwerenotresponsibleforcausingthedamage.
(2) Damaged Ball
• Substitutinganotherballforacutorcrackedball: Youmaysubstituteanotherballifyourballinplayonaholehasbecomecutorcrackedwhileplayingthathole;butyouare no longer allowed to change balls solely because the ball has become “out of shape.”
(3) Distance-Measuring Devices
• DMDsallowed: You may use DMDstomeasuredistance,exceptwhenprohibitedbyLocalRule(thisreversesthedefaultpositioninthecurrentRules).
e. How You Prepare for and Make a Stroke
• Expandedrestrictiononcaddiehelpwithalignment:Yourcaddieisnot allowed to stand on a line behind youfromthetimeyoubegintakingyourstanceuntilyouhavemadeyourstroke.
