from the strengthening of the road system, translating these into income

created ad hoc to carry out the works by means of tenders;
Identification of a technical, administrative and financial procedure2

capable of allowing process efficiency and linearity;

• Identification of the “PAV” (Vast Area Plan) as an operational tool for
integrated regional planning and economic development which, by
organising the spatial distribution of productive areas along the road
axes in question, assumes greater economic and productive growth.

Corporate purpose
The Quadrilatero company, established pursuant to the Objective Law, represents one of the first examples of a company created as an instrument for implementation of the project, which will be implemented by general-contractor tenders for the road works, and licensing tenders for creation of the so-called LEADER AREAS. “LEADER AREAS ”. This system now represents a UNIQUE MEANS OF ACHIEVING an overall improvement in the region.

Road System1
• Construction not of a simple artery but of a genuine road system, in a
model of action in which design of the infrastructures proceeds in
tandem with regional planning.
General Contractor2
• The construction contract will be awarded using the General Contractor
instrument with public tenders.
Funding3
• The works will be funded with public funds and by private capital and
subsidies from the institutions affected.
Ad hoc company4
• All phases of design and construction of the works will be supported by
a special ad hoc company, Quadrilatero Spa.

Initial problems
1. Contextual nature of the consensus;
2. Thorough familiarity with our country's planning instruments;
3. The difficult interaction between the State and the Regions,
Municipalities and Provinces;
4. A single source responsible for the financial guarantee;
5. Development of implementation processes.
Right from the start, certain problems were identified that
needed to be faced:
The complexity of these problems is such that, in the past, it
would have been impossible to implement such an ambitious
project in such a short time.
