1. The Council of the University of the Cape of Good Hope has the honour to present to His Excellency the Governor the following Report of its proceedings during the year 1903.
2. The present Council entered upon its duties on the 30th July, 1903, and was constituted as follows:

I have been directed by the Council <if the University of the Cape of Good Hope to acknowledge th" receipt of your letter, resigning your position as a member of the C.ou"ci l, and, at the same time, to express the deep and sincere regret with which the Council accepts your resignation. The Council is keenly sensible of the gn'at loss which it suffers through your resignation, and regrets this loss all the more, seeing that it is occasioned by your failing health. 5. At the first ~eoting of the new Oouncil tho Hon. Sir John Buchanan, Kt., was unanimously re-elected to the office of ViceOhancellor for a period of two years, and Dr. Thomas Muir, M.A., LL.D., F.R.S., O.M.G., was re-elected to tho office of Pro ViceOhancellor for the same period.
6. During tho year tho offico of Assistant -Registrar became vacant on tho ~Lppointment of MI'. O. S. Edgar to tho chair of Groek at the Victoria Oolloge, Stellenboseh. The vacancy thus causod was filled by the appointment of Mr. A. A. Elliott, M.A. , a former distinguishod graduate of the University.

10. leave of absence for various periods during the year was granted to the following members of Oouncil ; The Vice-Ohancellor, Rev. Dr. Gibson, Professor Beattie, and Professor Viljoen.
11. With reference to the appointment of Standing Committees the following resolutions were adopted:
(
1. That all Standing Oommittees hold office for two years.
II. That each Oommittee be empowered not only to deal with mattcrs referred to it by the Oouncil, but also to submit from time to time, for the consideration of the Oouncil, any recommendations which it may d(~em desirable to bring to the notice of the Oouncil with refcrence to other matters naturally related to the interests with which the Oommittee is specially charged. '
III. That the duties of the Vice·Ohancellor's Oommittee be as follows ;-
To deal in the interval between Oouncil Meetings with matters of routine (including those of finance), or of minor importance, and with matters requiring immediate attention, all such matters dealt with being reported at the next meeting of the Oouncil.
IV. That each Oommittee of Studies should include, along with members of Oouncil, other persons, to be invited and appointed by the Oouncil, whose co-operation may be of value to the Oommittee, such Assessors to have the right of voting on all matters dealt with by the Oommittee, and to receive the same travelling allowances as Members of Oouncil.
V. That the duties of the Examiners' Oommittee shall be as follows;-
1. To draw up annually a preliminary list of Examiners for submission to the Oouncil at the meeting at which Examiners are appointed.
2. To fill up all vacancies in examinerships that may occur after the appointments have been made by tho Oouncil.
VI. That the Honorary Degrees Oommittee, in addition to its othol.' functions (see Calendar 1903-1904, pp. 67-81) be entrusted with the duty of cOl1i:;idering and reporting upon applications for admission ad eundem gradwn.
