Abstract
These members were selected after several rounds of interviews and good background
check. They all had exceptional qualifications and impeccable professional records. Their
expertise in the various domains of business was of great value to the firms. It was very
thoughtful of them to take time away from their regular assignments and be a part of the joint
venture. Carlos was very excited.
As the Chairperson of the task force, Mr. Carlos decided to know each and every
member of the team personally and understand what each one has to bring to the table. He
believed in respecting individual opinions and encouraging employees to work towards
achieving the company’s ultimate goals. After a good introductory session with the team, Mr.
Carlos decided to schedule an initial meeting to review all the developments of the venture and
discuss how the idea of the joint venture came into existence. For this purpose, a meeting for
10:00 AM was fixed.
The members of the team had made up their mind that they would put forward every single
idea that they had in mind and would leave no stone unturned in bringing the best to the table.
The meeting began at 10:00 AM as promised. Mr. Carlos entered the conference room and
after an initial greeting, the quickly began to speak about how the market was evolving and
how competitors were slowly trying to bring in innovations to gain market share. He stressed
upon the fact that the task force came into existence to develop the design parameters for the

TASK 1.02 DRAFT A PROBLEM/OPPORTUNITY DEFINITION
The modern Chinese society is undergoing several changes, from a closed economy;
it is beginning to open its doors to the foreign world. With economic changes, come changes
in lifestyle, which are deeply influenced by the interactions with foreign cultures? A similar
trend can be seen in the Chinese society. Some of the age old philosophies such as [the]
“Confucian philosophy, filial piety” (Wonsuk and Leah, 2010) is giving way to more nuclear
families. The care for the elderly is fast becoming an industry in China, and to provide the
best possible care to the elders, the Chinese government has invested in a system known as
“Virtual Elder Care Home or Elder Care Home without Walls.” (Zhanlian et al., 2012).
Scandals are beginning to appear in this effort by the Chinese government, which
requires a major overhaul, which can be possible only with the implementation of a sound
system, as Americans have done. All the processes are electronic in nature, and records too
are kept digitally.
TASK 1.03 DEFINE OPTIONS TO ADDRESS
PROBLEM/OPPORTUNITY
With the population age increasing, and China’s one-child policy, it has been
estimated by BBC UK, that, in the next 50 years, China’s population of older people
(estimated at over 65 years) will more than quadruple in size compared to its 2012 figures.
(BBC, 2012). The 4-2-1 phenomenon, where a child will have to take care of 2 parents and 4
grandparents is going to be a major problem in China then. (BBC, 2012) Thus, to address the

problem of old age care, the government brought in the initiative of Virtual care to the old,
but, it has been besieged with one scandal after another, mainly due to the lack of any proper
reporting mechanism or system in place. The Chinese government can look to install an
automated system that would coordinate the various parties in this project, and maintain a
proper record of activities, and money.
The system that will be in place, must be technologically advanced, which shall not be
an issue with China. (Hout & Ghemawat, 2010) The system will have the provision to
automatically receive calls, and transfer it to the relevant care section of the Care Facility.
(For example, if an elder person calls for regular check-up visit assistance to a health care
professional, he or she can simply press the relevant option button on the automated call, and
be transferred to an operator who would assist them. There will also be three to four special
numbers for emergency response, and all the regular number will have the option number 1 to
be the emergency response extension number. The other care options can be numbered
between 2 to 8.
TASK 1.04 WRITE A SYSTEM VISION STATEMENT
The vision statement for the proposed system to be installed is:
We endeavor to help our senior citizens live their lives to the fullest, by making care
available to them with the click of a button. We aim to provide the best possible care to our
senior residents, with quick and prompt action, and become an example of modern
technology in the care industry in China. We want to be eliminating the persistent problems
in this sector by our advanced technology and automated services which are extremely user-

friendly and can be accessed through your computer, Smartphone and even normal telephone
devices.
There is a proposed provision for an Emergency Responsive Unit for the emergency
help-line numbers, as well as extensions. The number shall automatically detect the address
of the caller and dispatch the nearest emergency response unit to address the situation
immediately.

Scope for “Virtual Elder Care Home”:
The project includes providing the ultimate care to the aged population in China, with
an emergency response unit, and other medical and care services in the comfort of the
citizens’ own home. The service will also provide transportation services to the aged for
medical and other special reasons, as deemed fit. The organization is a not for profit
organization, with the majority of the funding coming from the government and donations
from philanthropic citizens, and its cost obligations being covered by these funds.
Additionally, there will be a volunteer program, where the young can volunteer their services
to the elderly.
The costs of the project are expected to be on a variable basis, depending on the type
and urgency of assistance required by an elderly individual. It is expected that the costs to
provide an emergency response will vary $60 to $100, and the service will be free of any cost
to the aged. Additionally, there will be an investment of approximately $35,000 to install and
implement an automated mechanism that will trace and record and allocate the resources
required on a service basis.
Personal trips for the elderly are not part of the scope of this project; however, there
may be a plan to introduce this service in the near future, with a minimum cost to the aged for
the utilization of such a service.

TASK 1.08 DEVELOP A WORK BREAKDOWN STRUCTURE (WBS)

The above-mentioned WBS will effectively take 3 months to be fully implemented
and operational. In the first stage, a vendor will be selected by placing an advertisement in the
local newspapers and inviting bids and quotations. Several vendors will be asked to provide a
demonstration of their software, and based on the features of the software and price, a vendor

will be selected. The total cost for this stage, including the installation, is estimated to be
$30,000. In the next stage, the software will be installed and the work will be slowly shifted
from analog to digital, it is expected that this process will take up to 1 month. The automated
system will be informed to the elder person, which is expected to take 10-15 days in total. In
the next stage, through trials and monitoring the system will be fully implemented, it is
expected to take 15-20 days. Hence, the full project implementation will be complete in 3
months.

In order to successfully implement the system, CEO has to approve and sign off on
the time frame and budget requirements. The CEO has scheduled a meeting with the Project
supervisor, and the project supervisor has prepared for the interview accordingly. The project
supervisor has detailed a Work Breakdown Structure for the system to be implemented,
which is discussed in the report above. Additionally, the project supervisor has formulated
the risks of this system, which are:

The system implementation is subject to three types of risk, which are;
1. Project Risk: The success of this project depends on its timely implementation. The
vendor will be duly informed of the deadlines and functionality of the software, and, a

contract will be made with the vendor which will include a penalty cause for any
delays.
2. Business Risks: Although this system is for a not for profit organization, there are
certain business risks associated with the same. There is a chance of going over the
budget with advertisements, if, suitable vendors cannot be reached. However, to
address this issue, a small inexpensive advertisement will be first placed in the local
newspapers, and then the vendors will be identified. If no suitable vendor(s) are found
through this, the organizational will look to invited quotations through Business 2
Business (B2B) portals such as Alibaba.com.
3. Technological Risk: Every new implementation of technology has some risk
associated to it, for example, system crashes, and, reliability. To address this issue, the
software will first be placed in a trial mode, and then after full implementation, it will
be constantly monitored for any defects, which will be rectified immediately by the

The above process is “AS IS”. The call is received at the center, which is put on hold
while the operator searches for the suitable care provider, after which the details of the
elderly person are noted, and sent to the care provider over the phone, after which he/she
reaches the address for delivering the service.
As is evident, this process is time-consuming and often inefficient.

There are several ways the elder user can reach out to the organization: Through conventional
telephone, website and even mobile applications available on the “Android and IoS.” The
service request is received at the center, which automatically records it, and traces the home
address, and locates a care provider nearby who is dispatched immediately and the details are
shared with the caregiver electronically.

The software system that will enable the home-visiting care staff in Ningbo to
automatically access all the required the client information online would be enabled to run on
the latest Operating Systems such as specifications of Windows 8.1 and Windows Phone 8.1
as well as other mobile platforms such as Android and IoS respectively. This will enable the

Home-Visiting Care Staff to review the client details both on their Smartphone’s as well as
on the desktop computers in the Ningbo Virtual Elder Care Service office. The functional
specification of the system would be that it would be able to automatically generate
spreadsheets in Excel format for individual client details and would be able to generate these
according to the individual HVCS staff’s requirements. The HVCS would be able to feed any
new data into the system which would get automatically updated without having to manually
change the Excel sheets.
TASK 2.02 BUILD A PRODUCT BACKLOG FOR THE SYSTEM BY DECOMPOSING THE FEATURES INTO STORIES
The product backlog would be a list of requirements that are essential for a software-
based product or system. The product backlog items (PBIs) would be ordered by the product
developers based on the requirements and specifications of the customers. The Product
Backlog Items for this backlog developed here would be written in story format. The product
backlog will include the deliverables, as well as the sequence in which it is expected to be
delivered. The Product Backlog can be created and edited by the product owner or users. The
customer is ultimately responsible for ordering the items on the backlog for the development
team to create.

As HVCS I want the system to be user-friendly in terms of graphical user interface
and other graphical features as it user-friendly graphics helps to save a lot of time browsing
through unnecessary processes. Moreover, user-friendly graphics creates less stress and strain
on the part of the user.
As a service provider, I want the system to be extremely reliable in terms of being
resistant to malware attacks and bugs. As the system would be used in a professional context
it would really help if it was resistant to unnecessary glitches and bugs that completely
disturb or disrupt the work order and scheduling.
As a service provider, I also want the system to be able to withstand a massive
workload in the forms of lots of input and output of data. This would enable the service
provider to use the system for high-intensity data processing without fearing a breakdown in
the system.

The system designed for the elderly care services is likely to create a sea change and
tremendous impact on the business scenario in the Virtual Elder Care Home segment in
China. It is likely to drastically cut down unproductive time for the Home Visiting Care Staff,
thus enabling them to increase their incomes through better allocation of time to more the

clients. The introduction of the system is also likely to lead to an improved experience on the
part of the customers and patients as before, the Home Visiting Care Staff did not have all
their medical details and history. With this system, the HVCS can now access all the medical
data enabling them to take better and prompt decisions regarding the health and medicines of
the elderly patients. This will increase their satisfaction levels with the service. The impact
that this will have is that this will increase the competition among the individual HVCS for
the same the clients as all the HVCs will now have the client details on their fingertips in a
matter of seconds, thus enabling them to be informed about new the clients close to their
location. The impact of unnecessary over-competition can be managed through incorporating
a priority-based system within the software that will give priority to those HVCs that are at
the moment unengaged in any commitment, as well as give priority on the basis of the
severity of the clients’ needs. Another business impact would be the increased connectivity
that this system will bring might reduce face-to-face interaction between the HVCs
themselves leading to less social networking for professional relevance. This might be
managed by holding regular meeting sessions for HVCs and the clients on a bi-monthly basis

and delivery of each requirement of the product. MOSCOW stands for all the main
expectations from the product or the system in terms of MUST, SHOULD, COULD, and
WOULD. The letters are arranged in decreasing order of priority or importance, i.e. MUST
includes those features which are imperative for the product to be minimally viable,
SHOULD include those features that should ideally be there in order to provide a satisfactory
product, whereas WOULD stands for what can be further improved in the product but are not
necessary at the present moment (Reinertsen, 2009).

Operating Systems and personal computer systems in China.

Thus, the minimum viable product would include a resilient, adaptable system that can be
launched on most Operating systems and would incorporate reasonably user-friendly Graphic
User Interface.
TASK 2.05 DEVELOP A SCREEN DESIGN FOR TWO MUST STORIES CREATED IN TASK 10 AND IDENTIFY ANY BUSINESS RULES;

Two MUST stories that can be considered for the product under development include
the ability to be adaptable and installable on most Operating Systems and hardware, as well
as the minimum level of resistance against malware and unexpected software breakdowns
due to work overload.
The screen design for the first criterion would involve a user-friendly app that the
end-user can install on the computer in a matter of 5 minutes. If the Operating System is
unable to install it properly, the app will direct the user to a troubleshooting mechanism that
will conduct software and bug analysis and will identify the exact reason why the software is
not getting installed properly. If the troubleshooting mechanism reveals that the real cause of
the installation problem is in the user’s own computer, then it would absolve the product
developers from responsibility. However, if the troubleshooter reveals that there was some
gap in the way the system was designed which makes it incompatible with commonly used
Operating Systems such as Windows 7 or Windows 8. The product developers will be
obligated to repair the bug-free of charges (Dooley, 2011).
The screen design for the second criterion would include that an unexpected
breakdown in the form of “program not responding” or “system not responding” during the
application of the program by the customer, would get directly reported to the central
customer service of the product developers. Once the actual reason for the not responding
bug is detected, it will be fixed free of cost to the client and the company may offer to
compensate the client for any loss of data or time incurred as a result of the breakdown
(Christensen, 2010).

The acceptance criteria for the stories may be described in the format of given-when-then.
Thus, given that a system would need to be designed that can be run on a variety of operating
systems, when the system is first installed in the computer of the client, then it is
expected that the system software would install without any obstacles.
Given that the system would be able to withstand most malware attacks when the
the system has been installed on the user’s network, then it can be expected that when
doing a black-box trial or a trial run with a mock malware attack or Trojan horse attack, the
system would be able to adequately detect the presence of a threat, identify the threat, and
suggest solutions for countering or neutralizing the threat.
Given that the system would be expected to have a high quality of user-friendliness in the
Graphic User Interface, when the system is sent to the client or the end-user for a trial run
or for a test, then it can be expected that even a novice user or the least experienced worker
in the client’s team can easily apply and use the program without any extra effort and
in the minimum amount of time.
