Why is EISPC performing an Energy Zone Study?
--Required by DOE Funding
--Assist each Region/State in identifying its own areas with resources conducive to developing Clean or No/Low Carbon generation
--Provide early identification of potential siting issues
FOUNDATIONAL DOCUMENTS--Goals and objectives--terms and definitions--detailed technologies attachment--national Labs’ general tasks
3
KEY DECISIONS
• Do the documents achieve: --the FOA’s terms?--the Council’s goals and deliverables?--the fuels and technologies desired?
4
Goals and Objectives--Info to Identify Clean Energy Resources--Inventory Clean Energy Policies--Legal/Policy Restrictions on Energy
Zones--Info for Resource/Transmission Planning
5
TERMS AND DEFINITIONS -- states
--energy zones--energy (targeted types)--energy resources--energy infrastructure
6
--METHODS/PROCESSES TO IDENTIFY CLEAN ENERGY RESOURCE AREAS--INVENTORY OF POTENTIAL CLEAN ENERGY RESOURCES PER STATE IN THE E.I.--CIRCUMSTANCES IMPACTING CLEAN ENERGY RESOURCE DEVELOPMENT--METHODS/PROCESSES TO IDENTIFY CLEAN ENERGY ZONES
STUDY DELIVERABLES
7
--WG AND LABS DEVELOP TASK LIST FOR STUDY--LABS INVENTORY RESOURCES AVAILABLE TO FULFILL TASKS--IDENTIFY OTHER RESOURCES NEEDED TO FULFILL TASKS THAT LABS CANNOT PROVIDE--PROCURE OTHER RESOURCES USING RFP’S--PROCEED WITH STUDY
NEXT STEPS
8
1. MAPPED ENERGY INFRASTRUCTURE2. CONDUCT A STATE-BY-STATE SURVEY OF
POLICIES/LAWS 3. 80-METER HUB HEIGHT WIND DATA (LABS ARE GATHERING MORE INFO ON WHAT IS NEEDED)
4. STAKEHOLDER ENGAGEMENT (TO BE CONDUCTED AFTER THE STUDY IS COMPLETE BUT NOT YET FINAL)
OTHER TASKS MAY BE IDENTIFIED DURING THE PROCESS
Tasks to be Contracted
9
--INFRASTRUCTURE TYPES INCLUDE ELECTRIC GENERATION, TRANSMISSION, GAS PIPELINES, RENEWABLE FACILITIES, DAMS, ETC.--RFP IS TO PURCHASE USER RIGHTS TO EXISTING DATABASE (JANUARY-MARCH 2012)--SPECIFIC INFRASTRUCTURE LOCATIONS MAY BE RESTRICTED FOR PUBLICLY USABLE TOOL

Conduct a State-by-State Survey of Policies/Laws relevant to Zone Siting
• RFP to conduct a survey of publicly-enacted Laws, Rules, Regulations and Orders that impact the potential development of Energy Resource Areas or Zones
• RFP in two phases – Initial survey and inventory (January-July 2012) and follow-up inventory update (October-December 2012)
• Inventory will be used with mapping tool11
Workgroup (and Labs) – Next Steps Continue to develop the Specific Information and
RFPs for Non-Labs Tasks at appropriate times in the Study
Issue RFPs Analyze Bids/recommend winning bids to EISPC for
approval Negotiate Contracts – Begin work on contracts Review ongoing work progress of Labs and
contract Vendors 12
