Challenges of Transitional Jobs, and
plans for program improvement
Although research shows many significant benefits, in some studiesemployment effects diminish over time The NTJN has identified best practices for retention, and programs are
implementing efforts to improve long-term employment effects
Transitional Jobs programs face complicated laws and regulations in theirrole as employers of record- unemployment insurance, workers comp, etc. The NTJN is working with attorneys to develop guidelines for programs to avoid
liability
Transitional Jobs participants who acquire entry-level unsubsidized jobs are
frequently not qualified for additional certification or training programs TJ programs are increasingly integrating literacy adult basic skills training in their
programming

combine real work, skill development, and

Outcomes of Transitional Jobs
Programs
TJ participants are more likely to be employed and stayemployed following TJ.
72% of Community Jobs (TJ) participants found gainfulemployment.
92% of Transitional Work Corporation participants foundgainful employment.
On average a TJ participants show a 20% higher rate ofemployment and 17% increase in job retention ascompared to those not in TJ.

Outcomes of Transitional Jobs
Programs, Continued
TJ participants show increased wages and lessreliance on public benefits over time. Average income of
post-TJ workers increased 60% during first two years in theworkforce and is 148% higher than pre-TJ income.
Dramatic reductions in recidivism for persons engaged
in TJ programs within 90 days of release. MDRC studyshows 50% reduction in recidivism for those personsengaged in TJ program within 90 days of release.

Transitional Jobs Program Structures
Scattered Site Participants work in for-profit, non-profit or government sites with 1-2 workers per site.
(Examples: Heartland Human Care Services, TWC, GA Goodworks and WACommunity Jobs)
Work CrewCrews of 5-7 people work on a projectoften within maintenance, janitorial, parks, andcommunity renewal projects.(Examples: CEO, Roca, Doe Fund)
Social Enterprise Participants work as an employee ofthe product or service revenue generating arm of anorganization.(Examples: Sweet Beginnings, Circle Catering, Goodwill)
