How Apayao Got Its Name Apparently, it’s because of some misunderstanding. From
Deped CAR: According to a legend, Apayao is derived from the
combination from the Ilocano word “Apay” meaning “Why” and Tagalog word “Ayaw” meaning “Don’t like”, the legend tells of an Ilocano and Tagalog who accidentally met in one forest of the province. The Ilocano ask, “Apay adaka ditoy?” to which the Tagalog answered,”Ayaw” thinking that Ilocano is offering food. Not understanding each other, they fought. Men from a nearby village the two men fighting and hearing the word “Apay” and “Ayaw”. The place was then referred as Apay-ayaw by the villagers thus came the name Apayao.
HISTORY
Spanish period• Although Apayao, which was then part of Cagayan,[4] was among the earliest areas
penetrated by the Spaniards in the Cordilleras, the region, inhabited by the Isneg tribe, remained largely outside Spanish control until late in the 19th century. As early as 1610, the Dominican friars established a mission in what is now the town of Pudtol. In 1684, the friars again made attempts to convert the people and established a church in what is now Kabugao.
• The Spanish authorities were then able to establish in Cagayan the comandancias of Apayao and Cabugaoan in 1891, which covered the western and eastern portions of what is now Apayao. The comandancias, however, failed to bring total control and the Spanish government only maintained a loose hold over the area.
American period• The Americans established the Mountain Province on August 13, 1908, with the
enactment of Act No. 1876. Apayao, along with Amburayan, Benguet, Bontoc, Ifugao, Kalinga, and Lepanto, became sub-provinces of this new province.
World War II• This section requires expansion.(January 2015)In 1942, Japanese Imperial forces
entered Apayao, starting a three-year occupation of the province during the Second World War. Local Filipino troops of the 1st, 2nd, 12th, 15th and 16th Infantry Division of the Philippine Commonwealth Army and the military forces of the USAFIP-NL 11th and 66th Infantry Regiment, supported by the Cordilleran guerrillas, drove out the Japanese in 1945.
HISTORY
Kalinga-Apayao• On June 18, 1966, the huge Mountain Province was split into four
provinces with the enactment of Republic Act No. 4695. The four provinces were Benguet, Bontoc (renamed Mountain Province), Kalinga-Apayao and Ifugao. Kalinga-Apayao, along with Ifugao, became one of the provinces of the Cagayan Valley region in 1972.
• On July 15, 1987, the Cordillera Administrative Region was established and Kalinga-Apayao was made one of its provinces.
Kalinga-Apayao splitting• Finally, on February 14, 1995, Kalinga-Apayao was split into two
distinct provinces with the passage of Republic Act No. 7878.• The merged outlines of Apayao and Kalinga resemble a bust of a
man akin to former President Ferdinand Marcos (looking toward his home province, Ilocos Norte) whom the media called as the "Great Profile" during the Marcos Era.

APAYAO PROVINCE The province borders Cagayan
to the north and east, Abra and Ilocos Norte to the west, and Kalinga to the south.
Prior to 1995, Kalinga and Apayao comprised a single province named Kalinga-Apayao, which was partitioned to better service the needs of individual ethnic groups.

People, Culture and Arts Based on the 2000 census survey, half of the population
is Ilocano 50.82% and almost 1/3 of the population is Isnag 29.95%. Other ethnic groups living in the province are
the Malaueg 3.69%, Isneg 3.48%, Kalinga 3.08%, Ibaloi 1.01%, Kankana-ey 1.24% and Bontok 1.04%.[13]
The Isnegs, Ilocanos and Itawits from majority of the people living in the province of Apayao.
The Isnegs are the indigenous people of the province and are interchangeably referred as Apayaos.
The term “Isneg” was derived from a combination of “is” meaning “recede” and “uneg” meaning “interior”. Thus, it means people who have gone into the interior.

Traditional Clothes
•The ordinary dress of the people is simple. Men wear breechcloth/ G-strings, abag.• It is confined with a length of a cloth wrap turban fahion. This tucked either in G-string or in a belt woven rattan.
•The woman wears only dark tapis, aquen; a cloth girdle, bajacat; a short waisted long sleeved, black pull-on shirt, all characteristically embroided in red; a head cloth spangles, laddong and saban, topped with row feathers.

MT. SOLO
The Dominicans established Futol in 1604 as their first mission in Apayao. The church was built in 1684 and was designed as a fortress to protect the mission. It was abandoned in 1815 due to the ferocity of Isneg attacks.
Mt. Solo is the highest peak in Apayao offering lush greenery and scenic sites along its slopes. Camping, nature tripping and mountaineering are the possible activities in Mt. Solo.

ALLABANG CAVE
Nalvo Cave is located in Luna, Apayao Philippines. Luna is one of the best places for cave hopping, as the Nalvo Cave is just one of the seven caves that surround the municipality.
This gigantic cave is circumscribing by rich and productive rice plants that attracts many tourists. It has a triangular-shape opening and surrounded by tall trees that makes the place cool and refreshing for the people to have a mountain picnic and a good place for friends and family bonding moments.

LUSSOK CRYSTAL CAVE
The 6-layered Bayugao Falls, in Brgy. Turod, is nestled deep in the forest of the Marag Valley. It has three stages about 12 m. from each other. The second stage, 10 m. deep, is used as a swimming pool.
The magnificent entrance of the cave, is an awesome view from the anterior and behind with the crystal clear underground river that flow out from the main chamber of the cave. -
• The Apayao River flows from an extensive watershed in the western slopes of the province, flows past the town of Kabugao and runs into the Pacific Ocean at the coastal town of Abulug. The river is picturesque through much of its length, and features a number of waterfalls and other features as it runs through the centre of the province.

S A Y – A M FESTIVAL• Say-am Festival of Apayao is every February 14. It is in
celebration of the founding anniversary of the province and Isnag’s grandest feast or celebration.
• A feast featuring and ushering the traditional way of Isnag’s thanksgiving to the Higher Supreme unseen being called “ALAWAGAN” executed and commenced through rituals spiced with pep songs, native chants and dances called the “TALIP and TAD-DO”. The holding and celebration of Say-am in the older days connotes status – that the family is respectable and well-to-do.
• The Festival highlight the Agro-Tourism and trade fair which showcase the different products and beauty of natures of Apayao, Isnag Indigenous games, sports, streets dancing and the Search for Miss Dayag ti Apayao which showcase the beautiful and intelligent ladies of Apayao.
Highlights of the Festival
STREET PARADE Performers dance and sway to the beat of their musical instruments. On the streets, they exhibit the distinctive and artistic culture of their respective municipalities.The street parade is one of the much-awaited highlights of the festival.
DANCES: TALIP• Both the girls and the boys have specific roles to play. Generally, only unmarried girls take part in dancing. Usually, the same three or four girls take turns, repeatedly. On the other hand, most of the boys and men, married as well as unmarried, are expected to join the circle. Those who display skill, specially in the fast-beat talip, win the applause of the crowd.
