RURAL ECONOMY

Sustainable Production of Organic and Fair TradeBasmati Rice in India, Phase - II

Project duration: January 2015 to December 2017

Financial outlay: INR 89,00,450

The phase II of the SPOFT was launched in January 2015 with a target of 4500 farmersby year 2017. In order to achieve this target it was decided to consolidate the learningsof phase 1, expand within existing area with more area under cultivation and number offarmers as well as try out in a new area i.e. Chaukhutiya valley of Almora District. Thisnew area is about 130 km from Ramnagar. Altogether about 150 quintal of seed wassupplied to the project area. A total of 2800 farmers are targeted in order to achieve1500 MT of paddy at the end of this season.

During the year the following activities were taken up:

� To reach out to the farmers with improved technology, the Organic Basmati handbook for extension staff was translated into local language (i.e. Hindi). Furthernetwork of lead farmers and PEB (Producer Executive Body) was strengthened.

� Training was given to PEB on organisational management and utilisation of FairTrade Premium. Lead Farmers and entire staff were trainied on Organic ProductionTechnologies with field practicals. Farmers trainings were organised at variouslocatios by lead farmers, PEB members and extension staff (Jaivik Mitras).

� As there was a good harvest of basmati, aproximately 1600 MT paddy was harvestedand procured, as reported by our partner Nature Bio Foods. The studies on grossmargin, comparison between SRI and Non-SRI basmati and PTD was taken up.The preliminary results show that SRI is profitable for the farmers to adopt. After theharvesting it was observed that Basmati is not performing in new selected area i.e.Chaukhutiya (Almora). Rotational crop production planning was done. The seedsof lentil and chick pea were supplied. It is estimated that altogether 200 MT of lentiland chickpea could be procured from the project.

Increase incomes of poor dairy farmers sustainably through improvedaccess to markets supported by BAIF Development ResearchFoundation (BAIF) – Godhan Project

Project duration: February 2014 to May 2016Financial outlay: INR 58,50,000

ICSD has been engaged by BAIF DevelopmentResearch Foundation to support them in theirGodhan Pilot Project on organising, managing andhanding over three functional dairy federations in(Nashik) Maharashtra, (Chhapra) Bihar and(Unnao) Uttar Pradesh. The duration of the projectis for 27 months. After the launch of program,training on Market Extension Approach (MEA) wasgiven to the staff at Kanpur.

During the year the following events took place:

� A two days review cum planning meeting was organised at Pune office of BAIF on 2nd and3rd of Feb15. Dr Joy Elamon along with Dr C K Rao and Mr. Mustak Khan attended themeeting. ICSD presented the business plan of all three proposed federations of UttarPradesh, Bihar and Maharashtra. As the part of agreement with BaIF, all the concernedstaff were absorbed in BAIF pay roll and ICSD has provided technical support.

� After the cross learning workshop held at Allahabad, inputs were taken on business planand bylaws of federation. ICSD finalized both of them and submitted to BAIF for approval.Meetings were held with NABARD and marketing agencies like Sudha, Purika and Parasto explore the funding support and establish market linkage to the federations. Outcomeof these meetings with other agencies very much positive for collaboration. The processof registration of federation as Producer Company was initiated.

� Revised business plans of three federations were presented to BAIF and the same havebeen finalised. The business operations viz., mineral mixture trading, agriculture inputtrading has been initiated. The federations have started generating income slowly throughthese activities and it was expected to take momentum steadily. In Nasik 69 Dairy InterestGroups (DIGs) have been formed and respective bank accounts opened.

� BAIF in consultation with IC, conducted an evaluation of the project.

WAPRO (Increased Water Efficiency And Food Production in KeyCommodity Value Chains through Multi Stakeholder Partnershipapplying a Push Pull Policy Strategy)

Project duration: June 2015 to May 2018Financial outlay: INR 2,34,00,000

WAPRO project is the new SDC supported project,for which ICSD is the implementing agency forHELVETAS Swiss Intercooperation (HSI). Thisproject was officially launched in the month ofNovember with a Stakeholders workshop which wasorganised on 17th November 2015 at Ramnagar.Post stakeholders workshop, orientation training forstaff was undertaken.

During the year the following activities were reported:

� Baseline study has been completed and details of the activities for the project hasbeen setup. Field staff recruitment has been completed.

� Training for selected Gram Pradhans on WAPRO and efficient water crop productionwas organised on 4th December 2015 at Ramnagar.

� Training for farmers in 20 selected villages (500 farmers) on WAPRO and efficientwater crop production was organised between on 5th December and 25th December2015 at Ramnagar.

� The Training on Water Stewardship (WS) and planning for year 2016 was undertakenon 24-27thJanuary at New Delhi. The training was given by Mr Adrian Sym (ExecutiveDirector, Alliance for Water Stewardship). In order to implement Water Stewardshipa survey has been proposed to get the details on water in the project area.Accordingly a methodology for the survey was developed. Various questionnaireswere also developed. It also has been proposed that the survey may start fromApril onwards in 20 villages, covering 400 farmers and stakeholders. An Actionplan for 2016 has been developed.

� A Training Need Assessment was taken up for farmers, staff and stakeholders.The training module and content development is under progress. Once the modulesare ready trainings on Water Stewardship and Water Efficient Technologies will begiven to Farmers, departmental staff and extension staff.

Conducting Goat Value Chain Analysis inUttar Pradesh, Bihar and Odisha:

Project duration: FEB 2016 – JUNE 2016

Financial outlay: INR 28,37,185

We have received this assignment from International Fund for Agriculture Development(IFAD). During the quarter field visits to three locations have been completed. Theteam visited the goat whole sale traders, butchers, slaughter houses, market, tannery,suppliers and NGOs involved in the goat value chain. During the project period theteam also participated in innovation platform meetings organised in Odisha by IFADteam and provided inputs related to goat value chain. The team has submitted thedraft report.

CLIMATE CHANGE AND ENVIRONMENT

Biogas Project - Uttarakhand

Duration: September 2014 to 2021

Financial out lay: INR 6,07,42,630

During the year 1650 biogas unitswere constructed and verification ofthe same also was carried out. Thefollowing activities were taken up:

� The beneficiaries have beentrained on the operation andmaintenance aspects of theplants. There has been significant reduction in the per capita usage of fuel woodamong the beneficiaries along with better health indicators. In addition to this, theslurry from the biogas plants is increasingly being used for organic farming and thedemand for this is on the rise.

� Two additional NGOs were contracted for the construction of the plants, awarenesscamps and training to the farmers. We are gradually increasing our presence inHaridwar and Udham Singh Nagar. Towards this we organised local stakeholderconsultation workshops with participation from Government departments, localgovernments and farmers. Orientation camps were being organised for the farmersfor using the biogas plants in the new area.

� A proposal to train 30 youth in biogas masonary in association with GovernmentPolytechnic College, Sitarganj is under process.

� Gold Standard Verified Emission Reduction (GS VER) audit has been completedand is under review.

� The vendor contracts have been reviewed and extended based on performanceappraisal.

How to sustainably intensify organic Basmati rice production inUttarakhand, India (BasmaSus)

Project duration: 1st May 2015 to 30th April, 2017

Financial outlay: INR 55,78,495

ETH Zurich, in collaboration with Helvetas,ICSD and GB Pant University is carrying outthis assignment funded by World FoodSystems Center (WFSC), Zurich. This is thenew project with ETH and Helvetas. Theoverall goal of the proposed research is toassess the impact of alternative organic ricemanagement practices on the economic,environmental and social sustainability of thefarm, by coupling field experimentation, farmsurveys, bio-economic modeling and trade-offanalysis in a participatory framework. This project is a continuation of an earlier projectentitled “Sustainable Production of Organic and Fair Trade Basmati Rice in India” onParticipatory Technology Development and Green House Gas Reduction, conductedby ICSD, GBPUAT and HSIC.

During the year GHG samples were collected, soil and organic treatments, N,P,K,S,OC, pH, EC and micronutrient have been analysed. Calculation of micronutrients,ammonia in soil and resin, analysis of total P in Chickpea (grain & straw) were completed.The samples (320 CH4 and N2O) have been analyzed so far.

Dr. Monojit Chakraborty, the Project Coordinator is working as a Post-doc fellow withETH. He spent three months in Zurich at ETH University and returned.

A Knowledge Sharing Workshop was organised between 22nd - 24th Feb 2016 at GBPUAT,Pantnagar. The objectives of the workshop were to i) share knowledge on the projectHow to sustainably intensify organic Basmati rice production in Uttarakhand, India(BasmaSus) and ii) Review on how to manage and mitigate the greenhouse gasesemissions and water resource management in rice fields. There were participants fromvarious academic and research institutions from India / Switzerland / Netherland / Norway.During the workshop the preliminary results of the kharif trials were presented.

Preparation of Project Proposal forPunjab State Action Plan on Climate Change for GIZ

Duration: June 2015 (13days)

Financial outlay: INR 2,72,240

We have supported the State ofPunjab in preparing projectproposals for accessingfinances from the NationalAdaptation Fund for ClimateChange of the Ministry ofEnvironment, Forest & ClimateChange, Government of India.

Climate Proofing Growth and Development (CPGD) - Climate ChangeInnovation Programme (CCIP)

Project duration: Sept. 2014 to Sept. 2019 (ongoing)

Financial outlay: INR 1,95,34,850

ICSD is partnering with OPML towards the implementation of CPGD. It is a five yearinitiative in the region by DFID. The aim of this programme is to support the Governmentstowards developing policies and measures that would facilitate a climate resilientsustainable development. We are providing Team leaders in four States in India namelyin Assam, Bihar, Maharashtra and Kerala, out of the 6 states in India that have beenchosen in this programme. Other States being Chhattisgarh and Odisha. In addition, weare providing expert support for specific activities. The duration of the contract is untilSept, 2019. ICSD has supported the development of the Work programmes for yearone in the states, in consultation with the relevant stakeholders and in line with theobjectives of the respective State Action Plans on Climate Change (SAPCC), and alsoprovided technical support in conducting work programme validation workshops in thesestates. Within the overall umbrella of this programme now, ICSD has been awardedconsultancy contracts for experts to support different assignments.

Departmental Action Plans for Mainstreaming Disaster Risk Reduction(DRR) and Climate Change Adaptation (CCA) in Urban Developmentand Agriculture Departments of Andhra Pradesh.

Project duration: July to Sept,2015

Financial outlay: INR 1,80,000

We have undertaken this assignment to provide services for the GoI-UNDP Project todevelop departmental Action Plans for mainstreaming Disaster Risk Reduction (DRR)and Climate Change Adaptation (CCA) in Urban Development and AgricultureDepartments of Andhra Pradesh.

Supported by: Telangana State Institute of Panchayat Raj and Rural Development(TSIPARD)

Enhancing Institutional and Community Resilience to Disasters andClimate Change in Andhra Pradesh

Project duration: July to August, 2015

Financial outlay: INR 1,99,600

We developed baseline data on Hazard Risk Analysis and Vulnerability Assessment(HRVA) of local communities at District and Panchayat levels and identify the scopeand opportunities for enhancing the Institutional and community resilience to disastersand climate change. This assignment was from State Project Officer (SPO) of UNDP -Government of Andhra Pradesh.

Assessment of Impact of Training Activities in MPWASH programmein Madhya Pradesh supported by MPWASH Programme in MadhyaPradesh - ICRA Management Consulting Services (IMaCS)

Project duration: March 2014 to June 2012Financial outlay: INR 1,50,000

The objective of this assignment is to provide technical assistance for assessment ofimpact of training activities; analysis of relevant information from MPWASH with regardto numbers trained and the modules used for different training activities etc.

Water Use Master Plan (WUMP)

Project duration: April 2015 to December 2016

Financial outlay: INR 19,35,360

ICSD in collaboration with Helvetas SwissIntercooperation - Nepal and International Centrefor Integrated Mountain Development (ICIMOD)has been mandated to do WUMP (Water UseMaster Plan) exercise in two Gram Panchayatsof Nainital district, Uttarakhand. The objective ofWUMP is to develop integrated plan of waterresources to achieve an effective, equitable and efficient use of water at the local level.WUMP exercise was undertaken in Gram Panchayats of Patkot and Amel and draftreports were developed and submitted to HELVETAS Nepal. As part of the continuationof the project, Helvetas Nepal conducted a workshop /ToT on Spring revival.

In February 2016, a team from HSI-Nepal and ICIMOD visited two Gram Panchayats inNainital where spring revival program was started. Based on the recommendation thespring monitoring and collection of climatic data (rainfall and temperature) has beenstarted. Frequency of discharge monitoring is kept for 15 days, but in case of rainfall orfield irrigations (at certain places), it was kept up to five days.

Impact Evaluation of Institutional Strengthening ofGram Panchayats (ISGP) Project

Duration: Feb 2016 to May 2016

Budget: INR 1,20,000

We have received this work order from ICRA Management Consulting Services (IMaCS),to provide technical assistance for the project. The overall objective of the assignmentis to assess the Project Development Objective, assess the critical activities, identifyaspects of the project that require further strengthening and the challenges in achievingthe same, make visits to districts and blocks, participate in the dissemination of theworkshops and provide inputs in preparing the final report.

Other important events during the year

� A Brainstorming Workshop towards Development of Project seeking support fromAdaptation Fund on Propagating Climate Resilient Interventions in Dairy Sector forSmall and Marginal Farmers in Coastal and Arid Areas in Andhra Pradesh wasorganised on 17th April, 2015, in Hyderabad in association with Department of AnimalHusbandry, Andhra Pradesh

� ICSD Review workshop was organised on 26th and 27th April, 2015 in Delhi. Thecore team of IC had attended the workshop.

� We organised a Joint-Workshop on “Climate-Resilient Urban Development andCities for All” on 27th November 2015, Friday, at EPTRI premises along with EPTRI.The participants proposed for the workshop would be different State & Non-Stateplayers, including chief functionaries from government, MNCs (for CSR),Environmental Entrepreneurs, Development Agencies, Civil Society Groups etc.,

� ICSD has been approached by Department of Animal Husbandry, Government ofAndhra Pradesh to develop a farmer friendly Dairy Development Policy. In thiscontext, a consultative workshop was organised in AHD premises on 13th November,2015.

� We had a strategic workshop on HSIC – ICSD partnership on 19th September,2015. Ms. Lydia Pluess from Helvetas, Switzerland was in India from 14th to 19th

Sept, to discuss the present and future partnership. She also visited the projectareas in Uttarakhand. Mr. Felix von Sury, Advisor to ICSD also had attended theworkshop and moderated the discussions. The core team was present for thisworkshop.

� Dr. Rajeswar had been to Bangladesh to attend a Regional Workshop on Workingin Sensitive Situations, October 18-21, 2015 organised by Helvetas. The objectivesof this training course are to strengthen the participants’ capacity to analyse sensitivesituations and to understand the significance and implication of the engagement asa civil society organisation in these fragile contexts.

� Mr. Ashish Srivastava and Mr. Gopal Papnai Dutt (Farmer from Uttarakhand projectareas) had been to Switzerland (Zurich, Brunen, Frik and Basel) between 17-23rd

August for building institutional relations and understanding applied research in thefield of organic farming. The visit was supported HELVETAS and COOP underSustainable Production of Organic Basmati Rice Project.

� Mr. Rizwan Uz Zaman, Team Leader- Assam for CPGD Project had attended aAsia Pacific Regional Forum on Climate Change Finance and SustainableDevelopment 1 – 3 September 2015 in Jakarta, Indonesia.

� Dr. Rajeswar was invited by Environment Protection Training and Research Institute(EPTRI) to deliver lecture on the topics in connection with CDM implementation inIndustry sector, wasteland sector, mining and carbon credits on 16th November,2015. The topics were i) Concept and Methodology of CDM under Kyoto Protocoland ii) Critical Analysis of CDM as an Instrument for Mitigation.

� Ms. Minu had attended a stakeholder Consultation Workshop on “Deployment ofRenewable Energy Solution: An Ecosystem Approach at WWF- India office NewDelhi on 13th November 2015. The purpose of the workshop was to share thepreliminary findings of the study entitled “ Deployment of Renewable EnergySolutions: An Ecosystem Approach”, which is being carrying out by WWF-India inpartnership with SELCO Foundation.

� Dr. Rajeswar had been to EPTRI to attend their Climate Change Working Group(State Steering Committee) meeting on 30th Sept, 2015.

� Ashish Srivastava had been to Kathmandu between 11th to 13th October as a Trainerfor the ToT on Spring revival organised by HSI Nepal under WUMP Project.

� Dr. C K Rao had attended a meeting on Strengthening Small Ruminant BasedLivelihoods”, held at Bengaluru on 31st August, 2015. This was organised byFoundation For Ecological Security.

� Dr. Joy attended the UN Climate Change Conference (COP 21) in Paris as part ofthe Helvetas team. The duration of the visit was from 30th November to 7th December,2015.

� National Adaptation Fund: The final Project Proposal developed by us (for theDepartment of animal Husbandry, Government of Andhra Pradesh) for funding underNational Adaptation Fund for Climate Change under the title - Climate ResilientInterventions in Dairy Sector in Coastal and Arid Areas in Andhra Pradesh hasbeen submitted to GOI-Ministry of Environment Forest and Climate Change.

� Intercooperation Social Development India has been assessed for ISO 9001:2008 (International Organisation for standardization) conforming to Quality ManagementSystems by Indian Register Quality Systems (IRCLASS Systems and Solutions)Certification agency. The certification process and assessment started in March2016. Now we are an ISO 9001:2008 certified Organisation accredited by theNational Accreditation Board for Certification Bodies (NABCB).

Details of international travel of the staff undertaken during thefinancial year 2015-16

- Dr. Joy attended the UN Climate Change Conference (COP 21) in Paris as part ofthe Helvetas team. The duration of the visit was from 30th November to 7th December,2015.

- Ashish Srivastava had been to Kathmandu between 11th to 13th October as a Trainerfor the ToT on Spring revival organised by HSI Nepal under WUMP Project

- Mr. Rizwan Uz Zaman, Team Leader- Assam for CPGD Project had attended aAsia Pacific Regional Forum on Climate Change Finance and SustainableDevelopment 1 – 3 September 2015 in Jakarta, Indonesia

- Dr. Rajeswar had been to Bangladesh to attend a Regional Workshop on Workingin Sensitive Situations, October 18-21, 2015 organised by Helvetas. The objectivesof this training course are to strengthen the participants’ capacity to analyse sensitivesituations and to understand the significance and implication of the engagement asa civil society organisation in these fragile contexts.

- Mr. Ashish Srivastava and Mr. Gopal Papnai Dutt (Farmer from Uttarakhand projectareas) had been to Switzerland (Zurich, Brunen, Frik and Basel) between 17-23rd

August for building institutional relations and understanding applied research in thefield of organic farming. The visit was supported HELVETAS and COOP underSustainable Production of Organic Basmati Rice Project.
