Social-political influences on voluntary work
• The responsibility for the person’s coping first of all lies on the relatives and friends.
• If no help is provided by the family and state support, the person may seek assistance from the voluntary organizations.

• The state guarantees minimal coping and indispensable services.

Scandinavian model (socio-democratic)
• Social policies are connected to the place of residence.
• To an increasing extent, the state is responsible for the security by collecting the taxes, out of which the social and healthcare services are provided.

Crisis counselling:
• Following the catastrophe of the ferry “Estonia” in 1994, Tallinn Crisis Counselling Center was established, which performed the psychosocial rehabilitation.
• Since 2001, the crisis counselling services are acquired from the NGOs, primarily from MTÜ Eluliin/NGO Lifeline.

• MTÜ Vaimupuudega Inimeste Tugiliit/NGO Support Union of Children with Mental Disabilities: supervision service for the employees working with the clients in the amount of 20 hours

BY SEPTEMBER 1, 2004 THERE WERE DETECTED 4196 HIV CASES IN ESTONIA
JANUARY 01 - SEPTEMBER 01, 2004, 497 NEW HIV+ PEOPLE WERE DETECTED, 177 (35,6%), LIVING IN TALLINN.
DURING 2003, 840 NEW INFECTIONS WERE DETECTED IN THE COUNTRY, 323 (38,5%) IN TALLINN RESIDENTS.
