OverviewOn29June2000,OrbitalSciencesCorporation,LaunchSystemsGroupwasawardeda$34millionEngineeringandManufacturingDevelopment(EMD)contractfortheGQM-163ASupersonic Sea Skimming Target (SSST) system. Orbital’s proven Theater Missile Defense (TMD) and National Missile Defense (NMD) ballistic missile target design philosophy of maximizingresidualmissileassetsandoff-the-shelfhardwareandtechnologyisbeingappliedtocruisemissiletargets.ThisapproachprovidestheU.S.Navywiththebestvalue,lowestriskandhighestperformanceGQM-163Asystem.

TheGQM-163AMK70Booster/DuctedRocketSustainerconfigurationmakesjudicioususeofresidualStandardMissileassetsandthe$80millionU.S.Governmentinvestmentinsolid-fueledductedrocket/ramjets.TheGQM-163ADuctedRocketSustainerisbasedontechnologydevelopedbymajorsubcontractorAerojet(formerlyARC)undertheU.S.AirForce’sVariableFlowDuctedRocket(VFDR)program.TheGQM-163AavionicsdesignisbasedontheOrbitalLaunchSystemsGroup’smulti-programModularAvionicsControlHardware(MACH)System.TheMACHflightcomputerboastsamodernPowerPCcorehostingareal-timeoperatingsystemandaflightprovensoftwarearchitecturebasedontheCompany'scommonobjectorientedC++applicationframework.

FollowingtheEMDphaseoftheGQM-163AprogramOrbitalreceivedfollow-onFullRateProduction(FRP)contractsinexcessof80productiontargets,withnewertargetsbeingproducedwiththeOrbitaldesignedFrontEndSubsystem(FES),whichintroducedseveralrobusttechnologyupdatestoaddressobsolescenceoftheoldertargets.UndertheGQM-163Acontract,Orbitalhasanoperationallaunchsuccessrateof100%,whichincludesasuccessfuldemonstrationofaHighDivertrajectory,theOrbitaldesignedFES,andtheOrbitaldesignedTargetSupportTestSet(TSTS).Foruserflexibility,theGQM-163Atargetisnowoperationallycapableoflaunchingfromthreedifferentlaunchsitesaroundtheworld.
