a) Committee Chair Parry Klassen brought the meeting to order, and roll call was completed. b) Casey Creamer moved to approve, and J.P. Cativiela seconded, and by general acclamation the
September 10th action notes, were approved.
2) Preliminary Findings from Nitrate Implementation Measures Study (NIMS) Richard Meyerhoff presented an overview of the preliminary findings of the project which was initiated
the end of August.
Joe LeClaire presented a summary of the technical findings on the following: o Groundwater prioritization o Scope and scale of nitrate contamination in groundwater
Chino Basin case study: Vadose zone legacy o Treatment options o Alta Irrigation District pilot study area
Summary of preliminary costs and timeframes
The goal is to discuss salt and nitrate implementation measures at the November policy meeting. Richard asked that committee members forward additional comments or ideas within the next week or two. Some of the questions or concerns raised during the meeting were:
o Look at the biological treatment process being used in Delano as a possible option for AID. o Calculate an estimate for
Cost per acre foot of water Cost per population served Cost as reflected in a water bill in the impacted community
o Provide examples of Permeable Reactive Barriers (PRBs) used for public water. o Incorporate availability of adequate power in small community environment. o Integration of the SWAT model in AID study.
3) Set next meeting date The next Policy Session is October 22nd. The next Admin Meeting will be November 6th. November

a) Committee Chair Parry Klassen brought the meeting to order, and roll call was completed.
2) Nitrate Permitting Strategy for Groundwater During the morning session the committee discussed the draft section of the SNMP for “Proposed
Permitting Strategy for Nitrate Discharges to Groundwater and the flowchart of “Permitting Options for Nitrate Discharges to Groundwater.”
Some of the recommendations, or concerns, from the committee members were: − Clarify that do not need to do an ACP when not creating an exceedance. − Outline the requirements for participation in a management zone when seeking allocation of
assimilative capacity. • More detail is needed for participation in management zones in the SNMP
3) Nitrate Permitting Strategy for Groundwater Tim asked the committee to provide answers to the following policy questions to give guidance to CDM
Smith for moving forward with the NIMS project: 1. What should be the target for managed restoration? 2. How should attainment be determined? 3. What proof is required to show compliance is not feasible, practicable or reasonable? 4. Is a very long attainment schedule (100 yrs) reasonable and acceptable? 5. Is a phased and prioritized implementation schedule reasonable and acceptable?
Question #1 was deferred until January. That information is not needed for them to move forward at this time.
The committee agreed that from a planning standpoint it was acceptable to use 100 years in the document, but requested CDM Smith provide a look at multiple time frames as was done in the Alta archetype.
The committee generally agreed that a phased and prioritized schedule was acceptable. Tim suggested that CDM Smith create the same sequencing chart for NIMS as was done for SSALTS to provide a visual for the implementation pathway.
o More discussion is needed to clarify what is meant by phased and prioritization when dealing with both nitrates and salts. Solutions that will address both salts and nitrates should be an area of focus.
4) Set next meeting date The next Admin Meeting will be November 6th. November Policy Meetings are scheduled for 11/18 &
11/19.
