The Microsoft Outlook cannot send emails after upgrading Window (any version) to Window10.
Also, the MS Outlook showing an error message like “Sending reported error 0x800ccc13”: Cannot connect to the network. Verify your network connection or modem.
Causes
To fix this issue, you have to run Window Resources Checker Tool provided by Microsoft also called as “System File Checker” or “sfc”.
The Window resource Checker Tool will scan and verify the integrity of entire system files & replace incorrect versions with correct versions.
Window Resource Checker Tool/SFC Command
Go to Window Search Bar and type “CMD” or “Command Prompt” over there.
After typing “CMD”, a command prompt icon will be shown to you.
Steps To Run SFC Command
Now, Right Click on “Command Prompt” icon and select “Run as administrator”.

A pop-up box will appear, click “Yes” to proceed.
An “Administrator: Command Prompt” window will open.

Type “sfc /scannow” without quotes and press “Enter” button as shown below in the screenshot.

Note: There will be a space between c and /. After pressing “enter” button, the process will start.

The scanning process will take some time to scan your system files. So be relax and sit back for few minutes.
After completion of scanning process, if any error found in your system files, it will fix.

Cont… If your system files is clean and no bugs in it, then it will
show a message that “Windows Resource Protection did not find any integrity violation”.
Now, close the window and check the "Outlook Sending Reported error: 0x800ccc13” by sending a test email whether the issue has been resolved or not.
If the error still appeared, then you have to move on any third party utility tool.
