The draft St Kilda Triangle Masterplan establishes a framework for the connections, broad land uses, massing and location of built form on the site, and the character of the public space.
The draft Masterplan has been developed through a co-design engagement process involving community, industry, Council and government.
This booklet gives an overview of the draft Masterplan. We invite you to read this and give us your feedback, which will help shape a final Masterplan, scheduled to be completed in early 2016.

About the project
St Kilda has long been recognised for its public spaces and attractions such as Fitzroy and Acland streets, Luna Park and the foreshore.
Once swampland, it was transformed into a bustling seaside settlement, with Italian born civil engineer Carlo Catani reinventing the foreshore as a Mediterranean-style recreation and entertainment precinct.
At its heart was the site known today as the St Kilda Triangle, which was home to the Palais Theatre, a carousel, amusement rides, gardens and the Palais de Danse.
In 2012, Council endorsed St Kilda Triangle 2012, the ‘Orange Document’, developed with the community through numerous consultation events, including ‘speak outs’, questionnaires, ideas forums and focus groups with hard-to-reach community members.
In 2014, community working groups helped refine the parameters for the design brief. This year Council and community held three co-design workshops to develop a masterplan that explores built form and public spaces on the site.
The draft Masterplan is now out for comment.

This draft Masterplan details a concept option for the St Kilda Triangle site, including the public space and built form.
The design aims to deliver a cultural precinct to complement the Palais Theatre and support St Kilda’s continuing contribution to the cultural life and vibrancy of Melbourne and Australia.
The draft Masterplan provides for:
• open space of 19,835m2, which includes the Palais Forecourt, The Lawn, The Terrace, The Slopes, Garden Slopes and a plaza facing Jacka Boulevard
• built form envelopes of up to 21,310m2 in total, comprising of uses such as: - cultural facility / facilities of 14,085m2 (below The Lawn and behind the Palais) - hotel (visitor accommodation) of 4,650m2 - other uses consistent with the St Kilda Triangle Cultural Charter of 2,575m2
• carpark and service areas of 17,100m2, which includes 350 carparks, loading bay, service area and back of house for the cultural institution and hotel (visitor accommodation).
The draft Masterplan allows Council to write a business case and continue discussions with the Victorian Government about delivering a fundable future project on this important site.
1. SLOPeS
The Slopes have been extended, creating a new public space connecting to the Foreshore across Jacka Boulevard.
2. The LAWnA new extension of The Esplanade above the cultural facility creates a new landscape experience and new views of the foreshore and bay.
3. CuLTurAL FACILITyA cultural facility is located below the level of The Esplanade, supporting a new garden roof and terraces accessed directly from The Esplanade footpath.
4. PALAIS FOreCOurTA new forecourt is created to connect the Palais, Luna Park and cultural facility entry.
5. gArDen SLOPeSNew garden slopes provide opportunity to adopt a contemporary planting scheme and provide all abilities access between The Esplanade and Jacka Boulevard across The Lawn.
6. buILT FOrM behInD The PALAISAt the rear of the Palais Theatre, a hotel (visitor accommodation) wraps around a cultural facility / performance space.
7. CArPArKIng350 spaces are included on site below ground. The entry to the carpark is from Cavell Street.

Draft Masterplan - overview
The draft Masterplan acknowledges the community’s attachment to The Slopes, and how they define both the topography of The Esplanade and form a landscaped edge to Jacka Boulevard.
The design intent extends Catani’s ideas of the Slopes from the western corner of the site, and curves them as a grassed slope overlooking the foreshore and hugging a plaza and Jacka Pavilion, marking the entry to the site from the pedestrian crossing to the beach.
The redeveloped St Kilda Triangle respects and enhances the balcony of The Esplanade, extending it across the landscaped roof of a new cultural facility to create a new lawn. The new wide path of the Promenade invites people to walk across the site from The Esplanade, and creates a new series of bay views and an easy path to the beach.
The roof of the cultural facility becomes The Lawn, a space edged by palms and garden beds that pays contemporary homage to Catani’s landscapes. This open area of lawn is framed by the Promenade and will be an ideal place to relax in the sun, read a book on a quiet day, picnic with friends or attend events.

The Palais forecourt is St Kilda’s grand new public space, where people meet, take their photos in front of Luna Park and the Palais, and visit Melbourne’s newest cultural facility on the St Kilda Triangle.
The edge to The Esplanade is stepped to create a small amphitheatre for people to meet, people-watch or watch events happening in this space.
Stone paving extends from the front of the Palais across to the Luna Park entry to create the feel of a large single space. Cars will still be able to drive through Cavell Street.
People spill out onto The Terrace from the uses along the Palais edge. These include restaurants and cafes, as well as other uses supporting the vitality of the Palais Theatre and the precinct.
Sitting next to The Lawn, and alongside the Palais Theatre, The Terrace can be accessed directly from the Promenade or by stair and lift from the Palais Forecourt. Another stair and an access ramp run through the garden slopes and link to Jacka Boulevard.
The Terrace ‘feel’ is linked to the Palais Forecourt by consistent paving. The space includes shade trees, a water feature and a colonnaded edge.

The draft Masterplan provides direct connections to The Lawn from The Esplanade and a generous new promenade. A ramp, stairs and 24/7 public lifts enable pedestrian access between The Lawn and Jacka Boulevard.
Improved and new pedestrian crossings of Jacka Boulevard creates a direct link from the site to the foreshore.
The draft Masterplan allows for the future implementation of an optional pedestrian bridge over Jacka Boulevard.

The draft Masterplan has endeavoured to balance maintaining existing vistas from The Esplanade in most locations with the viability of any future buildings.
Buildings are located behind the Palais and to its side. It is well within the historical footprint of the previous buildings on the site - Palace Nightclub and the Palais de Danse - and where the views are already obstructed by buildings and structures on the foreshore.

Cultural facility
The draft Masterplan identifies a series of uses for the St Kilda Triangle, including public open space, cultural facilities (this could be range from art galleries, music and performance venues to artists’ studios), ancillary uses (this could include appropriate visitor facilities, retail, food and beverage, live music and opportunities for cultural artisans) and hotel (visitor accommodation).
The public space will comprise integrated landscape and architecture with a reinterpretation of Catani’s coastal vision. This landscape includes palm trees, open lawns for a range of uses, high quality stone finishes for durability and identity, native and exotic plants, water play, and permanent and temporary artworks.

The draft Masterplan a series of uses for the St Kilda Triangle.
Public open space
The draft Masterplan proposes a series of highly curated public spaces ranging from The Slopes, The Terrace, Jacka Plaza The Lawn on top of the cultural facility, an active promenade to Jacka Boulevard and the Palais forecourt.
Cultural facility
The St Kilda Triangle will be a place that generates culture and production and will not just be about consumption. Subject to future funding models, this could range from art galleries, music and performance venues to artists’ studios.
Complementary uses
Additional activation of the St Kilda Triangle will be through highly-curated ancillary uses that support and enhance the cultural production of the site. This could include appropriate visitor facilities, retail, food and beverage, live music and opportunities for cultural artisans.
Hotel (visitor accommodation)
Further activation can be achieved through a new boutique hotel (visitor accommodation), located to maximise views from the built form behind the Palais Theatre. It is envisioned as a boutique or lifestyle hotel.

In addition to the draft Masterplan, which allocates 14,085m2 of built form for cultural uses, Council is exploring an option for a large scale institution of 30,000m2 with the Victorian Government. A potential landmark facility of state significance could include the proposed National Gallery of Victoria (NGV) Contemporary.
During the Masterplan Co-Design Workshops, there was a preliminary assessment to accommodate a single cultural institution of 30,000m2. Community feedback indicated in-principle support for this.
Any additional area required for a larger institution could be located around the Palais Theatre and underground, but this would exceed the parameters outlined in the draft Masterplan.

The Draft st kilda triangle Cultural Charter was created during Stage 1 to ensure the future of theSt Kilda Triangle meets the aspirations of the community.
The purpose of the Draft st kilda triangle Cultural Charter is:
• to articulate the place essence, experience, programming and activation principles for St Kilda Triangle
• to be an enduring document that ensures public benefit in the design, development and ongoing management and activation of the site.
The Draft st kilda triangle Cultural Charter was refined following Co-Design Workshop 3 and community feedback.
