July 20, 2012 Dear Client, It is with pleasure that I welcome you to the Drug Treatment Choice Program (DTCP), the Dis-trict of Columbia’s adult substance abuse treatment program. As a DTCP participant, you will benefit from a community of provider agencies committed to delivering high quality substance abuse treatment services. The DTCP has made substance abuse treatment services more accessible by ensuring that indi-viduals with substance use disorders are connected to treatment services at the level of care that is clinically appropriate to meet their needs. The first step to accessing DTCP treatment services is undergoing an assessment. Each DTCP intake location has been staffed with addic-tion professionals who will ask you a series of questions that are designed to help determine the level of care needed for treatment. Following the assessment, an addiction professional will help you select the DTCP provider that best meets your needs based on the criteria most important to you. Once you have selected your provider, your counselor will help you connect to your chosen treatment program. This Directory was developed to present important information about the treatment programs in the DTCP network in a clear, easy to understand format. In this Directory you will find help-ful information about the clinical features of each program, the treatment services available, hours of operation, contact information, and the nearest Metro station or Metro bus line. In addition, many programs offer special features such as education assistance programs, transpor-tation to your appointments, job readiness training, and snacks. This Directory is best used in consultation with an addiction professional who can help you compare the special features of each program and select the program that fits your needs and your life. Question: Who is Eligible to Participate in the DTCP? Answer: The Drug Treatment Choice Program supports substance abuse treatment for: • District residents; • Without private medical insurance, or whose medical insurance does not cover substance abuse treatment
services; and • With an Axis I diagnosis of a substance use disorder. If you are a District resident in need of substance abuse treatment services, go to any DTCP intake location for an assessment. During the assessment, an addiction professional will ask you a series of questions to help you deter-mine whether you meet the criteria for DTCP participation. Question: How Do I Prove District Residency? Answer: Documents that establish District of Columbia residency for the purpose of participating in the DTCP include: • A valid motor vehicle operator's permit issued by the District; • A non-driver’s identification card issued by the District; • A voter registration card with an address in the District; • A copy of a lease or a rent receipt for real property located in the District; • A utility bill for real property located in the District; or • A copy of the most current federal income tax return or Earned Income Credit Form. Please remember: All DTCP participants must maintain District residency while participating in the program. If you are a DTCP client and you relocate from the District while receiving services, you must inform your DTCP provider. They will help connect you to a treatment program near your new residence. Question: What Do I Need to Bring With Me When I Come for My Assessment? Answer: You must bring proof of residency in order to access DTCP services. If you have been referred to ser-vices, please remember to bring your referral form. Please do not bring large sums of money, valuables, weapons, drugs and alcohol, or other contraband to your assessment. Question: Will APRA Tell Anyone that I am Receiving Substance Abuse Treatment Services? Answer: No. Records related to your treatment for substance abuse are strictly confidential. That confidentiality is protected by federal and District of Columbia law and regulations. APRA, and the providers in the DTCP net-work, will only disclose information related to your substance abuse treatment with your written authorization. If you need APRA to reveal information regarding your substance abuse treatment to someone other than your-self (such as a spouse, family member, social worker, or probation officer), you must complete a HIPAA Form 3 and identify the person or the organization (CFSA, CSOSA, PSA, etc.) to whom you want APRA to disclose your assessment and referral information. Once you have arrived at your DTCP program, you must fill out a separate authorization to release your substance abuse treatment information. APRA’s HIPAA Form 3 only applies to APRA, and your DTCP provider will not disclose your information without your written authorization. Talk to your addiction professional for more information regarding disclosure of substance abuse treatment information.

The men’s residential treatment facility offers intensive drug treatment in a 24 hour a day, 7 day a week residential setting. Credentialed addictions counselors, case workers, social workers, and other agency professionals participate in a multi-disciplinary treat-ment team planning session, with on-going monthly or as needed meetings to assess progress and need for further intervention. The curriculum consists of Behavior Modi-fication, Drug Education Sessions, Relapse Prevention, Anger Management, Individual Counseling Sessions and Life Skills Training. Trained staff accompany clients to court appearances and other mandated appointments. Specialized sessions for clients who present with dual-diagnosed disorders are also available.

Clean and Sober Streets is residential drug and alcohol treatment/rehabilitation for men & women who are willing to recover. Our alcohol/drug free setting encompasses much more than just the absence of alcohol and other drugs. It encompasses the attitude that a joyful and productive life is possible without alcohol or mood-altering drugs.
The men and women who come to Clean and Sober Streets for help have had long histories of substance abuse, homelessness, and/or incarceration. They come to us with medical problems and legal conflicts. Some have little education or marketable skills. We remain successful with chronic drug and alcohol abusers due to their willingness to make a change and having hit bot-tom with the pain of incarceration, living in the streets, and being alienated from family and friends. CSS demonstrate a chemical-free philosophy through the living examples of our resi-dents. The evidence is seen every day in the successful lives of people living drug-free.

The Good Hope Institute is an outpatient Methadone Maintenance Program accredited by The Commission on Accreditation of Rehabilitation Facilities (CARF) as well as being licensed by the DC Department of Health as an outpatient substance abuse treatment provider. Our clients are screened, interviewed and assessed by our professional staff. Our Program Physician determines the severity of each client’s opioid addiction and prescribes the appropriate dose of medication.

Neighbors' Consejo is fully certified by the D.C. Department of Health as a substance abuse treatment facility. We are the only intensive, all-day program in the Washington, D.C. metropolitan area that specializes in homeless Latinos with co-occurring mental illness and chronic substance abuse problems.

PIDARC was established in 1971 and is the oldest private non-profit drug treatment program in the District of Columbia. PIDARC’s patients are people who have abused drugs and now want to be helped through outpatient treatment while continuing to participate in home, work, and family life. For these people, PIDARC offers a variety of treatment approaches. Throughout their course of treatment, PIDARC patients are encouraged to participate in outside support groups in their community, such as Nar-cotics Anonymous or Methadone Anonymous, along with participating in “Access to Recovery” services provided in the District of Columbia.

We offer community-based, comprehensive mental health and addictions services for people who are homeless. We are staffed with psychiatrists, licensed social workers, and certified ad-diction counselors and share the floor of our building with the SOME Medical and Dental Clinic. We offer individual and group therapy, and support and educational groups on relapse and re-covery tools. Our Addiction Program provides services along a continuum of care. The initial phase of treatment is provided on an intensive outpatient basis and includes a comprehensive evaluation process to assess level of care and other treatment needs. The next phase is resi-dential treatment at our facilities in West Virginia. Upon return to D.C., SOME provides transi-tional housing, a relapse prevention workshop, and assistance with obtaining employment and permanent housing. The residents of our transitional housing participate in our continuing care phase of treatment at the BHS Clinic, which consists of therapeutic recovery groups, indi-vidual addictions counseling, and psychiatric care as needed. The Continuing Care program lasts for at least 24 weeks, and those clients who complete the program participate in a grand commencement ceremony.

ATR is a three-year competitive discretionary grant program funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment. ATR is a Presidential initiative, which provides vouchers to clients for the purchase of substance abuse clinical treatment (methamphetamine) and recovery support services. The goals of the program are to expand capacity, support client choice, and in-crease the array of faith-based and community-based providers for clinical treatment and recovery support ser-vices.
RECOVERY SUPPORT SERVICES
Recovery Support Evaluation - Evaluation and documentation of client’s individual recovery support service needs. Care Coordination - Facilitating access to service network and other available community resources to sustain recovery. Spiritual Support Group - Universal, non-denominational, spiritually based recovery support in a group setting. Individual Recovery Mentoring & Coaching Services - Assist clients in assessing their current situation, defining goals, tar-geting areas to strengthen or improve, creating an effective life-action plan, understanding and overcoming barriers that may inhibit progress, and; holding the individual accountable for implementing the changes and reaching the goals they desire. Group and Individual Education Services - Provide individualized instruction to stabilize or expand client’s reading and other skills in an individual or small group setting. Individual and Group Life Skills - Teach clients Employment Skills, Work Preparation, Daily Living Skills, and Nutrition Sup-port to equip them to succeed in recovery. Individual and Group Parenting Skills Services - Assist parents with child development skills and provide parenting informa-tion in an individual or group setting, and encourage networking with other parents in similar circumstances. Individual and Group Family and Marital Services - Teach and enhance communication, personal and family management skills to reduce marriage/family conflict in a group setting. Individual HIV/AIDS Education - Educate client of the risks, statistics, transmission, legal, and financial aspects of the disease; as well as educate them about local, low-cost, and free resources for HIV testing, treatment and supportive services. Child Care Services for One or more Children under age 13 - Services provided only while client is participating in clinical treatment and/or recovery support services. Transportation ( Private/Public) - Metro system (bus and subway) access for the purpose of accessing treatment and/or re-covery services, job interviews, medical appointments, 12 step or other support groups, school, work, childcare providers, or any other approved activity that supports a client’s recovery. Must be associated with another billable service. Methamphetamine Clinical Services - Non-hospital based methamphetamine addiction treatment services using the Matrix Model IOP for Methamphetamine Treatment. Environmental Stability - The DC CORE Access To Recovery Program will provide limited housing under the Environmental Stability Initiative to 250 clients within the DC CORE ATR Program (100 male ex-offenders/offenders, or a person on supervi-sory release, 100 women ex-offenders/offenders, and 50 women with dependent children) in the District of Columbia.

Question: Who Is Eligible to Receive ATR Services? Answer: Any District of Columbia resident who has a problem with substances. You may access ATR services if you are currently receiving treatment, if you have received treatment in the past and now require additional sup-port to maintain your sobriety, or if you have a current substance use issue and you are interested in connecting to treatment. Question: How Do I Access ATR Services? Answer: You may request a referral for ATR services during your substance abuse assessment at the ARC. You may also access ATR services by contacting any ATR provider and asking to be referred to ATR services. The ATR provider will assess your needs and coordinate a referral to the ATR provider(s) of your choice. Question: What is the Fee for ATR Services? Answer: ATR services are free of charge for District residents in treatment or recovery. Question: My DTCP Provider Does Not Offer ATR Services. How Do I Access Services? Answer: Ask your DTCP Provider to coordinate a referral to ATR services. They will schedule an appointment with an ATR provider for you. Question: My Faith Is Important To Me. Do Any ATR Providers Offer Services in a Spiritually Supportive Setting? Answer: ATR services are provided by a rich network of faith-based and community-based providers. If receiving services in a faith-based environment is important to you, discuss this with the addiction professional performing your substance abuse or recovery support assessment. They will help you choose the ATR provider that is right for you. Question: I’m Unemployed. How Can ATR Help Me? Answer: If your unemployment is due to not having a high school diploma, you may access ATR Education ser-vices to help improve your reading and other skills. Some ATR providers will help you prepare for the GED ex-amination. If your unemployment is due to a lack of job skills, you may access ATR Life Skills services to help you learn employment skills, resume preparation, and interview skills. If you have an interview and you do not have transportation, request ATR Transportation services and you will receive metro passes that you can use to travel to and from your job interview. Question: It is Hard for Me to Attend My Counseling Sessions Because I Don’t have Child Care. Can ATR Help? Answer: Yes. ATR offers child care services for children under the age of 13 while their parents attend treatment services. In addition, if child care issues are preventing you from attending ATR services, such as Life Skills ses-sions or Spiritual Support Groups, you may request ATR Child Care services to help you attend your ATR ses-sions.
