I. LETTER TO THE TOWN
October 15, 2020
Dear Town of Jupiter Council Members,
As part of its lease with the Town, El Sol is pleased to submit its third quarterly report for 2020.
Following the State of Florida Re-opening Plan as well as CDC and local guidelines, El Sol has continued to
safely open up its operations. On September 8th we entered Phase 2 and on October 5th we implemented Phase 3.
These changes have meant having up to 25 workers in our labor hall at one time, up from 10 and opening our
labor program on Saturday mornings. Clients, employers, volunteers and staff are still required to wear masks,
social distance and follow recommended disinfecting guidelines. Our Case Management Team continues to assist
clients with crisis funds and to date we have supported our community with over $221,000 in food, rent, utilities
and other needs. This money is paid directly to landlords, utility companies, food suppliers and other local
providers in our area. We are now also starting to offer ID’s to new people looking to participate in the labor hall
and renewing existing ones. Through our Food and Nutrition Program, workers are eating a healthy, hot breakfast
before heading out to work and are given a bagged lunch to go. Supporting our families with the transition to
virtual schooling has also been a priority. We offered several workshops teaching parents how to access the
virtual classroom and we have started up our middle and elementary school girls book clubs in a virtual mode.
This year we are excited to also have started a middle school “boys club” with academic, social responsibility and
life skill goals. English as a Second Language and Spanish literacy continue in the evening via online classrooms
and have had the added benefit of forcing our students to learn new technology skills. Vocational training has
also re-opened in a combined virtual/hands on format. Painting, hurricane shutters and cleaning/disinfecting have
been some of our first offerings.
The Covid-19 pandemic is still here among us but we continue to find ways to safely provide services to our
clients and local community. Staff, volunteers, employers and clients have all come together in flexible and
creative ways to keep our programs going.
The impact of our programs and services is detailed here. According to the Independent Sector website, the
estimated national value of volunteer time for 2020 is $27.20 per hour. This is the amount we assign to calculate
the value of volunteer hours in our programs. Professional Volunteer hours such as Legal or IT are valued at
higher rates. We have updated the previous quarters with the new Volunteer rate.
We are always very appreciative for the Town’s support of El Sol and allowing us to continue providing services

Volunteer Time, Donations, and Cash Expenses with an estimated in-kind value of $424,365 with
a monthly average of $141,455.**

1. LABOR PROGRAM
a. Worker and Employer Statistics
STRATEGIC PLAN GOAL: Increase placement Rate to 74% in 2020
Quarter III Progress: Daily Placement Rate was at 53%
The Labor Program was temporarily suspended as of March 20 due to Covid-19. El Sol had a “slow open” for
the Labor Program on May 18, 2020 in a semi-virtual manner and continues to expand the program within the
CDC Social Distancing guidelines.
In the Third quarter of 2020, a total of 971 jobs were filled. El Sol registered 3 new workers and 70 new
Employers. For the quarter, an average of 46 community members registered at El Sol each morning. Of these,
39 members registered specifically for work for that day (Job Worker). Of the 39 ready for work, on average 21
workers were hired each day.

In the Third quarter, volunteers provided 32 hours to the Labor Program. During this crisis, these hours were
through the Case Management program for follow up with clients.

b. Case Management
STRATEGIC PLAN GOAL: 60% increase in 3 points in Self-Sufficiency Score in 2020
Quarter III Progress: 64% increase in 3 points in Self-Sufficiency Score
The Labor Program was temporarily suspended as of March 20 due to Covid-19 and this included the Case
Management Program. El Sol had a “slow open” for the Labor Program on May 18, 2020 in a semi-virtual manner
and continues to expand the program within the CDC Social Distancing guidelines. El Sol elected to temporarily
halt new Case Management registrations during this period and has only recently begun the process of registering
new workers.
To calculate a self-sufficiency score, the Case Manager interviews the workers on nine different categories from
food assistance to education and employment. From their answers, the Case Manager calculates a baseline for
the status of the workers’ self-sufficiency. The lowest score is zero and the highest score is 45. Our goal is for
workers to learn more about the resources available in the community, improve their work potential, improve
their education, and improve their knowledge of the medical and legal resources available.
A follow-up by the Case Manager after six
months will provide insight into how the
worker is integrating and improving his or
her self-sufficiency within our community.
In the chart below we have shown the
number of Total Workers Processed through
Case Management, brand new workers
registering to El Sol, the Worker follow ups,
the percentage of workers who increased
their score by 3 points on the 6 months
follow-ups, and the current El Sol workers
who are new to Case Management or are
receiving Crisis Funds.
Registration now requires mandatory OSHA
classes and Community Service events for
the workers.
In the Third Quarter, 77 Workers had
follow-ups with our Case Managers, 2
workers were registered for the first time, and 88 Cases for Crisis Funds were processed through our Case
Management Program. A total of 167 Workers were processed through Case Management this Quarter.

2. ADULT EDUCATION PROGRAM
a. English as a Second Language (ESL) Program

ESL program
El Sol offers ESL classes in the evenings on Mondays, Tuesdays, and Wednesdays during the semester. As of
March 16, the Nighttime ESL classes were having Virtual Zoom classes which have allowed them to continue
with the instruction.
An average of 28 students participated per class day this quarter. Volunteers provided 38 hours of service to El
Sol in our Nighttime classes.

b. Spanish Literacy – Plazas Comunitarias
STRATEGIC PLAN GOAL: 15 Plazas Graduates in 2020
Quarter III Progress: 2 Students graduated from Basic Literacy and Middle/High School
in the last semester
The Plazas Comunitarias Program currently has three levels of classes on Thursday and Friday evenings. They
are Basic literacy, Elementary School, and Middle/High School.
As of March 16, Classes have been moved to an online model. On average, there are 5 students attending
Plazas classes this semester. Volunteers gave 2 hours to the Plazas Program this quarter.

c. GED Program
El Sol has a GED Spanish program for students who were unable to finish their high school degrees.
As of March 16, Classes have been moved to an online model.
El Sol offers GED classes in the evenings on Thursdays and Fridays. There are four subjects of the GED
Program; Language, Math, Science, and Social Studies.
A total of 15 students are enrolled and we had an average of 5 students attend the GED classes this semester. 2
Students passed one of the subjects of the GED this quarter.

d. Computer Program
STRATEGIC PLAN GOAL: 30 Graduates in 2020
Quarter III Progress: 46 students graduated from Computer Skills and Assistance classes in the Third
semester
Computer Literacy classes are offered Tuesday and Thursday evenings. As of March 16, Classes have been
moved to an online model.
With most of the Adult Education classes moving to the on-line virtual model, the Computer Class has taken on
a new role of assisting students with at home computer set-up, connection, access, and software integration.
This has changed the priority for the Computer class to include IT assistance for our Adult Education students.
In the Third Quarter of 2020, a total of 46 students have enrolled in Computer Nighttime Classes and Computer
Assistance at El Sol, with an average attendance of 3 students attending the formal classes.

With the addition of the Worker Development Coordinator, Vocational Training at El Sol has taken on a new
goal for the Workers. The goal for 2020 is that 180 workers will graduate from vocational training courses
and/or complete Vocational Workshops and of those, 30% will secure new income.
The Worker Development Program was able to complete most workshops and courses in early March before the
closure of the Labor Program and El Sol. We have resumed in person vocational classes at El Sol for workers
looking to improve their skills.

3. HEALTH PROGRAM
a. Promotores de Salud
STRATEGIC PLAN GOAL: 8 Total Promotores de Salud will be identified and trained in 2020
Quarter III Progress: 8 Total Promotores
The Promotores de Salud reached a total of 235 members of the community this quarter to discuss health issues
of concern and educate the community. This quarter the topics were about Covid-19.
Promotores Volunteer hours are calculated that each Promotores will volunteer three hours per week for the
quarter (12 weeks.) We had 6 Promotores volunteer with us this Quarter. The main focus of the Promotores
this Quarter was informing our community about the Coronavirus.

person and on line. Due to the Covid19 pandemic,
we have had to move many workshops to an online

Due to the Coronavirus Pandemic and to ensure the health and safety of our workers, community, and our staff,
El Sol did not hold any Community Service events this Quarter.

El Sol celebrated our 14th Anniversary on September 6, 2020. Executive Director Suzanne Cordero spoke to
staff and workers about the history of El Sol. Board Member Bob Male was in attendance to help celebrate the
milestone.
2. Town of Jupiter Presentations
The Town of Jupiter delivers presentations at El Sol to discuss basic Code Compliance and highlight relevant
issues. Due to the Coronavirus Pandemic, they were unable to present at El Sol. They will resume the
presentations when they can.

c. Volunteers and Interns
In the Third quarter of 2020, a total of 74 El Sol volunteers gave 958 hours of their time, which is valued at
$26,765.60. This calculation includes 903 regular volunteer hours and and 55.1 Professional IT Volunteer
hours.
Volunteers log their hours in a log book at El Sol or call in their hours if they were working from home. El Sol
enters their time and tracks their hours through a proprietary software database called VSTS (Volunteer
Services Tracking System.)
Many of the hours listed above are accounted for in the different programs described in this report. The rest of
the hours are contributed by volunteers that provide many different services such as administrative, assist with
special events and committees; teach Spanish classes, write grants and develop strategies, and much more.
Their contributions are summarized below under the category “Other.” For the Third quarter of 2020, the total
number of volunteer hours contributed for operations that are not otherwise mentioned in this report were 661.
The total number of Professional IT volunteer hours contributed to El Sol is 55.1 hours.
The El Sol Intern program has resumed and one Intern provided 21 hours of service to our Chief Development
and Communications officer.

5. LEGAL PROGRAM

by our Legal Coordinator and The Legal Aid Society of Palm
Beach County, helped a total of 56 people with legal questions.
These cases consisted of immigration, criminal, labor, domestic,
and miscellaneous issues.

a. Hot Meal Program
In the Third quarter of 2020, we served a total of 1,989 meals or bags of food with
an average of 28 meals per day.
During the time the labor hall was closed in the 2nd Quarter, El Sol’s Emergency
Food Distribution Program handed out food and grocery store vouchers three days
a week. A total of 4,161 bags of groceries and over 3100 food vouchers were
handed out to over 900 unique individuals during the 2nd Quarter of 2020.
In the 3rd Quarter, volunteers contributed 5 hours in the kitchen at El Sol.

b. CROS Ministries Food Pantry
In the Third quarter, the C.R.O.S Ministries Pantry at El Sol served 881 individuals, averaging 294 individuals
per month.
c. Palm Beach County Food Bank – Food Stamps
El Sol has a representative from the Palm Beach County Food Bank who visits El Sol every Tuesday between
9am and 4pm to provide assistance with Food Stamp applications and Medicaid inquiries. We also have a
representative from Families Third who assists with food Stamp applications.
Due to the Coronavirus Pandemic, in the Third quarter of 2020, we did not have the Palm Beach County Food
Bank Benefit Specialist or the Families First specialist come for interviews for the safety for our staff,
volunteers, and workers.

7. CHILD DEVELOPMENT PROGRAM
STRATEGIC PLAN GOAL: Assess the need for child development services
Quarter III and Total 2020 Progress:
Palm Beach County Schools initially openend in a virtual manner and are now fully open due to the Covid19
Pandemic. El Sol has hired a part-time Child Development Coordinator to identify, evaluate, and assist with
needed Child Development services in Jupiter.
He identified a need for computer assistance for parents to be able to provide on-line access for their children to
particpate in virtual school. He had virtual classes and provided assitance for the families. He also identified a
need for young males for social interaction and support. He began a Boys Book Club for the Middle School
ages that has shown great success. Attendance has increased since he began the class.
STRATEGIC PLAN GOAL: Have 20 children participate in the Summer Camp at El Sol in 2020
Quarter III Progress: 34 children attended an on-line Virtual Summer Camp through El Sol.

education classes
Quarter III Progress:
The Virtual Summer Camp was a huge hit with 34 campers this year. We had 6 weeks of different themes
including, “Plant Life,” “Environmental Week,” and “Business – What do I want to do?”
Nightime programming at the El Sol center is not occuring at this time. El Sol has hired a part-time Child
Development Coordinator to identify, evaluate, and assist with needed Nighttime programming for children
when classes resume at El Sol.
The Early Learning Coalition (ELC) is currently not coming to El Sol due to the Coronavirus Pandemic. We
hope to have them return as soon as it is safe to do so.
Children’s Services Council did not hold any workshops at El Sol due to the Cornovirus Pandemic. We hope to
have them return as soon as it is safe to do so.
Palm Beach County Schools initially openend in a virtual manner and are now fully open due to the Covid19
Pandemic. When on-campus classes fully resume, we hope to provide volunteers for the Jupiter Elementary
School Homework Club when it is safe to do so. We have been holding the Book Clubs virtually for students to
continue their reading during the summer and beginning of the fall school year. This year we started a Boys
Book Club with great initial succes.
Our Child Development Coordinator began offering Virtual and in person Computer classes to assist parents
with Virtual School computer connection and support.
