PROCEDURE FOR HANDLING HAZARDOUS WASTES

The purpose of the Procedure for Handling Hazardous Wastes is to guide
operating personnel for proper handling and management of hazardous
waste generated at ITPS.
RESPONSIBILITY
In Charge, Environment Cell is responsible for implementation of this
procedure so as to ensure safe and efficient operation of the system.
Presently ITPS is handling the following hazardous wastes
a. Used lubricants (Oil & Grease)
b. Used Batteries
c. Waste Resin
Lubricants are used in boiler & turbine auxiliary equipments, Ash Handling
& Ash Recycling Plant equipments, Coal Handling Plant equipments, Water
Treatment Plant equipments, Workshop equipments, MGR equipments etc.
for various lubrication purposes.

Batteries are used for UPS system located at Unit I/II Battery Room,
Switchyard Battery Room, CHP Battery Room, MGR Battery Room and
Automobiles of Auto Base Garage.
Resin is used in Ion Exchange process of Water Treatment Plant.
AS per annual budget, lubricants (Oil & Grease), Batteries and Resin are
procured by Warehouse and kept at designated place. Hazardous wastes
generated from various areas are handled as follows.
USED LUBRICANTS
As and when required by User Department, lubricants are issued from
Warehouse to the user department through ERP system. The inventory issue
details are maintained by Maintenance Planning Department (MTP). The
lubricants (oil & grease) received by user department are stored in the
designated shed for storing fresh lubricants as per capacity of the shed. Such
storage sheds are located in main plant area (in front of ESP control room 1
facing towards WTP), Ash Handling Plant area (in front of Ash Handling
Control Room), Workshop, CHP (near maintenance building), MGR
workshop (near car shed), Turbine area (near dirty oil tank). Detailed
locations are shown in Plot Plan enclosed.
After overhauling /servicing of any equipment, the used lubricants so
generated are collected in empty barrels. Each barrel capacity is
approximately 200 liters. The barrels containing used lubricants are kept in
respective transit lubricant storage shed in the area demarcated for storage of
used oil. During normal running of the equipment user department utilizes
fresh lubricants as a make up through routine check up of the equipments.

Grease used for mill greasing system is collected and kept in empty barrels,
which are kept in waste oil section of the transit storage shed of user
department.
During the course of plant operation, if any abnormal situation occurs, which
demands use of unplanned lubricants by any equipment like transformer,
paddle feeder, stacker reclaimer etc., the same is drawn from Warehouse by
respective user department for emergency maintenance of the equipments.
After emergency maintenance the used lubricants so generated are
immediately returned to the Warehouse in barrels.
The filled barrels of used lubricants are returned to Warehouse by respective
departments on quarterly/half yearly basis depending on quantity of used
lubricants generated from respective areas.
In Workshop the used oils are generated only once in a year which are
reused for lubrication of equipments.
WASTE OIL
Two oil traps have been provided inside plant located at Boiler Area and
Transformer Area to trap the waste oil from industrial effluents generated
from plant. The trapped waste oil is collected in closed barrels during
cleaning of the oil traps. As per approval of OPCB waste oil can be disposed
over coal stack in coal yard.
USED BATTERIES
As per requirement of the user department the new batteries are issued from
Warehouse through ERP system. The batteries issued from Warehouse are
immediately replaced. Used batteries so generated are kept in the respective

battery rooms. These used batteries are returned to Warehouse on half
yearly/ yearly basis.
SPENT RESIN
Spent resins generated from DM Plant from time to time are collected in
closed barrels, which are kept inside DM Plant building.
DISPOSAL OF HAZARDOUS WASTES
Hazardous wastes of ITPS comprising of used lubricants, used batteries and
spent resin are sold to authorized recyclers on a regular basis by Warehouse
Team. Warehouse Team has authorization from SPCB, Orissa for handling
hazardous wastes as per the schedule given below with following special
conditions.
The inventory of hazardous wastes is maintained by user department in the
Format EM. 4/ 8 -F1) and documented in the Records ER. 5/8//1 to ER.
5/8//12 by respective departments handling hazardous wastes.

AUTHORISATION/SPECIAL CONDITIONS ISSUED TO ITPS
1. Ware House of IB Thermal Power Station, Banharpali, Jharsuguda is
granted an authorization by State Pollution Control Board, Orissa to
operate a facility for collection, reception, treatment, storage, transport
and disposal of Hazardous Waste on the premises situated at Banharpali,
Jharsuguda.

2. The authorization granted to operate a facility for collection, reception, treatment,

3. The authorization shall be in force for a period of Five years from the
date of issue.
4. The authorization is subject to the conditions stated below and to such
conditions as may be specified in the rules for the time being in force
under the Environment (Protection) Act, 1986.
TERMS AND CONDITIONS OF AUTHORISATION
GENERAL CONDITIONS
1. The authorization shall comply with the provisions of the Environment
(Protection) Act, 1986 and the rules made there under.
2. The authorization or its renewal shall be produced for inspection at the
request of an officer authorized by the State Pollution Control Board.
3. The person authorized shall not rent, lend, sell, transfer or otherwise
transport the hazardous waste without obtaining prior permission of the
State Pollution Control Board.
4. Any authorized change in personnel, equipment as working conditions as
mentioned in the application by the person authorized shall constitute a
breach of this authorization.

5. It is the duty of the authorized person to take prior permission of the State
Pollution Control Board to close down the facility.
6. An application for the renewal of an authorization shall be made as laid
down in Rule 5(6) (ii).
7. The occupier of the facility for collection reception, treatment, storage,
transport and disposal shall maintain records of such operations in Form
3 (Rule 9(1).
8. The occupier/operator of the facility for collection, reception, treatment,
storage, transport and disposal shall send annual returns to the State
Pollution Control Board in Form 4 (Rule 9(2).
9. Where an accident occurs of the facility or on a hazardous waste site or
during transportation of hazardous waste, the occupier or operation shall
report immediately to the State Pollution Control Board about the
accident in Form 5 (See Rule 10).
10.The occupier/operator of facility shall apply for renewal of authorization
before 4 months from the date of expiry of the letter of authorization in
Form-I with adequate fees.
11.The hazardous waste disposal site shall be properly fenced and suitable
notice with warning shall be displayed.
12.The hazardous waste disposal site shall be done in such a manner so that
ground water, surface water or ambient air shall not be deteriorated.
13.In case of any alteration in process of collection, reception, treatment,
transport, storage and disposal of hazardous waste, the industry shall
immediately apply to the Board in Form-I for fresh authorization.
14.The State Pollution Control Board reserves the right to modify, revoke or
review the authorization.

15.The occupier or operator of a facility shall ensure packaging, labeling and
transport of hazardous waste as specified in Rule 7.
16.No illegal trafficking of hazardous shall be done (Rule – 15).
17.In case of damages caused to the environment due to improper handling
and disposal of hazardous waste, the occupier, transporter and operator
shall be liable to pay fine as levied by State Pollution Control Board with
the approval of Central Pollution Control Board (Rule 16).
SPECIAL CONDITION
1. The used oil shall be collected properly in barrels so that these shall not
be any spillages & leakages from barrels. The storage yard of the used oil
barrels shall be provided with a covered shed. Under no circumstances
the used oil shall be stored in open or disposed off on land.
2. The used batteries shall be stored on impervious floor under shed.
3. The used oil/batteries shall be sold if required, to genuine reprocessors
having authorization from concerned State Pollution Control Board and
also registered with Ministry of Environment & Forest, Govt. of India as
reprocessor of used oil/batteries. Copy of such authorization
letter/registration certificate shall be submitted to this Board before
selling/auctioning.
4. Oily sludge generated during the cleaning of oil storage tanks and catch
pits of storage tanks shall be disposed off in impervious lined pit. This
arrangement shall be made within three months from the date of issue of
this authorization. A detail proposal to this effect shall be submitted to
this Board within one month from the date of issue of this order. Under
no circumstances these waste shall be stored in open or disposed off on
land.

5. Spent resin from DM plant shall be disposed off in impervious lined pit.
This arrangement shall be made within three month from the date of issue
of this authorization. A detail proposal to this effect shall be submitted to
this Board within one month from the date of issue of this order. Under
no circumstances these waste shall be disposed off on land or mixed with
other waste.
