OPENING REMARKS – Miguel Santana, President & CEO
Today we will talk about one of the most important activities that take place on this campus, commerce,
entrepreneurship, and job creation, since there has been an evolution for what it all means. There is a
fine line between a hobby, passion, and career, so we combined these two topics for today’s discussion
on Craftsmanship and the Arts, and Workforce Development. Historically, this campus has helped
generations from youth to retirement and everyone in-between to pursue their passions. Today we will
discuss how these passions affect our future.

CRAFTSMANSHIP
Speaker, Kathy Wadham, Director of Creative Programming
Craftsmanship has been a part of LA County Fair since its foundation in 1922, when classes were offered
to learn and share home goods, and competitions were recognized with blue ribbons. To date, the Fair
holds competitions in culinary, knitting, jewelry, cooking photography, wine, olive oil, beer, spirits, and
more. With the huge change in the demographics and the interest of the younger generation in crafting.
The future of craftsmanship includes everything from homemade beer, quilting, and preserved foods, to
the latest Bohemian décor for your home or office.

WORKFORCE DEVELOPMENT
Speaker, Dr. Holly Reynolds, Interim Executive Director of The Learning Centers at Fairplex
The L.A. County Fair began with 20 employees in 1922. Union workers were hired in the 1930’s with
nine local labor union partnerships. Currently, Fairplex employs 146 full time employees, 1,017 part
time employees, 10,000 seasonal Fair employees, and over 1,500 organizational partner employees.
Fairplex also provides internships to students from the University of La Verne, Cal Poly Pomona, and
Pomona Bright Prospect, and 350 volunteer “Fair Ambassadors” who contribute to the success of the
Fair each year.

In partnership with Pomona Unified School District and San Antonio Regional Occupation Programs,
CTEC at Fairplex provides hands-on learning opportunities to 4,000 high school students in high school
earning credits. CTEC classes are a path to a career offering classes in the Arts, Automotive, Culinary
Arts, Urban Farming, and Water Technology. Additionally, Teacher Training is offered at the Fairplex
Child Development Center as a hands-on learning site for the University of La Verne.

Speaker, Rafael Carbajal, director of Business Services and Strategic Partnership at LA County Workforce
Development, Aging and Community Services
Many members have been assisting in the strategic planning process. The County is looking at the work
that we do differently than we had looked at it before in the areas of jobs and economic development.
Workforce development is the continuance a network provides to the community for the skill. We will
be looking at everything the county does for alignment to influence local economic development. One
element is looking internally to better prepare them for employment and promote entrepreneurship.
We want to make sure that Fairplex is a partner to support the CTEC work and craftsmanship that will
drive opportunities. Rather than asking how we drive local development, we should be asking, “How
can I grow or access the talent that exists?” America’s Job Centers is a pivotal partner of broker talent
and training, partnering with local high schools, colleges, and universities to drive continuum of
development and employment. Want to drive opportunities and the great work of Fairplex.
Speaker, Francis Engler, Board member, Hospitality Training Academy (HTA) and Director, UNITE HERE!
Work with hotel and foodservice, in the craft of busser, cashiers, cooks, etc., in the hospitality industry.
Working on building a workforce where pride can be demonstrated and rewarded. Would like to bring
diversity into the hospitality and foodservice pipeline, where African Americans and transgenders are
under-represented.

Miguel Santana
My dad hung drywall through most of his life in the 60s until he retired. Spent many times
working with him. At the center of how he learned that was through a carpenter’s union in the
60’s.

There is a difference between craftsmanship and work force development. So much space will
provide an amazing opportunities for education. What kind of classes do you offer in CTEC
where they use computers and are those the kind of skills that lead to employment?

Brian Suggs, CTEC Automotive Instructor – Computers are provided in the CTEC automotive
classroom. We are not only training students to repair a vehicle but to be a computer technician
to resolve computerized automotive issues.
Andrew Quiones
On craftsmanship, it would be interesting if we could create a partnership with the city to create
a local artist Fair like Olivera Street and downtown. Would like to see us go old school and get
back to basics, like downtown Pomona, where artists can go and demonstrate their crafts.
On workforce development, glad to see youth in the apprenticeship; would like to see youth
builds from all of California, like Habitat for Humanity to get local youth involved.
Larry Ortega
I live and work in Pomona and engaged in the city projects; excited about working on Pomona
Valley Verde, a 100 acre hydroponic system growing healthy food, to assist youth in the child
obesity epidemic. Hydroponic healthy grown farm to table and taking Fairplex back to their
roots, needs to be at the top of the agenda in order for Fairplex to grow. The community can
benefit from the farm to table idea.
Brett Hansen
Looking at the passions that have been discussed, my passion is electronics. I would like to see
Fairplex build maker space for the community; one part is learning, one part is trying; a place to
go somewhere you can teach yourself and find others with the same passion. Would like to see
maker space at Fairplex.
Robert Torres, Council Member representing District 6
Pleased to be having a dialog of labor unions; even construction trade; meetings with different
developers about project. I’m always asked, “I’m good with this project in my district, but
where is the local hiring component?” I hope that we will consider their concerns and the
requests they want to see at Fairplex. Would like to see that happening at Fairplex. Just wanted
to give credit where credit is due, appreciate the gesture of bringing unions here; this is
something that I want to see implemented to get the ball rolling on this organization.

It is very satisfying to listen to this type of dialog; as a member of those who have members that
work here. I have a problem with is how the programs educate people to find a career. We
hear that everywhere to help people find jobs; would like to be part of the committee to make
sure jobs are secured; had to fight for a project that lasted 5 years ; managed to get unions into

the ‘college’. Important to be part of the decision process at work and would like to see that
continue.

Involved in culture arts in Pomona – one of the things I am looking for in workforce
development is workmanship with the crafts.

We have had strong relationships with our bargaining units over two and three generations.
Training is a phenomenal thing that our company offers. Our employees are offered excellent
training. They are the backbone of Fairplex. They have benefits through Fairplex and the union.

Was involved in strategic planning a few years back. Identified jobs of the future in healthcare,
health and wellness. Looking to set up training in health screens, nutrition, etc. Discussions are
going on about looking at this region as a whole. Would very much like to be included in the
discussions to ensure our community youth and our future are well directed in the area of
health and wellness. A good way to move forward with Fairplex, relative to the farm and
hydroponics, etc. Fairplex offers the perfect training ground for programs in urban farming,
water technology. There is so much potential of the things we can do together.
Paul Stevens, Doubletree Hotel in Ontario
Involved in a neighbor dispute; a difficult type involving the union. Company is unfair; issues of
understaffing, no breaks, etc. People are just trying to make a fair living; corporations are able
to afford these things for employees and having fair wages, etc., brings a lot of growth. Having a
fair wage becomes an issue of humanity. It is not just about the job but treating people right.
People are community minded. We don’t just want to have a job, but to support our lives and
families. Union jobs are critical to our history.
Jeannette Broisen, City of Pomona, NAACP President
Happy to be here and hear what is going on at Fairplex. Want to bring something to your
attention – the social issues holding back people of color and getting Latino and African-
Americans into college. Sometimes they get in but don’t continue due to having to work two
jobs, etc. When they come to you, be aware they are come to you with baggage. They are
trying but there are so many social issues that make it difficult for them. Be sensitive.

Tim Sandoval, Mayor, City of Pomona
My mom was a housekeeper for 35+ years. I used to go with her on a Saturday afternoon. Got a
chance to see the physical labor because the doors were closed to her but were open to me; she
would get fired only to be hired at a cheaper rate. Seems like a seminar effect, professional
“end of work, Rifkin” automation and robotics in the workforce. In the area of workforce at
Fairplex, how do we define work? What does work look like in the 21st Century? There are so
many school districts that could use more teachers and people in the community; how do we
develop workforce to live a rich life around art, poetry and the arts? Interested in how Fairplex
can be a safe place and having a broader discussion about how to grow our life;

Work for a warehouse resource center that supports centers within the logistics area and the
tremendous work local 11 has done. Would like to applaud the efforts the Fairplex has engaged
in to support of our workers. Many do not have a union. Many works don’t claim their rights to
lost wage, they are retaliated against, discriminated against; they feel the system is a broken
system that does not respond to them. Fairplex needs to continue to support a family send
their kids to college, which we should all hold as a high priority. Young kids should not have to
bypass their opportunities because there are no jobs in our region. I hope we can count on
Fairplex to do right by our workers here at Union 11 and all other unionized workers.
Enrique Medina, PUSD
Grateful for the relationship with Fairplex, CTEC, and The Learning Centers for sustaining and
expanding our career pathways so that we are able to provide a pipeline for students in
workforce development pathways. We continue to tap into the pathways that assist students
and provide opportunities in post education, to gain a certificate that will provide them with a
decent wage and a career that would not have otherwise had.
Linda Keagle
Would like to speak on behalf of a small business owner, celebrating our 50th anniversary this
year in support of careers that began at our restaurant. Proud that we have trained high school
students, doctors, lawyers, chiefs, lawyers, congressman, started working for us in entry level
jobs. When we had people who came in our doors with a certain eagerness without regard of
race, or color, we put them to work. We think it is in our best interest to treat people well. We
are not unionized, we are independent and small but it is in our best interest to train them, treat
them right, understanding that in our business it is a stopping off point on its way to something
else. We want to encourage people to like people and encourage others to do the same.

Lauren McCormick
Representative of 4H groups and a CTEC teacher with 20 years’ experience. Acknowledge that
Miguel did not have a skill set and chose to go to college but I see great opportunities for those
who go into trades. Huge advocate in engaging youth in presentations, team leading skills.
Would like to see CTEC get involved in Skills USA, Hero’s Woodwork, where there are
opportunities to grow other leadership and team building skills. All great organizations. There
are also youth build competitions, that would provide a great opportunity to partner with LA
and the Building Training Council so when students graduate high school they are prepared for a
trade.
Consider Adult Craftsmanship entries in the Fair. Some fairs offer opportunities for adult
entries. How do we make this more than a month experience? How do we figure out a way to
be the epicenter of job creation throughout the year? We should put those items on sale and
develop a business. I am inspired by the ideas of this session. One of the messages is that we
need to drive in this is partnerships. Craftsmanship, Food Ag, equine and hospitality have been
our history and they are our future. Imagine what we can do in the next hundred years.
Linda Bosserman, Local Physician
My children went to public school. My junior high, students have lost interest in careers. Do we
need to have dream times, to explore how to achieve? Kids do not know how to get involved.
We should have kids start young and try.

I am here to support my fellow members; it is great to see all the partnerships in the room and
justification for job security and wages, but is also about healthcare; sustainable farming, access
to healthy produce because of diabetes and health rates. Would like to be able to provide
affordable healthcare.
MIGUEL SANTANA CLOSING STATEMENT
Thank you for your participation. This has been an inspiring session and I appreciate the discussion on
how Fairplex can best support entrepreneurs, small business, industry sectors and artisans, and
strengthen our role as a business incubator. Your ideas, hope and dreams will be incorporated into a
Strategic Plan which will lay out a vision for the future. One more Strategic Planning Session is
scheduled on September 13, where we will discuss many of the highlights from our 95-year history as
well as the economic impact of the Fair. I hope to see you then.

and an occasion and period of time, to decorate a table. This would be repeated daily or several times a day to get people involved. – Home Arts, Mary P. Wallace
1. WAS THAT UNION ARM TWISTING? 1. “Get off the Phone and get Into Life”. A public service announcement campaign targeting
youth Cell Phone/Social Media addiction. 2. “Keeping kids healthy and engaged” 3. Work with youth on probation, Boys Republic on exposing at-risk youth to equestrian
lifestyle/training/etc. 1. TLC / @Fairplex. CTEC has a great resource in Barbara Tuyen in bringing together The
Farm at Fairplex and 4H along with possible equestrian events and programs. 2. What does NHRA do in the outreach program with Fremont Academy? How or can
CTEC/TLC at Fairplex’ automotive program become involved with this program?

1. Incorporation of vocational opportunities that are currently embedded whilst running a needs based assessment with districts such as PUSD and the like.
1. How is CTEC working to promote diversity among its students and then in the workplace? 2. Are there any other apprentice readiness programs that CTEC should adopt, i.e. iron
working? Especially as infrastructure work pick up. 3. Would the MC3 curriculum work for CTEC? 4. Culinary Competition:
Iron Chef or a version of Chopped? How about a BBQ or Chili Competition?
5. Job placement for CTEC students… who else can we partner with to improve our students odds for success?
6. I like the idea of a youth build off? 7. Could CTEC make hydroponics part of its urban ag program and use it to help feed those
in need? 8. Is CTEC focusing on job placement here in the Pomona Valley? 9. Could CTEC participants earn college credits? How could we expose CTEC students to other craft job possibilities, besides those we
promote? Can we help open their eyes? 1. Can Fairplex be instrumental in involving Pomona Unified in the LA/Orange Building and
Construction Trades Council? 1. Program to foster creativity with opportunities for innovation using technology? 1. If the Unions really want to help people, have them donate to these positive experiences
instead of wasting money on political HIT pieces during election times. 1. A study should be conducted on current vocational programs conducted through Fairplex
while identifying and running a needs based assessment on programs being suggested. Correlational analysis on the demographics of union and non-union based work/employees should be identified in order to create an epicenter for Fair and balanced workforces.
2. Creation of sub-committees! Sub-committees selected on community and experience. 1. Teaching entrepreneurship: How to take craft/talent/passion (in working) to a business. 2. Teaching financial management so can manage personal and retirement finances. 1. Dream Sessions with education. Bring groups Jr. High, High School and even elementary
children to Fairplex for facilitated dream sessions, then work through steps to evaluate that options along the way to modify them to reach dream.
1. NHRA and CTEC? What are we collaborating on? Could we do more? 2. What is NHRA’s biggest threat? 3. National Motorsports Program – can it be tied in to CTEC’s Alex Xydias School? 4. How can we be a part of automatous vehicle industry? Test Facility? Incubator for
industry? Labor training/preparation. I love this idea! 5. A “Maker Barn” at Fairplex… like it. 6. Eco Car Competition… love it!

7. Could we be part of an equestrian rehabilitation therapy program for injured and special needs children and adults? (Casa Colina too?) Could a labor training program be a CTEC program?
1. Edit Fairplex video shown today into a commercial (or 2) for showing on TV broadcasts of NHRA events. Great history of NHRA and Fairplex.
2. Pomona USD (and all other districts and colleges and universities, as well as semi—pro, pro-soccer and Lacrosse teams should collaborate with Fairplex staff to develop programs and events for local students, and grow programs on Fairplex’ campus. Seek out partnerships and sponsors.
1. I’d like to see the Career & Technical Education Center (CTEC) provide more hand based projects for students. In addition to getting involved within the surrounding community. Partnership with organizations or companies for students to take advantage of connection to further their potential to after high school opportunities. Thank you.
1. Losing focus – felt that this workshop was more focused on union/political than workforce development at Fairplex.
2. Grow on the Maker Space idea! 1. Robin needs to keep the mic closer to his mouth. The volume of his voice goes down as
he speaks. All speakers should be reminded of this. Create pre-apprenticeships opportunities with Pomona USD/San Antonio ROP/CTEC/Unions
to provide youth (17-18) the benefit of experience. 1.Add more technology/STEM courses to CTEC for example:
Robotics Coding Solid modeling/drafting
These are some of the skills that are or will be required of all entry level job candidates in the coming years.
