Scoping Considerations
• Identify Parcels• Survey information• Approach penetration information• Fee simple vs Easement
• Parcels listed for acquisition on your ALP – Exhibit “A”• NEPA Review• CATEX or EA
Land Acquisition Services
• Title Search – Clean Title• Property Survey• Investigation of Hazardous Materials – “Phase I”• Relocation Program• Appraisal• Review Appraisal – set Fair Market Value “FMV”• Offer to Purchase• must be in writing, offer FMV, owner allowed at least 30 days for response
• Negotiations – must be documented• Acceptance of Offer – move to closing• Condemnation
Performing Services
• Self Perform• sponsor employee’s perform services – must be qualified• no procurement requirements• no GDOT prequalification requirements
• Consultant Perform• must be GDOT prequalified• services must be procured based on qualifications• non-competitive procedures for contracts less than $10,000
Going to Contract
• Services typically performed in Phase I contract or locally “fronted”• Accepted offer, in writing, required to initiate contract• Federal and state funds can be provided immediately prior to closing• Update Exhibit “A” Property Map
