FIFA Forward travel and equipment funding
Oear Sir or Madam,
1. Context
The FIFA Forward Regulations, under Article 6 paragraph 2 a) and b), provide that those member
associations that " ... need the most assistance and that are geographically isolated" and those member
associations that " ... need it most and/or that do not have an official equipment supplier " should be
eligible to receive additional funds as foliows:
a) For the travel of all their national teams abroad for match obligations the eligible member
association could receive up to USO 175,000 per year (eligible member associations of the OFC
will be able to receive an amount up to USO 127,500 per year)
b) For purchasing national teams' equipment, the eligible member association could receive, for
the period of a full cycle, that is for the period 2016 until2018 (inclusive), a total of : 1) up
to USO 100,000 if it belongs to category A of the eligible member associations; 2) USO 150,000
if it belongs to category B; and 3) USO 170,000 if it belongs to category C.
Following consultation with the respective confederations and according to an independent report made
by the CIES (International Centre for Sports Studies), adecision of the FIFA Oevelopment Committee
established the eligible member associations for the first cycle of the FIFA Forward Oevelopment
Programme for 2016-2018.
Members associations e/igible for travel fun ding are set out in Appendix A of the present circular listed
by confederation.
Members associations e/igible for equipment fun ding are set out in Appendix 8 of the present circular
listed by category.

2. Travel
Eligible member associations should apply using the attached FIFA Forward travel expenses
appl ication form w hich should be duly signed and stamped in order to be submitted to the FIFA
administration .
An eligible member association should aim to cover the travel expenses 01 its own national teams (both
men and women), including youth teams, related to travelling abroad (outside the territory 01 its own
operations), in order to participate in official or Iriendly matches with national teams 01 another/other
member association(s).
In addition, all relevant and available documentation should be provided at the time 01 applying lor such
lunds. The documentation should provide either the basis lor past reimbursement ollunds already paid
by the member association lor the travelling expenses 01 the national teams 01 the member association,
or in ca se 01 planned travel, documents wh ich will provide the basis lor the calculation 01 the expenses
to be incurred.
For reimbursement 01 travel expenses already incurred, eligible member associations should provide
invoices Irom:
• travel agencies or travel companies lor air/boat tickets, leasing 01 buses and minivans and other
means 01 land or sea transport lor travelling abroad;
• hotels, lease 01 lootball-related lacilities (meeting rooms lor teams, physiotherapy rooms, etc)
plus catering and lood lor the team(s) while abroad including services provided during the teams
stay (e.g. medical, laundry, security, etc.)
For all luture travel expenses, documents should be provided based on selected matches and related
budgets.
• Daily allowances to members 01 staff and or players should not be included.
• A clear relerence should be made as to the event (match) in wh ich the respective team(s)
were/are participating with evidence 01 their actual participation (copy 01 the match organiser's
report andlor the match sheet).
For those eligible member associations that have not yet applied lor Forward travel lunds lor 2016, it is
reminded that applications should be liled lor 2016 and lor 2017 (both reimbursement costs and luture
costs) and by 15 August 2017 .
3. Equipment
In respect 01 the contribution towards basic equipment, Forward equipment lunding should be used
lor: a) national teams' match kits and training kits (women's senior + boys andlor girls teams); b) national
teams' training material (women's senior and boys and/or girls teams) - 150 official matchballs, 200
bibs, 100 shin guards (Ior lour national teams), remaining equipment (markers, cones, ladders, hurdles);
and/or c) youth leagues (boys/girls) match kits per league - max. 16 teams 01 20 players and equipment
lor relerees (calculation: 16 relerees lor a league with 16 teams) .

Eligible member associations should apply using the attached FIFA Forward equipment funding
application form which should be duly signed and stamped in order to be submitted to the FIFA
administration along with the follow ing documents:
• A statement signed by the President and General Secretary of the member association
confirming that there is no existing equipment supplier of the member association or that
such a supplier does not cover the full costs of the equipment needed for its national teams.
• A copy of detailed offers from prospective suppliers or invoices for equipment purchased in
2016 together with a comprehensive list of the equipment purchased (reimbursement is only
possible for related expenses incurred prior to June 2017).
• In the case that an official supplier exists, then a copy of the respective contracVagreement
in force should be provided .
4. Additional information
• Filing, evaluation and payments in respect of applications related to travel or equipment funding are
subject to the provisions of the FIFA Forward Regulations, and decisions of the FIFA's Audit and
Compliance Committee will also apply.
• FIFA encourages its member associations to take into account International Labour Organization
standards in relation to child labour and respect for the environment when selecting suppliers and
equipment manufacturers.
• FIFA encourages member associations that decide not to use their allocated FIFA Forward funds to
inform the FIFA administration so that, in the spirit of solidarity, another member association in
financial difficulty may be offered the aforementioned funds.

Please be aware that if the request is for forecast expenses then 30% of the amount approved could be transferred 30 days prior to the team’s travel and the remaining balance upon receipt of the respective receipts, contracts, invoices, match documents and other related documents together with the TRAVEL EXPENSES REPORT FORM
In case of reimbursement due to late submission of an application, the funds will be transferred in accordance with the approval decision of the FIFA general secretariat.

2. A minimum of three (3) quotations have been received for all forecast expenses above USD 50,000;
3. A tender process has been held for all individual expenses above USD 300,000;
4. The funds requested as part of this application have not and will not be requested as part of any other request for funding from FIFA, from a confederation or from a regional association or any other authority or entity;
5. All payments for expenses requested will hereby be made to each and every third party exclusively through the dedicated bank account for FIFA funding, which is maintained by the member association;
6. All funds received – if the present is approved by FIFA – will be used exclusively for the purposes indicated and committed in the present application;
7. Any cancellation or alteration of travel arrangements, the expenses for which the association has applied, should be reported to FIFA immediately when the member association becomes aware of the relevant events;
8. The member association and its officers will provide support and information requested by FIFA at any time in relation to the present application;
9. The officers of the member association have no vested interest in the commercial entities which are receiving funds through the present application and the member association has obtained the written commitment of its officers to that effect;
10. Any knowledge of evidence of misappropriation of the requested funds – if provided – will be reported to FIFA immediately by the management of the member association;
11. Funds received but not used for whatever reason during the relevant sporting season should be returned to FIFA;
12. The present application and its contents have been approved by the executive board or council of the member association and consequently will be reported to its general assembly;
13. The member association and its officers undertake to abide by and observe the provisions of the FIFA Forward Development Programme Regulations, of FIFA circular letters, and decisions of the FIFA standing committees;
14. The member association undertakes not to use funds deriving from this application for paying fines, penalties imposed by any authority or any court decisions or settling litigations.
