1. INTRODUCTION
M/s. Virgo Laminates Ltd. is a limited company proposing to set up a Synthetic Organic
Chemicals (Resins) manufacturing unit at Survey No.: 342 Paiki 1 amalgamated, Village:
Sokhda, Taluka: Matar, District: Kheda, Gujarat. Please note that total land area of Survey
No. 342 Paiki 1 is 49,547 m2 out of which only 5,860 m2 land area will be utilized for
proposed Resin Manufacturing Unit.

3. BRIEF DESCRIPTION OF NATURE OF THE PROJECT:
M/s. Virgo Laminates Ltd. is proposing to manufacture Synthetic Organic Chemicals (i.e.
Melamine Formaldehyde Resin, Phenol Formaldehyde Resin & Phenol Urea Formaldehyde
Resin) at Survey No.: 342 Paiki 1 amalgamated, Village: Sokhda, Taluka: Matar, District: Kheda,
Gujarat. Please note that total land area of Survey No. 342 Paiki 1 is 49,547 m2 out of which
only 5,860 m2 land area will be utilized for proposed Resin Manufacturing Unit.
The proposed products falls under Category 5(f) as stated in Environment Impact Assessment
notification published on 14th September, 2006. Further, the location of the proposed project
is outside the notified industrial estate and not fall in Small Scale Industrial Unit criteria as
per the notification dated 25th June 2014. Hence, the project proponent has to obtain the
Environmental Clearance (EC) from the Ministry of Environment, Forest & Climate Change,
New Delhi. M/s. T. R. Associates (NABET and NABL accredited EIA consultants) has been
appointed to carry out EIA/EMP studies for obtaining Environmental Clearance.
The total land area of company is 5,860.00 m2 out of which 1,935 m2 (33 % of total land) area
will be used for greenbelt development. The estimated cost of the proposed project is 2

Crores. Total budget allocation towards Environmental Management Facilities will be approx.
Rs. 30-40 lacs. Total 9 persons will be employed including skilled persons, semi-skilled
persons and office staff.
The global resins market size was valued at USD 9.30 billion in 2015 and is expected to grow
at an estimated CAGR of 5.4% from 2016 to 2025. Resins are expected to lead the market due
to its growing use in the wood adhesives application. The market for resins is also expected to
witness the highest CAGR from 2016 to 2021. The main features of resins are, the superior
heat resistance, high flexibility, mechanical strength, and moldability, and excellent friction
properties.
The global resin market is classified on the basis of application, namely, wood adhesives,
molding, laminates, foundry, insulation, and others. The wood adhesives application is the
largest, due to the rapidly growing construction industry, which in turn is driving the
consumption of wood adhesives. The molding application is also expected to grow at the
highest CAGR during forecast period.
The global resin market is classified on the basis of end-use industry, namely, automotive,
building & construction, furniture, electrical & electronics, and others. Automotive is the
largest and the fastest-growing end-use industry due to the growing automobile sales. In
addition, the increase in the use of phenolic resins in applications such as, brake linings,
clutch facing, and brake pads is also expected to drive the phenolic resin market.
The global resin market is segmented on the basis of region, namely, Asia-Pacific, Europe,
North America, Middle East & Africa, and South America. Currently, the Asia-Pacific region is
the largest and one of the fastest growing markets for resins, which is majorly dominated by
China and India. The high growth in India is attributed to the high demand from the
construction and furniture industries. Rapid industrialization and improved standards of
living in India are expected to drive the demand for resins during the forecast period i.e. 2016
to 2021.

which are actually Melamine Formaldehyde Resin, Phenol Formaldehyde Resin & Phenol
Urea Formaldehyde Resin.

The location of the proposed project is Survey No.: 342 Paiki 1 amalgamated, Village: Sokhda,
Taluka: Matar, District: Kheda, Gujarat. Please note that total land area of Survey No. 342

(viii) Resource optimization/ recycling and reuse envisaged in the project, if any,
should be briefly outlined.
Latest process technology will be adopted as available in market with optimum
resources requirement with highest yield and less waste and pollution generation.
Treated industrial effluent will be reused in industrial activities. In addition to this, all
the feasible cleaner production technologies will be adopted.
(ix) Availability of water its source, Energy/ power requirement and source should be
given.
Energy/power requirement will be 100 KW which will be procured through Madhya
Gujarat Vij Company Limited.
The total water requirement will be 29.36 kl/day which will be fulfilled by own
Borewell.
(x) Quantity of wastes to be generated (liquid and solid) and scheme for their

Proposed project site has already been procured by proponent and it is an open area
which is presently not being used for any purposes.

Kheda district ranks 17th in comparison to other districts of the Gujarat state. The total
area of the district is 3,953.00 sq. km of which 3,739.64 sq. km is rural area.

Above table shows the land classification of rural areas. Forest land in the district is
9,778.96 hectares. We saw that in the district 2.61% area is covered under the forest
area, 44.56% is covered under the irrigation and 33.24% area is un-irrigated.

(v) Existing Infrastructure
(1) Nearest railway station: Mahemdabad railway station is 12.5 km away from the
project site
(2) Nearest highway: National Highway 8 is 56 m away from the project site.
(3) Nearest airport: Ahmedabad Airport is 37.9 km from the project site.
(4) Power: 150 KW from Madhya Gujarat Vij Company Limited.
(5) Water: Source of the water will be a Borewell.
(6) Basic amenities: Good road connectivity with state and national highway.
(7) Post Office: Kheda Post Office which is 3.11 km away from the project site
(vi) Soil classification of Kheda District
The soils of the district can be classified into six main types: the goradu (gravelly), black,
medium black, black, sandy and rocky type. The goradu type is mainly to be found in the
Charotar tract comprising Nadiad Taluka and parts of Thasra taluka. The black type of
the Bhal tract is mainly to be found in Matar taluka while the medium black type is
confined to the Mehmedabad taluka. The rich black type suitable for cotton is found in
parts of Kapadvanj, Balasinor and Thasra talukas. The sandy type is concentrated in the
Kapadvanj and Mehmedabad taluka. Finally, the rocky type is to be found in Balasinor
and parts of Kapadvanj taluka. Tobacco is the most valuable article of produce in the
district. It is grown mostly in the Charotar tract in the district. Castor seed and sesame
are the only oil seeds grown in the district. The cultivation of the cotton occupies large
acres of land and is one of the most valuable crops of the district. Garden cultivation is
also extensive.
(vii) Climate data from secondary source
Climate
The climate of this district is characterized by a hot summer and general dryness except
in the southwest monsoon season. The year may be divided into four seasons. The cold
season from December to February is followed by the hot season from March to May.
The period from June to September is the south-west monsoon season. October and
November constitute the post-monsoon or retreating monsoon season.
Temperature
The period from March to May is one of continuous increase in temperature. The
weather is intensely hot in summer and particularly in the month of May the day
temperature reaches to 34.3 °C or over. During the years 2003 to 2010, the highest
maximum temperature is recorded at 34.3 °C in the year 2004 & 2009 and lowest
minimum temperature of 20.2 °C is recorded in the year 2008. Average minimum and
maximum temperature of the district during the year 2003 to 2010 is 20.9 °C and 33.5°C
respectively. Kheda District has normal Temperature. In the year 2011, maximum
temperature in the district reaches to 40.8 °C in May while minimum temperature in the
district reaches to 12.2 °C in January

Winds
Winds are generally light with some strengthening in force during the summer and the
south-west monsoon seasons. During the south-west monsoon season winds blow
mostly from the west or south-west. Towards the end of the south-west monsoon season
north-western lies appear and in the next four months winds are mostly from directions
between north-west and east. In February and March winds in the mornings are from
directions between north-west and north-east, while in the afternoons they are from
directions between south-west and north-west. In April and May winds are mainly from
directions between south-west and north-west.
Rainfall
In association with some of the cyclonic storms from the Arabian Sea which move
towards the district or its neighbourhood during the post monsoon season and to a
lesser extent in the latter part of summer, the district experiences gusty winds and
widespread rain. Thunder storms occur in the latter half of summer and in the monsoon
season. In the entire year, July mostly is the month with the highest rainfall. The annual
rainfall of this district is 551 mm in the year 2011 and highest rainfall of this district is
1,388 mm in the year 2006. The average rainfall during the year 2001 to 2011 is 857
mm.
(viii) Social Infrastructure available
Education:
Nadiad taluka of the district hosts one of the famous Engineering institute ‘Dharamsinh
Desai Institute of Technology’ which offers courses in civil, mechanical, electrical,
chemicals, instrumentation & control, computer and electronics and communication
engineering as well as management and pharmacy courses. There is one more
engineering college – Charotar Institute of Technology at Changa offering similar
courses. There are two nursing colleges, one dental college, and one ayurvedic college
present in the district ß Industrial Training Institutes in Kheda impart training in areas
such as dress making, Welding, electronic system maintenance, plastic processing,
computer operating and several others ß There is regional Sugarcane Research Station
of Gujarat Agricultural university located in Thasara taluka of the district.

Health:
There are 8 community healthcare centers, 46 primary healthcare centers, and 207 sub
centers in Kheda district. Two civil hospitals in the district are located at Kheda and
Nadiad. A multi-specialty hospital, - Muljibhai Patel Urological Hospital (MPUH), is
located in Nadiad taluka of the district, which is one of its kind in Asia as it’s the first
hospital in the country devoted entirely to Nephrology and Urology. D.D.M.M. Institute of
Cardiac Surgery and an Ayurvedic Hospital at J. S. Patel Ayurvedic College are also
located in the district

Kheda district is also known by the name, Golden Leaf‟ since it is the major producer of
tobacco in the State. Moreover, the district is also major producer of cotton in the State.
Nadiad tehsil is the main industrial center in the district with major concentration of
industries in sectors like textiles, Paper, Electrical equipments and food Processing etc.
Core Emballage Ltd., one of the largest corrugated boxes manufacturing company is
operating in the district. Thermal Power Station at Wanakbori in Kheda district with a
total installed capacity of 1,470 MW is the largest coal-based Thermal Power Station in
the State. Focus sectors include Agriculture; Mineral based industries, Plastic & its
Products, Cement & Gypsum, Engineering and IT etc. There are huge natural gas
reserves in Matar tehsil of the district. Oil and Gas Company Sheel India Ltd. has its
bottling pand filling plant in the district. One of the oldest Textile industries New
Shorock Mills (Division of Mafatlal Industries) is still operating in the district since its
inception in 1912.Cattle Feed Plant Amul Daan is operating at Kanjari Village of Nadiad
Tehsil since its inception in 1964. There are 8,186 Small Scale Industries operating in
Kheda district. Some of the main industries are Chemicals, miscellaneous manufacturing
industries, repairing services, food products and non-metallic mineral products
industries. Approximately 2,521 units are related to Repairing Services followed by
Textile industry with approximately 1,086 units in the district. Most of the small scale
industries are concentrated in Nadiad, Kapadvanj, Thasara and Mehmadabad tehsil.
Major portion of the small scale industries belongs to Repairing Services with nearly 33
%, followed by Textiles with 14 %, Misc. Manufacturing units with 13 %, Food & Wood
products and with 8 %, Machinery & parts and metal products 4%, non-metallic mineral
products and other industry with 3 % respectively contributes in the manufacturing and
services to GDP of the district.

Kheda is well connected by various cities by road. N. H. 8 passes through the district
connecting it to the cities such as Ahmedabad (52 km), Surat (226 km) and Vadodara (59
km), Gandhinagar (83 km), Vapi (323 km), Mehsana (126 km) and Ankleshwar (143 km)
of the State. It is also well connected with Delhi (848 km), Mumbai (511 km), Hydrabad
(1028 km) Kolkata (1865 km) and Chennai (1575 km) with other major industrialized
and metro cities of the country. Kheda is also well connected with other districts of the
state as well as other metro cities of the nation through Mumbai-Ahmedabad Broad
gauge Western railway line. The nearest airport is located in Vadodara only 38 km away
from the district Headquarter Nadiad. It connects the district with important cities such
as Ahmedabad, Delhi, Mumbai and Pune. The nearest ports are Hajira and Dahej.
(ii) Population
In 2011, Kheda had population of 2,299,885 of which male and female were 1,185,727
and 1,114,158 respectively. In 2001 census, Kheda had a population of 2,024,216 of
which males were 1,052,823 and remaining 971,393 were females. Kheda District
population constituted 3.81 percent of total Gujarat population. In 2001 census, this
figure for Kheda District was at 3.99 percent of Gujarat population.
There was change of 13.62 percent in the population compared to population as per
2001. In the previous census of India 2001, Kheda District recorded increase of 13.32
percent to its population compared to 1991.

(iv) Assessment of Infrastructure Demand (Physical & Social).
Surrounded villages in 10 km area from the project site are having all the necessary
physical and social infrastructure facilities due to agricultural activities, animal
husbandry and industrial development within the area as well the nearby Dehgam Town
and Gandhinagar & Ahmedabad City.
(v) Amenities/Facilities.
All the basic amenities/facilities such as power connection & power back-up, drinking
water, internal roads, water & wastewater treatment plant etc. will be provided.
3. Proposed Infrastructure
a. Industrial Area
Industry has provided 815 m2 built up area for industrial process/manufacturing activity
which provides all needed facility including proper ventilation, safe handling system, etc.
b. Residential Area
Industry will provide labour’s quarter for their labours and provide all basic facilities to
them.
c. Green Belt.
1,935 m2 area will be proposed for greenbelt development. In addition to this, project
proponent will participate in greenbelt development programs in nearby areas under
their CSR.
d. Social Infrastructure
The proponent will provide social infrastructure facilities within 10 km radius of the
proposed project.
Education Facilities: - Many Facilities for village schools like game kits, drawing kits, table-
chairs; school construction (classroom/toilet/school boundary), ceiling fans/ coolers or
books for school library etc. are proposed.
Health Facilities: - Assistance to existing health facilities in nearest Hospital, for
improvement in health facilities or services.
e. Connectivity (Traffic and Transportation Road / Rail / Metro / Water ways
Proposed project site is located adjacent to National Highway 8 and well connected to the
internal roads and highways. The site is well connected to Kheda Town and Vadodara &
Ahmedabad City.
f. Drinking Water Management
In proposed project, out of 11.86 kl/day fresh water approx. 0.45 kl/day water will be
consumed for domestic purpose.

g. Sewerage System.
Domestic wastewater 0.405 kl/day will be disposed off through STP.
h. Industrial Wastewater Management.
Industrial wastewater will be generated from process, boiler (blow-down), cooling
tower (blow-down) & washing.
Wastewater generated from washing and process (i.e. 9.705 kl/day) will be collected in
collection cum neutralization tank. Then wastewater will be given Chemical Oxidation
treatment.
After completion of chemical treatment, wastewater will be taken to Nutch Filter/Filter
Press for chemical sludge separation.
Cooling tower blow down, boiler blow down and RO-1 rejects (i.e. 8.84 kl/day) will be
passed through RO-2.
Chemically treated process and washing water will be mixed with RO-2 rejects, after
that it will be taken to an Evaporator (Steam Jacketed Vessel). RO - 2 permeate will be
reused in Industrial Purpose.
ETP sludge along with evaporation residue from evaporator will be disposed of at
Approved TSDF site. Thus, unit will maintain Zero Effluent Discharge.
i. Solid/Hazardous Waste Management
ETP sludge + evaporation residue, discarded bags/drums/barrels & used oil are the main
solid hazardous waste that will be generated from the proposed unit. Used oil will be
reused as a lubricant within the factory premises/sold to registered recycler. ETP sludge +
evaporation residue will be collected, stored into solid waste storage area and disposed to
authorized TSDF site. Discarded bags and containers will be sold to approve vendor.
j. Power Requirement & Supply / source
Power requirement for the proposed project will be approx. 100 KW which will be
obtained from Madhya Gujarat Vij Company Limited (MGVCL).
