A.FSLHandbooki.TheFSLHandbookshallsettherules/guidelinesforallFSLchapters.
II.CouncilStructure
A.ExecutiveBoardResponsibilitiesi.EachExecutiveBoardOfficershallhavespecificresponsibilitiesasfollows:
1.Presidenta.ShallberesponsibleforallaspectsoftheFSCandthefairrepresentationofallmemberorganizations;b.CallandpresideatallFSCGeneralandExecutiveBoardMeetings;c.ShallcreateandprovideanagendaforallFSCGeneralMeetings;d.ServeastheofficialrepresentativeoftheFSCcommunitytotheUniversityofCalifornia,Merced,theAssociatedStudentsofUniversityofCalifornia,Merced,andtothelargerMercedandCentralValleycommunities;e.ShallworkwithanyorganizationsofFSCortheFSCexecutiveboardinconjunctionwiththeVPofAdministrationtocreatebillstopresenttoASUCMorICCf.MeetwiththeFSLAdvisoronaregularbasis;g.Shallbeanexofficio(non-voting)memberofallcommittees;h.TrainandfacilitateChapterDelegatesandExecutiveBoardOfficers,and;i.OrganizeatleastoneFSCExecutiveBoardretreatpersemester.j.InthecaseofatieamongtheDelegates,theFSCPresidentshallcastatie-breakingvoteorcallforanewvote.k.TheFSCPresidentshallserveastheofficialliaisontotheProfessionalFraternityCouncill.ShallhelpaidandassisttheentireFSCExecutiveBoardwiththeirpositionsm.ShallholdatleastonemeetingpersemesterwiththeFSCChapterPresidents.
2.ExecutiveVicePresidentofFraternitiesa.ShallberesponsibleforalljudicialmattersrelatingtotheviolationoftheFSCConstitutionand/orBy-Laws,workingincollaborationwiththeExecutiveVicePresidentsofPanhellenicandNALFOinworkingwiththeFraternitySororityStandardsBoard;b.ShalloverseeallFSCGeneralMeetingsinwhichelectionsaretakingplaceincollaborationwiththeExecutiveVicePresidentsofNALFOandPanhellenic;
c.Shallworkincollaborationwiththerecruitmentchairsofthefraternitymemberorganizationstocoordinateandadministerformalrecruitment,aswellassetandregulatetherecruitmentcalendar,procedure,evaluationofrecruitment,andrules;d.Rulesmustbepresented2monthspriortowhenrecruitmentbeginstotheFSCDelegates.i.RecruitmentRulesmustbepassedbyathree-fourthsvoteby
thechapterdelegatesforthosechaptersaffectedbythoserules.e.ShallchairtheMen’sRecruitmentCommittee;f.Shallberesponsiblefortheorganizationoftheapprovedfraternityrecruitmentperiod,includingdistributionofbidcards;g.Shallberesponsiblefortheassignmentoftheapprovedfraternityrecruitmentdates,and;h.ShallberesponsibleforRhoAlphaselection,training,andprogram.i.Holdatleastonemeetingwithrespectivechapterpresidentsanddelegatespersemester.j.Shallcoordinateatleastonepre-recruitmenteventhesemesterpriortoformalrecruitment
3.ExecutiveVicePresidentofPanhellenic
a.ShallberesponsibleforalljudicialmattersrelatingtotheviolationoftheFSCConstitutionand/orBy-Laws,workingincollaborationwiththeExecutiveVicePresidentofFraternitiesandtheExecutiveVicePresidentofNALFOinworkingwiththeFraternitySororityStandardsBoard;b.ShalloverseeallFSCGeneralMeetingsinwhichelectionsaretakingplaceincollaborationwiththeExecutiveVicePresidentofFraternitiesandtheExecutiveVicePresidentofNALFO;c.Shallworkincollaborationwiththerecruitmentchairsofthesororitymemberorganizationstocoordinateandadministerprimaryrecruitment,aswellassetandregulatetherecruitmentcalendar,procedure,evaluationofrecruitment,andrules;d.Rulesmustbepresented2monthspriortowhenrecruitmentbeginstotheFSCDelegates.i.RecruitmentRulesmustbepassedbyathree-fourthsvoteby
thechapterdelegatesforthosechaptersaffectedbythoserules.e.ShallchairthePanhellenicRecruitmentCommitteef.Shallco-chairtheWomen’sRecruitmentCommitteewiththeExecutiveVicePresidentofNALFO;g.Shallberesponsiblefortheorganizationoftheapprovedsororityrecruitmentperiod,includingdistributionofbidcardsforPanhellenicsororities;h.ShallberesponsiblefortheassignmentoftheapprovedsororityrecruitmentdatesforPanhellenicrecruitment,and;

4.ExecutiveVicePresidentofNALFO
a.ShallberesponsibleforalljudicialmattersrelatingtotheviolationoftheFSCConstitutionand/orBy-Laws,workingincollaborationwiththeExecutiveVicePresidentofFraternitiesandExecutiveVicePresidentofPanhellenicinworkingwiththeFraternitySororityStandardsBoard;b.ShalloverseeallFSCGeneralMeetingsinwhichelectionsaretakingplaceincollaborationwiththeExecutiveVicePresidentofFraternitiesandVicePresidentofPanhellenic;c.Shallworkincollaborationwiththerecruitmentchairsofthesororitymemberorganizationstocoordinateandadministerfallandspringrecruitment,aswellassetandregulatetherecruitmentcalendar,procedure,evaluationofrecruitment,andrules;d.Rulesmustbepresented2monthspriortowhenrecruitmentbeginstotheFSCDelegates.i.Rulesmustbepassedbyathreefourthsvoteandonlymaybe
votedonbyallchaptersaffectedbysaidrules.e.ShallchairtheNALFORecruitmentCommitteef.Shallberesponsiblefortheorganizationoftheapprovedsororityrecruitmentperiod,responsibleforreceivinginvitationlistsfromorganizationsparticipatingintherecruitmentseason;g.ShallberesponsiblefortheassignmentoftheapprovedsororityrecruitmentdatesforNALFOrecruitment,and;h.ShallbeinvolvedinthetrainingofRhoAlphasinunderstandingMulticultural/NALFOOrganizations.i.ShallberesponsibleforplanningandexecutingatleastoneNALFOeventduringtheacademicyearthatisopentothecampuscommunity.j.Holdatleastonemeetingwithrespectivechapterpresidentsonceamonth.Shallcoordinateatleastone“recruiting”eventthesemesterpriortoformalrecruitmentk.ShallholdonesocialpersemesteramongstONLYMulticultural/NALFOorganizations.Optionalvotetohostasocialwithotherbranches.l.ShallhostaworkshoponceasemesteraccordingtotheFSCclimatem.Atleast1branchmembermustbepresenttohelpwiththeBAMConferenceandgiveapresentationonthebranchn.Hostanopenstudysessionandclosedstudysessionpersemester
5.VicePresidentofAdministrationa.ShallassumetheresponsibilitiesoftheFSCPresidentinhisorherabsenceduringtheacademiccalendaryear;b.ShallaccuratelyrecordandreportallfinancialmattersoftheFSC;c.Shallberesponsibleforinvoicing,collectinganddepositingdueseachsemester;d.ShallprepareanitemizedbudgeteachsemesterforthefollowingsemestertobeapprovedbyamajorityvoteoftheChapterDelegates;e.ShallensureanauditofalltransactionsoftheFSCattheendoftheterm;f.ShallberesponsibleforfilingallFSCdocumentsduetotheOSLorUniversity;g.Shallberesponsibleforrecording,filing,anddispersionofattendancerecordsandallminutesoftheFSCRegularandExecutiveBoardMeetings;h.ShallcoordinateallofficialcorrespondenceoftheFSCbothinternallyandwiththeorganizationsholdingmembership;i.ShalloverseetheExecutiveBoardapplicationprocess;j.Shallberesponsibleforcollectingchaptercalendarseverysemester;
6.VicePresidentofAcademicsa.Shallorganizeatleastoneacademic-relatedprogrampersemester;b.ShallchairtheAcademicCommittee;c.AcademicCommitteeshallconsistofAcademicChairsfromeachchapterandmeetingswillbesetbytheVicePresidentofAcademics;d.Shallmaintainanupdatedlistofacademicresourcesavailabletoallmemberorganizations;e.Shallserveasaliaisontotheacademicchairsofthememberorganizations;f.ShallruntheFraternityandSororityCouncilMinglebi-weekly,and;g.ShallplanatleastoneacademiceventperacademicyearwiththeProfessionalFraternityCouncilVicePresidentofAcademics,whichcannotbeaFraternityandSororityLifestudysession.
7.Vice-PresidentofExternalAffairs
a.Shallorganizeatleastonecommunityserviceandphilanthropyeventperyear,and;b.Shallplanatleastoneeventinpartnershipwithanon-Greekcampusorganizationperyear
c.Shallhelpcoordinateandcollectreportsforlargeevents,servingasaliaisononsucheventsbetweentheOfficeofStudentLifeandFraternity&SororityCouncil.d.Shallmeetwiththecommunity/philanthropyservicechairsmonthlye.Shallhelpcoordinatethefraternityandsororitycouncilbanquetf.Shallhelpfacilitatecommunity/partnersoutreach
8.VicePresidentofInvolvementa.ShallberesponsibleforplanningGreekprogramsonawidevarietyofissuesaffectingtheGreekcommunity;b.ShallchairtheEventsCommittee;c.ShallberesponsiblefororganizingandexecutingallFSC-sponsoredsocialevents,includingbutnotlimitedtoGreekWeekd.ShallencourageGreekcommunityparticipationinUniversity-wideevents;
9.VicePresidentofCommunicationsa.ShallmanageanddevelopthebrandofFSCastheveryrepresentationofourvalues.i.ThisincludescoordinatingthegraphicdesignofFSC
materials,creatingposters,advertisingrecruitment,andhelpingtoengagetheFSCcommunityinmarketing/outreachefforts.b.ShallmanageallsocialmediainconjunctionwiththeFSCPresidentandregularlypostandupdateittodevelopanonlinefollowing.c.ShallworkwiththeExecutiveVicePresidentofFraternities,ExecutiveVicePresidentofNALFOandtheExecutiveVicePresidentofPanhellenictomarketFSCrecruitmentyear-roundandregularly.d.ShalladvertiseFSCeventsorotheractivitiesasrequestedbythePresidentorExecutiveBoardandFSLadvisor.e.ShallresearchnewandinnovativeapproachestomarketingforFSC.f.ShallactasaliaisonbetweenASUCM,ICC,andFSCandattendtheirweeklymeetingsasneededg.ShallberesponsibleforanymediaviaInternetusedbyFSC,including,butnotlimitedto,theFSCUCMCropswebpage,AllGreekCalendar,FSCEmail,andanyotherwebsiteFSCholds.ii.AllOfficersshalldisaffiliateduringFSCSponsoredEventsincludingbutnotlimitedto:GreekWeek,Recruitment,FSCRegularandExecutiveMeetings.iii.AllOfficersshallnotvoteduringFSCGeneralMeetings,butareallowedtoputininput
iv.Attendancerequirementsareasfollows:
1.AttendanceismandatoryatallFSCGeneralandExecutiveBoardMeetings.2.ExcusedAbsences:
a.ExcusedabsencesareallowedforFSCExecutiveBoardOfficersintheeventofanextremeemergences
i.ExtremeEmergencyisdefinedas:1.Suddenfamilyemergency,and2.Medicalemergency,whichisdefinedas:
influenza,contagiousillness,orpersonaltrauma/injury.
3.UnexcusedAbsences:
a.Uponthefirstunexcusedabsence,theofficerwillreceiveaverbalwarning.b.Uponasecondunexcusedabsence,theofficerwillbesentawrittennotificationofavoteofremoval/recallscheduledforthefollowingFSCGeneralMeeting.
v.Removal/Resignation1.AnyFSCExecutiveBoardOfficermaybereviewedandconsideredforremovalfromtheirofficeiftheyareprovennegligentoftheirresponsibilities,including,butnotlimitedto:
a.HavingthreeormoreunexcusedabsencesfromFSCGeneraland/orExecutiveBoardMeetings;b.Holdsanofficerpositionwithintheirchapterandisseentohaveaconflictofinterest;c.Fallsbelowtheminimum2.5cumulativegradepointaverage;d.FallsoutofgoodstandingwiththeUniversityand/ortheirchapter,or;e.ViolatestheFSCConstitutionand/orBy-Laws.
2.Procedure:a.Afteravotetoremove/recallanofficerhasbeenrequested,thechargesagainsttheofficerinquestionwillbereadaloud.b.Anybriefwrittenorverbalstatementswillbepermittedandavoteofremoval/recallwillthenbeconducted.c.Theofficerinquestionshallberemovedbyathree-fourthsvoteoftheChapterDelegates.
3.Intheeventthatanofficeisvacatedbytheremoval,resignation,orbyanyothermeans,theFSCPresidentreservestherighttoappointanyFSCFraternityorSororitymemberthatdemonstratedtheabilityandknowledgetofillthepositionalrequirementstooccupyanFSCExecutivepositionfortheremainderofthetermofoffice.
a.TheFSCPresidentandtheFSLAdvisormustholdaninterviewwithanycandidatesthatareinterestedinthevacantposition.
B.ChapterDelegateResponsibilitiesi.Responsibilitiesinclude,butarenotlimitedto,thefollowing:
1.ServeasavoiceandrepresentativefortheirchaptertotheGreekcommunity;2.Votetobestrepresenttheopinionand/orinterestsoftheirchapter;3.ReporttotheirchapteraboutthedecisionsandissuesdiscussedattheFSCGeneralMeetings;4.RepresenttheGreekcommunityappropriatelyatalltimes,
ii.Attendancerequirementsareasfollows:1.AttendanceismandatoryatallFSCGeneralMeetings.2.Youarenotallowedtochangedelegates;thedelegatehastostaythesamepersemester.
a.Allowedtochangedelegateifchapterfeelsthedelegateisnotdoingawelljob.(Contactfrompresident/execmemberoforganizationtoexpressconcern)
3.ExcusedAbsences:a.ExcusedabsencesareallowedforChapterDelegatesintheeventofaChapterEmergency.
i.ChapterEmergencyisdefinedas:1.Aserioussituationoroccurrencethathappens
unexpectedlyanddemandsimmediateactionbytheentirechapter,therebypreventingtheChapterDelegateoranalternativeChapterDelegatefromattendingtheFSCGeneralMeeting.
2.IntheeventofaChapterEmergency,thechapterisresponsibleforsubmittingawrittennotificationdetailingtheChapterEmergencytotheVicePresidentofAdministration.Chapterdelegatesshouldincludetheirchapterpresidentonthedigitalcommunications.
ii.AlternativeChapterDelegate:1.IntheeventthataChapterDelegateis
unabletoattendameeting,thechapterisresponsibleforfindinganalternativeChapterDelegate.
2.IntheeventthatanalternativeissentinreplacementoftheChapterDelegate,thechapterwillnotbepenalized.
4.UnexcusedAbsences:a.Uponafirstunexcusedabsence,theChapterDelegatewillreceiveaverbalwarning.
b.Uponasecondunexcusedabsence,thechapterwillreceiveawrittennotificationdetailingtheattendancepolicyaccordingtotheFSCBy-Laws.c.Uponathirdunexcusedabsence,thechapterwillreceiveawrittennotificationtotheiralumni/alumnaechapteradvisor.d.Uponafourthabsence,thechapterwillbeplacedonrestrictionasdefinedbytheFSCConstitutionfortheremainderofthesemesterforviolatingtheattendancepolicyasoutlinedbytheFSCBy-Laws.
iii.Review1.AnyChapterDelegateshallbesubjecttoreviewbytheExecutiveBoardifhe/sheisprovennegligentoftheresponsibilitiesoutlinedinArticleII,SectionB,SubsectionIoftheseBy-Laws.2.IftheFSCExecutiveBoarddeemsaChapterDelegatenegligenttotheseduties,theFSCPresidentwilladdressanyoftheissueswiththeChapterDelegate’sChapterPresidentandcreateaplanofactiontoremedytheseissues.
C.Committeesi.FSCCommittee
1.ChairedbytheFSCPresident2.ShallincludetheVice-ChancellorofStudentAffairs,AssistantVice-ChancellorofStudentLife,DeanofStudents,FSLCoordinator,theEVP’sofFraternities,Panhellenic,andNALFO.3.Shallworktocommunicatetheideas,concerns,andexpectationsofadministrationfortheFSCCommunity4.Shallmeetonceasemester5.Fullreportshallbereportedtothecouncil6.Delegatescanattendthemeetingasanex-officiomemberofthecommittee.
ii.EventsCommittee1.ShallbechairedbytheVicePresidentofInvolvementandExternalAffairs;2.ShallberesponsiblefortheallFSCprogramming,guidelines,andregulationsincludingbutnotlimitedto:
a.GreekWeekb.CommunityServiceandPhilanthropyeventsandopportunitiesc.Workshopsfocusedonacademicsandleadership,personaldevelopment,brother/sisterhood,andanyotheractivitythatpromotesthepillarsofFSC
3.ShallmanageanddevelopthebrandofcampusGreeklifeastheveryrepresentationofourvalues.
a.ThisincludescoordinatingthegraphicdesignofFSCmaterials,creatingposters,advertisingrecruitment,andhelpingtoengagetheGreekcommunityinmarketing/outreachefforts.
4.ShallmanageallsocialmediainconjunctionwiththePresidentandVPofCommunicationsandregularlypostsandupdatestodevelopanonlinepresence5.ShallconsistofVP’sofCommunications,Academics,Administration,ExternalAffairs,andarepresentativeofeachmemberorganization.
iii.GeneralCommitteeRules1.AdditionalcommitteesshallbeformedasneededbytheFSCExecutiveBoard2.Thechairmanofcommitteesshalldecidetimeanddateofmeetings3.Requiredtomeetaminimumof3timesasemester
a.Thegeneralcommitteerulesshouldapplytonewlyformedcommittees
4.MustregularlyreporttheirprogresstoFSCgeneralmeetings
III.ElectionsA.ExecutiveBoardElections
i.GeneralProvisions1.ElectionsforFSCPresidentandtheExecutiveVice-PresidentsshalltakeplaceduringspringsemesterinthefirstweekofMarch.2.ElectionsforallotherVice-PresidentpositionsshalltakeplaceinthesecondweekofMarch3.IncomingofficersshalltakeofficeMay1standserveforoneyear(MaytoMay).4.Electionmeetingswillmoveintoclosedsessionduringdiscussionsandvoting,andshallbeoverseenbytheFSCPresident(ortheEVP’sofFraternities,Panhellenic,andNALFOiftheFSCPresidentisrunningforreelection)5.Votingshallbedonebysecretballotandwillnotberecorded.
a.Castingavoteisdonebywritingthenameofthepreferrednomineeontheballotor“Abstain”toindicatenopreferenceoraconflictofinterestb.Donotwriteanyothernamesortermsontheballotexceptthoselistedabovec.TheDelegatesandExecutivesshallallotcandidatesa5-minuteperiodinwhichtogiveaspeechanda5-minuteperiodforquestionandanswer.TimemayonlybeextendedbyamajorityvoteoftheDelegates.
6.Positionswillbegonethroughintheorderwritteninthebylaws,beginningwithFSCPresident.7.Ifatieoccurs,theFSCPresidentshallannouncethetieandcastavotetobreakitorcallforanewballot.
ii.ApplicantEligibility1.ApplicantsfortheFSCExecutiveBoardmust:
a.BeactivemembersinarecognizedFSCchapterforaminimumofoneyearfollowingreceivingabid.b.Havea2.5cumulativegradepointaveragec.BeingoodstandingwiththeirchapterandtheUniversity.d.BeabletoattendallFSCRegularandExecutiveBoardmeetings.
i.ExceptionscanbegrantedbyamajorityvoteoftheExecutiveBoard.e.Promisetomeetalltherequirementsoftheirposition.
2.TheExecutiveVicePresidentofFraternitiesmustbeamemberofaMen’sFraternity.3.TheExecutiveVicePresidentofPanhellenicmustbeamemberofaNPCFraternityorSorority4.TheExecutiveVicePresidentofNALFOmustbeamemberofaNALFO/MulticulturalFraternityorSorority.
iii.Application1.AllcandidatesmustsubmitacompletedapplicationtotheVicePresidentofAdministrationatleasttwenty-four(24)hoursbeforetheelectionmeeting.2.Applicationswhicharenotcompleteshallbediscarded.
iv.ElectionMeeting1.Allcandidatesforthepositionwillexittheroom,andbebroughtbackinoneatatime.Theywillthengiveuptoafive(5)minutespeech,followedbyfive(5)minutesforaquestionandanswerperiod.Thecandidatewillleaveandthenextcandidatewillenteruntiltherearenocandidatesleft.2.TheFSCwillthenenteraclosedsessionandbeginuptoafive(5)minutediscussion.Onceconsensushasbeenreached,delegateshavevotedtoenddiscussion(majority),orfive(5)minutesisupwithoutanextensionoftime,avotewilloccurbysecretballot.3.TheelectedcandidatesshallbebroughtbackintotheroomandcongratulatedbytheCouncil.
IV.Finances
A.FiscalYear:ThefiscalyearshallrunfromJulytoJune.B.Budget:TheVicePresidentofAdministrationshallcollectduesatthebeginningofeachsemesterbasedonactivetotalofeachchapterandthebudgetwillbeadjustedandhaveitapprovedeachsemesterbyFSC
ii.ContingencyFund:Thebudgetshallberequiredtohaveacontingencyfundofatleast$500.Thisfundshallonlybeusedinthecaseofanemergency,andtheuseofthisfundshallrequireamajorityvoteoftheChapterDelegates.
C.UnspentFunds:Unspentmoniesattheendofthesemestershallbetransferredintothesamelineitemthatitwasoriginallyassignedto.D.Payments:PayabletoUCRegents,theVicePresidentofAdministrationshallcollectanddepositallpaymentsmadetotheFSC.
E.Contracts:ThesignaturesoftheFSCPresidentandtheVicePresidentofAdministrationmustbeobtainedforallfinancialcontracts,includingFSC-approvedPaymentPlans.F.MembershipDues:
i.Amount:Theamountshallbeanassessmentof$10peractivemember,whichwillbedeterminedbythecurrentsemestersmembershipamountfollowingtheendofrecruitmentforthatsemester.ii.TimeofPayment:Theduesofeachmemberorganizationshallbepayableinonelumpsumorintwoseparatepayments,asdetailedbyanFSC-approvedPaymentPlan.
1.Apaymentplanmayberequestedbyanychapterunabletopayduesinonelumpsum.Thepaymentplanshallbecomprisedoftwoseparatepayments:
a.ThefirstpaymentorentirelumpsumwillbeduebythesecondFSCGeneralMeetingfollowingtheendofrecruitmentandmustincludeatleasthalfoftheamountowedtotheFSC.b.Thesecondpayment,ifapplicable,willbeduebytheninthFSCGeneralMeetingofeachsemesterandmustaccountfortheremainingamountofduesowedtotheFSC.
2.PaymentPlansmustberequestedbythefirstmeetingofthesemesterandapprovedbyamajorityvoteoftheExecutives.
G.LateFeesi.Sanctionsforoverduefinesandoutstandingdebtsareasfollows:
1.Ifdueshaven’tbeenpaidbythethirdFSCGeneralMeeting,anadditionalfineof7%ofthetotalamountowedwillbechargedthefollowingweek.Anadditional3%willbechargedeachweekafterthefourthFSCGeneralMeetinguntilbothduesandfineshavebeenpaid.
ii.BytheseventhFSCMeeting,ifanyoutstandingduesremain,thechapterorcolonywillbeplacedonrestrictionasdefinedbytheFSCConstitutionandwillnotbeabletovoteonfinancialmattersuntilbothduesandfineshavebeenpaid.
H.Useofoncampusaccountbychaptersi.FSCmustreceiveacheckandassociatedinvoicespriortoproceedingwithatransactionwiththeoncampusaccount.
1.AllassociateddocumentsmustbesubmittedtotheFSCtwoweekspriortothedateoftheeventinwhichthefundswillbeused.
I.ASUCMorICCFundingRequests&Distributioni.ChapterdelegatesmustdraftabillinconjunctionwithVPofAdminstrationtopresenttotheFSC;
1.AllrequestsmustbeapprovedbytheFSCinordertosubmitthefundrequesttoASUCMorICC;
ii.ItistheresponsibilityofthechaptertolobbyforthebillfollowingtheapprovalbytheFSC;iii.OncethefundrequestsareapprovedbyASUCMorICC,chaptersmustfollowalluniversitybusinessandpurchasingpolicyprocedures,including,butnotlimitedto,securingsignaturesfromthedesignatedFSCofficers.
V.RiskManagement
i.AllchaptersmustadheretotheUniversityStudentCodeofConduct.ii.AllFSCandfraternityorsororityeventsmustfollowtheFraternityInsurancePurchasingGroup(FIPG)RiskManagementPolicyand/orthepoliciesofthememberorganization’srespective(inter)nationalorganizations.
1.Intheeventthattwogroups’policiesareconflicting,afraternityand/orsororitymustfollowthestricterofthetwopolicies.
iii.Useandassociationofalcohol,drugs,inappropriatesexualconduct,ortobacco,atanychapterorcouncil,communityservice,orphilanthropiceventisprohibited.
VI.Hazingi.Participationinhazingoranymethodofinitiationorpre-initiationintoacampusorganizationorotheractivityengagedinbytheorganizationormembersoftheorganizationatanytimethatcauses,orislikelytocause,physicalinjuryorpersonaldegradationordisgraceresultinginpsychologicalharmtoanystudentorotherpersonisnotpermitted.ii.Allactsofhazingbyafraternity/sororityrecognizedattheUniversityofCalifornia,Merced,includinganyandallactscommittedbyanyofitsmembersand/oralumni/alumnaareprohibited.ItisaviolationofCaliforniaStateLaw(SEC.3.Section245.6)andagainstthepoliciesoftheUniversityofCalifornia,Merced,forstudentstoengageinanyactivitiesthatmaybedescribedashazing.
VII.ViolationofFSLHandbooki.ViolationsbyanyFSLmember/chapteroftheFSLHandbookaredefinedintheFSLHandbook.
VIII.OrganizationSweetheartsi.Ifanorganizationhasasweetheartthatisrecognizednationallythentheymustconductavoteandcannotbasetheirselectionoffofhowmuchmoneyanindividualraisedforaphilanthropyweekorevent.
VIIII.Events
i.StartadvertisingaMONTHinadvanceaboutweeklongphilanthropyeventstoavoidfutureconflict.ii.OrganizationsmusthavetheirPhilanthropyeventsonthecommunitycalendar30daysbeforethestartofthesemester.
a.OrganizationswhofailtomeetthatdeadlinemustcontacttheFSCPresidentandFSCVPofAdministrationtobeplacedintoarandomdrawingforprioritytoselecttheirPhilanthropyweekordatesforevents.
i.Thedrawingwilloccur7daysfromthestartofclassesandorganizationswillbegiven5daysplacetheireventonthecommunitycalendarorwillforfeittheirpriority.ii.AfterthattimeanyorganizationwhostillwishestohostaneventduringthesemestermustpresentatFSCamonthbeforetheirdesiredeventdateandFSCwillvoteonwhetherornottheycanhosttheireventontherequesteddayandtime.
iii.Organizationsfromthesamebranch(SocialFraternities,Panhellenic,NALFO/Multicultural)cannotscheduleaPhilanthropyweekaconsecutiveweekafteranorganizationfromtheirsamebranch.
a.SocialMediabasedcompetitionscannotbebasedonnumberoflikesandmustbejudgedinanalternativemannerb.NegativepointswillnotbeallowedduringorganizationsPhilanthropyweeksoreventsc.Wheneventdateisset,makesuretouploadtocommunitywidecalendar(mandatory)andletFSCknow.d.Haveeventschairmen/delegatecomeexplaineventtoFSCmeeting.e.Failuretomeettheserequirementsmayresultinfailureofweeklongeventhappening.
X.Amendments
A.TheFSCBy-Lawsmaybeamendedbythree-fourthsvoteoftheChapterDelegatesholdingregularmembership,providedthatnoticeoftheproposedamendmenthasbeengiveninwritingattheprecedingFSCGeneralMeeting.
i.Anyamendmentmustbetabled,andvotedthefollowingFSCMeetingB.AmendmentstotheFSLHandbookmustfollowtheprocedureslistedbelow:
i.AllChapterPresidentsmustbenotifiedthreeweeksinadvancebeforethefinalapprovaldate.ii.Theamendment(s)mustbepresentedtotheFSCCounciltwoweeksbeforethefinalapprovaldate.
