Vol 5: Issue 6 - Tuesday 17 March 2020 Following the declaration of a Public Health Emergency by the Government of South Australia, and medical advice encouraging greater social distancing to contain the spread of COVID-19, the LGA has made the difficult decision to defer its 2020 Council Showcase and Ordinary General Meeting (OGM).
This event was scheduled to be held at the Adelaide Entertainment Centre from 2-3 April, with between 300-350 delegates, staff, sponsors and guests expected to attend. Responses to COVID-19 are evolving rapidly and in the face of uncertainty, the LGA has made the decision to take action now.
Our Showcase and OGM are key events for our sector, and provide an opportunity to share information, learn from each other, and develop positions on important issues for local government and the communities we enable.
We understand that our members are concerned about the health, safety and wellbeing of their staff, volunteers, communities and their families.
This decision has been made with the best interests of members in mind, and to ensure that we can hold a well-attended, inclusive and vibrant event later in the future.
We look forward to hosting our members, guests and generous sponsors on a future date that will be announced in due course

The Pioneers Basketball Club wish to update our valued sponsors in respect of the upcoming ‘NBL1 South’ Season in light
of the COVID-19 virus.
The 2020 season was due to commence on Saturday April 18 2020. Basketball Victoria confirmed clubs on Wednesday
18th of March that the NBL1 season would not commence prior the 15th of May 2020.
Basketball Victoria and the NBL will continuing to monitor the situation and assess all options in respect to the season.
However, have directed that all formal basketball trainings cease immediately. The Club has and will continue to follow such
advice from Basketball Victoria.
“Whilst we all are hugely excited for our OneFortyOne & Castec Rural Pioneers to hit the court again in 2020, although the
safety of our people and the wider community will always be the priority of the club during this difficult time”. President Tom
Kosch said.
“The anticipation for the clubs NBL1 South debut has been extraordinary. The two year sponsorship support provided by
the City of Mount Gambier as the clubs community partner has provided us great confidence in taking the step into the
NBL1 South competition”.
“We hope that in these difficult times, our loyal sponsors, members and supporters can remain understanding and will
continue to support the Club moving forward”.
Given these uncertain times, the club has today met with players and coaches recommending those who are not residents
of Mount Gambier to return home to their families. The club is continuing to assist such players with their requirements.
The Club will continue to provide updates as and when they are available in respect of the approaching season.

Swamp Restoration Reserve. A site overlooking the wetland is progressively being
created to facilitate story-telling and learning about cultural heritage on Boandik
country. The descendants of Annie Brice, a Boandik woman featured in an inspiring
children's book titled ‘Annie’s Story’, travelled from far and wide to attend a gathering

Regional Growth Fund applications brought forwardThe opening of the third funding round of the Regional Growth Fund has been brought forward to help provide economic stimulus to our regions in the wake of devastating bushfires, drought and ongoing impacts of coronavirus.
Applications are now being sought for the $5 million competitive round for projects that will strengthen regional economies and provide tangible social benefits to local communities.
The last round of funding unlocked $14.6 million investment across 10 projects, which are expected to create 160 jobs.
The bringing forward of applications for the Regional Growth Fund complements the Marshall Liberal Government’s $350 million stimulus package aimed at safeguarding the economy and
protecting jobs.
Minister for Primary Industries and Regional Development Tim Whetstone said the $150 million Regional Growth Fund provides an economic boost to our regional communities.
“The Marshall Liberal Government recognises that supporting our regions is crucial to the future
prosperity of our state,” said Minister Whetstone.
“The Regional Growth Fund helps unlock new economic activity in our regions and by bringing applications forward we will help fast-track the recovery of our regional economies, who have been hurting as a result of the recent bushfires, drought and the ongoing impacts of coronavirus.
“The Regional Growth Fund is a 10-year commitment offering $15 million in grants annually to support projects that will deliver tangible benefits to regional South Australia and most importantly creates jobs.
“Successful projects will be those that not only strengthen the economies of our regions, but also provide real community-wide benefits to the area. The first two rounds of funding are supporting projects that are creating stronger and more resilient regions.
“Thanks to the 2019-20 round of funding, our regional areas will enjoy a wider variety of food and drink experiences, better water and cycling infrastructure, and diverse tourism opportunities, so I’m
again looking forward to seeing the range of projects that will make a positive difference in our regional towns and communities.
“I encourage eligible applicants who have a project they feel can strengthen our regional communities to apply.”
Applicants in the third round can seek grants from $50,000 up to $2 million, with projects to be located within South Australia that offer outcomes and benefits for regional South Australia.
Projects should foster collaboration and demonstrate a commitment to local employment, and purchase local supplies wherever possible. Applications to the Regional Growth Fund will be accepted from local government bodies, incorporated associations and business clusters.

COVID-19 and the tourism sectorOn Sunday, I announced that the Government has declared a public health emergency in relation to the transmission of the coronavirus (COVID-19). This is an unprecedented and challenging situation for the tourism, travel and event sector in this state. I want to assure you that the South Australian Government is committed to working with the sector on practical measures to reduce the impact of the inevitable disruptions that will occur in the coming weeks and months. South Australian Tourism Commission is working to keep the tourism sector informed about key developments and assist with preparation and adjustments to manage business disruption. A special meeting of major events and tourism leaders was held on Tuesday 17 March 2020, where the challenges for the sector and responses at a state and national level were discussed. The preservation of our vital tourism assets is critical to enable us to have a swift recovery when that time comes. I also take confidence in the Prime Minister’s announcement that domestic travel is considered “low risk” so I am encouraging all South Australians to travel within our great state if they feel safe to do so, considering the recommended social distancing protocols, particularly as we head towards Easter and the school holidays. I want to assure you that the SATC will continue to promote our regions and our experiences, having redirected its international marketing funds so it can showcase all that we have to offer right here in SA. My government will provide regular updates to the sector as new information comes to hand over the coming weeks. LGA COVID-19 Portal
As the implications for our sector around COVID-19 change daily – and even hourly – I would encourage you to continue to check the COVID-19 portal on the LGA’s website.
There is already a range of information, links and FAQ documents available, and we will be updating it with new and updated FAQs later this evening, and as new issues and questions continue to emerge.
It’s important that the decisions made across councils are based on consistent advice, and we remain in close contact with the Office of Local Government to ensure that as a sector we work collaboratively and cooperatively as much as possible for the benefit of our communities.
The portal is located in the members section of our website. If you need to register for an account you can do so using your council email address here.
Principal offices
The issue of the operation of councils’ principal offices remains front of mind.
These offices provide essential resources and contact for local communities.
The FAQs developed by Norman Waterhouse for our sector make it clear that a council’s principal offices must
be open unless a decision is taken under the South Australian Public Health Act 2011 that it mustbe closed.
The LGA’s advice is that a principal office is not open unless members of the public are able to attend in person.
The guidance in our FAQs represents the very latest advice, and where appropriate has been tested with OLG and our other government partners during this public health emergency.
Public facilities
Since the Federal Government’s ban on non-essential indoor gatherings of more than 100 people, a number of South Australian councils have decided to temporarily close access to public facilities including libraries and swimming pools.

The LGA has sought advice from Normans on behalf of the sector on local government’s responsibilities around operating public facilities in light of current federal and state restrictions.

Legislative changes
A key priority for the LGA this week has been working with the Government to help them fast track legislative changes that will support councils during the COVID-19 pandemic.
This would include making changes to remove the current requirement for council members to meet in person, and allow council meetings to be held electronically with members participating remotely.
I will keep you updated on these developments, but I expect the introduction of amendments to Parliament will happen quickly.
Deferral of OGM and Showcase
Earlier this week the LGA made the decision to defer its 2020 Council Showcase and Ordinary General Meeting.
This event was to be held at the Adelaide Entertainment Centre from 2-3 April.
We are hoping to reschedule the event later this year, and will provide updates to members in due course.
The LGA is currently reviewing its scheduled training courses, workshops and forums, and considering whether there are opportunities to run some of these events remotely with video-conferencing software.
Shopping centre restrictions temporarily lifted
The South Australian Government has introduced changes to Development Regulations that will ease restrictions on when supermarkets and grocery stores can receive deliveries.
This means that councils can not take action under the Development Act when these businesses have goods delivered outside their conditions of approval.
These regulations will be in place until 30 September, and will support these businesses to restock their shelves quicker and respond to increased community demand as a result of COVID-19.
The LGA acknowledges that these temporary measures are appropriate given the special circumstances, and will help ensure households have access to essential items.
