HRD panel wants National Education Commission,Indian knowledge systems in syllabus

NEW DELHI, May 31:

Incorporating Indian knowl-edge systems in the curriculum,constituting a National EducationCommission and curbing arbitraryfees hikes by private schools areamong the recommendations madeby an expert panel to the HRDministry for the new NationalEducation Policy (NEP).

The draft of the new NEP, for-mulated by a committee led by for-mer ISRO chief K Kasturirangan,was handed over to RameshPokhriyal Nishank, who took chargeas the Union Human ResourceDevelopment Minister today.

The existing NEP was framedin 1986 and revised in 1992. Aneweducation policy was part of theBharatiya Janata Party's manifestoahead of the 2014 general election.

Apart from Kasturirangan, thecommittee had eight members,including mathematician ManjulBhargava.

The experts also took intoaccount the report of a panel head-ed by former cabinet secretary T SR Subramanian and formed by theHRD ministry when it was beingheaded by Smriti Irani.

"Indian contribution to knowl-edge and the historical context thatled to them will be incorporatedwherever relevant, into the existingschool curriculum and textbooks,"the policy draft read.

"The topics will include Indiancontribution to mathematics,astronomy, philosophy, psycholo-gy, yoga, architecture, medicine, aswell as governance, polity, society,and conservation course on Indianknowledge systems," it added.

A new apex body, designatedas the Rashtriya Shiksha Aayog orthe NEC, shall be constituted for"developing, articulating, imple-menting, evaluating, and revisingthe vision of education in thecountry on a continuous and sus-

tained basis", the draft said. To bring the focus back on

education and learning, theMHRD should be renamed as theMinistry of Education, the panelstressed.

The policy draft also suggeststhat private schools may be free toset their fees structure but shall notincrease the amount (taken underany head) arbitrarily.

"A reasonable increase, whichcan stand public scrutiny, such asinflation-related, can be made. Anysubstantial increase in the fees thatcannot be anticipated or justifiedshall not be made, including underany 'fees head' such as 'schooldevelopment' or an 'infrastructurefund'," the draft said.

"The percentage fee increase,permissible based on inflation andother factors, will be decided by anew regulatory authority forschools, the State SchoolRegulatory Authority (SSRA), forevery three-year period," the draftadded.

The policy further stresses onliberal education as it points outthat among the eminent graduatesand scholars of the ancient univer-sities of Takshila and Nalanda werethe philosopher and economistChanakya; the Sanskrit grammari-an, mathematician, and discovererof generative grammar, Panini; theleader and statesmanChandragupta Maurya; and themathematician and astronomer,Aryabhata.

The NEP draft suggests thatstudents be allowed to take a boardexamination in a given subject inwhichever semester they take thecorresponding class in school —that is whenever they feel mostready.

It also called for a policy toallow students to repeat subjectsin the board examination if theyfeel they can study and do bet-ter. (PTI)

Joblessness at highest level in 45 yearson all-India basis was 6.2 percent, while it was 5.7 per cent incase of females.

It also showed that the unem-ployment rate for males was high-er at 7.1 per cent in cities com-pared to 5.8 per cent in ruralareas.

Similarly, the joblessness forwomen was also higher in urbanareas at 10.8 per cent compared to3.8 per cent in rural areas.

The Ministry said the PLFSneeds to be seen as a new seriesfor measuring employment andunemployment on an annualbasis. It is important to note thatwith the rise in education levels inthe economy and rise in house-hold income levels, the aspirationlevels of educated youth havealso risen.

Thus they may no longer bewilling to join the labour force orwork force requiring low skillsand low remuneration. The PLFSresults give the distribution of

educated and unemployed per-sons across the country which canbe used as a basis for skilling ofyouth to make them moreemployable by industry, it said.

About the National StatisticalCommission (NSC), Srivastavasaid, “The NSC makes its recom-mendation but the ministry has toconsider it. They can only makerecommendations. The NSC hasthe role to see statistical system inentirety in addition to statisticsministry and states. There is nochange in the functioning of min-istry. The restructuring of ministrywas approved by the Cabinet.”

He also informed, “The datafor PLFS for January to Marchwill be released next month. Wehave brought two quarterly dataon labour survey. We are comingout with consumption expendi-ture survey for 2017-18. We areexpecting it in June. You can thencompare unemployment capturedby that survey with PLFS.” (PTI)
