Fuel Abatement Pilot Project- Personal Use Fuelwood Permit Package
This Fuel Abatement Pilot Project is a result of combined effort between the City of Whitehorse and Yukon Government to lessen the fire hazard within the City of Whitehorse. This pilot project will run for the period of one year, after which it will be reassessed to measure the effectiveness and impacts of this trial.
Before you harvest your green fuelwood there are a couple of things you should know:
• With this permit you’re able to harvest a maximum of 11.3 cords (25m3) of fuelwood.• Maximum green (living) tree diameter to be harvested is 30cm DBH.• Green fuelwood will be unsuitable for burning until it has been properly dried. Failure to properly
dry your wood before it is burned will result in:
loss of heat (BTU) from your wood Increased creosote production Increased risk of chimney fires.

Recommended Treatment Prescription
• Retain all healthy deciduous trees. Deciduous trees that look to be in poor health, i.e dead top, rotten stem, should be considered for removal to promote root suckering and/or stump sprouts.
• 3-4 metre stem spacing of conifer trees favouring removal of spruce type over pine type.
• Removal of all spruce less than 4 metres tall, removal of the majority of the pine less than 4 meters tall, retained pine regeneration spaced to 4 meters.
• Stems chosen for retention should be pruned to a height of 2 metres. Removal of limbs must be done without scarring the trunk of the tree.
• Remove all standing dead, leaning and down dead trees of all species; obvious bird habitat trees may be retained to a density of 6 per hectare.
A Forest Resources Permit authorizes the harvest of 25m³ or less of Personal Use Fuel Wood in the Yukon Territory. The permit authorizes harvest within designated Fuel Abatement Pilot Project areas only (see attached maps for details). The permit is free of fees and is not to be used for commercial operations.
Personal Use Fuel Wood Permit Terms and Conditions
1. Harvesting is restricted to 25m3 or less of live or dead timber for the term and area(s) described by the permit.
2. All green (living) trees harvested must be under 30cm in diameter.3. The Permittee shall not create openings in the forest canopy greater than 0.01 hectare (10m by 10m)
in size, within the designated Wolf Creek Fuel Abatement area only.4. It is the permit holder's responsibility to ensure they are harvesting on vacant crown land in the areas
designated by the permit and supplemental map(s).5. Falling of trees to be done into the project area, no falling onto private properties or crown land not
identified in Fuel Abatement Treatment Area.6. Debris resulting from harvest must be cleared from roads/ trails, right-of-ways, road ditches and
watercourses at the end of each workday.
7. All permittee refuse (i.e. oil cans, water bottles, etc…) to be removed daily.8. Limbs are to be piled near access structures to be disposed of by crews at a later date. Timber must
not be felled on any road/ trail surface and vehicles must not block roads while working.
9. Use caution and reasonable effort to minimize damage to non-target vegetation.10. The Permittee shall ensure ground conditions are suitable to support their vehicle with no rutting of the
access route or harvest area.
11. The Permittee shall use designated harvest area access point(s) if they are specified by the map.12. Stumps must be cut flush to ground level, no angle cuts post treatment. Timber must be utilized to a
top diameter of 10cm.
13. The permit does not guarantee the volume of timber is available in designated locations. 14.
15.
The permit may be cancelled or suspended if the terms and conditions of permit are contravened or if unsuitable environmental conditions persist.The permittee or person designated to harvest of behalf of the permittee, must carry the permit with them during the harvest and transportation of timber.

16. The use of equipment such as tractors, skidders, skid steers or any similar vehicle is prohibited from any use associated with the permit.17. Gates on access controlled roads may be closed at any time. When gates are closed personal use permit holders are not authorized to use the road.18. Archaeological and historical sites are protected from disturbance under the Yukon Historic Resources Act. If you discover an archaeological or historical site stop work and please call Heritage Resources at 1-800-661-0408 ext. 5983.19. Harvesting activities must be done in a manner that does not interfere with or damage a trapping concession’s access or equipment.20. Permittee must comply with all other applicable Acts, Regulations, Ordinances, By-Laws or Orders. Default hereof may result in suspension or cancellation of this permit, including prosecution and all other legal remedies available to the Crown.
The following terms and conditions apply to specific areas authorized by your permit. It is your responsibility as the permit holder to comply with them.

21. There are seasonal restrictions to harvesting in Cooper Haul Road Treatment Area. Harvesting inthis area is not permitted from November 1 to April 30.
