Implementation of the Energy Saving Plan in the Valencian Region
Objective To decrease the energetic primary intensity in a 1’1% interannual, Energetic intensity = Amount of energy needed to produce every GDP unit
This aim is higher than the EU goal (1% interannual reduction).
This reduction would represent savings of 4.296.700 tep (equivalent tons of oil) of primary energy and of 3.521.300 tep of final energy in the period 2001-2010.
Economic savings in the study period, 2001-2010, higher than 2’4 billion €.

To reduce the energy final consumption in the Valencian Region in order to diminish the energy final intensity in the economic sectors.
To reduce the energy primary consumption in the Valencian Region in order to diminish the ratio of total primary energy per GDP unit.
To improve the competitiveness of the Valencian companies, diminishing its energetic costs by means of the introduction of the most efficient technologies.
To reduce the energetic dependence of the Valencian Region with regard to other regions.
To reduce the environmental impact, using less pollutant energies in order to expire with the commitments acquired by European Union in the summit of Kyoto.

B) Energy Agency of La Ribera:www.aer-ribera.com
The Agència Energètica de La Ribera is an autonomous organism of the Environmental Consortium of La Ribera.
It is a SAVE Agency that is working from July 2001. The funds of the Agency correspond to the SAVE Program of the TREN DG of the European Commission and the County Council of La Ribera Alta and La Ribera Baixa.
Project “La Ribera in biodiesel”: project that consists in recycling domestic waste vegetable oil into biodiesel.

C) Local Energy Agency Vila- Real
The aim of this project, which has been recently approved, is the creation of a Local Energy Agency to coordinate and promote the initiatives related with renewable energy sources (RES) and energy efficiency.
The proposal will be applied in the areas of industry, construction, public buildings, urban transportation and the habits of domestic energy consumption. The project intends to cover a region that includes determined municipalities from La Plana de Castellón, which interact in the energy framework of the zone.
The total budget for the creation of this body is 450.000 euros, and 200.000 will be financed for the European Commission.

The Fundación Comunidad Valenciana – Región Europea, created in November
2003, is a non-profit organization, based at the Valencian Regional Office in Brussels.
The Foundation bases its work on the strategically tool Public Private Partnership.

The Foundation was created with the purpose of helping the civil society in the
transitional participation on European funding as the Valencian Region will be
entering Competitiveness Objective into 2007.
This entity facilitates the participation of the Valencian civil society, industrial groups,
chambers of commerce, financial institutions, local development agencies,
educational organizations (research and development institutions), and other
stakeholders in European policies and projects..

• Objetive: promote the participation of municipalities among the transnational cooperation, participation in European projects, agreements in technological and innovation transfer between municipalities, as well as signature of agreements in technical assistance or regional networks.

• The local and regional governments can be an example of change innovating directly in municipal structures and improving the services for citizens.
The engagement of the FCVRE at local and regional level is to promote the relations between

3.2. PROJECT PROCURA IEE - SAVE 2004

The overall objective of the Procura-proposal is: to promote the acquisition of Alternative Fuel Vehicles (AFV) in the short term.
Procura will do so by tackling market barriers for the large-scale procurement of AFVs. Procura will focus on developing innovative procurement models (e.g. GreenLease, second-hand market development of AFVs) for private and public fleet owners.
Procura intends to carry out the following activities:
(i) Collecting and disseminating best practices
(ii) Setting up dedicated procurement models
(iii) Setting up a large-scale procurement schemes

3.3. PROJECT 3.3. PROJECT PERSPECTIVEPERSPECTIVE 2007-2013 2007-2013
Perspective 2007-2013 is a cooperation project of the regions of Comunidad Valenciana,Saxony-Anhalt, Région Centre and North Great Plain within the framework of the Community initiative INTERREG III C Regional Framework Operation (RFO).
Performance areas :
The project will study the five different sectors that the partners have identified as top priorities:
1. regional competitiveness and innovation in the automotive industry;
2. human resources and training in tourism;
3. regional marketing as a way to attract investments;
4. renewable energy
5. waste management.

• The proposal aims to establish a Hydrogen station for the boats in the area of “El Palmar” with an independent energy character. This will be accomplished through a solar photovoltaic installation. It will provide electricity for the visitor’s centre and for the generation of hydrogen fuel.
• On the other hand, the actual boats of the natural park will be adapted for the new available technology. The project will finish with the noise, the oil and will make the boats work with totally clean energy.

5.1. Management of straw:
- The project is an innovative model of recycling of the straw of cereals, one of the principal waste generated in the withdrawal of the cereals instead of the incineration.
- In this way, burning and the subsequent environmental impact will be avoided.
- Valencia focuses on the rice straw.

5.1. Management of straw- Objectives:
• Creation of a Transectoral Centre for waste reuse and recycling of rice straw and other organic waste.
• Generate organic blankets:
To be used in soils which are in the process of desertification or used for dry farming.
Savings in water consumption for irrigation.
• Studies of alternative solutions and BATs.
• No polluted air in the ecosystem.

5.3. Biomass – Paulownia:
• The project includes growing trees for biomass production and processing vegetal by-products for receiving ecological fuel to be sed in thermo power plants.
• The manufacturing activity will be organized in the region of the town of Turn; some other regions have been currently explored too. Fast-growing trees of Paulownia genus, suitable for biomass production, will be grown.:
