    Preface

    The VIP Series focuses on federal grant-in-aid programs in the FFIS

    database that are of most importance to states. While there are hundreds ofgrant-in-aid programsFFIS currently tracks more than 200the lionsshare of federal aid is contained in relatively few grants. Most of thosegrants are reported here.

    This edition ofThe VIP Series is intended to provide states with fiscal year(FY) 2009 funding estimates for major grant programs based on theomnibus appropriations signed by President Obama on March 11, 2009. Inaddition, it updates FY 2008 funding estimates.

    Many of the programs included in this summary also received funding

    under the American Recovery and Reinvestment Act of 2009 (ARRA). Inmost cases, that funding is available to states over the course of two or morefiscal years. Funding provided under ARRA is not included in the tableshere. For information on ARRA funding levels, please visit the FFISwebsite at www.ffis.org.
