INVITATION FOR SUBMISSION OF EXPRESSION OF INTEREST (EOI)
HIRING OF A PROJECT MANAGEMENT AND SUPERVISION CONSULTANT FOR 2.5 MW SOLAR POWER PLANT AT ISLAMIA UNIVERSITY BAHAWALPUR
The Project Management Unit (PMU), Energy Department intends to hire a Consulting Firm / Joint Venture through National Competitive Bidding (NCB) to act as Project Management and Supervision Consultant for a 2.5 MW solar power plant at Islamia University Bahawalpur, Baghdad-ul-Jadeed Campus. The Consulting firm will assist in implementation of the project to the specified standards, to be completed on schedule, ensure a proper monitoring of the results and with no cost overrun. The Consultant will also provide advisory and capacity development for procurement stage, project implementation and for the operation and maintenance of the system. The detailed TORs of the Consulting firm are given in the Prequali fication Document (PQD).
Expression of Interest (EOI) is invited from the interested firm (s) fulfilling the following minimum requirements.
I. Valid Registration with concerned professional body (PEC) as Consultant in relevant renewable energy category
/ Registered in home country in case of foreign firm. II. Registration with Security Exchange Commission of Pakistan (SECP) or Registrar of firms/ Registered in home
country in case of foreign firm. III. Copy of Registration with Income Tax Department / NTN / Sales Tax Number)/ Registered in home country in
case of foreign firm. IV. At least five (05) projects of minimum 100 kW on-grid solar PV system each completed by the firm during last
ten (10) years V. Annual average turnover of Rs. 10.00 Million or above for last three years.
VI. Firm is not blacklisted by any public sector organization. The interested firm (s) may purchase the PQD @ Rs. 1000/- (Non-refundable) immediately after the publication of this advertisement from the address given below. The EOI of firm (s) who will not purchase the signed copy of PQD, shall be rejected. The PQD and advertisement is also available on the websites of PMU, Energy Department (pmu.energy.punjab.gov.pk ) as well as PPRA (www.ppra.punjab.gov.pk ). The interested firm (s) may submit their EOI (One Original & One Copy) in sealed envelope by registered mail or in person at the address given below. Last date for submission of EOIs is 25th November 2019 at 10:30 am. The EOIs shall be opened by notified Consultant Selection Committee on the closing date at 11 am at the same venue in the presence of representatives of the firm (s) who may choose to attend the EOI opening meeting.

1. BACKGROUND
Energy Department Punjab (EDP), through its Project Management Unit (the Client) intends to solarize Islamia
University Bahawalpur, Baghdad-ul-Jadeed Campus by installing a 2.5 MW solar power plant through an EPC
contractor (the Developer) .This plant will be a grid tied plant with net metering capability and no battery
backup. For this purpose, the services of a reputed Consulting Firm to act as Project Management and
Supervision Consultant (the Consultant; a firm) are required to support Project Management Unit.
2. OBJECTIVE
Project Management Unit wishes to recruit as PPRA rules and regulations, a Project Management and
Supervision Consultant (duly registered with Pakistan Engineering Council) to assist in implementation of the
project to the specified standards, completed on schedule, ensure a proper monitoring of the results and with no
cost overrun. The Consultant will also provide advisory and capacity development for procurement stage, project
implementation and for the operation and maintenance of the system introduced under the project. The
Consultant’s responsibilities include the following (but not only limited to):
(i) assist client in procurement process, including but not limited reviewing already developed
bidding documents, assist in preparing addendum to the bidding documents, if necessary,
communicating with bidders, reviewing bids, conducting pre-bid meeting and bid opening,
preparing bid evaluation reports, concluding contract negotiations and awards, grievance redressal
etc.;
(ii) assist client in contract management for the Developer standard engineering Design, Supply,
Installation and Commissioning (DSI&C) contracts, including but not limited to issuing
variation orders to the Developer contracts, reviewing and approving contractor risk management
plan, project quality assurance and quality control plan, Health, Safety and Environment plan etc.;
(iii) certify all payments to the Developer contractors;
(iv) control costs, quality and schedule of contractors’ works and deliverables;
(v) on behalf of the Client, inspect and accept goods and services related to the project;
(vi) recommend appropriate mitigation actions (as defined in the executed DSI&C contract) when
quality of deliverables does not meet the specifications;
(vii) define and ensure that implementation by the contractors of an installation safety process
manual that follows local regulations, standards and best practices as per internationally
acceptable standards (IEEE, IEC) etc.
(viii) Define and ensure the proper implementation by the contractor of the O&M manual.

(ix) Define and ensure that all local technical, legal, regulatory and financial requirements are met in all
aspects of the project including but not limited to procurement of goods, award of contract and
payments to the contractors etc.;
(x) Assist the client in ensuring that all Social and Environmental provisions are met as per the local
regulations in place.
2. The consultant will also develop a remote monitoring system in conjunction with the university
administration and the contractor to ensure proper monitoring of the project. This RMS system will be
maintained by the contractor during the two year O&M period and upon completion of the O&M period,
handed over to the university.
3. The Consultant will be engaged for 36 months (During construction and O&M period) under the overall
direction of the client. The contract will be a milestone based deliverable contract. Details of the deliverable and
milestone are included in the document.
During construction phase the following resources will be deployed

Upon commencement of the O&M phase (24 months), the following resources will be deployed

Financial Expert 3 man months over a period of 24 months
Field Engineer 5 man months over a period of 24 months
4. During O&M phase, the above resources will be deployed on intermittent basis. As scope of
responsibilities is less at O&M stage, full time deployment of resources is not expected. It is the consultant’s
responsibility to ensure adequate and capable manpower is hired to execute this project during construction and
during O&M.
5. Output and Reporting Requirements: The Consultant is required to submit the following reports to the
Client during the Project implementation (Project implementation includes Construction phase and the two year
O&M period):

(i) Inception report within 10 days of mobilization;
(ii) Review of already prepared bidding documents;
(iii) Any addendum (addenda) to bidding documents, if necessary;
(iv) Assisting PMU procurement unit in preparation of bid Evaluation Reports within at least
15 days from bids opening, in compliance with PPRA requirement and format;
(v) Monthly progress report (short report) based on the outputs of the M&E system identifying
physical progress, implementation issues, cost control/variation (if any), and outputs achieved;
(vi) Quarterly progress report (detailed report) including all aspects of contract management and
supervision, as per requirements of client;
(vii) Detailed variation orders or any other supporting documents required by the Client for
approving any of the activities conducted by the consultant;
(viii) A Project completion report within 15 days of the completion of the construction phase
of the Project.
(ix) A separate report on any contractual disputes or other major implementation problems
that may significantly impact project costs, quality or schedules; and
(x) Monthly reports during the two year O&M period. This report will highlight (at minimum)
the saving in the utility bill of the institute, the benchmark energy yield of the system etc. If
required, the reports will be submitted frequently as needed. In case the energy yield falls
below the acceptable levels, the consultant will recommend appropriate mitigation actions (as
defined in the executed DSI&C contract);
(xi) A detailed and comprehensive project completion report upon completion of the O&M

7. During implementation stage of the project, the consultant team will house its resources in Lahore with
regular site visits to project sites.
1) Solar Expert/Team Leader
8. Qualifications: Qualified solar expert with an engineering degree in related field (Electrical/ Mechanical
Engineering degree preferred). The team lead should also possess experience in assessment of monitoring
capacity, designing appropriate monitoring and evaluation systems, and developing a reporting mechanism which
can be used for effective monitoring. The expert shal l have experience in project monitoring for large-scale
projects (Previous experience in one or more projects in power sector is desirable.). The team lead should have
at least 10 years of relevant working experience, including experience of working as team leader in at least 2
projects of same size.

9. The tasks of the expert will include but not be limited to the following:

Important note:
1- The interested firm (s) have to provide copy of registration with Punjab Revenue Authority (PRA), in case the firm (s) currently is not registered with PRA, the firm (s) may submit the EOI however before the award of contract the firm must submit the valid registration with PRA.
2- In case of Joint Venture of consulting firms all the associated/ partner firms must comply with condition no. II, III & IV of the above mentioned mandatory criteria.
3- Documentary proof must be submitted for the above mentioned mandatory requirements. In case of non-compliance with the mandatory requirements/ failure to submit the required documents , the firm (s) shall be rejected/ disqualified.
