Budget 2015 which was announced on 10 October 2014 is relatively simple in its content, with obvious skew towards affirming government’s firm stand and seriousness towards GST implementation on 1 April 2015. With such assurance it has curtailed the hope of a cluster of business owner who has been taking the wait-and-see approach.
With December 2014 approaching, it has further hiked the stress level of both consultant and also the business owners. With substantial changes in law and the time frame for GST implementation being shorten to only 4 months (December 2014 to April 2015). It has called for a revised and enhanced approach towards GST implementation. It also requires a closer look into transition period.
On 19 June 2014 Goods and Services Act 2014 was gazetted. 3 days after Budget 2015 announcement, the crucial Zero Rated-supply Order, Exempt supply Order and Relief Order was gazetted on 13 October 2014. With the coverage of zero rated and exempt supply lists substantially expanded. This has no doubt further complicates Malaysia’s GST system.

DR CHOONG KWAI FATT is the pioneer in GST formation and implementation. He is appointed by the Ministry of Finance as one of the panelists to review tax reforms in Malaysia, inclusive of the formulation of GST.
He has conducted and published extensive researches on GST way back since 2006. Dr Choong being an avid researcher, he has also studied GST system from various countries.
