OPTIMIN_H2020

» Objective ˃ contribute to ensuring a stable +competitive supply of raw materials

from EU sources ˃ promote good governance and facilitate public acceptance˃ enhance EU efforts to harmonize national mineral policies/ plans as well

as permitting and reporting on primary and secondary minerals

» Consortium˃ 43 Partners, 16 non-EU˃ Coordinator: Günter Tiess, MinPol (Agency for International Minerals

Policy, AT):– Involved in Leoben Study “Mineral Planning Policies and Supply

Practices” (2005); SARMa (2009-2011); SNAP-SEE project (2012-2014); published two books on mineral policy (2011)

The consortium responds to problems (reduced access to resources, public opposition, problematic permitting processes, inconsistent minerals policies, heterogeneous legislative frameworks, and a scarcity of reliable data) in the SIP, in line with the objectives described in Action area II.1: Minerals Policy Framework and Actions (II.1,1; II.1, 5; II.1, 7; II.9, 12; Action areas (II.2,2; II.3,1).

Vision of the Consortium

» Apply common EU mineral policy framework at national/regional level by different macroregional approaches

» Connection of H2020-framework with other EU-funded programs

» Increasing impact» Taking successful outcome of SARMa and SNAP, broadening both regionally and in

terms of commodities addressed

Sustainable Aggregates Management and Planning in South East Europe

» SARMa (2009-2011)˃ contribute to ensuring a stable +competitive supply of raw materials from EU

sources ˃ Common approach to Sustainable Aggregates Resource Management (SARM) at

local, regional/national, transnational level to ensure efficient supply of aggregates in South East Europe.

˃ 14 Partners in 10 Nations, ˃ HTTP://www.sarmaproject.eu

» SNAP SEE (2012–2014)˃ Developed a Toolbox for Aggregates Planning comprising 4 Handbooks:˃ Best Practices in Sustainable Aggregates Planning˃ How to Build an Aggregates Plan˃ Consulting Stakeholders when Applying Best Practices˃ Data and Analyses in Support of Best Practices in Sustainable Aggregates Planning˃ 27 Partners in 12 Nations, HTTP://www.snapsee.eu

Realizing the Goals of the OPTIMIN Commitment

• MINATURA 2020 (Feb.2015–2018) ˃ Topic: Mineral deposits of public importance SC5-13a-2014Http://ec.europa.eu/research/participants/portal/desktop/en/

opportunities/h2020/topics/2056-sc5-13a-2014.html˃ Coordinator: MinPol

• 24 partners of Europe˃ Objective:

• development of concept for definition/ protection of “mineral deposits of public importance”

• harmonised European mineral planning policy framework

Realizing the Goals of the OPTIMIN Commitment

• INTRAW (Feb.2015–2018)˃ Sharing international experiences from outside of EU :

• call: Strategic international dialogues and cooperation on raw materials with technologically advanced countries,

SC5-13b-2014• Members of OPIMIN are involved

˃ INTRAW will map and develop new cooperation opportunities in Australia, Canada, Japan, South Africa and United States, addressing:• Research and innovation;• Mineral policies and strategies• Licensing and permitting procedures;• Data reporting systems;

Increasing impact of OPTIMIN

» OPTIMIN members are involved in several H2020-applications/calls

˃ SC5-11d-2015: New sustainable exploration technologies and geomodels ˃ SC5-13c-2015: Innovation friendly minerals policy framework˃ SC5-13e-2015: Raw materials intelligence capacity; ˃ SC5-13d-2015: Raw materials research and innovation coordination; ˃ SC5-13f-2015: Strategic international dialogues and cooperation with

raw materials; producing countries and industry;

» Consortium plans to participate in structural and regional programms/activities e.g. Danube program

Page 11: Günter Tiess, Deborah Shields, Zoltán Horváth MinPol (AT), Politecnico di Torino (IT) and Geological and Geophysical Institute of Hungary MFGI gtiess@minpol.comgtiess@minpol.com,

Conclusions

» Intention: to share results of each (OPTIMIN related) project with all OPTIMIN consortium members ˃ ensure that overall impact is broad and meaningful

» Supporting approach of circular economy: Both primary and secondary minerals are considered
