78 Draft Ewes Smaller entry with 5 buyers in attendance, several pens through the £100 barrier to a top of £119.50 from Nigel Taylor, St Wenn, followed by Messrs M & V Coombe, Housey Farm, Liskeard £115 for a pen of Texel ewes. 199 Fat Hoggs Larger entry again very much sought after all the well fleshed Hoggs selling to a premium. Top per kilo on the day was 239p for a pen of 48kgs £114.50 from Eddie Cowling, Higher Crannow, St Genny’s followed by Bill and Richard Petthick of Boscastle. 234p for a pen of 44.4kgs £104. Top per head on the day was £115.50 for a pen of heavies from Will Dymond, South Hendra, St Cleer. 426 Store Hoggs Good entry for the time of year, met a very strong trade from start to finish,
with Hill Hoggs and Small Hoggs in the overall average which was £70.20. 11
pens over £83 to a top of £90.50 from Mark Olver, Spring Acre, Bodmin.
Couples 63 Ewes & 93 Lambs
Again all Couples very much in demand, with a Dorset 6T Double topping the
day, sold by Tom Hannaford, Whitstone, which realised £207, several other
Doubles between £180 and £190. Tom also topped the Singles at £146, for a
pen of Texel x FM.
New Season Lambs
Just a few pens on offer, met a strong trade, top being 239p for a pen of Pure
Polled Dorsets, 42.2kgs, £101.20 from Wallace and Adrian Facey, Treneatt
Farm, Liskeard.

Store Cattle
Another good entry for March wih 234 animals traded at Hallworthy.
Today saw more outgoing Cattle around and with grass around the
corner, they were at a premium.
Top call today for the Steers went to Mr V S Osborne of St Austell, his well
grown run of Cattle headed up with an Aberdeen Angus x Steer, Name
Sired to £1180. R Chenoweth & Son of Liskeard ran close with a
tremendous trio of South Devon Steers at £1155, his single Limousin x
with a super outlook at £1175.
Mr R C Hoskin of Saltash, saw the top of his run of Cattle to £1080, for a
Simmental x Steer, next in line was Mr S E Eastly, of Looe saw his run top
to £1065, for a single Limousin x Steer. Younger Cattle saw Mr W Jeans of
Bohetherick Farm, St Domminick top out at £1050 for a Limousin x Steer.
New man H G Lutey & Son of Zelah, Truro, saw his suckled x Aberdeen
Angus Steer at £940, all named sires with real store quality. Martin
Hambley realised £790 twice & 785 for outwintered Hereford Steers at
14-16 months. £740 for Heifers away for bulling Suckler Cows. Mr FE & D
Jenkin of Constantine, saw his run of well grown & fleshed British Blue
Steers at 10 months to £800 twice. Freisian Steers and Heifers at the same
age topped to £690.
The Heifer section was topped out at £1065 by Mrs A Tippett of
Crackington Haven. South Devon Breeder Mr J Collings of Treburley ran
close with 3 South Devon x Heifers to £1050, with Mr Osborne of Roche
seeing a bunch of 5 Limousin x to £1000. Mr J Chapman of Laity Farm,
Redruth, seeing his top run of Limousin x Heifers selling to £990 and a
second pair to £970.

Snow, a word loved by many but detested by others. The beginning of March saw our fair share of the
white stuff dumped across the south-west causing many problems throughout the farming community. I
have to say, going home over the week leading up to the collision of the ‘Beast from the East’ and ‘Storm
Emma’ I thought we were going a bit over the top by blocking up every gap and open space, but as I was
told and consequently learnt, drifting snow gets everywhere. A couple of positives witnessed from the
cold snap was the scenic spectacles the cold weather provided across the countryside, but also the
realisation from many of the public that milk and bread doesn’t just drop out of the sky and land in our
local shops and stores!
That said the snow has come and gone and we probably won’t see another night like last Thursday night
for a very long period of time. Let’s hope spring can now fully establish itself enabling the much required
warm weather to energize our rolling countryside.
With regards to livestock, the sheep industry is witnessing an exceptional boost with spring lambs, prime
hoggs and cull ewes meeting a truly fantastic trade. The large rise in prices is because of short numbers
coming forward and weather conditions hampering farming condition not just at home, but across the
whole of the UK. Just looking back a last year figures, whereby Exeter’s SQQ (Standard Quality Quotation)
for prime hoggs averaged 166ppk (pence per kilo), yesterday on the equivalent day, Exeter’s SQQ levelled
out at 223ppk; a stark contrast and one that will be very much welcomed and deserved by our sheep
farmers across the South West.
Moving on to professional matters and the very much talked about Basic Payment Scheme (BPS). The
window for submitting BPS opens on the 13th of March and the Kivells team are gearing up for the busy
period of processing and submitting clients’ applications. With regards to changes from the 2017 claim
year, generally the RPA (Rural Payments Agency) has introduced very few changes, especially with
regards to mapping and submitting requirements.
There are however a number of rule changes the RPA have introduced, I have listed what I feel are the
most affecting below:
Active farmer - you no longer need to meet the ‘active farmer’ requirement under BPS for 2018
onwards. However, this change to the EU regulation was confirmed too late for RPA to make
changes to the Rural Payments service or the BP5 application form for 2018. Therefore, for BPS
2018 you must fill in the first box of the ‘Active farmer declaration’ in the Rural Payments service,
or on your BP5 application form stating ‘No - I qualify as an active farmer’. You must do this before
you submit your BPS application’.
A complete ban on the use of Plant Protection Products on Ecological Focus Area (EFA) Fallow Land, EFA
Catch and Cover Crops, and EFA Nitrogen-fixing Crops is introduced. The ban applies from the time
of sowing the crop, even if this is before 1 January 2018, to harvesting. The ban also applies to seed
dressings.
Rural Reflection March 2018
The definition of the EFA option for hedges is extended to include trees in a line. The EFA value will
remain the same - each metre of length equals 10 square metres of area for EFA.

Countryside Stewardship seems to be an ongoing saga with clients submitting applications last
September still waiting to be told by Natural England whether their application was successful. Bearing in
mind if the application is successful the agreement has already started on the 1st January 2018. Quite
frankly a shocking situation! You don’t see government bodies giving us extended deadlines to get BPS
applications submitted or livestock records updated.
That said, it would appear Natural England have given themselves sufficient time for this year’s 2018
applications, with the requirement to have all submitted by 31st July 2018. Although there have been
some glitches in the application process, if properly administered the scheme does create great benefits
not only to the environment, but also provides landowners and occupiers an extra source of income and
the possibility of advancing capitals grants. We have clients interested in submitting for this year’s
application window, if you are considering the same please get in touch.
The last few weeks have seen continued negotiations with one large utility company which has been
renewing it apparatus across the South West. Kivells have, on behalf of clients, submitted a vast amount
of compensation claims whereby land has been damaged and businesses have been disrupted. Going
forward, if any utility company requires access or damages land because of required repairs or
maintenance it is likely compensation will be due to you or your farming business.
On a positive note let’s hope March brings that required sunshine enabling the wheels to start turning
and the grass to start growing.
