We are an organisation that is facing the challenge of a recent governance downgrade, however, we remain committed to address the Regulator’s concerns and return to the highest rating in the current financial year.

About saha
saha is a highly distinctive charity and registered provider of social housing, dedicated to transforming lives. Established in 1959, we provide accommodation for a range of different people, young and old. Our support services help people to develop their personal talents, flourish and live independently.
A wholly controlled subsidiary of The Salvation Army, saha operates independently as a Registered Provider of Social Housing. Over a period of almost 60 years, we have grown into a specialist provider of support and accommodation, with approximately 4,500 units of accommodation located across England and we come into contact with over 6,000 service users across 86 local authority areas annually. saha both directly manages its accommodation and also works with managing agents, a demonstration of saha’s commitment to partnership working for the benefit of local communities. Our residents and service users are hugely diverse and include homeless people and families, people recovering from drugs/alcohol issues, young mothers, elderly requiring care, families fleeing domestic violence, ex-offenders and people with learning disabilities or mental health issues.
Following the merger with Chapter 1 in 2017, our services have grown and the organisation now offers an even wider range of support.
Our business activities are spread across three main areas:
• Within our directly managed supported housing, we provide accommodation and support in foyers, sheltered schemes plus projects for young people, young mothers and those with mental health needs and generic floating support services.
• Within our agency managed supported housing, we work with a variety of partners to provide accommodation and support to homeless people and families, people recovering from drugs/alcohol issues, elderly requiring care, families fleeing domestic violence, ex-offenders and people with learning disabilities.
• Within our general needs housing we provide good quality social rented accommodation across the country. Often our stock has developed around our supported housing services providing accessible move on opportunities. We also operate a number of floating support contracts providing housing related support to encourage residents to sustain independent living.
Our accommodation and support services are complemented by a full range of internal services. The association has an established network of offices across the country, comprehensive staffing and an effective governance structure.

Our strategic agenda is an ambitious and exciting one. We are currently involved in:
• Taking forward post-merger work around the operational and cultural integration of services, assets and people, and embed an enterprise-wide focus on service-users and on ‘transforming lives’

Role profile

Overview of the role
As a member of saha’s Senior Management Team, the Head of Health & Safety is responsible for the effective management and delivery of all saha’s statutory and regulatory Health & Safety standards in relation to all property and workplace operations.
Key responsibilities and accountabilities
Leadership
• Be the lead Health and Safety professional within saha.
• Develop and sustain excellent working relationships with internal stakeholders, working with
senior staff to identify and manage risks in relation to all Health & Safety functions across the
organisation.
Health, Safety & Compliance
• Lead on the effective development, management and compliance of all environmental and
workplace health & safety standards and functions across the organisation.
• Ensure saha complies with all relevant legislation, statutory instruments, regulations, codes of
practice, and regulatory standards in respect of health and safety.
• Support to develop, identify and manage a robust and effective risk management policy and
framework for all saha’s operations and functions in relation to Health & Safety.
• Review and maintain robust quality control and assurance procedures, and ensure remedial
actions are completed effectively.
• Lead on regularly reviewing and updating saha’s corporate health & safety policies and
procedures, and to manage the organisations Health & Safety Committee.
• Undertake and/or instruct regular Health and Safety compliance inspections, audits and reports
in respect of saha’s operations across the business to ensure quality and standards are
maintained.
• Proactively identify and implement legislative updates, industry best practice and seek
continuous improvement in compliance and service delivery.

Strategy
• Support the Executive Director of Operations in developing, implementing and maintaining
saha’s governance strategy and supporting activities that meets the requirements of the
regulator and other statutory obligations.
Finance, Budgets and Resources
• Be accountable for the production of contract costs and associated service charge information
for all property and workplace related compliance matters in a timely manner and ensuring that
they are reconciled in liaison with the Finance and Housing teams.
• Ensure effective project management of a range of servicing and maintenance contractors,
consultants and suppliers, including developing project briefs, specifications, cost/quality control
and value for money, in accordance with financial regulations and budgets.
Performance Management and reporting
• Ensure an effective management and reporting framework for all Health & Safety matters across
the business.
• Lead on managing, maintaining and developing saha’s existing suite of compliance management
databases (Inc. Universal Housing/Service-Pro/Asbestos-Pro/FireRisk-Pro and Safety-Pro) to
provide regular, comprehensive reports & KPI’s to the Board, Committees and executive
management team.
People Management
• Manage, motivate and develop the Health and Safety team, together with temporary project
teams or external support required to deliver the transformation programme.
• Encourage staff across saha to develop skills in project management, innovation, and
improvement techniques.
Other
• Ensure all work is aligned to the vision, mission and values of saha.
• Carry out all other duties as may be reasonably assigned from time to time, with the level of this
job description.

• Degree level education or professional qualification e.g. IOSH
• Evidence of commitment to continuous personal and professional development
Knowledge
• Knowledge of Health and Safety duties for landlords and corporate organisations, including
legislation and regulations.
• Knowledge of HCA Regulatory Standards.
• knowledge relating to corporate H&S Management and compliance including property and
workplace
Experience
• Experience of managing organisational H&S Compliance.
• Selecting, appointing and management of consultants and contractors.IT skills and experience of
their application to finance

Key dates and the selection process
Closing date: Tuesday 28th May 2019 at 12 noon
We will be in touch with candidates by Wednesday 5th June to advise on outcome of application.
First interviews: Thursday 13th and Monday 17th June 2019
Longlisted candidates will be invited to an interview with a Campbell Tickell panel. This will take place at Campbell Tickell’s office in Wembley.
Final interviews: Thursday 4th July (afternoon) or Friday 5th July 2019 (all day)
The final stage of the process will be a panel interview and presentation. The panel will include Line Manager, Chief Executive and a CT Representative. This will take place at the saha office in London.
