AlfordisdefinedasatownintheEastLindseyCoreStrategy-SubmissionsModificationsDraft’s“StrategicPolicy 1 (SP1) – A Sustainable Pattern of Places”, and East Lindsey District Council’s Core StrategyestablishesthatthetownofAlfordshouldprovidesufficientlandtobuildaminimumof161dwellingswithintheplanperiod(2016-2031).AccordingtothecalculationsofEastLindseyDistrictCouncil(ELDC)asat1stMarch2017,existingcommitmentsamountedto95homeswithplanningpermission,leavingarequirementof66homestobefoundfortherelevantplanperiod.Fromthe1stMarch2017untilthefinalisation of the Allocation Policy, planning applications for a further 110 dwellings were grantedpermission, adding to the existing commitment identified by ELDC. This effectively means that theminimumrequirementof161dwellingstobedevelopedinAlfordwithintheLocalPlanperiodhasalreadybeenreachedandexceededby44unitsTopromotesustainabledevelopmentinthetown,supportredevelopmentofbrownfieldsitesanddelivernecessaryaffordablehomes,theAlfordNeighbourhoodPlandecidedtoallocatesadditionalresidentialsites.ToensurethemostappropriatesitesthatwouldbenefitthefuturedevelopmentoftheTownareprioritised,theSteeringGrouppreparedthefollowingmethodologyandcriteria.A listofallpotentialsiteswithinthetownwascompiledfromthose identifiedbyEastLindseyDistrictCouncil as possibilities for future housing development in the “Strategic Housing Land AvailabilityAssessment(SHLAA)2012”,togetherwithothersidentifiedbytheAlfordNeighbourhoodPlanGroup/Committee.Eachsiteonthelistwasscoredagainstthesetofcriteriasetoutinthetablebelow.Besideseachelementisa“weightingfactor”or“measureofimportance”outof20,whichindicatestheimportancethegroupfelteachparticularcriterionshouldcarry.Thegroupthenmadejudgementsabouthowmucheachpotentialsitematcheduptothesecriteria,awardingmarksfrom0-4dependinghowwellorotherwisetheymetthecriteria(seethedescriptorsforeachscoreforeachcriterion)below.Thehigherthemarkthebetterthesitemetthedemandsofthecriteria.Thesescoreswereachievedthroughgroupconsensus,afterconsideredandoftenprotracted,butatalltimes,constructivedebate.Themarkswerethenmultipliedbythe“importancemultiplier”togiveaweightedscoreforeachcriterion.Themarksforeachsitewerethentotalled.Thehighertheoverallscoreforthesite,thehigherupthe“priorityorder”itcamefordevelopment.
As faraswaspractical, landownersofeachallocatedsitewithin theplanwerecontactedtoconfirmthe“deliverability”oftheirparticularsite.
