Foreword
The dividends of democracy and economic growth in Pakistan have
invariably fallen into the lap of a small elite class and those who have
connived with them. Moreover, the political and economic elites have
evolved a self serving institutional design that is very inefficient in serving
the needs of the masses, but has gotten quite well-oiled over time to serve
the selfish interests of this small group of people. Hence, while plutocrats
have gained strength in terms of materials and power, the middle class- the
prerequisite for a healthy functioning of democracy according to Aristotle-
has continued to shrink; resulting in an ever increasing pool of those either
below the poverty line (currently one third of the population), or at the
fringes. This fringe group in itself has continued to balloon, resulting in
virtually most of the population in either being in absolute poverty, or
hardly going by. There seems to be just one party system at the moment-
the capitalist or money party, which has continued to reap deep dividends
from an ever strengthening relationship between election campaign funding
and election outcomes. Only ‘men of weights’, the oligarchs, have a
meaningful say over public policy, while those without money or power are
virtually disenfranchised when it comes to influence over policy.
This situation leads to two outcomes- to fall into deep pessimism or to be
the ray of hope; be that ‘second party’- the party of the people, by the
people and for the people; the people on the ground. Roshan Pakistan
League (RPL) stands up for hope, for leading people to be the masters of
their own destiny, that envisions institutions that are inclusive, transparent
and just, that provides solutions that work for all, that tries to bring the
corrective balance between market liberalism and appropriate public policy
regulation and intervention. RPL believes in reducing the inequality of
opportunity and justice facing the people, provide them with supportive
environment through well functioning and correctly incentivizing
institutions, so that people are enabled to improve their lives for the better.

A Roshan or Bright future of Pakistan requires that a Party stands up for the
real challenges of the people, that provides them with solutions that are both
modern and workable given the local context, that strengthens the forces of
federation but also correctly understands the importance of devolving
power so that all provinces feel equally empowered.
The main challenge is to fill the ‘deficit of will’ to take the hard steps, may
that be in response to foreign or domestic policy challenges, ranging from
all facets of life, especially those that play an important role in securing
national freedom, economic security and climate related issues. RPL
intends to fill that deficit of will. We believe not in empty and incessant
criticism or meaningless power politics, but in bringing to the fore
constructive policies. The constitution of RPL is an attempt to approach
public service in a spirited and methodical manner, one that takes a political
party as an inclusive, modern institution, working only to serve the masses.
The Constitution of RPL is dedicated to the poor, hapless, but hopeful
people of Pakistan.

Acknowledgements
Attempting a constitution for an upcoming national, ambitious awami party
is an arduous task. It has taken many months of research, extensive
interviews with different segments of stakeholders to arrive at aims,
objectives and purposes of Roshan Pakistan League (RPL).
We have attempted to construct, constitution of RPL keeping in view the
ground challenges, the likely players, state institutions and above all on the
ground delivery for improvement of the lot of the common man in all
spheres of national life. We have tried to make governance within and
outside the party transparent, easily understandable and practicable in due
course of operationalization of this constitution.
In this task we are honoured and happy to acknowledge all our
interviewees, colleagues from other political parties, participants of the
discussions on the media, column writers, academia, newspaper editorials,
well known journals, writers of political history of Pakistan, material
becoming available to us by the Election Commission of Pakistan
(https://www.ecp.gov.pk/), guidance provided by relevant provisions of
Political Parties Order 2002, of late the Elections Act 2017 and the Election
Rules, 2017.
We would like to point out the comparative analysis of constitutions of
many main political parties, of Pakistan and of other countries. Reading
resources of National Democratic Institute (https://www.ndi.org/) proved
very useful in our studying of constitutions of many foreign political
parties; and we have borrowed from their reading resources in formulating
this constitution to suit it the aspirations of people of Pakistan.
We must also appreciate and acknowledge the benefit we amassed from the
material on PILDAT (http://pildat.org/), the representative constitutions of
well known and successful political parties of the world, and the

constitutions of different political parties of Pakistan since 1947. We also
remained very mindful to study the best practices including the failures of
the different political parties of the South East Asia.
At times we were so moved by the material which came before us that we
found it useful to liberally borrow from it and make it part of our attempt to
fit in the overall pattern and design of the constitution of Roshan Pakistan
League.

1. Objective Statement
1. To resolve the problems faced by Pakistan we have to get rid of most
of our present day politicians for bringing in the fresh blood from
amongst honest, educated, patriotic individuals pre dominantly
representing the poorest of the poor, the most deprived citizens of
Pakistan.
2. Of all the instruments designed by man for the attainment of his
political aims, perhaps none has proved as enduring as a political
party. Political parties reflect Public Will in the state institutions and
are responded in the elections by the electorate on the basis of their
agenda which manifests the desires and needs of the society.
3. So, a National Awami Political Party by the name “Roshan Pakistan
League” (hereinafter shall be referred as RPL), was enlisted by the
Election Commission Pakistan (ECP) in 2011. The party was formed
with a vision shaped by Quran & Sunnah and with sustaining grace
of the Constitution of Islamic Republic of Pakistan.
a. Faith and belief in the Ideology of Pakistan based on the Two
Nations Theory.
b. Kashmir is unfinished agenda of Partition of India and has to be
resolved as per the wishes of the people of Kashmir in the light
of United Nations Resolutions.
c. Prosperity of People of Pakistan, without discrimination
whatsoever, in all spheres of life.
d. Different from others not because of pious platitudes or
promises of utopia but because of invaluable sincerity, stark
transparency, matchless service delivery.

e. Emancipation from fear of insecurity and poverty providing
enabling environment for a self-respecting enlightened
responsible citizen in a responsive government.
f. Exemplary governance in all fields of national activity,
grounded in meritocracy, transparency, efficiency and real-time
output.
g. Viable Reforms in all vital sectors of the country.
h. Strong defence and independent foreign policy based on
national interest.
i. Friendly relations with all other countries who respect our
sovereignty and integrity as a nation.
4. Now as the party has expanded the scope of its activities, hence its
constitution has been thoroughly revised and improved keeping in
view the best international practices. The party has its branches in
Islamabad Capital Territory (ICT), all four provinces GB, AJK,
FATA, and has commenced political activities in pursuance of the
constitution.
5. The party has adopted a flag of definite design and dimensions (the
detail may be seen in Appendix-I). The colours used in RPL flag are
red, green and golden. A full sun of golden colour is in the middle of
the green area of the flag. The colours and the sun signify the
following:

a. Red: Signifies energy, strength, courage, determination,
emotional intensity, passion, love, joy, beauty, activity and
feminine aura.
b. Green: Colour of nature, venerated colour in Islam, growth,
fertility, harmony, safety, hope, freshness, ambition, peace,
life, strength, rebirth, motivation, compassion, moderation,
future, human comfort, happiness and self - confidence.
c. Golden: Colour is associated with wealth, grandeur,
prosperity, success, achievement and triumph.
d. Sun: Life, power, strength, energy, force, clarity, renewal,
illumination etc.
6. The colour red not only signifies warmth and struggle, but also
reminds us the blood that was shed by our forefathers for creation of
an independent country/ nation. That blood still runs in our veins and
demands to pour its vitality into re-generation of the lost vigour of
this nation.

7. The collective struggle of the masses holds the promise of re-
generation, rebirth, happiness and achievements represented by
green colour and the sun reflects our ambitions, hope, potentials and
infinite energy.

8. Electoral Symbol and Logo of RPL.
Tortoise Logo
a. Description. Election Commission of Pakistan is in the
process of allocating to Roshan Pakistan League Tortoise
as its election symbol. Tortoise with a hard shell on its back,
and his steady pace and serene demeanour symbolizes
endurance, security, a peace loving nature, a symbol of good
luck, wisdom and knowledge, the quality of self defense,
patience, stability, longevity, endurance, protection and
steadfastness.
9. Resolve of RPL.
a. Safeguard of National Interest is the overarching principle of
the party.
b. RPL believes in a strong, unshakeable National Defense
without which it is impossible to survive and achieve
anything for the State of Pakistan and its people.
c. Importance of Internal Security cannot be underscored and
has to be put in place using all available resources.
d. Courageous, untiring effort for implementation of the resolves
of Roshan Pakistan League is what has to make the
difference.
e. To make Politics clean (Saaf Siyasat), respectable and
trustworthy effort.

f. Devolution of power to the local levels is the cornerstone of
RPL governance paradigm which is envisioned to be a
solution to the problems faced by citizens of Pakistan at
Local, Provincial and National levels.
g. To safeguard the ideology, integrity and sovereignty of
Pakistan, democratic parliamentary institutions and to ensure
rule of law.
h. To put an end to inequality, injustice and accumulation of
wealth in few hands and to redistribute the political and
economic power so that all members of the State have the
opportunity in shaping and control of the institutions.
i. To promote egalitarianism and encourage initiative and
aspirations of the people in their professional and personal
expression.
j. To create a pluralist, tolerant and enlightened society whose
legal framework stands for the common values shared by
different segments of people of Pakistan.
10. Aims and Objectives.
a. A belief that the purpose of the state of Pakistan and its
government, guided by reflective and prudent leadership, is to
create climate where those who, in their own area of
responsibility show leadership qualities, give outstanding role
model performance are rewarded.
b. Fulfillment of aspirations of People of Pakistan for a decent,
secure, dignified and constructive way of life, recognition and
protection of fundamental political and civil rights including
freedom of expression, assembly, association, conscience,
religion, the protection of individual from oppression by the
state.

c. Security and privacy of the individual is provided and
prosperity is guaranteed by a free competitive economy.
d. Looking forward to develop a political culture of decency and
respect for difference of opinion.
e. To support and advance the cause of women’s emancipation
and ensure that interest of women is fully heard and
recognized in the organization and that women are properly
represented at all levels.
f. Youth being a large and important demographic dividend has
to be focused for an overall improvement for securing future
of the country.
g. Promotion and protection of Child Rights and all vulnerable
segments of society.
h. To fight for social justice and to eliminate the vast
inequalities created by poor governance and systemic
oppression.
i. A belief in a balance between progressive social policy, fiscal
accountability and individual rights and responsibilities.
j. Without an enabling environment given by a clean,
responsible, patriotic and honest leadership it is considered
unjust to hold people, traders, citizens, teachers, doctors,
engineers, professionals, judges, civil servants, disciplined
forces etc. accountable when successive political set ups have
been irresponsible to say the least. We believe that instead of
raising a finger on the vulnerable segments of the society and
establishment it will only be appropriate that people at-large
are provided with a leadership and direction which helps them
recover from wrong doings and are mainstreamed for being
responsible, honest and delivering Pakistanis. Without
underscoring the need for a heartless and ruthless

accountability, instead of wasting time, to decide that which
came first, the corrupt leadership or the insensitive populace,
there is need to move forward.
k. It is felt that unnecessary debate and controversy has been
generated by the vested interests regarding civil military
relationship to undermine the integrity of our Country. What
is required is performance and output especially by the civil
institutions. The delivery on this count will give an enabling
environment, which will help both the civil and the military to
work together for the National Interest.
l. RPL is also at loss to understand that why military budget
being a sensitive document is insisted to be discussed openly
in the Parliament. One would like to enquire from the
protagonists of this school of thought to narrate that whether
all those institutions whose budgets are debated and
controlled by Parliament are performing efficiently and
transparently giving the requisite outputs.
m. To be a vibrant and democratic party with firm belief in
operation and observance of democratic values and aims at
mass mobilization with an inspiring programme and direct
public contact restoring faith in state institutions.
n. Most of the ills of non-delivery are because of non-
operationalization of government departments, ministries and
other outfits. This is to be ensured that all those entities and
their personnel who are receiving funds from state exchequer
are paying back to the nation to justify their existence.
o. To foster and actively promote unity among all the people of
this country regardless of religion, ethnic origins, political
affiliation, social, gender or occupation status in society and
developing a consensus for resolution of vital issues of
national importance like Kala Bagh Dam etc.

p. Efforts to provide equal access to health, education,
information technology, employment, housing, and welfare
facilities, cultural and leisure activities.
q. Youth being an important segment of our demographic
dividend has to be the focus of attention for supporting youth
to play their role in the development of the country.
r. The efforts being made for promotion and protection of Child
Rights, and vulnerable segments of society are fully
supported.
s. To provide jobs for all in order to solve the grave problem of
massive unemployment.
t. To provide freedom of work to help entrepreneurship, and
other means of earning a living, creativity and freedom to
work.
u. To provide a system of quality education for all, not only at
elementary and secondary levels but also at higher levels to
fulfill the need for differently trained manpower requirements
of the country at all levels.
v. To provide all Pakistanis reasonable access to quality and up
to the mark healthcare regardless of their ability to pay.
w. Relentless effort to eliminate corruption and ruthless
accountability at all levels.
x. To promote a vibrant economy and whole hearted
participation by citizens in economic activities and to create
an enabling environment in which entrepreneurs feel
encouraged to the extent that even foreign direct investors like
to come forward and play their role. Government shall ensure
that there are no unnecessary bureaucratic restrictions and
impediments in the way of private investments. The economy

has to be managed with efficiency and prudence, guided by
national interest.
y. To promote well balanced development of Agriculture and
Industry, making the best use of the resources of each area of
the country.
z. Encouragement and recognition of the right of labour to
organize for the advancement and protection of their rights.
aa. A belief that a responsible government must be fiscally
prudent and should discharge only those functions that cannot
be undertaken reasonably by the individual or others.
bb. A belief that it is the job of every person to fend for himself,
his family and his dependents, while accepting that it is the
responsibility of the government to provide for those who
require assistance and compassion.
cc. Development of a democratic communication system to
which all citizens have free access to information, freedom of
media, subject to national interest, observance of Islamic and
social values, mutual respect and laws of libel.
dd. Provision of legal assistance to all those who cannot afford by
ensuring availability of proper legal assistance to them in the
respected judicial forums.
ee. To preserve and protect cultural heritage of our country.
ff. To conserve and enhance Pakistan’s natural resources.
gg. A belief that the quality of the environment is a vital part of
our heritage to be protected by each generation for the next.

hh. To maintain world peace ensuring independence and progress
of Pakistan, the recognition of rights of all nations, especially
Kashmiris, to self-determination and independence.
11. Purpose.
a. To be a democratically formed party, whose members will
actively participate in the daily work of local governments,
the provincial and federal administration, Parliament and the
Government.
b. To participate in the public affairs of Pakistan by throwing up
members of the party as candidates for election to the
Parliament, Provincial Assemblies, Special Areas Assemblies,
Local Government Institutions, etc.
c. To promote membership of the party.
d. To raise funds for fulfillment of basic aims and objectives of
the party.
e. To enable the members to use party platform to encourage
them to come forward to play their role for influencing the
policy and the priorities of the party.
f. To coordinate the activities of the supporters of the party.
g. To ensure equitable representation of all marginalized and
vulnerable segments of people at all levels of the party.
h. To seek a common ground of understanding among people of
the different provinces and regions of Pakistan.

2. Membership
Roshan Pakistan League strives to provide a flexible and democratic
structure whereby all citizens can have access to information about the
party leadership, its aims and objectives, and priorities; the opportunity to
access party policies through open and free dialogue. The party constitution
sets the procedure by which RPL in cooperation with its provincial,
divisional, district and other tiers & wings/organizations works to
implement its ideas.
1. Eligibility.
a. Membership of Roshan Pakistan League is open to all citizens
of Pakistan who accept the aims and objectives of the party
and commit to abide by its Constitution and Rules. A person
desirous of becoming a member of RPL has not to be a
member of any other political party or movement. He should
be at least fifteen years old on the date of registration as a
member.
b. Provisional membership may be given to persons who wish to
join the organization for the first time or who wish to be
enrolled again after a lapse of reasonable time. A provisional
member can attend a branch meeting in a non-voting status
only.
c. Provisional membership rights commence from the date of
receipt of the application, its acknowledgment and
appropriate membership subscription.
d. Any person who has been involved in any criminal or
political activity against the people or the state shall not be
eligible for membership.

i. Honorary Membership. Roshan National Executive
Council may, acting on its own initiative or on the
pointation of a Branch or Roshan Provincial Executive
Committee etc., grant honorary membership to those
men and women who do not, otherwise, meet the
requirements for membership, but who have
demonstrated an unwavering commitment to RPL and
its policies.
2. Procedure for Membership.
a. Membership of RPL shall be expression of voluntary consent
to comply with all decisions of the organization’s authorities
and Party structure units.
b. Any person who wants to become a member of the party may
initiate his request in any parliamentary constituency where
the party person resides or belongs to, or in the overseas
branch of the country where he has migrated to.
c. Application for membership shall be considered by the
Branch Executive Council or any official(s), office holder(s)
nominated for the purpose by the Branch Executive Council
or by or on behalf of the Roshan District Executive Council,
if no branch Executive Council exists. A membership
application received in a ward, tehsil or district branch will be
considered by the relevant executive council, and if no
executive council exists for the time being then by the general
secretary or the president of the same entity.
d. If a branch to whom a membership application has been given
wants to take its time for verification of the antecedents of the
prospective member of RPL, it may grant a provisional
membership to the applicant forthwith, fixing a reasonable but
not too long a time period for informing the applicant about
the outcome of his/her membership request.

e. The word of RNEC or RPEC shall be final and over-riding for
acceptance or rejection of a membership request. In the case
of an application received in a branch at a lower level is
rejected, the person desirous of getting RPL membership can
file an appeal to the next higher forum, and so on as the case
may be, and such an appeal shall have to be filed within
fifteen days of the rejection notification.
f. If the appeal is not decided within eight weeks of its filing,
and there is no objection raised by any other member of RPL,
or any office bearer of party hierarchy, it shall be considered
to have succeeded, and the appellant will be deemed to have
become member of RPL.
g. In case some applicant had been granted provisional
membership, and there is no objection raised, from any other
member or party hierarchy, or any office bearer in the party
hierarchy for eight weeks of grant of his provisional
membership, the person desirous of getting RPL membership
shall be deemed to have become a regular member of the
Party.
h. The provisional membership shall then be transferred to the
National Membership List as a full member as soon as is
practicable. The fact that the application status from
provisional membership has been changed to full membership
shall be promptly reported to the relevant officials for
incorporating the name in the national member list.
i. An applicant for the membership of the party is entitled to
know the reasons for rejection of his application and the same
have to be sent to him by the Secretary General.
j. The reasons for rejection or withdrawal of membership by the
National Secretary General must be sent to the individual
applicant in writing.

k. At any time before the individual is taken as a full member of
the party, or even after having been taken as the member, the
Secretary General can rule that membership having been
obtained on the basis of deceit or wrongful information was
withdrawn.
l. Party members must be registered at a local organization and
registration is only possible at one organization.
3. Categories of Membership.
a. RPL has the following distinct categories of the members:
i. Founding
ii. Patrons
iii. Members
Non Permanent Membership (NPM) will usually be for a
fixed term as decided by RNEC, and shall be renewable on
request from the member or through a general declaration of
RNEC on payment of a particular fee.
b. ‘Founding’ are the members who were instrumental in the
establishment of the party during its nascent stage and also
helped party through payment of prescribed fee and initial
fundraising.
c. ‘Patrons’ are the members who contributed to the national
fund of the Party for the support of its organization and such
extra funds as are imposed form time to time.
d. Subscriptions paid by the Founding and Patron members shall
be over and above the membership dues as paid by them in
the branch where they are registered as Members.

e. A Patron who overlooks to pay the requisite funds, may cease
to be the patron and his or her name shall be struck off the
register of Patrons, till the clearance of the pending dues.
f. Founding members and Patron members are not to be taken as
‘Members’.
4. Payment of Dues.
a. Members shall pay an annual fee as decided by the Roshan
National Executive Council from time to time. For the present
is up to Rs. one hundred per member.
b. Payment of dues as well as donations for special programmes
and activities as may be decided from time to time by the
Party.
c. Non-earning members or those with meagre income will pay
such fees as determined by the RNEC/RPEC/SAREC.
5. Oath.
Administering of oath, as per Appendix-II, to a newly incorporated
member is another pre requisite which has to be fulfilled before a
person designated to take such oath. Such a designated person shall
usually be the branch president or anybody else so designated by the
Roshan District Executive Council or the Roshan District President.
The oath shall be in the language the member fully understands and
in case he is illiterate the oath will be read over to him and in case of
any ambiguity shall be explained to him in simple terms. (Specimen
of Oath Format given at Appendix-II)
6. Membership Card.
A member is entitled to a RPL Membership Card if his request has
been accepted, approved and there is no representation or review
pending against grant of membership to him. This shall also be

subject to the condition that he has paid the prescribed membership
fee.
7. Registers of Members.
a. A register of members shall be kept in the office of the party
in each Roshan District, Roshan Tehsil, Roshan Union
Council and Roshan Ward.
b. An area-wise register will be kept by the Provincial
Secretariat of Patrons and Founding Members.
c. The National Secretariat shall keep a register of all Founding
Members and Patrons in whole of the country.
d. Updated digital record may also be maintained of all the
members at: Federal / National / Provincial / Divisional /
Municipal / District / Tehsil / Union Council and Special
Areas levels.
8. Rights and Obligations of Members.
a. Rights of Members.
i. Any RPL member shall have the right to:
i. Participate in the development and
implementation of RPL policies and decisions.
ii. Given regulations/rules allow in each particular
case, members will have the right to take part in
all of the Party activities.
iii. Participate in the operations of his / her
municipal organization.
iv. Elect and be elected to RPL organizing bodies.

v. Elect, be elected and get nominated, as the case
may be, as RPL candidate for Parliamentary,
Provincial and Local elections.
vi. Exercise right to vote in the proceedings of RPL
authorities and structural units.
vii. Express opinions within RPL structural units.
viii. Receive written replies to questions asked by
him / her in writing.
ix. When questioned about their conduct/activities
by the Party, members will have the right to
hearing.
x. To be provided information through newsletters
and notices among others, by the Party with
regard to its general meetings and membership
services.
xi. To receive in-person participation invitation as
and when his activities/standing are to be
discussed.
xii. To receive Party support against threat/discredit
attempt/slandering/persecution due to actions or
holding of particular political beliefs that are not
contrary to the laws of the land, or the goals and
the principles of the Party.
xiii. To submit ideas, complaints and comments to
all of the party’s bodies and to be notified of the
solution outcome.

xiv. To be regularly informed on resolutions passed,
political, organizational and other issues
concerning the party.
ii. No person shall be entitled to the rights or privileges of
membership of the party unless he or she is a
registered member of RPL and his name figures in the
relevant register for members.
b. Obligations of Members.
i. RPL member(s) shall have the obligation to:
i. Protect and promote the good name of the Party.
ii. To protect Party unity.
iii. Extend loyalty and truthfulness to the Party.
iv. Abide by, and publicly uphold, the decisions of
the Party.
v. Comply with the RPL statutes, rules and
decisions and work towards the achievements of
its objectives and goals.
vi. Participate in its activity and election
campaigns.
vii. Treat other RPL members and RPL authorities
with respect and tolerance.
viii. Public behaviour of a member should be such
that he/she contributes, strengthens the authority
and prestige of RPL.

ix. Make regular payment of his / her individual
membership dues.
x. Participate in implementation of the decision
adopted by RPL authorities and refrain from
acting against them.
xi. To immediately inform the local organization of
changes to personal data that are part of the
membership record.
xii. Explain the aims, policy and programme of RPL
to the people.
xiii. A member should have good understanding of
problems faced by the country.
xiv. Combat any propaganda detrimental to the
interests of RPL and defend the policy, aims and
programme of RPL.
xv. A member has to be disciplined, honest in
carrying out the decisions and policy of the
Party leadership.
xvi. This will be a clear disregard and breach of the
discipline of the Party if a member supports or
indulges in factionalism within Party.
9. Renewal of Membership.
a. Any member who adheres to the Party discipline as detailed
in this Chapter will be entitled to renewal of his/her
membership.

b. If he/she intends to get such renewal, an application has to be
moved along the membership fee to any designated Party
forum/officer.
c. Anyone who does not move for renewal of his/her
membership may later apply to join the Party afresh.
10. Termination of Membership and Renewal.
a. By not paying the fees in the specified period.
b. By joining or declaring his or her adherence to another
political party, either explicitly or even implicitly, becomes
ineligible to continue as member of the Party. It is like self
declaration of forfeiture of his or her RPL membership.
c. With the loss of capacity to do a lawful act.
d. Suffers from mental disability.
e. Demise.
f. With the written declaration/ resignation.
g. By cancellation of membership by the local executive council,
or the local assembly of the local executive council decides to
refer the matter to the local assembly, for reasons of a serious
breach of obligations.
h. A member shall have to apply within three months to another
local organization if the organization where he/she was
registered ceases to exist.
i. If a member who has been nominated by the Party to run for a
specific election, without the approval of the relevant
organization of the Party changes his/her candidacy.

j. The local council / authority notifies the expiry of the
membership.
k. The local council / authority shall be obliged to declare the
membership invalidity of the member who intentionally
supplied / supplies false information in membership
application or any other document submitted to Party
official(s).
l. In the event that a membership is cancelled by the Local
Executive Authority, such member of the party shall become
eligible for membership after a period of one year from the
date of cancellation of his membership.
m. Simultaneously carrying out of elected functions on the
Tehsil, District, Divisional or higher level, unless specifically
authorized by RPEC or RNEC.
11. Disciplinary Proceedings.
a. Members of the Party are bound to act as per RPL
Constitution, Rules, Code of Conduct, and any instructions
issued from time to time. Any violation shall result in
initiation of disciplinary proceedings.
b. While processing the case for violation of Party discipline it is
imperative to see that the Party is not stifling freedom of
expression or denying basic constitutional rights.
c. Similarly, such an initiation of disciplinary proceedings
should not tantamount to interference in the private life of the
member unless his/her action lowers the esteem and standing
of the Party.
d. Creating division, impeding the Party operations shall entail
severe disciplinary proceedings.

12. Disqualification.
a. The following shall entail disqualification of a member:
i. Conviction by a court of competent jurisdiction for
involvement in high treason, corruption, fraud, and
moral turpitude.
ii. Mental disorder.
iii. A member who is not of good standing, i.e., has failed
to pay his dues or levies to the Party, or has omitted to
discharge his duties towards the Party.
13. Misconduct.
a. The following shall also be regarded as misconduct:
i. Payment of membership fee on behalf of those who are
not otherwise willing to be members of the Party.
ii. A person who quotes wrong address with a view to
manipulate obtaining of Party ticket or voting within
Party.
iii. Indulgence in misconduct and indiscipline as described
in this Chapter.
iv. If a member overtly or covertly works/canvasses or
stands as an agent in any election, against the member
nominated by the Party for contesting certain election,
whether within or outside the Party.
v. A member who joins a political organization/outfit
shall automatically lose his/her membership and it will
be the duty of the relevant local organization to declare
his/her membership null and void.

vi. Any member who supports any other political
organization, against the policy of the Party, shall be
proceeded against.
vii. Provoking serious divisions for harming Party unity.
viii. Misusing the norms of free debate for threatening unity
of the organization.
ix. Misappropriation of Party funds or causing harm/loss
to the property of the Party.
x. Trying to seek, accept unlawful benefits for omitting or
committing to perform a duty towards the Party, or
general norms of transparent behaviour.
xi. Indulging in sexual harassment, accesses against
female members of the Party.
xii. Misusing Party position for obtaining financial gains.
xiii. Indulgence in corruption as elected public
representative or office holder of the Party or public
office.
xiv. Unruly, disorderly behaviour.
xv. Causing disruption, showing unruly behaviour,
conduct to Party gatherings, functions, meetings.
14. Suspension.
a. The National Disciplinary Committee, Provincial Disciplinary
Committee, Divisional Disciplinary Committee, District
Disciplinary Committee or the RNEC having regard to the
nature and seriousness of an alleged violation or act by a
member, may summarily suspend the membership of any

member pending the preparation of a charge sheet against the
member and the finalization of disciplinary proceedings
against the member. The member shall be informed of such
suspension. The suspension shall abate if no disciplinary
proceedings are instituted against the member within 30 days
of the date of the suspension. Such disciplinary proceedings
shall be attended to as quickly as possible and completed
within a reasonable period.
b. Decisions relating to disciplinary proceedings shall be
publicly announced.
c. The RNEC shall appoint a National Disciplinary Committee
from amongst its members and from Roshan Provincial
Executive Council, Special Areas Executive Council,
Divisional Executive Council and District Executive Council
of the RPL. The decisions of the NDC shall be final except
that the RNEC may, in its discretion, review a decision. Such
a review shall be regulated by standing orders adopted by the
RNEC.
d. The National Disciplinary Committee shall hear and
determine violations or offences on appeal from appropriate
organs of the RPL. In exceptional situations arising out of
serious breach of the Constitution, Rules or Code of Conduct,
the NDC/ RPEC/SAREC may exercise jurisdiction to
investigate and determine a complaint/ allegations at this end
and give a verdict.
e. The RNEC may authorize any organization within the Party
to take disciplinary proceedings and also setup appropriate
structures for ensuring discipline in the Party.
f. A member may be suspended from membership of the Party,
or holding any office in the Party, pending an enquiry into his
conduct by a Disciplinary Committee.

g. A suspended member will be unable to perform the functions
to any office to which he/she would have been elected, cast
vote etc.
15. Expulsion of a Member.
a. Member may be expelled from the Party on grounds of
misconduct in accordance with the provisions of this
Constitution, and upon such expulsion shall cease to be a
member.
b. No member shall be expelled unless such expulsion is
affected in accordance with the principles of natural justice.
16. Resignation.
a. A Member shall cease to be a member by declaring his or her
intention in writing and by surrendering forthwith his or her
membership card.
b. Any person who ceases to be a member of the party shall
return any party property in his or her custody.
c. All subscriptions, dues or donations made by that person shall
be forfeited by the party.
17. Constitution of Disciplinary Committees.
a. Each District shall have a District Disciplinary Committee
which shall be appointed by the Roshan District Executive
Council. It shall comprise not less than three (3) and not more
than five (5) members provided, however, that where the
District Disciplinary Committee consists of three (3) members
at least one (1) shall be a woman and where there are five (5)
members at least two (2) shall be women. None of the
members of the District Disciplinary Committee shall be
relevant organization officers.

b. Each Division shall have a Divisional Disciplinary Committee
which shall be appointed by the Roshan Divisional Executive
Council. It shall comprise not less than three (3) and not more
than five (5) members provided, however, that where the
Divisional Disciplinary Committee consists of three (3)
members at least one (1) shall be a woman and where there
are five (5) members at least two (2) shall be women. None of
the members of the Divisional Disciplinary Committee shall
be relevant organization officers. The Divisional Disciplinary
Committee shall hear appeals from all District Disciplinary
Committees of the division.
c. Each Province shall have a Provincial Disciplinary
Committee which shall be appointed by the Roshan
Provincial Executive Council. It shall comprise not less than
three (3) and not more than five (5) members provided,
however, that where the Provincial Disciplinary Committee
consists of three (3) members at least one (1) shall be a
woman and where there are five (5) members at least two (2)
shall be women. None of the members of the Provincial
Disciplinary Committee shall be relevant organisation
officers. The Provincial Disciplinary Committee shall hear
appeals from all Divisional Disciplinary Committees of the
province.
d. Each Special Area shall have a Special Area Disciplinary
Committee which shall be appointed by the Roshan Special
Area Executive Council. It shall comprise not less than three
(3) and not more than five (5) members provided, however,
that where the Special Area Disciplinary Committee consists
of three (3) members at least one (1) shall be a woman and
where there are five (5) members at least two (2) shall be
women. None of the members of the Special Area
Disciplinary Committee shall be relevant organisation
officers.

e. There shall be a National Disciplinary Committee, which
shall be one of the Standing Committees of Roshan National
Executive Council and shall be composed as follows:
i. One (1) person appointed by Roshan National
Executive Council
ii. One (1) representative of Roshan Parliamentary
Board
iii. One (1) representative of the National Council
of Elders
iv. One (1) representative of the Constitutional
Committee
v. One (1) representative of the Legal Committee
vi. One (1) representative of the Regional
Presidents
vii. Three (3) persons appointed by the National
President in consultation with the Roshan
National Executive Council, one of them shall
be designated President of the National
Disciplinary Committee, provided, that at least
two (2) out of nine (9) members shall be
women. At least five (5) members of the
committee, including the President, shall be
present to constitute a valid meeting of the
Committee.
A. Term. The term of members of a Disciplinary Committee
shall be three (3) years, and they can be reappointed.

B. Jurisdiction.
a. The Disciplinary Committee of a Tehsil, Union Council and
Ward shall have jurisdiction in all matters affecting discipline
within the said level.
b. The District Discipline Committee shall have jurisdiction in
all matters effecting discipline within the district.
c. The Divisional Disciplinary Committee shall have jurisdiction
in all matters affecting discipline at the regional level,
involving Divisional Officers and figures of the Party, and
shall have jurisdiction to hear appeals from recommendations
of the Constituency Executive Committee as well.
d. Provincial Disciplinary committee shall have jurisdiction in
all matters affecting discipline at the Provincial level,
Provincial Officers, Divisional Officers, District officers and
members and office bearers of the Party, and shall have
jurisdiction to hear appeals from recommendations of the
Constituency Executive Committee, District Disciplinary
Committee, Divisional Disciplinary Committee. Any appeal
coming to PDC would be where some person is aggrieved by
the decision of the Divisional D.C.
e. The National Disciplinary Committee shall have jurisdiction
in all matters affecting discipline at the national level,
involving National Officers and figures of the Party, and shall
have jurisdiction to hear appeals from decisions of the Roshan
Provincial Executive Councils.
18. Functions of a Disciplinary Committee.
a. Investigate complaints concerning the misconduct of a
member.

b. Make a full and impartial inquiry into any complaint referred
to it.
c. Communicate in writing the results of the inquiry and the
reasons leading to the conclusions.
d. Make recommendations to Roshan National Executive
Council based on the results of the inquiry.
e. The Roshan National Executive Council shall, within fourteen
(14) days of receipt of the recommendation of a Disciplinary
Committee, adopt, modify or reject same and shall
communicate its recommendations and the reasons leading
thereto in writing to all affected parties.
f. The Roshan National Executive Committee shall make any
recommendation it deems fit to promote discipline within the
Party, including the suspension or expulsion of the Member.
The recommendation automatically shall come into force
where no appeal is lodged against it in accordance with the
provisions of this Constitution.
g. Disciplinary proceedings shall normally be conducted at the
level where the alleged violation or offence took place,
namely the branch, region, province or national, and may be
heard by the relevant structure.
h. The RNEC may direct that the disciplinary proceedings may
be heard at a higher level where the alleged violation or
offence took place.
i. Any person faced with disciplinary proceedings shall receive
written notice of any hearing and the gist of allegations and
charges against him or her and be afforded a reasonable
opportunity to make his or her defense.
j. The National Disciplinary Committee shall draw up
guidelines for the interpretation of this section on discipline

and for the rules of procedure including time limits to be
followed before, during and after hearing.
k. Any person found guilty in a disciplinary proceeding, or the
complainant shall have the right to appeal against penalty
within 30 days to the next higher body of the RPL. The
RNEC may direct that any appeal should be heard by a body
higher than the one to which the appeal has been made. The
Roshan Provincial Executive Council may direct that an
appeal against the decision by a branch should be heard
directly by the Provincial Disciplinary Committee.
l. Penalties for proven violations of the constitution, principles,
norms and decisions of the RPL may include expulsion from
the Party, suspension from membership or the office for a
period of time, reprimand, payment of compensation and/or
the performance of any useful task.
19. Proceedings.
a. Disciplinary proceedings may be initiated on a complaint in
writing delivered to the Disciplinary Committee by an
appropriate Party forum, in so far as the complaint relates to
the affairs of the Party.
b. Proceedings of a Disciplinary Committee shall be held in
camera and shall be conducted in accordance with the rules of
natural justice.
c. A Disciplinary Committee shall, within twenty-one (21) days
of the receipt of a complaint, conduct its deliberations on the
matter, and make its recommendation thereon to Roshan
National Executive Council, except that the period of twenty-
one (21) days may, in appropriate circumstances, be extended
by the Roshan National Executive Council.

d. The determination of any question or matter before a
Disciplinary Committee shall be in accordance with the
opinion of the majority of the members of the Committee.
e. A Disciplinary Committee shall not be subjected to the
direction or control of any other person in performance of its
function.
20. Grievance.
a. A member who has a grievance against the Party may, in
writing submit a petition for redressal to the Constituency
Executive Committee, Roshan Divisional , Provincial, District
Executive Council or Roshan National Executive Council, as
the case may be. A grievance shall involve an allegation of
unjust or unfair treatment by the Party against the member.
b. The Constituency Executive Committee, Roshan Divisional,
Provincial, District, Municipal Executive Council or Roshan
National Executive Council as the case may be, shall within
twenty one (21) days from the receipt of the petition,
investigate the grievance, conclude its deliberations thereon,
and notify its decision to the member.
21. Appeal.
a. A member aggrieved by, or dissatisfied with, a decision of
Roshan District Executive Council, may, within fourteen (14)
days of the receipt of the notice of the decision of the Roshan
District Executive Council, appeal against the decision to the
Divisional Disciplinary Committee by filing an appeal in
writing with the Roshan Divisional Executive. The Divisional
Disciplinary Committee shall conclude its deliberations on the
appeal within twenty-one (21) days from the date of receipt of
the appeal and submit its recommendations on the appeal to
the Roshan Divisional Executive Council for its decision.

b. A member aggrieved by, or dissatisfied with, a decision of the
Roshan Divisional Executive Council, may, within fourteen
(14) days of the receipt of the notice of the decision of the
Roshan Divisional Executive Council, appeal against the
decision to the Provincial Disciplinary Committee by filing an
appeal in writing with the Provincial Secretary. The
Provincial Disciplinary Committee shall conclude its
deliberations on the appeal within twenty-one (21) days from
the date of receipt of the appeal and submit its
recommendations on the appeal to the Roshan Provincial
Executive Council for its decision.
c. A Member aggrieved by, or dissatisfied with, a decision of
the Roshan Provincial Executive Council may, within seven
(7) days of the receipt of the notice of the decision, file an
appeal against it to Roshan National Executive Council in
writing with the National Secretary. The Roshan National
Executive Council shall conclude its deliberations on the
appeal within fourteen (14) days of receipt of the appeal and
its decision shall be final and binding upon all affected
parties.
22. Reconciliation Mechanism.
Notwithstanding anything contained in the Chapter 2, to resolve the
differences between a member(s) and the Party an elaborate and well
thought-out reconciliation mechanism will be chalked out by RNEC
and notified for information of all concerned to avoid bad blood, and
causing of, in certain situations, an irreparable loss to the member(s)
and the Party.

3. Structure of RPL
Part A
Organizational Structure
1. Each unit of the party shall be organised on the basis that it shall:
a. Be of service to the community in the area in which it
operates.
b. Be responsible to inform and educate on all matters crucial
for survival and advancement of the society and the country.
c. Provide a forum for debate on all local and national issues.
d. Enable public to be able to reach their elected representatives
and party office bearers.
e. Identify, promote, support and ensure the election of
candidates who are the best to represent and implement the
principles and values of RPL.
f. Be open, democratic and participative.
g. Maximise the numbers of RPL candidates elected to different
public offices, parliament, assemblies, local councils, etc.
h. In so far as is practicable, and subject to the rules and the
directives of the Roshan National Executive Council (RNEC),
each party unit organisation shall be responsible for devising,

administering and managing its own internal structures as per
the constitution.
2. Roshan Headquarters.
a. National.
i. Roshan National Headquarters of the Party shall be
established at an address to be determined by the
Roshan National Executive Council (RNEC) and shall
be governed by the general secretary of the party.
ii. The Staff employed at Roshan National Headquarters
shall act as Secretariat to the Roshan National
Executive Council and other National level bodies.
iii. The most important functions of roshan national
headquarters shall inter alia, be the organization of the
party throughout the country and promotion of its
principles as enunciated in the constitution.
b. Provincial.
i. The roshan provincial headquarters of the party shall
be established at an address determined by the Roshan
Provincial Executive Council (RPEC) and shall be
administered by the provincial secretary.
ii. The staff employed at roshan provincial headquarters
shall act as Secretariat to the RPEC and of all the other
provincial level bodies.
iii. The main functions of roshan provincial headquarters
shall include sound organization of the party
throughout the province and the promotion, of its
principles as enunciated in the constitution.

c. Special Areas (GB/AJK).
i. The Roshan Special Areas Headquarters of the Party
shall be established at a location determined by the
Roshan Special Areas Executive Council (RSAEC)
and shall be administered by the special area secretary.
ii. Roshan special areas headquarters staff shall act as
secretariat of the RSAEC and of the other Special
Areas level bodies.
iii. The major functions of roshan special areas
headquarters shall include an efficient and effective
organization of the party throughout the special area
and the promotion, of its principles as enunciated in
the constitution.
iv. The party structure for provinces, divisions, municipal
organizations, district, tehsil/taluka, UC and ward
would be replicated (subject to local conditions) for
special areas as well.
v. The special areas shall have their own constitution and
rules duly approved by RNEC and shall not be at
variance with the constitution of party.
vi. The provisions of the constitution relating to the
Roshan Provincial and Roshan Local Organizations
shall apply, mutatis mutandis, in case of the Roshan
Special Areas organizations.

3. Roshan FATA Organization.
The provisions of the constitution relating to the roshan provincial
and roshan local organizations shall apply, mutatis mutandis, in case
of the Roshan FATA Organizations subject to the local conditions.
4. Overseas Branches.
a. The RPL shall have its branches in all such countries where
fifty or more members of RPL reside permanently. The
minimum number to qualify as overseas branch shall be
determined by the roshan national executive council from
time to time.
b. The roshan national executive council shall, in the appropriate
cases, allow a number of overseas countries to assimilate as
one overseas Branch. Foreign passport holders born in
Pakistan, will also be eligible to become members of the said
branch.
A. Organizational Structure.
a. RPL overseas branches can be set up in any country with
50 or more RPL members. Such branches, apart from
electing their own office bearers will also elect one
councillor for every 50 members to the council of the RPL
at the country level. This council shall elect the office
bearers for the country level branch of the RPL.
b. In other matters all overseas branches will function on the
pattern of a roshan provincial organization and, for that
purpose, the provisions of the relevant Articles shall,
mutatis mutandis apply. Variations may be made to suit
local conditions with the approval of the Secretary
General.

B. Membership.
In each country, its council will fix its membership fee
periodically, that will also determine the manner in which these
funds are to be utilized.
C. Affiliation.
All Overseas branches shall be affiliated with the Roshan Party
Congress (RPC) and shall function under its control and
supervision.
D. Organizing Committee.
In countries, where RPL branch does not exist or in countries in
which the branch needs to be re-organized, the Chairman of RPL
may appoint an Organizing Committee to establish or re-organize
the overseas branch of the Party and to hold elections at the
appropriate time.
E. Representation on Central Bodies.
The President and General Secretary from each country shall be
ex-officio members of the Roshan Party Congress and the
Roshan Convention, and shall have the power to nominate
another member to represent them in the Roshan Convention, but
not in the Roshan Party Congress.
5. Roshan Pakistan Convention.
a. The Convention of the Roshan Pakistan League shall consist
of the following:
i. All party members are to be invited to attend Roshan
Pakistan Convention.

ii. All office bearers of national, provincial, special areas
specialized local organizations
iii. Representative officials employed in national,
provincial, special areas, specialized groups, divisional
and district organizations.
iv. Members of the Roshan Party Congress.
v. Members of the Roshan Provincial Conference.
vi. 150 delegates nominated by each special area and 25
delegates nominated by FATA.
vii. The President, vice-presidents, additional secretary(s),
joint secretaries of a roshan division, district and city.
viii. Three delegates nominated by each roshan district.
ix. The president, vice-presidents, additional secretary(s),
joint secretaries of overseas branches of Roshan
Pakistan League in each country or their nominees.
x. Other persons or class of persons invited by the
Chairman in his discretion.
A. Time and Venue of Session.
A session of the convention of the RPL shall be held at such time
and venue as determined by RNEC or the Party Chairman.
B. Quorum.
The quorum for a “session” of the Convention shall be “one
fourth of the total membership (invited).

C. Functions.
a. The Convention shall periodically review the affairs of
Roshan Pakistan League and recommend measures to
strengthen the party.
b. The RNEC of Roshan Pakistan League shall be
responsible to frame and ensure implementation of the
adopted resolutions by the Convention.

Part B
Party Structure
The following is the organizational structure of Roshan Pakistan League:
1. Roshan Party Congress (RPC).
a. RPC shall be the supreme governing body and its decisions shall
be binding upon every member and every section of the party.
b. RPC shall meet every three years at a venue and time scheduled by
the RNEC.
c. Special Roshan Party Congress meeting may be held for specially
stated purposes and shall be called in the manner prescribed by
these statutes.
d. At any given time, till RPC becomes fully established and
functional, the available members and office bearers of the Party
shall be construed as RPC fully capable of performing all these
functions and duties as entrusted to it in accordance with details
below:
A. Composition. Roshan Party Congress is the party's statutory
body. The following shall be entitled to attend and vote at
Roshan Party Congress:
i. The Presidents, Vice- Presidents, Additional
Secretary(s), Joint Secretaries of all Roshan Provincial
Conferences, Special Areas Conferences and Roshan
Islamabad Capital Territory.
ii. 250 members nominated by the President to provide
representation to special interest groups.

iii. President, First Vice President, two Vice Presidents,
Secretary General, Treasurer General.
iv. Former President(s), Prime Minister(s), and
President(s), Chairmen Senate / Speaker(s), National /
Provincial / Special Areas Assemblies and who
continue to be members of the party.
v. All members of the RNEC.
vi. The president, vice-president, additional secretary(s)
and joint secretaries of overseas branches of RPL in
each country.
vii. President, Senior Vice-President, and Vice Presidents
of Roshan Islamabad Capital territory organization.
viii. Provincial/special areas presidents, senior vice
president, two vice-presidents, provincial secretaries,
provincial treasurers.
ix. Members of national / provincial / special areas
cabinets
x. Senators, members of national / provincial / special
areas assemblies, their speakers and the party whip.
xi. Presidents/secretaries of RNWO and RNYO.
xii. RNEC deputy secretary general and deputy secretaries
of provinces / special areas.
xiii. All the office bearers of organizational review
committees.
xiv. Chairmen and members of appeal committees.

xv. 742 members elected by roshan provincial conference
of Punjab.
xvi. 336 members elected by roshan provincial conference
of Sindh.
xvii. 248 members elected by roshan provincial conference
of KPK.
xviii. 130 members elected by roshan provincial conference
of Baluchistan.
xix. 40 members elected by roshan Islamabad federal
capital territory.
xx. 100 members nominated by each roshan special areas
council.
xxi. 25 members nominated by RPL FATA.
xxii. National director of elections.
xxiii. The national manager, provincial manager, roshan
divisional manager.
xxiv. All divisional, municipal, district, tehsil and UC level
office bearers.
xxv. All the party members are to be invited, to act as the
electoral college, at the time of the election of the party
chairman and all the national office bearers.
xxvi. Till such time that Party tiers are in place, at any time,
when the election of the Party Chairman is held, all
enrolled members and office bearers will act as the
electoral college for the Party Chairman.

B. Non-Voting Delegates.
The RNEC may invite individuals, who have made a special
contribution to the struggle or who have special skills or
experience, to attend the Roshan Party Congress.
C. Functions.
a. Considers and passes resolutions with regard to all
matters, arising from time to time, relating to the aims and
objects of RPL.
b. Approves the statutes and changes to the statutes.
c. Elects the chairman, senior vice-chairman, vice-
chairmen.
d. Elects national office bearers and members of RPC from
all over Pakistan
e. Elects the members of the appeals committees.
f. Approves the statutes of the appeals committees
g. Approves the Chairman's report.
h. Approves the RNEC’s report.
i. Takes note of the Appeals Committee report.
j. Takes note of the organization review committee’s
report.
k. Amends the constitution of RPL.
l. Affiliates, suspends, dissolve or disaffiliates roshan
provincial branches, special areas organizations, FATA

organization, Roshan Islamabad federal capital territory
organization, an overseas branch of any other party
branch.
m. Approves the rules for the selection of candidates and for
the compilation of ballots, the sample rules of procedure
and the binding electoral regulations.
n. It may authorize the Roshan National Executive Council
to perform all or any of these functions.
o. Approves the party's financial management rules and the
division of financial resources.
p. It may name an honorable RPL president through its
resolution.
q. Decides on the manner of handling property balance that
arises from the liquidation of assets and obligations in the
event the party is dissolved and decides on the
dissolution, division or merging of the party.
D. Duties and Powers.
a. The Roshan Party Congress shall:
i. Decide and determine the policy, programme and
constitution of the RPL.
ii. Elects the Chairman, the First Vice Chairman, the Vice
Chairmen, the Secretary General, Deputy Secretary
General, and Treasurer General.
iii. Receive and discuss the reports of the RNEC, which
shall include the Chairman’s address, the secretary G

iv. general's report, which shall include a report on the
work and activities of the RNWO, RNYO, and the
Treasurer General.
v. Have the right and power to review, ratify, alter or
rescind any decision taken by any of the constituent
bodies, units or officials of RPL.
vi. Have the power to elect or appoint any commission or
committee and assign specific tasks and duties to such
commissions or committees.
vii. The congress may delegate any one or more of its
powers to the Chairman, RNEC / Roshan National
Working Committee (RNWC), or any other office
bearer of the RPL with such limitations and conditions
as it may deem fit to impose.
viii. Roshan Party Congress may directly dissolve any Party
organization if it is felt that it is not able to conduct its
business as per the requirements of the constitution.
b. The RNEC shall appoint a Roshan Party Congress
Organizing Committee which will circulate information of
the congress in advance, determine the precise procedure
for selection of delegates and indicate how the members
can ensure their concerns find mention on the agenda.
c. The Roshan Party Congress is to determine its own
procedures in accordance with democratic principles.
d. Voting on key questions shall be, in case of visible
disagreement, by secret ballot if at least one third of the
delegates at Roshan Party Congress so desired.
e. The General Secretary, after receiving instructions from
the convening authority, shall observe the following

procedure for the purpose of determining the congress
agenda:
i. Gives the following bodies a 20 days’ notice to agenda
send agenda items to the Roshan Party Congress
organizing committee:
(a) Roshan Provincial Conference,
(b) Executive Councils of Special Areas,
(c) FATA,
(d) RNWO,
(e) RNYO
(f) any other body etc.
In case the organizing committee decides that any
proposed agenda is not worthy of deliberation at a
particular session of RPC, the mover will be informed
of the grounds for such a denial.
ii. Sends to Roshan Provincial Conference and other
bodies represented at Roshan Party Congress, agenda
and any other documents related thereto at least 10
days before the congress meets.
iii. In special circumstances the Chairman may increase or
decrease the “20 days” or the “10 days” period
mentioned above.
E. Term of Office.
a. Duration of the membership of roshan party congress shall
be 3 years, but members would continue to serve in the

Council until new members are elected to replace them.
b. Failure of a Roshan Provincial Conference to elect their
representatives within the prescribed period, entails that
the RNEC of RPL shall have the power to nominate
members from the defaulting Province.
F. Meetings.
a. The Chairman may summon Roshan Party Congress
meeting at his discretion ordinarily at least convening of
one meeting during a calendar year can in determining or
reviewing the direction in which party needs to go for
achieving its aims and objectives.
b. The Chairman shall convene special meeting of the
Roshan Party Congress at any time to discuss party
organizational as well as other matters.
G. Requisition for a Special Meeting.
The General Secretary may convene a special meeting with the
approval of the Chairman, of the Roshan Party Congress in case
at least rd of its members express such a wish along the
agenda item(s) to be discussed.
H. Agenda of the Meeting.
a. The agenda a meeting shall be issued at least 10 days prior
to the event; the period can be curtailed by the Chairman
in special circumstances.
b. If a member wants to table a resolution, he has to notify to
his intention along with the agenda item to the Secretary
General at least three days before the meeting.
c. The Chairman may with the consent of the Congress

permit the discussion on a subject even if the requirement
of the three days’ notice has not been fulfilled.
I. Quorum.
One third of total members shall form the quorum of a meeting
for the Roshan Party Congress.
J. The Party Chairman.
a. The Chairman shall be the head and the chief spokesman
of the Party and shall exercise all powers inherent in his
office. He shall ensure that the organization at all levels
works in accordance with the aims and objectives.
b. The Chairman shall act and sign on behalf of RNEC.
c. He shall possess all other powers not stated here or
elsewhere, including the power to interpret the Party’s
Constitution for successful functioning of the
Organization.
d. Provided that an appeal against the Chairman’s
interpretation could be made to the National Executive
Council.
e. Calls the Congress and the RNEC and chairs them.
f. Chairman may co-opt any member of party as any office
bearer(s) of the party till the holding of election, for
smooth and effective functioning of the party.
g. The Chairman may ask one or more Vice Chairmen to
serve as Senior Vice Chairman. He may also appoint a
Chief Organizer to undertake organizational work of the
Party, whenever/wherever necessary. Such organizers can
also be appointed at provincial, divisional, district and

tehsil level by the Chairman directly or by any of his
nominees. If needed, in addition to the Information
Secretary and the National Treasurer, the RNEC may
appoint one or more Additional General Secretaries or
other Secretaries for performance of different functions
keeping in view the work load and the challenge at hand.
h. He shall submit the Party Chairman’s report to the Party
Congress.
i. The Chairman shall be the appellate authority against any
order passed by a Provincial President.
j. If any difficulty arises in giving effect to any of the
provisions of the Constitution, the Chairman of RPL may
make such provisions for the removal of the difficulty as
he may deem fit.
k. To ensure that the sanctity and correctness of basic
documents like party constitution, manifesto, resolutions,
standing orders etc both in soft and hard form are not
tempered or violated or destroyed by any act of sabotage
from within or out of the party.
K. Acting Chairman.
a. During his temporary absence or illness the Chairman may
nominate one of the Senior Vice Chairmen or any of the
Vice Chairmen or any other senior party man/woman to
perform his functions for the period;
b. Provided that the powers of forming, expanding,
reshuffling or reconstituting RNEC of Roshan Pakistan
League or of nominating members of Party Congress shall
not be exercisable by the above acting Chairman.

L. Vacancy of the Office of Chairman.
If the office of Chairman falls vacant due to death, resignation or
any other reason before the expiry of the term of his office, it
shall be duty of the Secretary General to convene within, seven
days, a meeting of RNEC to elect an acting Chairman and fix a
date for the meeting of Roshan Party Congress of RPL within 45
days of the occurrence of the vacancy to elect the Chairman.
M. The Secretary General.
a. The Secretary General assists the Chairman in disposal of
all political, organizational work and administrative
responsibilities. On administrative side, Secretary General
is to be assisted by the National Manager.
b. He or she shall:
c. Exercise all the powers delegated to him by the Roshan
Party Congress.
d. The Secretary General may with the approval of the
Chairman take such actions on behalf of the RNEC as he
deems fit in case of emergency and relating to the matters
not affecting the fundamental principles of the
Constitution of the RPL, provided that any such action
shall be reported to the RNEC at the next meeting for
confirmation.
e. The Secretary General shall be assisted by his different
sub-ordinates secretaries who shall perform such duties
under his guidance as may be entrusted to them from time
to time.
f. He shall be responsible for keeping minutes of the Roshan
Party Council RNEC, RNWC and other records of the
RPL.

g. Correspond with the RNEC and the RNWC and issue
notices of all conferences and meetings at the national
level.
h. He shall convey the decisions and instructions of the
Roshan Party Congress, the RNEC and the RNWC to the
Provincial Executive Committees, and ensure that all units
of the RPL carry out their duties properly.
i. Prepare annual reports on the work of the RNEC and the
RNWC and such other documents which may, from time
to time, be required by the RNEC and the RNWC.
j. In the absence of the Chairman or the Senior Vice
Chairman/the two Vice-Chairmen or even otherwise if the
Chairman so decides, the Secretary General shall assume
the functions of the Chairman.
k. All departments, though falling directly under the
Chairman, may report to him through the Secretary
General.
l. He shall be an ex-officio member of the RNWC.
N. Deputy Secretary General.
The Deputy Secretary General shall assist the Secretary General,
deputize for him or her when necessary and carry out the
functions entrusted to him or her by the Roshan Party Congress
or the RNEC and shall be an ex- officio member of the RNWC.
O. Assistant Secretary General.
Assistant Secretary General will assist Secretary General and
Deputy Secretary General in mobilization and organizational
development of the party.

2. Roshan National Executive Council (RNEC).
a. Roshan National Executive Council is the principal executive
organ and statutory body of RPL.
b. Subject to the authority of the Roshan Party Congress, the
management, control and administration of the Party shall vest in
and exercised by the Roshan National Executive Council whose
secretariat shall be located at the National Headquarters.
A. Composition. The RNEC of the Party, shall be constituted in the
following manner:
a. It shall comprise of at least 20 and not more than 50
members who shall be nominated by the Chairman. The
Chairman shall nominate at least 20 members of RNEC
within 30 days of his election. He shall have the powers to
reshuffle, expand or reconstitute at any time if deemed
necessary for successful running of the affairs of the party.
B. Competence.
a. Manages the activity of RPL and decides on all matters
which are not assigned to other bodies.
b. All resolutions of RNEC shall be placed before the RPC
for information.
c. Fulfills the resolutions of the RPC and is responsible for
its activity.
d. Has general responsibility for the activity of the party
between RPC meetings.
e. Approves the establishment of local organizations
(licenses) and can cancel these licenses.

f. Considers, approves resolutions, takes necessary steps for
furthering the objectives of the party and shall ensure that
these resolutions are not inconsistent or at variance with
the creed or policy of RPL or any other resolution passed
by the Roshan Pakistan Convention or Roshan Party
Congress.
g. Takes all necessary steps, for implementation of the
resolutions passed at a session of the Convention or a
meeting of Roshan Party Congress or of RNEC.
h. Establishes the head office, including the managerial
network, for carrying out the party's tasks and approves its
organizational structure.
i. Submits the report to the congress on the activities and
financial management of RPL.
j. Appoints National Information Secretary(s).
k. Approves the annual budget of RPL head office.
l. Approves the annual report of the party's financial
management for the accounting period.
m. Annually specifies the deadline for depositing determined
minimum membership fees. The membership fees cannot
exceed the amount specified by-law.
n. Approves the RPL budget regulations.
o. Establishes its advisory and initiative bodies.
p. Meets once every three months and or as the Chairman
may decide.
q. The Chairman is obliged to call the RNEC, if requested by
at least rd of the members of the RNEC.

r. In all cases of the RNEC’s voting, the Chairman's vote is
decisive during on a tied vote situation.
s. The members of the RNEC have the right to participate in
the meetings of Local, District and Divisional
Councils/Assemblies and Roshan Provincial Conference
with an advisory vote
t. RNEC has the power to interpret the constitution and
decisions of RPC.
u. May elect such other committees from time to time.
v. The RNEC shall, wherever possible, set up departments in
line with national government departments / ministries.
w. May hear and decide appeals from any affiliated
organization or individual member against a decision of
the Provincial Branch alleged to be inconsistent with the
party policy, or any other decision, resolution passed at the
party's national level.
x. May hear and decide appeals by any person desiring to be
a candidate for a federal election against a decision of a
Provincial Branch affecting that person's pre-selection.
y. Subject to the RNEC, the RNWC is responsible for
convening meetings of the RNEC.
z. The RNEC may meet by telephone and other electronic
means provided that each member who wishes to
participate in the meeting, is able to clearly and
simultaneously communicate with every other such
member.
aa. A resolution agreed to in writing by all voting members of
RNEC has the same effect as a resolution passed at a

meeting of RNEC. In this rule "writing" includes e-mails,
faxes and other electronic means of representing or
reproducing words in visible form.
bb. Every candidate for elections must undertake, to abide by
the constitution of the RPL and the relevant code of
conduct for elected representatives.
cc. The RNEC may conduct elections by postal vote.
C. Powers.
a. The RNEC shall have the powers:
i. To control, regulate or activate various Roshan
Provincial Organizations, Roshan Islamabad Capital
Territory Organization, Special Areas, FATA and
Overseas Branches of RPL and Specialized Wing in
consonance with the aims, objectives, rules and policy
of RPL.
ii. To take disciplinary action against any member of RPL
who violates decision of RPL or acts contrary to the
aims and objectives of the party. RNEC shall also hear
appeals against the decisions of any other subsidiary
body.
iii. To suspend, dissolve or disaffiliate any Roshan
Provincial, Divisional or District Organization who
fails in its duties or ignores the directions or decisions
of the Roshan Party Congress or RNEC, acts contrary
to such decisions or directions or impedes the progress
of the RPL in any manner. It will however, have right
of appeal to the RPC. An appeal from any decision of
RNEC against such a decision can be moved to RPC.

iv. Similarly to take disciplinary action against any office
bearer, organization or wing affiliated to RPL which
fails in its duties, supersedes decision or direction of
the RNEC of RPL in a manner which is prejudicial to
the interest of the party. Provided it will have right of
appeal to the Roshan Party Congress.
v. For the purpose of party elections to appoint a National
Election Commission to organize and conduct
elections in accordance with the provisions of the
Constitution.
While forming the National Election Commission it
shall be ensured that the five member body for each
province does not consist of more than three members
from the province whose elections the Commission has
to organize and oversee.
National Director for Election shall manage and
facilitate smooth functioning of National Election
Commission.
vi. A proposal to amend the Constitution shall be passed
by rd majority of RNEC members present and later
shall be placed before Roshan Party Congress for the
information/approval.
vii. Seeing the need for grooming leadership for different
party slots at National, Provincial and other levels
RNEC or the Party Chairman may consider
designating suitable individuals, having keenness for
political work against certain jobs to gain their
requisite grooming so that in the eventuality of their
elections for the jobs which they were designated
against it is possible for them to make useful
contributions towards the fulfillment of party aims and
objectives.

3. Roshan National Working Committee.
a. RNEC in its first session shall elect a Roshan National Working
Committee, with the following composition:
i. The Chairman, Secretary General, Deputy Secretary
General and the Treasurer General.
ii. Chairman may also nominate any other senior office
bearer/member of the party for working at RNEC on
need or case to case basis.
iii. The members of the Roshan National Working
Committee shall not necessarily be full-time
functionaries of the RPL. However, the RNEC shall
determine the extent to which the elected members
shall be full-time functionaries who may be allocated
specific responsibilities.
b. The Roshan National Working Committee shall:
i. Carry out decisions and instructions of the Roshan
Party Congress and the RNEC.
ii. Ensure that provinces, special areas, FATA, divisions,
branches and all other specialized bodies and
parliamentary group carry out the decisions of higher
Party structures.
c. Submit a report to each RNEC meeting.
i. Other than in urgent situations which preclude either a
special meeting or a resolution without meeting of the
RNEC, the RNWC shall not have the power to make
decisions on behalf of the RNEC.

ii. Any action taken by the RNWC between Executive
meetings shall be reported to the next meeting of the
RNEC for confirmation.
4. Roshan Islamabad Capital Territory Organization.
a. For Islamabad Capital Territory there shall be RPL body known as
Roshan Islamabad Capital Territory Organization.
b. The Roshan Islamabad Capital Territory Organization shall be
elected by Roshan Islamabad Executive Council of RPL and
Roshan City Executive Council.
c. The number of members for these two organizations shall be
assigned as per decision of the RNEC.
d. All the provisions of the constitution relating to the Provincial
RPL and Local Organizations shall appropriately apply to Roshan
Islamabad Capital Territory Organization.
e. RNEC shall be responsible for monitoring and functioning of
Roshan Islamabad Capital Territory Organization who may pass
appropriate actions from time to time for successful functioning of
Roshan Pakistan League.
5. Roshan Provincial Conference.
a. Subject to the overall guidance of the RNEC, the Roshan
Provincial Conference shall:
i. Every year or more often if requisitioned by at least
rd of all branches in the Provincial, the Roshan
Provincial Conference shall be held.
ii. The Provincial President in his discretion shall
convene at least one meeting of Roshan Provincial
Conference in every calendar year.

iii. The Provincial Secretary of Roshan Provincial
Conference in consultation with the Provincial
President shall announce the date, time and place of the
meeting of the Conference. The agenda of the meeting
shall be issued at least seven days prior to the
scheduled date.
iv. The meeting of the Conference may be requisitioned
for a special purpose by rd of the total members of
the conference. The Provincial Secretary of the party
shall convene the meeting within 30 days of the receipt
of such notice.
v. At least two days’ notice before the date of meeting of
the Conference shall be required by a member of the
Congress to move a resolution of the meeting of the
Conference.
A. Composition. The following shall be entitled to attend and vote
at Roshan Provincial Conference:
a. President, Senior Vice President, two Vice Presidents,
Provincial Secretary, Provincial Treasurer.
b. Former Provincial Presidents, Chief Ministers, and Speaker
of the Provincial Assembly, holding RPL membership.
c. All members of the RPEC.
d. Members of Provincial Assembly/Cabinet.
e. All office holders of district/municipal/divisional
organizations.
f. Provincial Speaker/ Deputy Speaker.
g. Provincial Secretary.

h. Provincial Deputy Secretaries.
i. Provincial Presidents of RNWO and RNYO.
j. Provincial Secretaries of RNWO and RNYO.
k. All office bearers of Provincial, Divisional, District,
Organizational Review Committees.
l. All office bearers of Provincial, Divisional, District Appeal
Committees.
m. Provincial Director of Election.
n. All Divisional, Municipal, District, Tehsil and UC level
office bearers
o. Chairmen and members of Provincial / Divisional / District
Appeals committees.
p. The Provincial Manager.
q. All members of the PEC shall attend ex-officio as full
participants in the Roshan Provincial Conference.
B. Non-Voting Delegates.
The Provincial President may invite individuals, who have made
a special contribution to the struggle or who have special skills or
experience, to attend the Roshan Provincial Conference.
C. Competence.
a. Elects the President, Senior Vice-President, Vice-
Presidents.

b. Elects Provincial office-bearers and members of the
Council of the RPL from the province concerned.
c. Elects representatives to RPEC for Provincial / Divisional /
Municipal / District Organization.
d. Approves the President's report.
e. Approves the RPEC’s report.
f. Takes note of the Appeals Committee report.
g. Decides on the manner of handling property balance that
arises from the liquidation of assets and obligations in the
event the party is dissolved.
h. Decides on the dissolution, suspension, disaffiliation,
division or merging of the party.
i. Approves the rules for the selection of candidates and for
the compilation of ballots, the sample rules of procedure
and the binding electoral regulations. It may entrust the
Executive Council with this authorization.
j. Considers and passes resolutions with regard to all matters
arising from time to time to carry out the purposes and aims
and objects of the RPL.
k. Approves the party's financial management rules and the
division of financial resources.
l. It may name an Honorable Provincial President with its
resolution.

D. Duties and Powers. The Roshan Provincial Conference shall:
a. Decide and determine the provincial policy and programme
of RPL.
b. Receive and discuss the reports of the RPEC which shall
include the Presidential Address, the Provincial Secretary’s
Report, a report on the work and activities of the RNWO,
RNYO, other specialized groups/branches and the
Provincial Treasurer’s Report.
c. Have the right and power to review, ratify, alter or rescind
any decision taken by any of the constituent bodies, units or
officials of RPL in the Province.
d. The Roshan Provincial Conference shall meet at the
discretion of the Provincial President, provided that he shall
convene at least one meeting in every calendar year.
e. The Provincial Secretary of the Roshan Provincial
Organization shall, in consultation with the Provincial
President, announce the date, time and place of the meeting
of the Conference and shall issue an agenda at least 7 days
before the date of the meeting.
f. A two-day notice before the date of the meeting of the
Council shall be required by a member of the Council to
move a resolution in the meeting of the Council.
g. Have the power to elect or appoint any commission or
committee and assign specific tasks and duties to such
commission or committee.
h. Approves the establishment of local organizations (licenses)
and can cancel these licenses.
i. States the origin and dissolution of District, Divisional
Organization and Roshan Provincial Organization.

j. Provincial offices shall, with due allowance for differences
of scale and level of work, perform the same functions as
their national counterparts.
k. The PEC shall, wherever possible, set up provincial
departments in line with national departments.
l. Is constantly prepared to politically advise the Roshan
Provincial Conference/RPEC.
m. Actively obtains financial resources.
n. Any member of the RPEC who shall be absent for three
consecutive meetings during his/her term of office without
furnishing a satisfactory explanation as to his/her absence
shall be deemed to have vacated his/her office.
o. The RPEC shall appoint a Roshan Provincial Conference
organizing committee which will circulate conference
information in advance, determine the precise procedure for
selection of delegates and indicate how the membership can
then ensure their concerns are on the agenda.
p. The Roshan Provincial Conference shall determine its own
procedures in accordance with RPL constitution.
q. Voting on key questions shall be by secret ballot provided
one third of the delegates at Roshan Provincial Conference
so demand.
r. The Provincial Secretary, after receiving instructions from
the convening authority, shall observe the following
procedure for the purpose of establishing the conference
agenda:
i. Give the following bodies 20 days’ notice to send
items to the Roshan Provincial Conference Organizing

Committee: RNWO, RNYO and Division / Municipal /
District organizations. It will be the duty of the district
set up to request all branches in the District to propose
for the consideration any point and propose to be
discussed by RPEC.
ii. Send to Divisional Organizations and other bodies
represented at Roshan Provincial Conference, agenda
and any other documents related thereto at least 10
days before the Roshan Provincial Conference meets.
iii. Carry out and develop the policy and programmme of
the RPL in the Province. The Roshan Provincial
Conference may delegate any one or more of its
powers to the RPEC, Roshan Provincial Working
Committee, and the President or any other office
bearer of the Roshan Province with such limitations
and conditions as it may deem necessary.
E. Quorum.
One-third of the total members of Roshan Provincial Conference
shall form the quorum.
F. Office-Bearers.
a. The following shall be the office-bearers of the Roshan
Provincial Conference:
i. President.
ii. Senior Vice President.
iii. Vice President(s); as may be necessary.
iv. Provincial Secretary.
v. Information Secretary.

vi. Provincial Treasurer.
vii. Provincial Manager.
viii. Additional Secretary(s) and Joint Secretaries; as may
be necessary.
b. The Provincial President may require one or more Vice
Presidents to serve as Senior Vice President. For the
purpose of organizational work of the party, the Provincial
President may appoint a Chief Organizer. In addition to the
Information Secretary and the Treasurer, the RPEC may
appoint other Secretaries for different functions or more
Provincial Additional Secretaries if deemed necessary.
G. Term of Office.
a. The term of the office of the members of the Roshan
Provincial Conference shall be three years but members
will continue to serve till the holding of fresh elections and
taking over of the newly elected members of Roshan
Provincial Conference.
b. Every office-bearer shall hold office for a term of three
years. He may resign from his office by resignation
addressed to the President or Provincial Secretary duly
accepted. The vacancy in the office bearers shall be filled
by the RPEC of province concerned.
H. Provincial President.
The Provincial President of a Roshan Provincial Conference shall
be the Head of the Roshan Provincial Conference/organization in
the Province concerned and shall exercise all the powers inherent
in his office and shall see that all the authorities in the Province
of his jurisdiction work in consonance with the Constitution of
Roshan Pakistan League.

I. Acting President.
During the absence or illness of the Provincial President, the
President may nominate one of the Vice Presidents, the
provincial secretary or any other senior party man/woman to
perform the functions of the President; Provided that the powers
of forming, expanding, reshuffling or reconstituting RPEC of the
RPL or of nominating members of RPEC/RPWC, shall not be
exercisable by any of the acting Vice Presidents.
J. Vacancy of the Office of President.
If the office of the Provincial President falls vacant due to death
or resignation before the expiry of the term of his office, it shall
be the duty of the Provincial Secretary to convene the meeting of
the Conference within seven days to elect the new President
within 45 days of such vacancy.
K. The Provincial Secretary.
a. The Provincial Secretary assists the Provincial President in
disposal of all political and organizational work as well as
his administrative responsibilities. On administrative side,
Provincial Secretary is to be assisted by the Provincial
Manager.
b. The Provincial Secretary shall exercise all the powers
delegated to him by the RPEC or, as the case may be, the
Roshan Provincial Conference of the Province. To
discharge all the duties laid down by incidental to the
enforcement of the Constitution and generally to his office.
c. The Provincial Secretary shall supervise the work of the
staff of the Roshan Provincial Organization / Roshan
Provincial Conference / RPEC / RPWC. On administrative
side he/she will be assisted by Provincial Manager.

d. The Provincial Secretary may require one or more Vice
Presidents to serve as Senior Vice President. For the
purpose of organizational work of the party the Provincial
President may appoint a Chief Organizer. In addition to the
Information Secretary and the Treasurer the RPEC may
appoint other Secretaries for different functions or more
Provincial Additional Secretaries if deemed necessary.
e. Keeps the minutes of the Roshan Provincial Conference, the
RPEC, the RPWC as well as other records of the RPL.
f. Conducts the correspondence of the RPEC and the RPWC
and send out notices of all conferences and meetings at the
national level.
g. Conveys the decisions and instructions of the RNEC, the
RPEC and the RPWC to the divisional/municipal/district
and other branches, and see to it that all units of the RPL
carry out their duties properly.
h. Prepares annual reports on the work of the RPEC and the
RPWC and such other documents which may, from time to
time, be required by the RPEC and the RPWC..
i. All departments, those falling directly under the President,
shall report on their activities to the Provincial Secretary.
j. Be an ex-officio member of the RPWC.
L. Deputy Provincial Secretary.
The Deputy Provincial Secretary shall assist the Provincial
Secretary, deputies for him or her when necessary and carry out
the functions entrusted to him or her by the Roshan Provincial
Conference or the RPEC and shall be an ex- officio member of
the RPWC.

M. Provincial Manager.
a. Provincial Manager shall assist Provincial Secretary and
Deputy Provincial Secretary on administrative side.
b. Provincial Manager shall also act as Director Fund raising.
c. Can participate in the meetings of the party's bodies on all
levels in case so directed by Provincial Secretary.
d. A bridge among provincial branches.
e. Find new funding opportunities through fundraising.
f. Maintain office discipline and perform all managerial
duties.
g. Prepare annual work plans in accordance with the agreed
mandates and manage the delivery to achieve these targets.
N. Other Functionaries.
a. Provincial Secretary shall be assisted by all Secretaries,
Additional Secretary(ies) and the Joint Secretaries and
perform such function under his guidance as may be
entrusted to them.
b. Additional Secretary(ies) and the Joint Secretaries shall
assist the Provincial Secretary and perform such functions
under his guidance as may be entrusted to them.
c. During the absence or illness of Provincial Secretary, the
President may nominate one of the Additional Secretaries
or Joint Secretaries to act as Provincial Secretary.

6. Roshan Provincial Executive Council (RPEC).
a. Roshan Provincial Executive Council shall be responsible for
carrying out the decisions of the Roshan Provincial Conference.
b. It shall consist of the Provincial President, Provincial Senior Vice
President, Provincial Vice Presidents, Provincial Secretary,
Provincial Deputy Secretaries, Additional Secretaries, Joint
Secretaries and Provincial Treasurer. The RPEC shall consist of
not less than 12 and not more than 40 members. It shall be
nominated by Provincial President of the respective Provincial
Roshan Pakistan League from amongst the members of the Roshan
Provincial Conference concerned. The Provincial President of the
respective Provincial Roshan Pakistan League shall nominate at
least 12 members of RPEC within 30 days of his election. He shall
have the power to expand, reshuffle or reconstitute RPEC or
replace any particular member therefrom whenever he deems
necessary. All the office bearers of the respective Provincial
Roshan Pakistan League shall be ex-officio members of RPEC.
The RPEC shall meet as requisitioned, in case Provincial President
desires, and at least once in every three months. rd members,
excluding the office bearers shall form a quorum for a meeting of
the RPEC. All the resolutions of RPEC shall be placed before
Roshan Provincial Conference for information.
c. The RNWO and the RNYO in the Province shall be represented by
two representatives with full voting rights.
A. Competence.
a. Following are the function of RPEC:
i. Meets as soon as possible after its election to elect the
Provincial Working Committee and thereafter at least
once a month.

ii. Carry out the decisions of the Roshan Provincial
Conference and the RNEC.
iii. Establishes the head office, including the managerial
network, for fulfilling the party's tasks and approves its
organizational structure.
iv. Manages the activity of RPL and decides on all matters
that are not assigned to other bodies.
v. Elects the members of the Appeals Committee (one per
district)
vi. Fulfills the resolutions of the Roshan Provincial
Conference and is responsible for its activity.
vii. Has general responsibility for the activity of the party
between Roshan Provincial Conference meetings.
viii. Approves the establishment of local organizations
(licenses) and can cancel these licenses.
ix. States the origin and dissolution of District, Municipal,
Divisional organizations and Roshan Provincial
Conference.
x. Manages and controls the funds and assets of the RPL
in the Province.
xi. Submits reports to the RPC, RNEC and Roshan
Provincial Conference is required by such
organizations, the financial position of the province,
and such other matters as may be specified.
xii. Organizes, establishes branches in the Province and
supervises the work of the divisions/municipal/districts
etc. in the Province, suspends, dissolves, and re-
launches branches, municipal and divisional executive

committees where necessary at its own and also subject
to any directives from the Roshan Provincial
Conference.
xiii. States the origin and dissolution of District, Divisional
Organization and Roshan Provincial Organization.
xiv. Carry out the policy and programme of the RPL and to
function in the interests, aims and objectives of the
organization.
xv. Have the right to co-opt experts from different fields as
per requirement.
xvi. Appoints Provincial Information Secretary for the
Roshan Province.
xvii. Provides public access to representatives.
xviii. Submits the report on the activities and financial
management of RPL to the Roshan Provincial
Conference.
xix. Approves the annual budget of the RPL Provincial
Head Office.
xx. Approves the annual report on the party's financial
management for the accounting within the prescribed
period.
xxi. Annually specifies the deadline for paying membership
fees with minimum amount.
xxii. The membership fee of a member cannot exceed the
amount specified by law.
xxiii. Approves the RPL budget regulations.

xxiv. Establishes its advisory and initiative bodies.
xxv. Meets at least once a month, or more often if
necessary.
xxvi. The President is obliged to call the RPEC, if requested
by at least rd of the members of the RPEC.
xxvii. In all cases of the RPEC’s voting, the President's vote
is decisive in a tied situation.
xxviii. The members of the RPEC have the right to participate
in the meetings of local, district and divisional
councils/assemblies and Roshan Provincial Conference
with an advisory vote.
xxix. May elect such other committees as it may determine
from time to time.
xxx. The RPEC shall, wherever possible, set up departments
in line with Provincial government
departments/bodies.
xxxi. May hear and decide appeals from any affiliated
organization or individual member against a decision
of a Divisional Branch or any other local organization
alleged to be inconsistent with any provincial decision
or matter.
xxxii. May hear and decide appeals of any person as a
candidate for a federal / provincial election(s), against
the decision of a sub-ordinate Branch.
xxxiii. RPEC must meet at least three times each year,
subject to the RPEC, the RPWC is responsible for
convening meetings of the RPEC.

xxxiv. RPEC may meet by telephone and other electronic
means provided each member who wishes to
participate in the meeting is able to clearly and
simultaneously communicate with every other such
member.
xxxv. A resolution agreed to in writing by all voting
members of the RPEC has the same effect as a
resolution passed at a meeting of the RPEC. In this rule
"writing" includes emails, faxes and other electronic
means of representing or reproducing words in a
visible form.
xxxvi. The RPEC may conduct elections by postal vote.
xxxvii. The quorum for any meeting of the RPEC shall be one
third of its total membership.
xxxviii. Have the duty along Provincial Parliamentary Board to
appoint annually a Provincial List and Candidates
Committee which will identify regulations for the
drawing up of the Provincial List of candidates for
provincial, national elections and for the selection of
candidates for local government elections. The
Provincial Executive Council shall report to the RNEC
and shall be bound by the recommendations of the
National List Committee. Every candidate for elections
must undertake, in writing prior to the elections, to
abide by the Constitution of the RPL and the relevant
Code of Conduct for elected representatives.
B. Functions.
a. The RPEC shall be the principal executive of the Provincial
Roshan Pakistan League and shall perform the following
functions:

i. RPEC shall consider and pass resolutions and take
necessary steps with regard to matters arising from
time to time pertaining to the objectives of the
Provincial Roshan Pakistan League and shall ensure
that these are not inconsistent or at variance with the
creed or policy of the party or any resolution already
passed by Roshan Party Conference or RPL.
ii. Shall take all necessary steps for giving effect to
resolutions passed at a session of Roshan Party
Congress/Roshan Provincial Conference or RPEC.
iii. Shall appoint from time to time and supervise the
activities of special committees or subsidiary body for
carrying out such duties and functions as may be
assigned to them to deal with the affairs, concerning
the finances and organization of the Provincial Roshan
Pakistan League, its affiliated branches and various
wings, advancement of the party, aims and objectives
and political challenges.
iv. RPEC may suspend, dissolve / disaffiliate any Roshan
Division / Municipal / District / City Organization or
their subsidiary organizations or wings, in case they
fail in their duty or violate the decisions or directions
or work on cross purposes with the charter, aims and
objectives of Roshan Pakistan League. This is subject
to the right of appeal to the President of RPL.
v. Shall take disciplinary action against any member of
RPL who violates its decision or acts in contravention
of the aims and objects and to hear appeals against the
decision of any other subsidiary body.
vi. Shall approve the annual budget and to authorize
payments in accordance with it.
vii. Shall sanction all payments not included in the budget.

viii. Shall nominate members of the Roshan Provincial
Parliamentary Board and the Provincial Election
Authority.
ix. Shall collect and consider all information necessary
and useful with reference to the aims and objective.
x. Shall perform such other functions as may be entrusted
by Roshan Party Congress / Roshan Provincial
Conference.
7. Roshan Provincial Working Committee (RPWC).
a. Roshan Provincial Working Committee shall be a core group of
the RPEC on the pattern of RNWC including the President,
Provincial Secretary and Provincial Treasurer.
b. It shall perform the duties and functions of the RPEC to which it
shall report.
c. It shall meet at least once a week.
A. Functions.
a. The Roshan Provincial Working Committee shall:
i. Carry out decisions and instructions of the Roshan
Provincial Conference and the RPEC.
ii. Ensure that division, municipal, district and other
branches and all other RPL structures such as RNWO,
RNYO and parliamentary group carry out the decisions
of higher level organizations.
iii. Submit a report to each RPEC meeting.

iv. Other than in urgent situations which preclude either a
special meeting or a resolution without meeting of the
National Executive, the RPWC shall not have the
power to make decisions on behalf of the RPEC.
v. Any action taken by the RPWC during Executive
meetings shall be reported in the next meeting of the
Executive for confirmation.
8. Roshan Provincial Organization.
a. The Roshan Provincial Organization shall be the highest organ of
the RPL in each Province.
b. For each Province of Pakistan there shall be a Roshan Pakistan
League to be known as Roshan Provincial Roshan Pakistan League
and the area to be served by a RPL shall be the same as the area of
the Province for which it is constituted.
c. The wings mentioned here under would be established as part of
different party tiers from Province/Special Areas to the Ward.
d. The successful functioning of these specialized wings would be
considered to be a basic parameter to access the keenness or
otherwise of that particular tier of the Party:

9. Roshan Division.
a. Each revenue administration division of a province/special area
shall be called Roshan Division.
i. Roshan Division of the Party can act in the name of RPL in
accordance with the statutes, acquire rights and bind RPL
pursuant to the principles of financial management
specified in Chapter 4, of the statutes.
ii. The party's highest body on the divisional level is the
Roshan Divisional Assembly, while the Roshan Divisional
Executive Council has all responsibility during the period
of Assemblies.
iii. The Roshan Division shall consist of specialized wings as
constituted in the Roshan Province with the necessary
amendments according to the suitability of the jurisdiction.
A. The Origin and Termination of a Roshan Division.
a. Roshan Division originates by the Roshan Divisional
Assembly's resolution on the creation of a divisional
organization and with the statement by the RPEC.
b. Roshan Division is dissolved by the Roshan Divisional
Assembly's resolution on the dissolution of a divisional
organization or by the dissolution of all district
organizations in the division and with the statement by the
RPEC.

10. Roshan Divisional Assembly.
a. The President is obliged to call the Roshan Divisional Assembly,
in writing if requisitioned by at least rd of the Roshan
Divisional Council’s members or at least rd of the Roshan
District Organizations in the division within 30 days from that
requisition. If the President does not call the Roshan Divisional
Assembly for any reason, the RPL President does so immediately,
no later than within 15 days after lapse of that period of 30 days.
b. Elects Roshan Divisional President, Roshan Divisional Secretary,
Roshan Divisional Manager, Members of Roshan Divisional
Appeals Committee, Roshan Division Organization Review
Committee.
c. Voting on key questions shall be by secret ballot. If at least one
third of the delegates and if divisional assembly so require.
d. Composition. The Roshan Divisional Council and the
delegates of the Roshan Division elected by the Roshan District
Assemblies, Roshan Municipal Organizations according to the key
specified by the Roshan Provincial Executive Council, members of
the Roshan Divisional Executive Council elected for the division,
Senators , MNA’s/MPA’s and office holders of districts, municipal
organizations in the division.
A. Competence.
a. Elects Roshan Divisional President, Roshan Senior Vice-
President, Roshan Vice-Presidents of Roshan Divisional
Executive Council, Roshan Divisional Treasurer, members
of the division's Roshan Appeals Committee and Roshan
Divisional Organization Review Committee (RDORC)
three years by a majority vote and proposes candidates to
the RNEC, RPEC and different Appeals Committees to the
Roshan Provincial Conference and the Party Congress.

b. Approves the President's report, the Council's financial
report, takes note of the division's Appeals Committee
report and Roshan Division Organization Review
Committee report.
c. Assembles the divisional candidate ballot for elections to
the Parliament and to the RPEC, approves the nomination
of candidates for elections to the Roshan National
Assembly and to the Roshan Provincial Assembly and to
the Roshan Municipal Organization.
d. Approves the divisional organization’s budget.
B. Roshan Divisional President.
a. Is responsible for ensuring implementation/activation of
responsibilities of each unit of the Party. Is the party's main
representative and spokesperson in the division and is
responsible for the party's activities in the division.
b. Roshan Divisional President may call the Roshan
Divisional Assembly and Roshan Divisional Executive
Council, and chair them.
c. Is constantly prepared to politically advise the RPEC.
d. Gives the policy and programme for implementation of
RPL’s vision in the division.
e. Submits Divisional Presidents annual report to the Roshan
Divisional Assembly, Roshan Divisional Executive Council
and RPEC.
f. Conveys the instructions of party bodies above the Division
and ensures that all RPL party units working in the Division
and below levels are functioning efficiently in result
oriented manner.

g. On the nomination of representative of Roshan Council of
Elders by Roshan Divisional Executive Council appoints
him.
h. President will be responsible to keep a liaison with expats
with a view to help them in the resolution of their issues
pertaining to the division.
i. The President also prepares the documents and reports
required by senior party levels and special bodies like
RNWO and RNYO etc.
j. Actively obtains financial resources.
k. Is responsible for transparency of fundraising and
expenditures.
l. Will keep a close liaison with journalist bodies,
intelligentsia, teachers, medical personnel, legal fraternity,
civil society, traders, religious, labour, student and welfare
organizations, etc.
C. Roshan Divisional Senior Vice-President stands in for the
President in specified matters on the basis of his authorization
and negotiates in all matters.
D. Roshan Divisional Vice-Presidents stand in for the President in
specified matters on the basis of his authorization and during the
absence of Roshan Divisional Senior Vice-President; senior of
the two Senior Vice-Presidents will take the precedence.
11. Roshan Divisional Executive Council (RDEC).
a. Has all responsibility for the party's activity in the Roshan
Divisional Assemblies.
b. Meets once a month or more if needed.

c. The Roshan Divisional President is obliged to call the RDEC, in
writing if requested by at least rd of the RDEC’s members
within 30 days from the delivery of the request to the Roshan
Divisional office. If the Roshan Divisional President does not call
the RDEC for any reason, the Provincial President does so
immediately, not later than within 15 days, after lapse of earlier 30
days period.
A. Composition.
Roshan Divisional President, Roshan Divisional Senior Vice-
President, two Roshan Divisional Vice-Presidents and delegates
of district organizations elected by the Roshan Divisional
Assembly, members of the RDEC elected by the Roshan
Divisional Assembly for the Division, the Roshan Divisional
Manager, and the President of the division's Roshan Appeals
Committee and Roshan Divisional Organization Review
Committee.
B. Competence.
a. Decides on all matters of the Roshan Divisional
organization during period of the Roshan Divisional
Assemblies; when voting, the Roshan Divisional President's
vote is decisive in the tied vote situation.
b. Assists efficiently the Roshan Divisional President.
c. Submits the financial report to the Roshan Divisional
Assembly.
d. Enters through Roshan Divisional Manager into
employment, contracts and termination employment
contracts of RPL employees operating in the relevant
Roshan Divisional office. RDEC actively and meaningfully
assist RNWO, RNYO and other specialized group in
performance of their functions in their division.

e. Manages the entrusted RPL resources in the division, acts
on behalf of RPL and restricts expenditure of RPL to the
extent approved by the Roshan Division budget.
f. Will appoint Roshan Divisional Information Secretary for
the Roshan Division.
g. Facilitate access of RPL elected representatives to the
public.
C. Duties of Roshan Divisional Treasurer.
a. Roshan Divisional Treasurer shall perform the following
duties:
i. Manages the entire fundraising efforts.
ii. Be responsible for fund raising transparent collection
and expenditure of funds.
iii. Prepare budget and expenditure report as and when
required.
iv. formulate the fundraising plan and setting overall goals
v. Monitor the fundraising plan.
vi. Work with the Roshan Divisional Manager and team to
match planned expenses to revenues.
vii. Coordinate with fundraising committee.
viii. Be responsible for the overall management of
fundraising events.
ix. Will keep a close watch on the news items about
political, administrative and failures pertaining to its

area of jurisdiction with a view to identify causes and
finding solutions for resolution by appropriate fora.
b. The members of the Divisional Executive Council have the
right to participate in all the assemblies of different
organizations/branches in the Division.
12. Roshan Municipal Structural Units and Authorities.
a. RPL municipal organization shall consist of all RPL members
within the territory of the municipality. The assembly of the
municipal organization shall be the supreme authority of the RPL
within the territory of the municipality.
b. The Roshan Municipal shall consist of specialized wings as
constituted in the Roshan Province with the necessary amendments
according to the suitability of the jurisdiction.
c. Municipal meetings shall be convened by the relevant RPL
Municipal Council. The decision to convene a municipal meeting
shall be taken at least one week prior to the meeting date and must
include the meeting agenda. When convening a regular municipal
meeting with a reporting and election agenda, the Municipal
Council shall set up technical rules for preparing and holding the
meeting, a mandate and elections committee, and a draft agenda.
The decision to convene a regular municipal meeting with a
reporting and election agenda shall be finalized in consultation
with the Provincial Secretary.
d. The Municipal Council shall consist of the following members,
each with voting rights:
e. President, First Vice President and Secretary(s).
f. Members of the Roshan Municipal Council directly elected by the
Roshan Municipal Assembly, where the number of such members
shall be set as follows:

i. For a municipality with a population of up to 10,000, up to
5 members;
ii. For a municipality with a population from 10,000 to 25 000,
up to 10 members;
iii. For a municipality with a population from 25,000 to 50,000,
up to 15 members;
iv. For a municipality with a population from 50,000 to
100,000, up to 20 members;
v. For a municipality with a population from 100,000 to
200,000, up to 25 members;
vi. For a municipality with a population of over 200,000, up to
30 members;
vii. RNEC/RPEC will have the authority to decide on the
number of members for a municipality with reference to its
population.
g. The President of the local government municipal council group
from the RPL.
h. Mayors and Presidents of local government municipal councils
who are RPL members.
i. Presidents of Roshan clubs and Presidents of NRYO and of the
NRWO at the municipal level may participate in the proceedings
of the Municipal Council with non-voting rights.
j. The mandate of Municipal Council members shall be for a term of
three years or until fresh elections are held.
k. The Roshan Municipal Council shall make and implement RPL
policies within the territory in accordance with the RPL

programme and statutes and the decisions of higher-level RPL
structural units and authorities, and any rules attached to the
Statutes. Its decisions shall be binding on RPL structural units,
authorities and members within the territory of the municipality.
Roshan Municipal Council shall:
i. Direct the political activity of Roshan clubs within the
municipality.
ii. Resolve issues of municipal significance and make
proposals to the Roshan Divisional/Provincial Council on
issues of provincial significance.
iii. Form Municipal Organization for a focused handling of
resolution of Municipal and includes day to day problems.
iv. Prepare and implement local municipal political initiatives
and participate in divisional/provincial and national
political initiatives.
v. Exercise political oversight over the activities of Roshan
representatives in local government.
vi. Organize and direct election campaigns within the territory
of the municipal organization
vii. Adopt opinions concerning decisions of Roshan clubs.
viii. Set up RPL municipal election headquarters, and standing
and ad hoc committees.
ix. Exercise other authorities within the framework of these
Statutes.
x. Appoint Municipal Information Secretary for the Roshan
Municipal.

xi. Ensure that Roshan Pakistan League elected representatives
are easily accessible to the public.
l. At least six regular meetings of the Municipal Council shall be
held per year. Extraordinary meetings shall be convened by the
President or upon a request made by one-third of its members with
voting rights within one week of receipt of such request. A
Municipal Council meeting may also be convened by any higher-
level provincial or national authority of the RPL.
m. Each Roshan Municipal Council shall develop and adopt a
programme for the development of clubs within the municipality.
n. Such municipal programmes shall include:
i. Number of clubs in the municipality.
ii. Name of each club, indicating its type.
o. The programme for the development of clubs within the
municipality shall be adopted under a decision of Roshan
Municipal Council.
p. Municipal meetings shall be held at least thrice a year to discuss
topical issues of local and/or national significance.
q. The Roshan Municipal Assembly shall elect a Municipal President
and Municipal Vice President.
r. If such Vice President have been elected to serve as members on
the Municipal Council, their seat on Roshan Municipal Council
shall be filled by the individual who has gained the next highest
number of votes.
s. Upon a proposal made by the municipal President, Roshan
Municipal Council shall appoint a secretary.

t. The President shall represent the Roshan Municipal Organization,
convene and chair meetings of the Roshan Municipal Council.
Each of the Vice President or the secretary shall serve as his/her
substitutes in his/her absence. Roshan Municipal Council’s
Secretary shall be responsible for documentation, financial
reporting and the assets of the municipal organization of the RPL.
u. Both members of the RPL and adherents shall participate in
Roshan Clubs with equal rights. Only RPL members shall be
eligible for election to the office of President or Secretary of a
Roshan Club.
13. Roshan District Organization.
a. The district organization is a component of the party and is
comprised of the district's local organizations:
b. It is an Organizational unit of the party, can act in the name of
RPL in accordance with the statutes, acquire rights and bind RPL,
pursuant to the principles of financial management as specified in
Chapter 4, of these statutes.
c. The party's highest body on the district level is the District
Assembly, while the District Council has all responsibility in the
period between Assemblies.
d. The Roshan District shall consist of specialized wings as
constituted in the Roshan Province with the necessary amendments
according to the suitability of the jurisdiction.
A. The origin and dissolution of a district organization.
a. A district organization originates by the District Assembly's
resolution on the creation of a district organization and with
the approval of the Executive Council

b. A district organization is dissolved by the District Assembly's
resolution on the dissolution of a district organization or by
the dissolution of all local organizations in the district and
with the approval of the Executive Council.
B. The District Organization’s President.
a. Is the party’s main representative and spokesperson in the
district and is responsible for the party's activity in the district.
b. Is constantly prepared to advise the Roshan District Executive
Council on political issues.
c. Actively looks for and proposes suitable candidates.
d. Actively obtains financial resources
e. Assembles the Roshan District Assembly and Roshan Council
and chairs them.
f. Submits the annual report to the Roshan District Assembly.
14. Roshan District Assembly.
a. Is the party's highest body in the District.
b. Meets once a year (or more often if necessary).
c. The President is obliged to call Roshan District Assembly,
requisitioned by at least rd of Roshan District Council's
members or at least rd of the local organizations in the district
within 30 days from the requisition received in the district office;
if the President does not call Roshan District Assembly for any
reason, the President of the divisional organization does so
immediately, not later than within 15 days after lapse of earlier 30
days period.

A. Composition. Roshan District Executive Council and the
delegates of the local organizations elected by the Local
Assemblies (according to the key specified by the District
Council), Parliament Members, Senators and Divisional
councillors registered in the district with the minimum number of
members with a decisive vote is 50, if possible.
B. Competence.
a. Elects the President, Vice-President (Vice-Chairmen), Roshan
District Executive Council and members of the district's
Control and Division Commission and Appeals Committee
every year by a majority vote, elects the delegates to the
Central Party Congress by majority vote and proposes
candidates to Roshan Divisional Executive Council, Control
and Division Commission and Appeals Committee to the
divisional organization.
b. Approves the President's report, the Council's financial report,
the district's Control and Division Commission report and
takes note of the district's Appeals Committee report.
Approves the nomination of candidates for election to the
Provincial Assembly and National Assembly, divisional
councils and for local elections.
c. Determines the amount of the membership fees in the district
and their differentiation on the basis of Roshan National
Executive Council's resolution.
d. Approves the district organization's budget.
15. Roshan District Executive Council (RDEC).
a. Meets once every three months (or more often if necessary).
b. The President is obliged to call the District Council, requisitioned
by at least rd of the District Council's members within 30 days
from the receipt of that requisition in the district office. If the

President does not call the District Council for any reason, the
President of the divisional organization does so immediately, not
later than within 15 days after the lapse of earlier period of 30
days.
A. Composition. The President of the district organization, Vice-
President of the district organization and representatives of local
organizations elected by the Roshan District Assembly;
Parliament members, senators and divisional councillors
registered in the district with advisory votes; the District
Secretary, President of the district's Appeals Committee and
President of the Control and Division Commission with advisory
votes.
B. Competence.
a. Decides on all matters of the district organization during
period of the District Assemblies; when voting, the President's
vote is decisive in the event of a tied vote situation.
b. Closely guides and oversees functioning of the office of the
District Secretary.
c. Submits the financial report to the Roshan District Assembly.
d. Submits the proposal for granting or cancelling a local
organization's license to the RPEC.
e. The members of the Roshan District Executive Council have
the right to participate in the local councils and assemblies
with an advisory vote.
f. Submits proposals for entering into employment contracts and
submits recommendations regarding terminating of
employment contracts of the RPL employees operating in the
relevant district office to the District Secretary

g. Manages the entrusted RPL resources in the district, acts on
behalf of RPL and restricts expenditure to the extent approved
by the district organization's budget.
h. Specifies the key for the election of delegates to the District
Assembly.
i. Appoint District Information Secretary for the Roshan
District.
j. Provides public access to the representatives.
16. Roshan City Organization.
Exactly on the pattern of Roshan District Organization, there will be
a Roshan City Organization, which will be responsible for running
the affairs of the Party in city area(s) of the district.
17. Roshan Tehsil Organization.
a. Tehsil organization responds to the area defined by the provincial
revenue administration as Sub Division. All union councils falling
within the area of the sub division will be part of the respected
Tehsil Organization. It assists the district and the union levels for
coordination and implementation purposes. It shall comprise of all
the Chairmen of the Union councils falling in its geographical
area. It can make quorum and makes decisions and manage the
resources entrusted to it in accordance with statutes.
b. The provisions for Tehsil Organization(s) wherever appears in
these statutes shall apply mutatis mutandis to Taluka Organization
(where relevant) as well.
c. The Roshan Tehsil shall consist of specialized wings as constituted
in the Roshan Province with the necessary amendments according
to the suitability of the jurisdiction.

a. The Tehsil organization originates from the Tehsil Assembly
resolution on the creation of a union organization and with the
approval of a licence by the district executive council.
b. A Tehsil Organization is dissolved by the Tehsil Assembly’s
resolution on the dissolution of a Tehsil Organization or with
the cancelation of a licence by executive council. A Tehsil
Organization also dissolves if half of the Union organization’s
Presidents opt to the Tehsil Organization, or with the approval
of the Provincial Organization.
Note: Tehsil Assembly is constituted of total numbers of RPL
members and office bearers in the Tehsil.
B. The Tehsil Organization’s President.
a. Is the party’s main representative and spokesperson at that
location.
b. Is responsible for the party's activity at that location.

President in specified matters on the basis of his authorization,
and during his absence do negotiations in all matters.
D. The Tehsil Organization’s Treasurer is fully responsible for
the entrusted resources and for keeping proper records
18. Roshan Tehsil Assembly.
a. Is the party's highest body in that location.
b. Meets once a year or more if necessary.
c. The President is obliged to call the Tehsil Assembly, requisitioned
by at least rd of the Tehsil Council's members or at least rd
of the Tehsil organization's members within 30 days from
requisition to the President. If the President does not call the
Tehsil/Taluka Assembly for any reason, the President of the
district organization does so immediately, not later than within 15
days after lapse of earlier period of 30 days
d. All members who have enrolled themselves as RPL members in
that particular Tehsil organization shall compose Assembly.
A. Competence.
a. Elects a President every year as well a Vice-President, a
Treasurer and Members of the Tehsil organization and elects
its Delegates to the Roshan District Assembly.
b. Approves the nomination of candidates for local elections.
c. Approves the President's report and the Treasurer's financial
report with a majority vote.
d. Decides on the cancellation of its member's membership.

e. Proposes candidates for elections to the Provincial Assembly
and National Assembly and to the district's municipal
councils and candidates to the party's bodies.
19. Roshan Tehsil Council.
a. Has all responsibility for the party's activity during period of the
Tehsil Assemblies.
b. Meets once every three months or more if necessary.
c. The President is obliged to call a meeting of Tehsil/Taluka
organization, requisitioned by at least rd of the Tehsil
organization’s members within 30 days from requisition request to
the President. If the President does not call the Tehsil/Taluka
organization for any reason, the President of the district
organization does so immediately, no later than within 15 days
after lapse of earlier 30 days.
d. President, Vice-President(s), Treasurer and any other members
elected by the Tehsil Assembly shall compose Tehsil Council.
e. Competence. Decides on all matters of the party's interests at
tehsil level which may also include conflict resolution amongst
Union organizations. In the event of a tie vote the President's vote
is decisive. Decides on the registration of a member from another
Tehsil organization in his jurisdiction.
f. Appoints Tehsil Information Secretary for the Roshan Tehsil.
g. Assists accessing a common man in the public representatives.
20. Roshan Union Organization.
a. Union organization responds to the area defined by the Election
Commission of Pakistan (ECP) as Union Council. Key importance
is attached to the Union organization. It is believed that a Union

council functions successfully and if properly fixed up most of the
problems facing the common man in his day to day life would be
appropriately addressed spreading all around satisfaction in the
community. It is the second basic component immediately above
the ward level and shall comprise the Presidents of the local
organizations situated in a Union Council. It can make quorum and
makes decisions and manage the resources entrusted to it in
accordance with statutes.
b. The Roshan Union shall consist of specialized wings as constituted
in the Roshan Province with the necessary amendments according
to the suitability of the jurisdiction.
A. The Origin and Dissolution of Union Organization.
a. The Union Organization originates from the Union Assembly
resolution on the creation of a union organization and with the
approval of a license by the District executive council.
b. A Union organization is dissolved by the Union assembly’s
resolution on the dissolution of a union organization or with
the cancelation of license by District executive council. A
union organization also dissolves if half of the local
organization’s Presidents opt out of the union organization or
with the approval of the District Organization.

21. Roshan Union Assembly.
a. Is the party's highest body in that location.
b. Meets once a year or more if necessary.
c. The President is obliged to call the Union Assembly, requisitioned
by at least rd of the Union Council's members or at least rd
of the union organization's members (within 30 days from the
requisition to the President). If the President does not call the
Union Assembly for any reason, the President of the district
organization does so immediately, not later than within 15 days
after lapse of earlier 30 days.
d. Composition. All members who have enrolled themselves as RPL
members in that particular Union organization.

c. The President is obliged to call the Union organization,
requisitioned by at least rd of the Union organization's
members within 30 days from requisition to the President. If the
President does not call the union organization for any reason, the
President of the district organization does so immediately, no later
than within 15 days after lapse of earlier 30 days.
d. Composition. President, Vice-President(s), Treasurer and any
other members elected by the Union Assembly.
e. Competence. Decides on all matters of the party's union
organization in the period between the Union Assemblies, when
voting the President’s vote is decisive in the event of a tie vote
situation, decides on the establishment of an interested applicant's
membership by voting and decides on a member's request for re-
registration from another union organization.

23. Roshan Ward Organization.
a. Ward organization responds to the area defined by the Election
Commission of Pakistan (ECP) as UCs and Wards. It is the basic
component of the party comprising at least thirty members. It can
make quorum and takes decisions and manage the resources
entrusted to it in accordance with statutes.
b. The Roshan Ward Organization shall consist of specialized wings
as constituted in the Roshan Province with the necessary
amendments according to the suitability of the jurisdiction.
A. The origin and dissolution of Ward Organization.
a. The Ward Organization originates from the Ward Assembly
resolution on the creation of a Ward organization and with the
approval of a license by the District Council.
b. A Ward organization is dissolved by the Ward assembly’s
resolution and on the dissolution of a Ward organization or
with the cancelation of a license by provincial organization. A
Ward organization also stand dissolved if a Ward
organization number of members drops below thirty members
for a period of three months.
Note: Ward Assembly is constituted of total numbers of RPL
members in the Ward.

a. Is the party's main representative and spokesperson at that

organization does so immediately, no later than within 15 days

b. Will appoint Ward Information Secretary for the Roshan
Ward Organization.
c. Will assist access for the public in accessing public
representatives.
d. A Roshan Ward Organization or any other Ward entity can be
dissolved by the resolution of a Ward assembly. This can also
be done by Roshan district executive council.

26. Roshan National Women Organization (RNWO).
a. RNEC shall elect President, Senior Vice President and Vice
Presidents, which shall be called RNWO National Executive.
b. The rest of the structure of RNWO will be similar to that of RPL
national structure as long as it serves and is relevant to the
functioning of RNWO. Its constitution, rules and hierarchy and
other organizational details may take its queue from RPL
constitution.
A. Role of the RNWO.
a. The role of the Roshan National Women Organization is:
i. To encourage women to join and participate in the
Roshan Pakistan League.
ii. To maintain and expand e-communication between
Roshanite women.
iii. To devise and promote training programs to improve the
skills, confidence and participation of Roshanite women
throughout the RPL.
iv. To sponsor and expand the RNWO political work
experience program.
v. To develop and promote women within branches,
especially at local levels and other structures of the RPL
as well as to elected office.
vi. To organize, in conjunction with the host Province, GB,
AJK, FATA etc, the National Roshanite Women
Conference.

vii. To promote contact between the RPL and women
organizations in the community.
viii. To assist in the development of policy and ensure women
participation in policy making.
ix. To nominate representatives to women forums, including
international women forums.
27. Roshan National Executive of RNWO (RNWE).
a. RNWO will have its own Roshan National Women Executive.
i. RNWE shall establish its National Secretariat and the
National Secretary shall be the Chief Administrative
officer. She will be a full time employee of RNWO.
ii. RNWE will elect from its members a National Secretary,
Convener, Deputy Convener, and any other officers which
it deems appropriate. The Convener and Deputy Convener
will be elected in a single ballot. The RNWE may fill
vacancies in officer positions from its members.
iii. Women members of the RPL National Executive and the
Federal Minister or Shadow Minister for the Status of
Women shall be ex-officio members of the RNWE.
iv. The RNWE will provide an annual report of its activities to
the RNEC, Provincial/Special Areas Branches and
Provincial/Special Areas Women Organizations.
v. The RNWE will meet monthly by telephone and twice a
year, in persons.
vi. Accounts and financing will be run through the Roshan
National Secretariat, within an annual budget, allocated by
the RNEC.

B. Provincial Women Groups and Interaction.
a. The RNWO will coordinate contact with Provinces, GB,
AJK, FATA branches of the RPL Women Network, other
Roshan women organizations and women contact officers.
b. The RNWO will regularly meet with Provincial/Special
Areas representative of the NRWO by telephonic conference.
c. The structure of Province, GB, AJK Roshan Women
Organization will be determined for each province GB, AJK
and Islamabad Capital Territory in a uniform manner.
d. The RNWO will continue to develop materials, share
programs and information to assist and support
Provincial/Special Areas RNWOs.
C. Responsibilities of RNWE.
a. The following are responsibilities of Roshan National
Women Executive to enable it to manage its affairs:
i. Finances,
ii. Education and training for memberships,
iii. Liaison with the civil society organizations,
iv. Liaison with community organizations,
v. Campaign technique development for Party members and
constituent units,

28. Roshan Women Club (RWC).
a. The RPL shall have an organization named ‘Roshan Women
Club’. Members of the RWC shall be members of the RPL or shall
have the status of an associated member of the RPL.
b. In each municipality, one club of the RWC may be set up. The
clubs of the RWC shall have the status of RPL clubs. Their
members shall be female individuals of 15 years of age and above.
Members of the RWC may become members of RPL.
c. The activities of RWC shall have full support of Roshan Municipal
Councils in consultations with the national leadership of the
NRWO. Overseeing for the composition, legitimacy and the
activities of RWC shall be performed by RPL authorities following
the provisions of these Statutes and their implementing rules.
d. The structural units of the RWC shall follow the design of the
structural units of the RPL. They shall be set up and operated
according to their own statutes consistent with the Statutes of the
RPL. The former shall be placed before Provincial Council for
adoption.
e. Structural units and authorities of the RWC shall be represented in
RPL structural units and authorities following the rules prescribed
in these Statutes.
29. Roshan National Youth Organization (RNYO).
a. A Branch of RNYO shall be established in each Province/Special
Area, Islamabad Capital Territory Division, Municipal and other
Local Organizations and in each Constituency. Additional
Branches of RNYO may be established with the consent of the
district/divisional/municipal/constituency/provincial organizations.
The authority in whose jurisdiction a branch(s) of RNYO is
established shall be the approving forum, subject to review by the

branch above or RPEC of a Province/Special Area of the office
bearers of the said Branch.
b. Subject to the approval of the Roshan National Executive Council
of the Party, RNYO may from time to time adopt and amend a
Constitution and Rules which shall entirely deal with
Organization, the election of officers, the holding of Youth
Conference, the election of National Youth Executive.
c. A member of RNYO should be a member of, and shall, if a
member be eligible for election to office in a Branch having a
functional area.
d. The office bearers of RNYO will be elected by the concerned
Executive Council
e. RNYO will have its own Roshan National Youth Executive
(RNYE):
i. RNYE shall establish its National Secretariat and the National
Youth Secretary shall be the Chief Administrative Officer.
He/she will be a full time employee of RNYO.
ii. RNYE will elect, from its members a National Secretary,
Convener, Deputy Convener, and other officers for running of
its affairs.
iii. Youth members of the RPL National Executive and the
Federal Minister or Shadow Minister for the Status of Youth
shall be ex-officio member of the RNYE.
iv. The RNYE will provide an annual report of its activities to
the RNEC, Provincial/Special Areas Branches and
Provincial/Special Areas youth's organizations.
v. The RNYE will meet monthly either through electronic
means and at least twice a year or more in person.

vi. Accounts and financing will be run through the National
Secretariat, within an annual budget, allocated by the RNEC.
A. Role of the RNYO.
a. Following is role of the National Roshan Youth's
Organization is:
i. To encourage youth to join and participate in RPL.
ii. To maintain and expand e-communication between
Roshanite Youth.
iii. To devise and promote training programs to improve the
skills, confidence and participation of Roshanite Youth.
iv. To sponsor and expand the RNYO.
v. To organize political work experience program.
vi. To develop and promote youth participation within
branches and other structures, especially at local levels of
the RPL as well as to other elected offices.
vii. To organize youth conferences in conjunction with
Provinces/Special Areas, FATA, ICT, divisions,
municipal, district organizations, other local branches etc
and to promote contact between the RNYO and youth's
organizations in the community.
viii. To assist in the development of policy and ensure youth
participation in policy making for the uplift of youth in all
spheres of national life.
ix. To nominate representatives to youth's forums, including
international youth's forums.

30. Roshan Youth Club (RYC).
a. The RYC shall have an organization named ‘Roshan Youth Club’
as an integral part of the RPL. Members of RYC shall be members
of the RPL or shall have the status of an associated member
adherent of the RPL.
b. In each municipality, there shall be one RYC. RYC youth clubs
shall have the status of RPL clubs. Their members shall be
individuals of 15 years of age and above. RYC members may
become members of the RPL.
c. The development of RYC shall be the obligation and responsibility
of RPL Municipal Councils. Overseeing for the composition,
legitimacy and the activities of the RYC shall be performed by
RPL authorities following the provisions of the Statutes.
d. RYC shall follow the design of the structural units of RPL. They
shall be set up and operated according to their own statutes
consistent with the Statutes of RPL. The former shall be placed
before Roshan Provincial Executive Council for adoption.
e. RYC structural units and authorities shall be represented in RPL
structural units and authorities following the rules prescribed in
these Statutes.
31. Roshan National Council of Elders (RNCE).
a. Roshan National Council of Elders may be called upon to, among
other things, resolve disputes and differences among members. An
Elder is a member who has attained the age of sixty five (65) years
or more.
b. There shall be a Roshan National Council of Elders, comprising of
members who have given their best and have contributed
significantly to the formation, welfare and progress of the party
and its forbears, the President and other officers.

c. The Roshan National Council of Elders may be called upon from
time to time to:
i. Solve dispute and differences among members.
ii. Give ideas and advice for the improvement of the party’s
activities.
iii. Assist in raising funds for the party.
d. The RNEC shall approve the nominations of outstanding party
Elders to the list of the Roshan National Council of Elders.
e. The President of the Roshan National Council of Elders shall be a
member of the RNEC / RNWC and a representative of the Roshan
National Council of Elders shall be a member of the Roshan
National Disciplinary Committee.
Note: In addition to National, Provincial and Divisional level there can be a
Roshan Council of Elders at any other level as deemed appropriate by
RNEC or RPEC.
32. Roshan Provincial Council of Elders (RPCE).
a. Roshan Provincial Council of Elders may be called upon to, inter
alia, resolve disputes and differences among members, and also
between members and the Party.
b. There shall be a Roshan Provincial Council of Elders, comprising
of members who have given of their best and have contributed
significantly to the formation, welfare and progress of the party
and its forbears, the President and other officers.
c. The Roshan Provincial Council of Elders may be called upon from
time to time to:
i. Solve dispute and differences among members.

ii. Give ideas and advice for the improvement of the party’s
activities.
iii. Assist in raising funds for the party.
d. The RPEC shall approve nominations of outstanding party Elders
to the list of the Roshan Provincial Council of Elders.
e. The President of the Roshan Provincial Council of Elders shall be
a member of the RPEC / RPWC and a representative of the
Roshan Provincial Council of Elders shall be a member of the
Roshan Provincial Disciplinary Committee.
f. Each province shall have a Roshan Provincial Council of Elders,
composed of members who have made a significant contribution at
the Provincial / National Constituency level to the formation,
welfare and progress of the party and its forbears. The members of
the Roshan Provincial Council of Elders shall elect their own
President and other officers.
33. Roshan Divisional Council of Elders (RDCE).
a. Roshan Divisional Council of Elders may be called upon, inter
alia, to resolve disputes and differences among members, and also
between members and the Party.
b. There shall be a Roshan Divisional Council of Elders composed of
members who have given of their best and have contributed
significantly to the formation, welfare and progress of the party
and its forbears, the President and other officers.
c. The Roshan Divisional Council of Elders may be called upon from
time to time to:
i. Solve disputes and differences among members.

ii. Give ideas and advice for the improvement of the party’s
activities.
iii. Assist in raising funds for the party.
d. The Roshan Divisional Executive Council (RDEC) shall approve
nominations of outstanding party Elders to the list of the Roshan
Divisional Council of Elders.
e. The President of the Roshan Divisional Council of Elders shall be
a member of the RDEC, and a representative of the Roshan
Divisional Council of Elders shall be a member of the Roshan
Divisional Disciplinary Committee.
f. The RDEC shall approve nominations of outstanding party Elders
to the list of the Roshan Divisional Council of Elders.
g. Each division shall have a Roshan Divisional Council of Elders,
composed of members who have made a significant contribution at
the Divisional Constituency level to the formation, welfare and
progress of the party and its bearing. The members of the Roshan
Divisional Council of Elders shall elect their own President and
other officers.
h. The RDEC shall approve of nominations of deserving party elders
in the province or Constituencies to the list of the Roshan
Divisional Council of Elders.

Part C. Elections
1. Electoral College.
a. The members of the Roshan Provincial Congress shall be
elected by the Assemblies of Roshan City and District
organizations according to the number of cities, elected for
each district and city by the Provincial Working Committee in
consonance with the population of each district and city.
b. The number of delegates to be elected to Provincial
Conference by each division/municipal/district and all other
local branches shall be fixed by the Provincial Election
Commission (PEC) in proportion to the population of unit
concerned.
c. All casual vacancies, arising in the ranks of the office bearers
shall be filled by the concerned Working Committee which
will be subject to subsequent confirmation by the Executive
Council of the relevant tier of Roshan Pakistan League.
Note: Same would be followed by Special Areas and FATA
organizations
2. Manner of Ballot.
a. The RPL shall hold party elections at all levels in a free and
fair manner. The elections normally will be held by a show of
hands and in case it is demanded by the majority of those
present the same shall be held through secret ballot. Decision
to this effect will be taken by the authority
convening/organizing election as that level. As far as
possible, efforts will be made to achieve the objective of
election by consensus.

b. After expiry of four years term, the party will hold elections
at Central, Provincial and Local levels. In case elections are
delayed for some compelling circumstances the existing
office bearers shall continue till fresh elections are held.
c. Eligibility: Any member of the Electoral College may contest
election for the offices for which Electoral College is
constituted. No person will be appointed to serve as the office
bearer of the party if he/she is not qualified to become a
member of the Party.
3. By-Election.
a. As and when any tier, in addition to the existing tiers is to be
established, by-election for such a tier will be held as per
Party Constitution to elect the relevant office bearers.
b. In case a vacancy, in any tier of the Party becomes available,
the election of that particular tier will be called by the
Election Commission or Election Authority concerned to fill
in the position(s) that may have fallen vacant due to different
reasons.
c. Similarly, in special circumstances, like non-delivery and
deviation from the policy and objectives of the Party, a
particular tier of the Party can be dissolved and fresh elections
called to ensure smooth functioning of the Party.
d. The results of such by-elections shall be duly brought to the
notice of the Election Commission of Pakistan within the
prescribed time of 7 days, along with a copy of the Party
notification, which is also to be placed on the website of the
Party immediately on the finalization of the elections.

4. Settlement of Election Disputes.
a. An Election Tribunal shall be appointed by RNEC for hearing
of appeals and petitions against election to the respective
organization of RPL.
b. Each Election Tribunal shall consist of one President and two
members. The Tribunal shall make its regulations for
processing of appeal and petitions relating to the election in
the prescribed manner.
5. National Election Commission.
As formed by Party Chairman or RNEC National Election
Commission shall be responsible for:
a. The National Election Commission shall also have an overall
advisory and whistle blowing capacity for the Chairman and
RNEC about transparent functioning and running of election
activities throughout the party tiers.
b. Subject to confirmation by the Chairman all matters
pertaining to the party election, such as determination of time,
schedule, date and venue of regional meetings, fixing of
polling centers and time of polling for all parts of the
Electoral College, appointment of returning officers and
distribution of votes will be decided by the National Election
Commission.
c. National Election Commission shall organize and conduct
elections of office bearers of the RPL at the national level.
d. The National Election Commission shall be constituted afresh
prior to each general election by RNEC.
e. The Election Commission shall comprise of five members
and the existing office bearers of RPL and the candidates for

an election shall not be eligible to become member of the
Commission.
f. National Election Commission may decide to hold and
supervise Party elections at national, provincial or local levels
or any other election directly, or may have recourse to any tier
of Election Authorities, mentioned hereinafter.
6. Roshan National Election Authority.
a. RNEC of the Roshan Pakistan League may appoint a Roshan
National Election Authority consisting of 5 members.
b. The functions of Roshan National Election Authority shall be:
i. To supervise the Party elections at all tiers on National
level.
ii. To frame by-laws for its working.
7. Roshan National Election Tribunal.
The RNEC of the RPL shall appoint a Roshan National Election
Tribunal which may consist of a President and two members. The
Roshan National Election Tribunal shall hear appeals and petitions
against the election at any tier of the party on National Level.
8. Roshan Islamabad Capital Territory Election Authority.
a. Roshan Islamabad Capital Territory Election Authority will
work on the same lines as Roshan Divisional Election
Authority.
b. The Roshan ICT Election Authority shall organize and
conduct elections in the Capital Territory of Islamabad
including the rural areas attached to it as part of the entity. It
will consist of five members who shall be appointed by the

Chairman or Roshan National Executive Council. The
existing office-bearers of RNEC and the candidates for
election from ICT shall not be eligible to become members of
the Commission.
9. Roshan Provincial Election Authority.
a. The Provincial President or RPEC of the Provincial Roshan
Pakistan League may appoint a Roshan Provincial Election
Authority consisting of 5 members.
b. The functions of Roshan Provincial Election Authority shall
be:
i. To supervise the Party elections at all tiers in a
Province.
ii. To frame by-laws for its working.
c. It shall consist of five members out of which, at least two, if
need be, shall be from out of the province concerned. The
existing office bearers of Roshan Provincial Organization and
the candidates for an election shall not be eligible to become
members of the Authority.
10. Roshan Provincial Election Tribunal.
The RPEC of the Provincial RPL shall appoint a Roshan Provincial
Election Tribunal which may consist of a President and two
members. The Roshan Provincial Election Tribunal shall hear
appeals and petitions against the election to any tier of the party in a
Province.
11. Roshan Special Areas Election Authority.
a. The Special Area President or the Executive Council of
Special Areas of the Special Areas Roshan Pakistan League

may appoint a Special Areas Election Authority consisting of
5 members.
b. The functions of Special Areas Election Authority shall be:
i. To supervise the Party elections at all tiers;
ii. To frame by-laws for its working.
c. It shall consist of five members out of which, at least two, if
need be, shall be from out of the Special Area concerned. The
existing office bearers of Roshan Special Area Organization
and the candidates for an election shall not be eligible to
become members of the Authority.
12. Roshan Special Areas Election Tribunal.
The Executive Council of Special Areas of the Special Areas RPL
shall appoint a Roshan Special Areas Election Tribunal which may
consist of a President and two members. The Roshan Special Areas
Election Tribunal shall hear appeals and petitions against the election
to any tier of the party in a Special Areas.
13. Roshan FATA Election Authority.
a. Executive Council of FATA of the FATA Roshan Pakistan
League may appoint a Special Areas Election Authority
consisting of 5 members.
b. The functions of FATA Election Authority shall be:
i. To supervise the Party elections at all tiers;
ii. To frame by-laws for its working.
c. It shall consist of five members out of which, at least two, if
need be, shall be from out of the FATA area concerned. The

existing office bearers of Roshan FATA Organization and the
candidates for an election shall not be eligible to become
members of the Authority.
14. Roshan FATA Election Tribunal.
The Executive Council of FATA of the FATA RPL shall appoint a
Roshan FATA Election Tribunal which may consist of a President
and two members. The Roshan FATA Election Tribunal shall hear
appeals and petitions against the election at any tier of the party in a
FATA.
15. Roshan Divisional Election Authority.
The Divisional Election Authority as appointed by Provincial
President shall organize and conduct elections at the Division and
local level. Each such Commission consisting of five members shall
be appointed by the Roshan Divisional Executive Council of the
respective Division and Local Organization and at least two of its
members, if need be, shall be from outside the Division concerned.
The existing office-bearers of Roshan Provincial and National
Organization and the candidates for any Division and local
organization of the party shall not eligible to become members of the
Commissions.
16. Roshan Municipal Election Authority.
The Municipal Election Authority as appointed by the Divisional
President shall organize and conduct elections at the Municipal and
in its respective jurisdiction. Each such authority consisting of five
members shall be appointed by the Roshan Municipal Executive
Council of the respective Municipal division and at least two of its
members shall be from outside the Municipal concerned. The
existing office-bearers of Roshan Provincial and Divisional
Organization and the candidates for any Division and local
organisation of the party shall not eligible to become members of the
Commissions.

17. Roshan District Election Authority.
The Roshan District Election Authority shall organize and conduct
elections at the district and local level. Roshan District Executive
Council of the respective district and local organization shall appoint
a Roshan District Election Authority consisting of five members and
at least two of its members, if need be, shall be from outside the
relevant district. The existing office bearers of Roshan Provincial
and Central Organization and the candidates for any district or local
organization of the party shall not be eligible to become member of
the Commission.

Part D. Roshan List Committees.
1. Roshan National List Committee.
a. To be appointed annually by the RNEC, responsible for drawing
up regulations and procedures to be used in the selection of
candidates for election to Senate, National Assembly, and
Provincial Assemblies. It shall consist of at least five members and
not more than nine members:
b. Roshan National List Committee will oversee the selection
process of candidates for nomination to different slots for
elections.
c. To hear and decide finally all appeals against the decisions of the
Roshan Provincial Parliamentary Boards.
d. The Roshan National List Committee shall report to the RNEC or
to the Chairman if it is not possible for any reason to assemble
RNEC for approval, prior to the implementation of its
recommendations. The provincial structure for the adoption of
candidates shall report to the Roshan National List Committee.
Every candidate for elections must undertake to abide by the
Constitution of RPL.
2. Roshan Provincial List Committee.
a. This is appointed annually by the RPEC and which is responsible
for drawing up regulations and procedures to be used in the
selection of candidates for National Assembly/Provincial
Assembly, and Roshan Municipal Organization(s). It and other
local levels shall consist of at least five members and not more
than nine members.

b. The Roshan Provincial List Committee shall report to the
RNEC/RPEC prior to the implementation of its recommendations.
c. Special Areas and FATA will have their List Committees on the
pattern of a Roshan Provincial List Committee.

Part E. Roshan Parliamentary Boards.
1. Roshan National Parliamentary Board.
a. Roshan National Parliamentary Board shall consist of all the
members of National Assembly including the Party whip. The
board shall continue to be in place even if the Assembly is
dissolved. Till the arrival of new members of National Assembly
the Parliamentary Board so constituted shall stay in the field.
b. There shall be an Executive Committee of Roshan National
Parliamentary Board consisting of up to 20 members to be
constituted by RNEC. The Executive Committee shall elect its
own Secretary.
c. The Chairman shall Chair the meeting of Roshan National
Parliamentary Board. In case Chairman is not available, Senior
Vice Chairman may act in his place and in case of non -
availability of Senior Vice Chairman, the two Vice Chairmen of
the party may chair the meeting in order of their seniority.
d. The President of Roshan Pakistan League shall be ex-officio
President of the Board, the leader of the Roshan Parliamentary
Board and Provincial Presidents shall also have similar powers in
respect of Roshan Provincial Parliamentary Boards. A member of
the Board shall be nominated to act as its Secretary.
e. All members of the Roshan National Parliamentary Board shall be
entitled to vote at such elections which shall be by the alternative
vote system and shall be by secret ballot.
f. Keeping in view the wishes of its members, the business of the
Roshan National Parliamentary Board shall be organized by the
President. Executive Committee of the Roshan National

Parliamentary Board may be constituted from time to time by the
leader of the Roshan National Parliamentary Board who shall also
nominate the President and the membership of the sub-committee.
g. The Roshan National Parliamentary Board in its business shall
include issues of policy, parliamentary affairs, parliamentary
discipline and such other matters as may be referred to it by the
RNEC from time to time. The parliamentary board may also
discuss matters of party organization and submit its views in a
form of a written report to the RNEC.
Note: If at any time the Executive Committee of Roshan National
Parliamentary Board is not formed or Roshan National Parliamentary Board
fails to function, the RNEC of RPL shall perform all the duties and
functions till such time as the Executive Committee of Roshan National
Parliamentary Board is duly formed or is able to function smoothly.
A. Functions of the Roshan National Parliamentary Board.
a. The Executive Committee will keep the board informed about
their activities and RNEC will also be apprised of the
outcomes/progress of the work.
b. A National Director of Elections shall be appointed by the
Roshan National Executive Council.
c. To select in consultation with the respective Roshan
Provincial List Committees, candidates for general election or
a by-election to the seats in the Parliament/provincial
assemblies.
d. To ensure that Roshan Provincial Parliamentary Boards are
properly constituted in every province.
e. To supervise and control the activities of the Roshan
Provincial Parliamentary Boards.

f. To approve rules and by-laws framed by the Roshan
Provincial Parliamentary Boards.
g. To frame by-laws for the Roshan Parliamentary Boards.
h. The Roshan National Parliamentary Board may transfer any
of its powers to the President to be exercised in case of
emergency and with such limitations as may be determined.
i. Seven members shall form the quorum of a meeting of the
Executive Committee of National Parliamentary Board.
j. The Roshan Party Congress, in consultation with the
President, shall incept the election of the chief Whip and the
Deputy Chief Whip of the Roshan National Parliamentary
Board when the Party is in power.
2. Roshan Provincial Parliamentary Boards.
All members of Provincial Assembly shall form Roshan Provincial
Parliamentary Board and their shall be an Executive Committee of
the Board consisting of twelve members to be nominated by the
RPEC. While the Provincial party leader shall be President of
Roshan Provincial Parliamentary Board. The board shall elect its
own Secretary.
The Provincial Parliamentary Boards shall stay in place even if the
assembly is dissolved till the holding of fresh elections and arrival of
newly elected members of the Provincial Assembly.
B. Functions of Roshan Provincial Parliamentary Boards.
a. The Roshan Provincial Parliamentary Boards shall perform
following functions:

i. In consultation with the respective office bearers of the
party select the candidates for the Provincial Assembly
of the relevant Province.
ii. May also make recommendations to Roshan National
List Committee for nomination of MNA/ MPA/Senator
candidates.
iii. In consultation with respective district office bearers of
the party may recommend names of the candidates for
working on the Roshan National List Committee.
iv. Five members of Executive Committee shall form the
quorum for holding of its meeting.
v. To frame rules and by-laws for Roshan Provincial
Parliamentary Boards.
vi. The Provincial Parliamentary Board may delegate any
of its powers to the President to be exercised in case
emergency special to certain restrictions.
vii. Any person aggrieved by the decision of the Roshan
Provincial Parliamentary Board may file an appeal to
Roshan National Parliamentary Board.
3. Roshan Special Areas Parliamentary Board.
There shall be an Executive Committee of Roshan Special Areas
Parliamentary Board consisting of up to 12 members to be
nominated by Special Areas Executive Council of Special Areas
Roshan Pakistan League on the recommendations of President;
whereas all members of Special Areas Assembly shall constitute
Roshan Special Areas Parliamentary Board. The President of the
Special Areas Roshan Pakistan League shall be an ex-officio
President of Executive Committee of Special Areas Parliamentary
Board. The Leader of the Assembly party shall be ex-officio member

of Roshan Parliamentary Board. The Executive Committee of the
Board shall elect its own Secretary.
A. Functions of Roshan Special Areas Parliamentary Board.
a. The Executive Committee of Special Areas Parliamentary
Board shall perform the following functions:
i. To nominate the candidates for the Special Areas
Assemblies of the concerned Special Areas in
consultation with the respective office bearers of the
party, and forward them to the National List
Committee.
ii. To suggest names of the aspirants for election to the
Parliament in consultation with respective office
bearers of the party for the consideration of the Roshan
National List Committee.
iii. To see that RPL Parliamentary Parties are established
in the Special Areas Assemblies.
iv. To frame rules and by-laws for Parliamentary Board.
The Special Areas Parliamentary Board may delegate
any of its powers to the Special Areas President to be
exercised in the case of urgency, subject to such
limitations as may be deemed necessary.
v. Five members of the Executive Committee of Roshan
Special Areas Parliamentary Board shall form the
quorum of the meeting.
vi. Any person aggrieved by the decision of the Roshan
Special Areas List Committee may prefer an appeal to
the Roshan National List Committee.

4. Roshan FATA Parliamentary Board.
There shall be an Executive Committee of Roshan FATA
Parliamentary Board consisting of up to 12 members to be
nominated by Roshan FATA Executive Council of FATA Roshan
Pakistan League on the recommendations of President. Whereas all
Roshan members shall form Roshan FATA Parliamentary Board.
The President of the FATA Roshan Pakistan League shall be an ex-
officio President of FATA Parliamentary Board. The Leader of the
Assembly party shall be ex-officio member of Roshan Parliamentary
Board. The Board shall elect its own Secretary.
A. Functions of Roshan FATA Parliamentary Board.
a. The Roshan FATA Parliamentary Board shall perform the
following functions:
i. To nominate the candidates for the FATA Assemblies
in consultation with the respective office bearers of the
party, and forward them to the National List
Committee.
ii. To recommend names of the candidates for election to
the Parliament in consultation with respective office
bearers of the party for the consideration of the Roshan
National Parliamentary Board.
iii. To see that RPL Parliamentary Parties are established
in the FATA Assemblies.
iv. To frame rules and by-laws for Roshan FATA
Parliamentary Board. The Roshan FATA
Parliamentary Board may delegate any of its powers to
the FATA President to be exercised in the case of
urgency, subject to such limitations as may be deemed
necessary.

v. Five members of the Executive Committee of Roshan
FATA Parliamentary Board shall form the quorum of
the meeting.
vi. Any person aggrieved by the decision of the Roshan
FATA Parliamentary Board may prefer an appeal to
Roshan National List Committee.

4. RPL Finances
1. RPL Finance and Accounts Management.
a. Subject to the provisions of all relevant laws governing
finances of political parties, any person or group of persons,
who agree with the constitution of the party, may make
contribution or donation to the party.
b. All funds collected at national level, or accruing to the
national office will become the part of Roshan Pakistan Fund
(RPF).
c. The Party shall maintain an RPF national office in Roshan
National Headquarters for operating Party funds and
resources at national level. The provinces, special areas,
FATA, divisions, districts and tehsils will have their own
funds and bank accounts, and also be able to handle them as
per RNEC instructions, issued from time to time, through the
Treasurer General.
d. The Chairman shall nominate the Executive Directors and
Directors of RPF subject to ratification by Roshan National
Executive Council.
e. Roshan National Executive Council is fully authorized to
manage and monitor Party’s finance, assets and fundraising
campaigns at all levels of the Party and be capable of giving
any policy instructions for efficient and transparent handling
of Party funds.
f. RNEC may appoint a National Fundraising Director to launch
fundraising activities within Pakistan and overseas.

g. The Roshan Provincial Organization will manage the duly
entrusted RPL’s funds/assets in the province. RPL’s
expenditure can be restricted by RPEC up to the Roshan
Provincial Organization's budget amount. The RPEC, by its
decision, can assume the competence of the Roshan
Provincial Assembly for managing the RPL’s funds/assets for
the Provincial office and in the region. The Roshan Provincial
Organization cannot use the RPL assets in the province for
creating an obligation / liability.
h. The divisional organization may manage duly entrusted
RPL’s funds/assets in the division according to the divisional
organization's approved budget. The Roshan Divisional
Executive Council, by its decision, can assume the
competence of the Roshan Divisional Assembly or Council
for managing the RPL’s assets for the Divisional office and in
the region. The divisional organization cannot use the RPL’s
assets in the division for creating an obligation / liability.
i. The Roshan District may manage the duly entrusted RPL’s
funds/assets in the district according to the district
organization's budget, approved by the Roshan District
Assembly. The Roshan District Executive Council can restrict
RPL expenditure of certain amount out of the district
organization's budget. The Roshan District Executive
Council, by its decision, can assume the competence of the
Roshan District Assembly or District Executive Council for
managing the RPL funds/assets for the district office and in
the district. The district organization cannot use the RPL
assets in the district for creating an obligation or liability.
j. The local organizations may handle finances on the basis of
paid operating advances from the respective district's
resources. The local organizations Treasurers will submit
requisite accounts to the specified RPL employees in the
relevant district offices.

k. RPL, its Provincial, Divisional, Municipal, District, Tehsil,
Union and Ward organizations may manage their finances
only on the basis of approved budgets. The budgets must be
approved either balanced or surplus budgets. The budgets of
RPL and its Provincial, Divisional, District and Local
organizations are prepared for an annual period according to
RPL’s budget rules that are approved by the Roshan National
Executive Council.
l. Roshan Pakistan Fund shall submit quarterly financial reports
and an annual audited financial statement to Roshan National
Executive Council.
m. District organizations and affiliated organizations shall
provide such financial information to RFP and Roshan
National Executive Council/Roshan Provincial Executive
Council, as may be required.
n. Upon request, Provincial, Divisional, Municipal, District,
Tehsil, Union Council and Ward shall report financial
information to the Treasurer General in a standard format
determined by the Roshan National Executive Council.
Similarly Provincial Treasurer may also require the
information from any subordinate organization.
o. Roshan National Executive Council, if deemed appropriate,
may authorize RPF to take steps to assume ownership and
control of all of the assets of a Provincial / Divisional /
District organization special circumstances as may be set out
by bye-laws, including the suspension or revocation of
recognition of any Provincial/Divisional/District organization.
Assets, assumed under the provisions of this Article shall be
held by RPF and shall be returned to or paid out to the next
duly elected board of the said organization whose recognition
has been renewed. In the event that such organization ceases
to exist or does not re-apply for renewal of recognition within

a period of one year from the assumption of the control of its
assets, such assets shall become property of RPF.
p. RPL shall not be responsible for any individual action of the
member regarding making financial commitment or creating
any liability upon RPL.
2. Fundraising.
a. To meet the general expenses of the Party, each branch shall
pay each year, to Roshan Pakistan Fund (RPF) through
Treasurer General, a sum as determined by RNEC as annual
party fund.
b. The ratio of membership fee, and other collections, as
determined by RNEC shall be retained by Provincial,
Division, Municipal, District, Tehsil, Ward Organization, and
the rest will be deposited in RPF. All Local organizations can
determine their own fees subject to directive by RNEC/RPEC
and submit their report of financial resources to
RNEC/Treasurer General through Roshan Division/District
Executive Councils and RPEC.
c. For the purposes of careful, safe handling of funds all
resources, i.e. membership fee, donations, etc. shall be kept in
a bank account to be opened with the permission of particular
Roshan Tehsil, District, Division, Provincial and Special Area
Organization Roshan Executive Committee/Council. The
intimation/request for opening of the bank account to the bank
authorities shall be made by the president and general
secretary of that level. In case the relevant executive
council/committee is not in existence at the time of making
the request for opening of the account, the president and the
general secretary may on their own move such a request. The
fact about the opening of the account shall be brought to the
notice of the executive council/committee as soon as it comes
into existence. They will also be authorized to operate the

account so opened under their joint signatures. The executive
council at that level can also authorize any other office bearer
to operate the account, but one of the two shall have to be
either the general secretary or the president.
d. Donation and contribution of any fund shall only be expected
from party workers and Pakistani citizens. The party shall not
accept any donation, contribution or funds from multi -
national or a domestically incorporated public or private
company.
3. Organization of Fundraising.
a. Each Province, Division, Municipal, District, Tehsil, Union
Council and Ward may raise funds cooperatively but
separately.
b. All fees received from members of the Roshan Convention
and RPC as well as contributions and donations collected
from time to time shall be accounted as property or as funds
received by Roshan Pakistan League.
c. The funds of RPL shall be deposited in the name of Roshan
Pakistan League with a bank(s) approved by RNEC or
Chairman of the party.
d. The Treasurer General shall be authorized to operate the Bank
account of RPL jointly with any other office-bearer
nominated by the RNEC.
e. Each Province, Division, District, Municipal, Tehsil, Union
Council and Ward and the National/Provincial Headquarter
has a Finance Committee and a Fundraising Directorate.
These individuals and their committees have sole
responsibility for fund raising for their respective Branches.
Each Branch may organize its efforts independently and
according to its own manner.

f. All Finance Committees and their respective Directors may
collect funds abiding by the restrictions imposed by RPL rules
and the Elections laws. Such funds supplement the Party's
income from normal membership dues and affiliation fees.
g. The National Headquarter may collect funds for national
campaigning, maintenance of the National Headquarters’ and
the support of various Party Offices. These funds support the
National Headquarters’ role of national policy development,
assistance to the Parliamentary Party and maintenance of the
Party's professional and voluntary organizations throughout
Pakistan.
h. Funds collected through different local fund raising
campaigns and other party accounts will be maintained under
a central banking system with the relevant Tax File Number.
4. Distribution of Funds.
a. Funds collected through the registration fee of the
membership or through any other source shall be distributed
amongst the Roshan Ward, Union, and Tehsil, City, District,
Municipal, Division and Roshan Provincial Organization, in
accordance with the instructions issued from time to time by
RNEC or RPEC.
5. Conditions.
a. Parliamentarians can, and should, voice the Party’s needs for
funds or services and on different occasions, and are
authorized to sign appeal letters under intimation to the
Chairman.
b. On reasonable request, Parliamentarians can and should,
speak or appear at RPL fundraising events.

c. Cheques of donation/contribution shall be deposited in the
designated bank crediting the Roshan Pakistan League named
account.
d. It is the legitimate responsibility of the relevant Fundraising
Director, Finance Committee, Members nominated Collectors
to accept money on behalf of the Party in transparent manner
observing all requirements of good practices of accounts and
audit.
e. Under the authority of the relevant national and provincial
headquarters, parliamentarians/Party candidates to different
elections may act as fundraising Deputies for RPL/RPF.
f. Donors have a right only to put views to the Party, if any, and
not be able to ride the policies of the Party.
g. RPL and any of its members never to raise funds on behalf of
any other Party or Organization.
h. Candidates for public office violating these guidelines will be
liable for disciplinary action as per RPL rules and other laws
of the land.
i. RPL funding and property shall be raised from membership
dues, additional voluntary contributions, donations and wills,
subsidies from the public budget and by all other means
allowed by the Election Act 2017. RNEC shall determine
rules of fund raising, spending and for disposition with party
assets.
j. The budgets of RPL and its Province, Division, District,
Municipal, Tehsil, Union Council and Ward organizations
will be prepared on the basis of an annual period according to
RPL’s budgetary rules, which are approved by RNEC.

6. Annual Statement of Finance and Accounts.
Proper maintenance of income and expenditure accounts shall be the
responsibility of the respective Provincial Treasurers and Treasurer
General for a fiscal year at the National and Provincial level. The
annual statement of finance and accounts shall be presented to
concerned RNEC/RPEC concerned within 30 days of the close of
financial year (July to June) for submission of financial information
to the Election Commission per section 210 of the Elections Act
2017 within 60 days of close of each financial year (July-June).
7. Liability and Indemnity.
When acting within the scope of their authority, no official,
volunteers, or member of any committee established by the Party
shall be responsible for any debts, claims, demands, liabilities or
commitments of any kind to the Party. The Party and RFP shall
insure and hold harmless each such person against any debt, action,
claim, demand, liability or commitment whatsoever.
8. Audit.
a. The RNEC through its Treasure General shall submit
consolidated statement of audited accounts to ECP as per
relevant laws and rules of the budget.
b. The audit committee comprising four auditors and four
deputy auditors shall conduct internal audit of national,
provincial and other organizations periodically and the
consolidated statement of audited account prepared by the
Chartered Accountants shall be submitted to Election
Commission of Pakistan.
c. The Chartered Accountant remuneration to be set by RNEC.

5. Miscellaneous
1. Where statutes / rules are silent, the Chairman shall be fully
empowered to give a decree to resolve the situation. However, such
decree in due course of time shall be brought before the relevant
forum for concurrence.
2. Roshan National Organisation Review Committee (RNORC).
a. There are different tiers and offices as part of structure of the
RPL. RNORC will be responsible with enormous powers to
oversee, review, monitor and instruct that all such tiers are
functioning as per the provisions of constitution of RPL.
b. That the RNEC takes responsibility for an ongoing process of
organizational review. For the initiation of proposals, or to
receive submissions from members and affiliates, on the
Party's rules, structures and political effectiveness the RNEC
should establish a Standing Committee.
c. That an ongoing National Organisational Review Committee
(RNORC) be established with appropriate delegated powers
under the guidance of the RNEC to continue the process of
improving the participation, effectiveness and accountability
of the Party's organisation.
d. That the RNORC undergoes a consultative process with
Provincial / Divisional / Municipal / District / Union / local
Branches, RNWO, RNYO, Party units and members on
strategies to accomplish the following objectives:
i. Strategies to increase the level of RPL branch
membership.

ii. Strategies to increase the participation of
women/youth in all sections of the society.
e. RNORC will work directly under the Chairman through the
National General Secretary.
3. Basic Principles.
a. The RNEC will establish a Committee for the purpose of
revising the Basic Principles of the Party including its
objectives for keeping pace with changing times and facing
new challenges.
b. In conducting its revision the Committee should invite
proposals from any interested Party member and conduct
appropriate seminars on the subject, prior to finalising any
recommendations on changes.
4. Governance Objectives.
a. The governance of the Party shall adhere to the following:
i. Full representation of the views and interests of
members;
ii. Direct regular two way communication to and
from RPC, RNEC and the National/Provincial/
Divisional and District Associations Chairmen
and members to ensure accountability and to
build confidence of all tiers to obtain party aims
and objectives.
iii. Formulation of policy shall be in a manner that
all members are encouraged to participate and
their views are respected before adoption of
policy resolution at Roshan National

Convention or any other senior level
deliberations.
b. All fund raising for the party has to be transparent and meant
to be funding only those activities which match the party’s
aims, objectives and policy goals.
5. Review of Campaign Techniques.
a. RPC is supposed to instruct RNEC/RPECs for adoption of
such campaign techniques to achieve success in elections and
to enable them to act smart so as to outwit party’s political
opponents
b. The following principles are central to a campaign technique
review:
i. The need for redevelopment of campaign skills
within safe Roshan seats;
ii. The need for continuous campaigns to be
developed in consultation with the Roshan
Specialized Bodies for bringing in more and
more constituencies with sure winning chances.
iii. Improved liaison with community organisations
6. Authority of this Constitution.
This Constitution governs the affairs of the party and is the final
authority concerning any conflict within the party. If there is a
dispute between this Constitution and any Constituent Body, the
provision of the constitution prevails for harmonious functioning of
the party.

7. Transitory Provisions.
For letting RPL on the ground throughout the country, only for
initiation facility, the Chairman, may nominate office bearers at
different levels including the Overseas Branches, Special Areas, who
may start functioning straight way towards the achievement of
League’s Aims and Objectives.
Such nominated office bearers, however would have to go through
the election process at the earliest.
i. The number of members/entities for different offices and tiers
of party like Party Convention, Party Congress and at
national, provincial, special areas, division, district etc. can
also be specified or altered by the Chairman till the party
becomes fully functional. The number of organizations,
committees, functionaries etc. at different levels can also be
specified by the Chairman especially during initial days
keeping in view the scale and speed at which party is
expanding or has taken roots in the country.
ii. Similarly for ensuring smooth functioning of the party
towards the achievement of the declared aims and objectives,
the chairman, for the reasons to be recorded in writing, may
dispense with any procedural requirements.
iii. Non formation of any tier or organization should not come in
the way of the functioning of the party or denial of any
approval by any authority merely on the ground that the
whole structure of the party as envisaged in the constitution is
not there on the ground.

Conclusion
The Constitution of RPL is a living document and therefore will remain
open to change when evolving needs of the environment and context of
Pakistan require certain modification(s) in its approach at the operational
level. Having said, the aspect that will remain permanent is that it will not
compromise on its overall spirit- to constitute a political party that works
with the sole purpose of serving the masses.
The Constitution of RPL is being ushered with high hopes, and trust in the
spirit of honest effort. We pray for the success of our resolve and seek
continued guidance from Allah Almighty.

Specifications:
1. Centre point of green and golden sun.
The width of the red portion (C) is one quarter the width of the flag (A),
nearest the mast, so the green portion occupies the remaining three quarters

Golden sun is drawn with the same radius of moon as in National Flag of
