At the outset, the Principal Secretary (Personnel) to the Govemment of
Himachal Pradesh welcomed the Hon'ble Chief Minister, Chief Secretary Additional
Chief Secretaries/Administrative Semetaries/HoDs, Sh. Surinder Thakur, President,
HPNGO's Federation, Vice-Chairman of the Employees Welfare Board, Chairman of the
Labour Welfare Board, Secretaries General of the HP NGO's Federation and other office
bearers of the HPNGO's Federation.
The Principal Secretary (Personnel) to the Government of Himachal
Pradesh requested the Chief Secretary to address the House. The Chief Secretary in his
address welcomed the Hon'ble Chief Minister, all the Additional Chief
Secretaries/Administrative Secretaries/H0Ds, th. Surinder Thakur, President, HFNGO's
Federation, Secretaries General of the HP NGO's Federatjon and other office bearers of
the F{PNGO's Federati.on and emphasized, elaborated the progress achieved by the State
in various spheres due to contrihution of Employees and Officers in the Development and
execution of various programmes.
Thereafter, Shri Surinder Thakur, President, HP NGO's Federation
thanked the Hon'ble Chief Minister, Chief Secretary, all the Administrative Secretaries
and Officers for convening the meeting of JCC. Further, he thanked the Hon'ble Chief
Minister lbr giving several financial benefits to Govemment employees.
In his opening address, Shri Surinder Thakw, President, HP NGO's
Federation urged the Hon'ble Chief Minister to consider the following major demands of
the State employees : -
1. Time scale after completion of 4-9-14 years of service on Punjab Fattern
2. Crade pay be enhanced onthe Punjab pattern.
3. Tribal allowance be enhanced.
4. One increment to Class-IV employees after putting 20 (twenty) years
service.
5. Superannuation age of Class-IV be restored to 60 (Sixty) years & the
Notification of Finance Department, in this relard, be withdrawn.

6. Part-time water carrier be plaeed as whole time Water carrier-cum-Feon
after 9 $line) years.
7. Contractual employees be regularised after 3 to 5 (Thee to Five) yeats.
8. The contractual employees be transferred after 3 (Three) years'
g. Medical leave fbcility be given to contractual employees
10. Contractual employees of the State/working under various schemes be
brought under the EFP Scheme.

NRHM, DRDA, PPP Mode, IMC, SWF etc. be brought under uniform
policy for regularisation and a committee in this regald be constituted

13. Anganwari Workers be given 90% Quota for promotion to the post ofSupervisor on length of service and academic qualification.
14. PTA in Edueation Department be given salary on fix days and a policy for
their regularisation be framed by the Govemment'
15. Eligible candidates for regularisation from Daily Wage basis be adusted
in other f)epartmentr *h.re the concerned post is available & their
seryices be regularised. For the purpose Finance Department may create a
common pool.
16. Kith and Kin policy be regulmised and all incurnbent till 2008 be given
employment immediately. Old limit of income be restored'

the Department. Further, they added that the representatives of Pump Operator Unionhad requested several times the Department to hold a meeting with them so that their
grievances could be redressed but till date no meeting has been convened by the
