EMSL is a world-class user facility the 200,000-square-foot facility has played host to visiting scientists,
professors, and other individuals from all 50 states and 30 countries who requested use of the facility's resources through a peer-review proposal process
provides integrated experimental and computational resources for discovery and technological innovation in the environmental molecular sciences to support the needs of DOE and the nation
provides access to the expertise of 200 scientific consultants in the areas of chemical, physical, biological, and computational sciences—and the availability of some of the world's most cutting-edge research equipment
EMSL houses 210 unique pieces of equipment in 85 laboratories. In FY ‘07 approximately 1000 proposals were submitted for the use
of EMSL capabilities.

The Challenge of The Challenge of Performing Research SafelyPerforming Research Safely
Basic molecular research is conducted and cannot be easily standardized. Research often focuses on development of unique capabilities methodologies that solve scientific problems. It relies on the skill and knowledge of highly qualified staff working in a dynamic environment to identify hazards and implement appropriate controls on a real-time basis. In a user facility, staff from diverse cultures and backgrounds must quickly be assimilated into the safety culture for excellent performance.

Every worker at EMSL is personally responsible and accountable for safety. As part of the work agreement, workers must complete necessary training and qualification.Cognizant Space Managers (senior technical staff in the laboratory) implement and monitor conformance to requirements.Managers and subject matter experts support and assess operations.Assessment results are tracked and trended.

Conclusion – Bringing it all togetherConclusion – Bringing it all together
PNNL has developed innovative tools and a strong culture based on management responsibility and researcher empowerment to assure work planning and control is consistently performed for research activities. EMSL management is committed to assuring that research and development is performed safely by staff and the user community.EMSL staff and visiting users take personal responsibility for safety.
