energy efficient network
• Reduce transport costs.
• Enhance road density from 0.32 to 0.64 Km /

• Develop Pakistan as hub of sub regional
connectivity.
TRADE CORRIDORS SUPPORT SYSTEM
• Establish economic zones en-route the corridors.
• Corridors be augmented through lateral feeders
connecting major cities and towns.
• Corridors must be safe, reliable, ITS enabled,
efficient, environment / ECO friendly etc.

(NHA).
Established through a
Legislation Bill passed by
Parliament as National
Highway Authority Act, 1991
Amended in 2001.

NHA - RESPONSIBILITIES AND
FUNCTIONS
The Authority is “responsible to plan,
promote, organize and implement
programmes for construction,
development, operation, repairs and
maintenance of Motorways, National
Highways and Strategic Roads specially
entrusted to it by the Federal
Government, or by a provincial
Government or other Authority
concerned”
NHA is empowered, under NHA Act, to
initiate, operate and award projects
through private sector financing. The
PPP is becoming an essential component
of NHA’s development strategy. The
objectives set by NHA for PPP include,
inter-alia, development, off-budget
financing, efficiency, investment,
sustainability & revenues generation.

NHA’S PPP POLICY
FINANCIAL AND CONTRACTUAL ARRANGEMENTS
Funds for a project will be raised without any sovereign
guarantee of repayment.
Pre-financial close costs are non-recoverable. Concessionaires
shall bear all the costs associated with:
(i) studies carried out by them;
(ii) expenses incurred by them in preparing CA and
arranging finance;
(iii) construction and maintenance costs of the project; and
(iv) toll collection and operating costs.
Concessionaires will be required to make annual contributions
into a Maintenance/Rehabilitation Escrow Account to make
provision for periodic maintenance and asset replacement costs.
The NHA will support applications of project sponsors in
accessing facilities without assuming any liability;
Extent of Government support, if available, shall be specified in the
bidding documents.
Concession Periods will generally be of 25 years. It may vary
from project to project. Period to be fixed in bidding documents.
At the end of the agreed Concession Period, the facility will be
transferred to the NHA in a properly maintained and operational
condition, at a cost of one Pakistan rupee to NHA.
FINANCIAL AND CONTRACTUAL ARRANGEMENTS
INCENTIVES FOR INVESTMENT
To facilitate the implementation of NHA PPP projects
incentives are available according to the regulations of:
o Board of Investment (BOI);
o the tax regulations of the Federal Board of Revenue
(FBR); and
o the administrative requirements of the Securities and
Exchange Commission of Pakistan (SECP).
Model Concession Agreements are expected to abide by the bidders,
for efficient process of contract award.
Powers can be transferred to the Concessionaires, as necessary.
Detailed Rules and Regulations for the management and operation of the
National Highway System developed by the NHA.
The location of all existing and proposed toll collection points shall be
stated in the bid documents.
NHA will provide in the Concession Agreement:
(i) procedures such as time extensions or termination to deal
with specific `force majeure' risks; and
(ii) procedures for dealing with changes in costs and losses caused
by changes in laws.
SECURITY PACKAGE
NHA will also undertake that:
(i) appropriate assistance will be given to Concessionaires in
obtaining the necessary Government Approvals;
(ii) land for projects will be made available to Concession
Companies in a timely manner, clear and free from
encumbrances;
(iii) agreements associated with any necessary removal or relocation
of public utility services;
(iv) appropriate steps will be taken to prevent encroachments; and
(v) operational and road management matters will also apply.
