ICRF-2: INTRODUCTION
Note from Steering CommitteeThe second wave of COVID-19 required us to respond with a speed to matchits galloping pace. On the strength of our transparency and robust execution ofthe India COVID Respond Fund-1, we were fortunately in a position to quicklyharness the outpouring of compassion and direct it to the need on the ground.
But this time round, with the runaway disease causing more short-termdistress than the lockdowns to control it, we had to react to the scale of thehealth emergency with alacrity and put in new processes to meet newdemands. To fill the gap in oxygen supply, for instance, we were not justallocating funds to our committed network of NGOs, but also directlypurchasing cylinders, concentrators, etc in partnership with other organisationsand government agencies.
While responding to these challenges, we ensured the GiveIndia team kepttrust, compliance, governance, risk and impact at its core so promises made todonors could be delivered with integrity. Keeping the same principles in place,when the volume of coronavirus cases moved from urban to rural areas, andthen started declining, we adapted our interventions to provide support wheremost needed and redirected efforts to long-term infrastructure creation.
We delivered life-saving medical equipment and humanitarian aid in the formof cash relief, meals and ration kits, and now continue to set up ICUs andoxygen generation plants, and support vaccination drives in rural areas.
ICRF-2 evolved as one of the largest giving collectives created in India thanksto our team’s dedicated and selfless efforts, our competent and tested partnersand the limitless compassion to alleviate people’s suffering.

Experts feared the second wave, but when it came, it exceeded theirworst expectations. While the first wave of COVID-19 took almost tenmonths to infect over 10 million people in India, the virus took just tenweeks to infect over 11 million during the second wave. It created adaily oxygen demand ten times that of the pre-COVID period.¹

We established oxygen banks under the ‘O2 For India’ initiative, in partnership withOla. RightWalk Foundation with deep roots in Uttar Pradesh, drives equity, inclusion and social justice by co-shaping public policies and translating them into action by partnering with system leadership, lawmakersand communities. RightWalk intervenes at scale by unlocking the potential of social policies and publicfinance through advocacy, e-governance, capacity building & distributed delivery.
The ImpactIn a month, approximately 792 people benefited from the 99 distributed oxygen concentrators (OCs).It is estimated that these OCs can help over 4,750 people in six months.
‘IN CONSTANT USE’Dr Mohammad Amaan from MedwellHospital, which received twoconcentrators, said “Both the oxygenconcentrators are in constant use. One 10LPM OC was used on a patient who wasCOVID positive and his oxygen saturationwas at 84. After using the OC for twodays, his oxygen saturation improved to96 and was soon discharged.”
'87 PATIENTS RECOVERED'Himanshu Nagpal (IAS), joint magistrate,Saharanpur, who coordinated the distribution ofoxygen concentrators at the CHC, Ambeta,Saharanpur said:“The oxygen concentrators donatedby RightWalk Foundation have been of great help.Thanks to these units, so far, 87 COVID positivepatients have recovered at CHC Ambeta."
‘OF GREAT HELP’“The oxygen concentrators donated by RightWalkhave been of great help. We had a patient namedRudrabaksh Singh who was admitted to the hospitalwith an oxygen saturation of 70. We immediatelyput him on the 10 LPM oxygen concentrator and hisoxygen saturation improved to 90 plus,” said Dr.Atul Srivastava, a nodal officer at the Ortho ward atthe district hospital in Bahraich.

India has approximately 1.9 million hospital beds and about60% of these are in private hospitals. This translates to just1.5 beds per 1,000 people. The number of ICU beds stands at95,000. The availability of ICU beds was far below the demandof approx 500,000 at the peak of the second wave¹.

NGO Spotlight — SnehalayaWith support from GiveIndia, Snehalaya opened a 130-bed COVID Care Centre to provide medical andquarantine facilities to COVID-positive asymptomatic patients or patients with mild to moderatesymptoms. Snehalaya prioritised the marginalised sections of society living in the Ahmednagar district ofMaharashtra for treatment and admission. The NGO also serves the differently abled in rural areasthrough its interventions.
The Impact700+ COVID-19 patients were given treatment at the centre, thus reducing the load on hospitals.
CLOSE MONITORING FOR KAMLABAIKamlabai Mulay, a resident of BhausahebFirodiya Old Age Home, tested positive forCOVID and was sent to Snehalaya COVIDCare Centre for further management. Thecentre provided oxygen support, meals,medicines and close monitoring. After 13days, Kamlabai recovered, was sent backto the home in an ambulance and advisedto return for regular check ups.
CASUAL WORKER CARED FORCOVID-positive Damukaka’s oxygen levels haddipped to 89% when he was admitted to theSnehalaya COVID Care Centre. The casual workerfrom Ahmednagar district was immediately put onan O2 concentrator and administered oralmedications according to ICMR guidelines. Hiscondition started improving from the fifth day of hisadmission and was discharged after a 13-day stay.
WHEN COVID STRUCK A FAMILYFor differently abled Tara Bai, the Snehalaya COVIDCare Centre was a refuge when she, along with herhusband and children, tested positive forCOVID. The family stayed at the centre for sevendays. Besides receiving COVID care, the family wasprovided with nutritious meals and other facilities.

B.PAC, a non-partisan citizens' group that aims to improve governance in Bengaluru,provided free ambulance support from hospitals to crematoriums and burial grounds totransport the COVID-deceased of families from economically disadvantaged backgrounds.
The ImpactAt the peak of the second wave of the pandemic, B.PAC provided free ambulance servicefor a month, starting in May 2021. The ambulances made 62 free trips covering 4,275 kms.

The pandemic badly disrupted the livelihoods of the poor. People living inhouseholds with daily incomes below ₹375 per day increased by 77% bythe end of October 2020¹. These numbers would have aggravatedfurther during the 2nd wave as 98% of the country was in some form ofrestriction or statewide lockdown². The unemployment rate at 11.9% inMay 2021³ is the worst India has seen in the last 30 years. To alleviatethe suffering, GiveIndia is working with NGO partners to provide:

NGO Spotlight — Rise AgainstHunger-India (RAHI)
RAHI’s signature program is providing ready-to-cook, high-protein meals containing 21 essential nutrients including VitaminA, Vitamin B1, iron and folic acid. With GiveIndia’s support, theyhave continued to supply these fortified meals to their existinggroup of beneficiaries, including children of daily wage workers,and to vulnerable groups economically affected by the 2nd waveof COVID-19.
The ImpactRAHI has already distributed more than 100K boxes containingthese nutrient-rich meals to distressed populations in smalltowns of Maharashtra’s Palghar, Raigad, Aurangabad andKolhapur districts.
HELP FOR MOTHER & DAUGHTER
35-year-old Bala lives with her daughterin a temporary dwelling of plastic sheetsin Palghar, Maharashtra. Both motherand daughter are speech and hearingimpaired.Bala lost her only source of income as adomestic help during the 2nd wave ofCOVID. RAHI, through its widespreadnetwork, reached out and ensured thatBala and her daughter have nutritionalfood for two months.

Forced to beg for his family To feed his family, Mohd Sahid wasforced to seek alms from motorists asno employer would hire him due to hisdisability. As Delhi went intolockdown, his family was deprived ofbasic necessities. Our NGO partnerSociety For Child Development, set upto create equal opportunities forpeople with disabilities, reached out toSahid with a ration kit that would lastfor him and his family till July 2021.

Factory worker’s food challengeVisually challenged Mohd Aslam works in a factory and lives with his family in aone-room tenement on the outskirts of Delhi. As a result of the lockdown, factorieswere shut and he and his family were left without any income or food. Society ForChild Development intervened and provided the family with a month’s ration.

The second wave of COVID-19 hit us far more aggressively than it did last year,and rapidly led to the country being engulfed by a health and humanitarian crisis.
At the same time, we saw generosity like never before, with people from all walksof life joining us as donors, partners and volunteers to respond to the calamity.We also learned to quickly pivot our role in interventions - from supporting tocreating medical infrastructure and augmenting oxygen and medical supplies.
However, the experience over the last two months has demonstrated just howmuch work we have left to do - not only to recuperate from the deadly secondblow of the virus but also to reconcile with the new reality of a pandemic wesimply can’t wish away. So we will be focusing on supporting healthcareinfrastructure and vaccination drives in rural areas, while continuing to backlivelihood rebuilding efforts and humanitarian needs.
We are deeply grateful for your support and counting on it to keep workingtowards recovery and resilience.
