CITY IMPROVEMENT DISTRICTS

One of the factors contributing to the strong resurgence of the innercity has been the emergence of city improvement districts providinga concentrated focus on management, investment and re-development.

City improvement Districts (CIDs) are geographic areas within whichproperty owners pay a levy to a management company to fundservices such as security, cleaning, maintenance and environmentalupgrading which are supplementary and complementary to theCity of Johannesburg’s services.

CIDs are based on international place-making best practice thatfocuses on providing the foundation for a steady progression towardsan exceptional experience in the public environment. The type andlevel of services required for each area is based on its own needs.

The Central Johannesburg Partnership (CJP) was established as asection 21 company in August 1992 to assist in urban management,and the establishment and management of CIDs in the inner city.The following is a description of the legislated CIDs under themanagement of the CJP.

The Braamfontein Management District map key

The establishment of a city improvement district was identified asbeing the most viable intervention to reverse the downward spiral thatwas occurring in Braamfontein in 2002. Braamfontein is now SouthAfrica's foremost receiving house of live entertainment, home to fourSouth African-based multinationals, the City Council and South Africa'spremier educational institution, the University of the Witwatersrand.The area has been given a new lease on life with the district's regenerationinitiative headed by the Johannesburg Development Agency and propertyowners. Through the establishment of the Braamfontein ManagementDistrict (referred to as the BID) and the launch of the Braamfonteinbrand, this precinct has been transformed into an appealing andsafe corporate district, educational centre, and entertainment andarts hub. THE INNER CITY REGENERATION CHARTER

The Inner City Summit, held on 5 May 2007, was an initiativeof Executive Mayor Amos Masondo and brought together manystakeholders from business, community, state and municipalowned enterprises, and other spheres of government. The aimwas to find ways to further inner city regeneration and forgepartnerships for implementation. The Inner City RegenerationCharter was drawn up out of stakeholder working groupsand the final charter was approved by the city council. Forthe next few years the charter will guide inner city regenerationand all projects undertaken in the area. The objectives asdescribed in the charter are for an inner city that:

• Will be developed in a balanced way in order toaccommodate all people and interests.

• Remains as the business heart of Johannesburg as awhole, but which balances future commercial, retailand light manufacturing development with a largeincrease in residential developments.

• Works, as many other cities do elsewhere in the world,as a key residential node where a diverse range ofpeople from different income groups and backgroundscan have their residential needs met.

• Is the first entry into Johannesburg, but also a place wherepeople want to stay because it offers a high qualityurban living and working environment with availablesocial and educational facilities, generous quality publicopen space, and ample entertainment opportunities.

• Serves as both the key transportation transit point forthe entire Gauteng Global City Region, and as a placewhere people want to walk in the streets.

• Prioritises urban management, safety and security -the Johannesburg inner city will be well-managed, safeand clean.

The South Western Improvement District map keyThe South-Western Improvement District (SWID) is characterisedby financial institutions and corporate head offices. It was establishedas a voluntary city improvement district in September 1996, thesecond improvement district to be established in Johannesburg.It was legislated in January 2004.

It covers 24 blocks in the south-western part of the city andincorporates the Standard Bank Superblock Complex and the headoffices of various organisations including the Chamber of Mines,BHP Billiton, and Zurich Insurance. Other organisations within thedistrict include the African National Congress in the Walter SisuluHouse, the Rand Club, Samancor, Anglo Platinum, Anglo Operations,National Union of Mine Workers, National Government, ProvincialGovernment, Engineer Industries Pension Fund, Standard Bank Campusand many others. The Retail Improvement District map key

The Retail Improvement District (RID) was the third city improvementdistrict to be established in Johannesburg. The RID has been in operationsince 1 June 1997 and was finally legislated in 2005. It consists of fivecity blocks in the main retail area of the inner city. The RID wasestablished to make this part of the city safe, clean, friendly andattractive, particularly for shoppers. The area boasts retail outletssuch as Edgars, Woolworths, Game, Truworths, Foschini, Markhams,Green and Richards, Lewis Stores, Cuthberts and many moresmaller retail outlets. The Central Improvement District map key

The Central Improvement District (CID) was established as a voluntaryimprovement district in August 1992 and covers 25 city blocks (havingexpanded from its eight blocks at inception). It was legislated in January2004. The area incorporates the landmark Carlton Centre, with Transnethead office as the main occupier of the 50 storey office tower withthe South African Revenue Services. The area is also home to SmalStreet Mall retail shops, the Kine Centre building, soon to host a privateclinic, the Gandhi Square bus terminal, Provincial Education andHealth in 111 Commissioner Street, two hotels and approximately300 shops. Residential CIDs are a relatively new phenomenon and two haverecently been formed in Hillbrow and Berea.

ekhaya Neighbourhood CID map key

ekhaya Neighbourhoods Programme - Pietersen Street is a Hillbrowupgrade programme initiated by the social housing group, JohannesburgHousing Company. Legae La Rona Residential CID map key

Legae La Rona is a CID in Berea that was spearheaded by the responsibleproperty owners who wanted to create a safe, healthy and friendlyneighbourhood for residents, visitors and potential investors.

REGENERATION PROJECTS

In line with the City's 2030 long term economic developmentstrategy and the Inner City Charter - the following public sectorregeneration projects have taken place or are taking place in theinner city currently and in the next 10 years.

Braamfontein* map key

Corporate property owners in Braamfontein approached theCentral Johannesburg Partnership in 2003 to assist in coordinatingfunding for the upgrading of the public environment. Corporatefunding of some R12 million was secured. Following negotiationswith the Johannesburg Development Agency, the City Councilagreed to provide an additional R28 million for further publicenvironment upgrading. The Central Johannesburg Partnershipestablished a CID in the upgraded area in 2004.

Civic Precinct* map key

The Civic Precinct within Braamfontein houses the offices of the Cityof Johannesburg Metropolitain Municipality as well as the JohannesburgCivic Theatre Complex and Braamfontein public park.

Constitution Hill map key

Constitution Hill, launched in 2002, is a 95 000m2 publicly-owned sitehosting important heritage buildings, such as the Old Fort. Theprecinct comprises the Constitutional Court; accommodation for theConstitutional Commissions; as well as commercial space (36 000m2)for related commercial, retail and hospitality activities. In addition, thedevelopment has created 1 860 super-basement parking bays, busand taxi holding and drop-off facilities. It has upgraded peripheral roadsand internal streets and created a visitors' information and exhibitioncentre, new museums and related heritage and tourism activities,approximately 200 rental residential units, community facilitiesand public open spaces.

Hillbrow Health Precinct* map key

A medical research precinct that focuses on STDs, HIV/AIDS and TB,family planning and support services for children, primary care services,legal and social services. The hub is the Esselen Street Clinic. TheState Mortuary has been relocated to the precinct. The projecthas been a partnership between the City of Johannesburg, GautengHealth Department and the University of the Witwatersrand.

Greater Joubert Park

The Johannesburg Development Agency is in the process ofundertaking an Urban Design Framework for the Joubert Park andPark Station precincts as a transport, retail and residential node.

Hillbrow/Berea/Yeoville Regeneration

The plan for upgrading Hillbrow/Berea/Yeoville is being implementedby the Johannesburg Development Agency. Over 200 city blocks,several high streets, activity streets and residential streets will receivea facelift in terms of paving, lighting, bollards, pedestrian-crossings,public art and benches in order to rejuvenate this precinct.

Fox Street Pedestrianisation*

A private sector upgrade has created a pedestrian link betweenthe Carlton Precinct and Gandhi Square.

TRANSPORT DEVELOPMENTS

Bus Rapid Transit System

The BRT is a new public bus network for transporting commuterson special lanes on routes linking predominantly working classtownships in the south to the City's northern suburbs and theinner city of Johannesburg. This is a R2-billion project intended toincrease the frequency of busses travelling on specified routes inorder to provide reliable, city wide public transport.

Park Station Redevelopment including Gautrainmap key

The Park Station Precinct incorporates the Metro Mall taxi rank,long-distance taxi ranks along Noord Street, various formal and informallong-distance bus ranks and drop-off facilities, and the future Gautrain station.

An urban design process is underway to create a mixed use multi-storeyfacility along with public spaces and upgraded pedestrian movementroutes that link the precinct with the rest of the inner city.

A multi-modal integrated transit hub will link to the Park Stationprecinct. It is intended to cater for the long distance internationaltravellers who arrive and depart at Park Station including the taxiranks, long distance bus terminals and train station.

Gandhi Square*map key

During 1998 the Central Johannesburg Partnership, at the instigationof a property owner, established the Van der Byl Square Consortiumconsisting of the majority of property owners bordering the Square.A lease agreement over the Square was negotiated with the Councilwhich required the Consortium to upgrade the Square and maintainit at their cost. The City of Johannesburg renamed the Square 'GandhiSquare' in recognition of the significant role that Mahatma Gandhiplayed in Johannesburg. The project was completed in 1999 andthe Central Johannesburg Partnership has an ongoing responsibilityon behalf of the Consortium to maintain and manage the Square.

The Fashion Districtmap key

The Fashion District is a vibrant garment-related precinct with a highconcentration of informal sector activity. A major street upgrade wasundertaken by the Johannesburg Development Agency. The constructionof the Fashion Kapitol, also a JDA project, is currently underwayand should be a catalyst for further development in the area.

Jewel City*map key

A high-tech security precinct houses numerous gem and diamondbusinesses as well as the diamond board, Harry OppenheimerTraining School and Diamond Associations. A major upgrade ofthe public environment by the Johannesburg Development Agencywas completed in 2007.

ABSA Campus

Massive private sector investment into a corporate campus andhead office, spanning four city blocks, complete with art gallery,restaurants and a new parking garage was completed in 1999.Currently under construction is the inclusion of three city blocksto the ABSA campus.

Greater Ellis Park/New Doornfonteinmap key

The Greater Ellis Park Precinct includes New Doornfontein andBertrams and is an area housing the city's premier sports complexes.It is currently receiving a R200 million facelift by the JohannesburgDevelopment Agency. To be completed by 2010 this will reverseinner city decline and attract investment to the area.

Newtown Management District* map key

Newtown's regeneration started with the redevelopment of MaryFitzgerald Square in 2001 followed by the Nelson Mandela Bridgeand M1 on-and off ramps, Metro Mall taxi rank and retail facilityand the upgrading of the urban environment. Added to this wasthe conversion of disused railway sidings into parking space and,more recently, the completion of public toilets on Mary FitzgeraldSquare. Main Street Mall* located in

In 2003 the Main Street Mall upgrade entailed the complete re-design and re-construction of Main Street over six city blocksbetween McClaren and Rissik Streets. Seed capital was suppliedby the City Council via the Johannesburg Development Agencyand the major funding was raised from relevant property owners.The Central Johannesburg Partnership also manages the publicspace via a voluntary CID under the name of Main Street Mall.

Hollard Street Upgrade* located in

A successfully upgraded and pedestrianised square in Hollard Streetincluding planting, lighting and mosaic art by BHP Billiton, Chamberof Mines and the Johannesburg Land Company. This was incorporatedin the Main Street Mall.

High Court Precinct* map key

The upgrade of the High Court Precinct includes the general redesignof the landscape pavement area, as well as the inclusion of streetfurniture. The upgrading of the streetscape at the High Court isintended to connect the Fashion District with Smal Street Mall.
