1. INTRODUCTION
1.1 The 42ND South India Rally is a round of FIA APRC ASIA CUP 2020 and INRC 2020. It will be run in compliance with the International Sporting Code of the FIA (and its appendices), the 2020 FIA Regional Rally Sporting Regulations, the General Prescriptions for rallies (4W) of The Federation of Motor Sports Clubs of India (FMSCI), the relevant Regulations concerning INRC championship or cup, these Supplementary Regulations and bulletins issued by the FMSCI.
The Federation of Motor Sports Clubs of India (FMSCI) is the ASN of FIA in India.
Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated bulletins (issued by Organisers or the Stewards).

4. ENTRIES 4.1 Closing Date for Entries

4.2 Entry Procedure
Those wishing to take part in the 42nd South India Rally 2020 must send the enclosed entry form, duly completed, to the Permanent Secretariat at the address given in Art 2.3, prior to 1700 Hrs Wednesday, 11th March, 2020. If the entry is sent by facsimile or email, the original must be couriered and the organisers must receive it latest by Friday, 13th March, 2020.
4.3 Number of Entrants accepted and classes
4.3.1 The maximum number of entries shall be 50 cars. If more than 50 entries are received the organizers reserve the right to decide which entries will be accepted.
4.3.2 Eligible cars for APRC are the ones which comply with 2020 FIA Regional Rally Sporting Regulations and Article 4 of the 2020 FIA Regional Rally Sporting Regulations V4 (APRC), and their classes are shown in Article 4.2 of the FIA Regional Rally Sporting Regulations V4 (APRC), including

FIA approved National & Regional cars.
Eligible cars for INRC are the ones which comply with the 2020 FMSCI General Prescriptions.
4.3.3 The cars will be flagged off at 2 minutes intervals
4.4 Classes
INDIAN NATIONAL RALLY CHAMPIONSHIP Cars homologated in a year will be notified in Bulletin issued by the FMSCI and these cars can take part after 30 days from the date of homologation or as decided by the FMSCI. INRC FMSCI Homologated / TDF 2WD Group N Supercharged Cars up to 2500 cc. FMSCI Group N Regulations – Article 254 FIA Homologated 2WD Cars up to 2000 cc. Naturally aspirated only. Group N Regulations. FIA Article 254 FMSCI Homologated Cars with FMSCI R Regulations FIA Homologated R2B / R2C Cars with FIA R2B/R2C – FIA Article 260 Compete for INRC INRC 2 Up to 2050 cc Normally Aspirated. The FMSCI reserves the right to introduce any other class/es that will run as support class/es to the INRC and will not be classified in the INRC classification.

4.5 Entry Fees

4.6 Payment
The entry fees can be paid either by Bank Wire Transfer, Cash or by Cheque / DD in favor of Madras Motor Sports Club, payable at Chennai. The amount can be also deposited into the organisers bank account provided below.

4.7 Refunds Entry Fees will be refunded in full only: • To Candidates whose entry has not been accepted. • In the case of the Rally not taking place.
The Organizers may refund 50% of the entry fee to those competitors who, for reasons of “Force Majeure” (duly accepted by the organizing committee), were unable to start in the Rally.
5. INSURANCE

5.1. Insurance Cover provided by FMSCI with permit:
Competitors holding valid FMSCI Licences (maximum 250) connected with the event are covered under Group Insurance Policy for Personal Accident and medical expenses for Rs. 5,00,000/-.
100 Officials are covered for Rs 25,00,000/- Personal accident and Rs 1,00,000/- for medical expenses.
Public Liability: Insurance for Rs.50,00,000/-, which adequately covers any Liability incurred during the running of the event for injury to Third Persons or Damage to Public Property has been taken.
5.2. Third Party Liability Insurance
Additional Public Liability Insurance has been taken by the Organiser for Rs.50,00,000/-, with a maximum per person liability limit of Rs.15,00,000/- incurred during the running of the event for injury to Third Persons or Damage to Public Property at the MMRT.
5.3. Exclusion of Insurance Cover
The Service and Reconnaissance Vehicles, even those bearing Special Plates supplied by the Organisers may never be considered as Official Participants in the Rally. They are therefore not covered by the Insurance Policy of the Rally and will remain the sole responsibility of their owners.
5.4. Accident Reporting
In the event of an accident the competitor or his representative must notify the next radio point if on a special stage OR the Clerk of the Course in writing as soon as possible or within 4 hours if during a transport / liaison section. He must provide full details including the names and addresses of those involved and any witnesses.
5.5. Rally Cover Insurance for Competing Vehicles
The competing cars must possess Rally Cover Insurance valid from 19th To 22nd March, 2020.
6. ADVERTISING
6.1 Advertising is permitted on the car, including the roof. Advertising on windows is prohibited with the exception of a maximum 10 cm wide strip on the upper part of the windscreen and rear window.
6.2 Competitors are allowed to affix any kind of advertisements on their car provided that:
• It is authorized by the National Laws and FMSCI Regulations.
• It is not likely to cause any offense.
• It is not Political or religious in nature.
• It does not encroach upon the space reserved for plates & competition number.
6.3 Optional Advertising is as per Appendix 4
Space for the Organizer’s advertisement must be reserved on the car, unless the higher entry fees as per Art. 4.4 are paid.
6.4 Advertising in Service Park Bay Area
Display of advertisements by teams & participants, in their respective Service Park Bay Area, must be confined to the inner walls of the Bay. Any advertising space other than the inner walls will need the prior permission of the organizer’s and cost Rs.200/- per sq feet. Organizers shall have the discretion to refuse or cancel permission at any point in time.

7. TYRES
Tyres Specified for use during the rally.
Tyres shall conform to 2020 FIA Regional Rally Sporting Regulations for APRC.
Tyres Shall conform to Appendix IV of FMSCI General Prescriptions
8. FUEL
As per Article 62 of the 2020 FIA Regional Rally Sporting Regulations and free for INRC as per 2020 FMSCI Technical Regulations
9. RECONNAISSANCE
9.1 Procedure for Registration
0730 Hrs to 0735 Hrs Start of Recce for APRC Competitors
0740 Hrs to 0745 Hrs Start of Recce for INRC Competitors
NOTE: For Super Special Stages (SS1 and SS8) – the recce will run in convoy form behind the Course Car.
Crews must report to Rally Headquarters for registration prior to commencing reconnaissance. They must submit details of the reconnaissance car.
Each crew will be issued with two vehicle identification cards which must be displayed on the top of the co-driver’s side of the front windscreen and on the co-driver’s rear side window during reconnaissance, and a pass valid for up to TWO passages over each special stage. This pass must be carried in the reconnaissance vehicle, shown to and endorsed by an official at the start and finish of each special stage during reconnaissance.
9.2 Specific and /or National Restrictions
9.2.1 Reconnaissance must be carried out using series production vehicles in accordance with Article 35.1 of the 2020 FIA Regional Rally Sporting Regulations.
9.2.2 Reconnaissance outside the schedule will be considered a very serious offence and will be reported to the Stewards who may apply sanctions.
9.2.3 Reconnaissance will be conducted strictly in accordance with the published schedule. No late entry into a stage for reconnaissance will be permitted.
9.2.4 Maximum speed allowed on all special stages during reconnaissance is 45 Kmph except Super Special Stage.
9.2.5 Crews must have the vehicle headlamps switched on while traveling on special stages during reconnaissance.
9.2.6 Crews are only permitted to enter a special stage from the start points shown in the road book

and will NOT under any circumstances drive in a direction opposite to that of the rally, unless instructed by an official of the event.
9.2.7 Crews must stop at the Start and Finish (and other locations where instructed) of the stage where rally official will endorse the crew’s reconnaissance pass card.
9.2.8 Penalties for excessive speed
Speeding during Reconnaissance will incur a fine applied by the Clerk of the Course as follows Per Kilometer per hour over the limit - Rs. 5000/- Other traffic infringements during reconnaissance will incur a penalty applied by the Clerk of the Course according to article 20.4.4, 20.4.5 & 20.4.6 of FMSCI GP The amount of fine will be unaltered by any fine imposed by Police. Fine will be doubled in case of second offence.
9.3 Tyres for reconnaissance
The tyres used for reconnaissance must be production tyres. Moreover, these regulations specifically preclude the use of competition tyres.

Any competitor wishing to get his administrative checks done prior to above schedule may contact Rally Secretary Wednesday 18th March 2020 onwards at Rally HQ from 1000 to 1700 Hrs

Competing crews can send their vehicles for pre-event scrutiny with their representatives, who must carry an authorization letter from the Crew member.
11.2 Mud Flaps
Mud flaps which comply with Article 252.7.7 of Appendix J of the FIA International Sporting Code may be fitted to the competition cars. Missing or ineffective mud flap will incur a penalty @ Rs. 1000/- per mud flap.
11.3 Windows
The use of silvered or tinted films is authorized only on the rear side windows, the rear window and the sunroof in accordance with Article 253.11 of Appendix J of the FIA International Sporting Code.
11.4 Driver’s Safety Equipment
The crew must wear homologated crash helmets, and required to wear safety clothing and equipment in compliance with Appendix L Chapter III of the FIA International Sporting Code.

• Parc Ferme will remain open from 0730 Hrs to 0830 Hrs.
• Any car reporting outside this time will be penalized as per GP.
• Spectators will be allowed to take photographs of the cars.
12.2 Finish Procedure
Rally will finish at TC 14B. There after crews must follow the instructions of officials during the podium finish ceremony. Rest of the cars will report to Finish Park Ferme and remain there till official final classification or instruction by Stewards of the meet.
While the cars are between Finish to Final Scrutineering location, they will travel under Parc Ferme regulations and will be observed by marshals.
12.3 Permitted early check-in
12.3.1 Crews may check in early without incurring any penalty at
4C, 4D, 7C, 7D, 14B
12.4 Start Procedures
12.4.1 Super Special Stage Procedures
Super-special stage will run on Asphalt surface in Madras Motor Race Track (MMRT), NH4, Opposite Hyundai Factory, Irungattukottai village, Sriperumbudur Taluk, Kancheepuram District.
Cars will start as per the start order of the cars published at the MMRT prior to the start of the super special stage.
12.4.2 Start Procedure of Special Stage
A photocell placed 75 cm from the starting line will be used to detect the jump starts. Should the system fail, the start will be given as per Art. 37.2 of FMSCI General Prescriptions.
12.5 Special Procedures
Time cards will be issued/changed during the rally and will be issued at following controls
0, 4E, 7E, 11E
12.6 Official Time used during the Rally
Official time to be used during the rally will be that of GPS time (GMT +5.30 Hrs). This will be given at the time of Driver’s Briefing.

16. PROTEST & APPEALS
16.1 Protest Fees
16.1.1 The protest fee set by the FMSCI is Rs. 18,000 + GST (21,400/-) for National championship events.
If the protest requires the dismantling and re-assembly of different parts of a car, the protestor must lodge an additional deposit. The additional deposit per item for a protest involving a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork, etc.) is Rs. 10,000 + GST per part (11,800/-).
16.1.2 The expenses incurred for the work and by the transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld.
If the protest is unfounded, and if the expenses incurred by the protest (Scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimant.
16.2 Appeal Fee
The appeal fee set by FMSCI is Rs. 96,000 + GST - (113,280/-)
