    Farshid Moghaddam Director and Senior Consultant

    Farshid is an Electrical engineer with a masters degree in physics from Iran Science & Technology University with more than 20 years experience in oil & gas in Iran, Malaysia , UAE and The Netherlands holding the position of commercial director / procurement manager for mega EPC projects. Farshid worked both in upstream and downstream projects. He has an excellent knowledge of suppliers and vendors for oil and gas projects and is an expert in Supply Chain management. Farshid is a hard worker, result oriented and a good solution finder.

    Morteza MohammadiBusiness Development Director and Senior consultant

    Commercial lawyer with master degrees in both International commercial law and an MBA from Norwich law school in UK and The Hague University in the Netherlands. Morteza worked for approximately 20 years in the oil and gas industry in both Iran and The Netherlands. He started his career as a paralegal in his father’s law office working on Iranian and European financing contracts, after which he worked as a commercial manager for one of Iran’s leading EPC companies for 14 years. He also has successfully fulfilled the role of project manager on a mega oil refinery project. His most recent post in The Netherlands was that of Contract Engineer at Allseas. Morteza’s field of expertise is contract and commercial law, project management, strategy management, business modelling in Iran and business strategy.

    Safiyeh Salehi MobarakehConsultant

    After obtaining her degree in International Business and Management, Safiyeh joined a globally renowned urban design and landscape architecture firm, West 8. Later she was asked to join The Office for Metropolitan Architecture (O.M.A. - founded by Rem Koolhaas), which is considered the world’s leading innovative, renowned design firm practicing Architecture, Urbanism & Cultural Analysis. Here Safiyeh held the position of Global Business Development Manager and Contract Manager. She recently joined CBC Oil & Gas as a consultant, which allows her to combine her cultural background as well as her acquired business acumen in the pursuit of enhancing business ties between the two parts of the world she considers home. Safiyeh is an excellent communicator and speaks multiple languages amongst which Dutch, English, Farsi, Spanish, and basic Arabic, French and German.

    On October 27th and 28th an unprecedented gathering of more than 230 Iranian government and business delegates and European professionals representing top level expertise of the Oil & Gas industry took place in Castle de Wittenburg, Wassenaar, The Netherlands.

    The Iran Offshore Projects Outlook 2015 hosted by the Embassy of the I.R. of Iran in The Netherlands, organised by CBC Oil & gas and BusiNow and sponsored by Bank Mellat, set the ground for a new platform, a common ground for parties interested in Oil & Gas related projects in post-sanctions Iran to exchange information, identify and seize business opportunities and expand common horizons.

    His Excellency, Ambassador of I. R. of Iran in The Netherlands, Dr. A. R. Jahangiri His Excellency Ambassador Jahangiri opened the seminar by highlighting the extensive historic ties Iran and The Netherlands hold, and the unique promise of the upcoming period in post-sanctions Iran.

    Dr. A. Zamani Nia, Deputy Minister of Oil in International Affairs, Ministry of Petroleum, I. R. of Iran Dr. Zamani Nia gave an elaborate introduction into the Oil and Gas sector policy, and upcoming project opportunities in Iran’s Oil and Gas market. According to Dr. Zamani Nia, Iran is planning to secure 185 billion dollars of investment in its oil industry during the Sixth Five-Year Development Plan by 2021.

    “Stable domestic environment, effective and constructive foreign policies in international interactions, and Iran’s deep interest in observing international law to settle differences are the incentives for foreign investors in Iran,” said Dr. Zamani Nia.

    Dr. Zamani Nia introduced massive volume of untapped oil and gas reservoirs, high standards of the industry’s technical and engineering operations, availability of expert human resources with relatively low fees, and low-cost oil extraction compared to other producers as Iranian oil industry’s additional advantages for foreign investors.

    Ms. Wagenaar, Dutch Ministry of Economic Affairs, Member Management Team Energy Market and Innovation department Ms. Wagenaar initiated her speech by emphasising the long history in bilateral relations The Netherlands and Iran hold. She indicated that the upcoming sanctions relief enables many Dutch business to explore future opportunities in post-sanctions Iran, and with regard to the significant Iranian Oil & Gas sector, this seminar presents a very good opportunity to learn from each other.

  • Following the successful Iran Offshore Projects Outlook in

    Wassenaar on 27/28 October 2015, CBC Oil&Gas joined

    forces with two reputable firms - MvtZ and Philip Sidney - in

    order to offer a full spectrum of services and expertise to foreign

    business that intend to enter the Iranian oil and gas market.

    Full service solution for contractors who intend to enter the Iranian oil and gas market

    CBC Oil and Gas (“CBC”), Margetson Van ‘t Zelfde & Co (“MvtZ”) and Philip Sidney have teamed up to offer a full service solution to contractors and oil companies who intend to enter the Iranian oil and gas market

    Easing of sanctions:Due to the easing of sanctions it is expected that as of the first quarter of 2016 there will be significantly more opportunities in Iran for foreign businesses in the oil and gas industry. Iran has been anticipating this development for some years now and has prepared a new contract model, known as the “Iran Petroleum Contract” or “IPC”.

    Purpose of the IPC:The IPC is intended to be a model contract that covers the entire life cycle of a field. Its purposes are:• To attract International Oil Companies (IOC’s) to Iran; whereby • The IOC’s are expected to become the operator of the fields that they participate in and to invest in,

    develop and operate those fields. • The IOC’s are expected to enter into long term

    relationships with on the one hand the NIOC and on the other hand with local Iranian Contractors with whom they are intended to enter into a long term relationship and to transfer technology and know-how to;

    • Contractors who enter into a form of cooperation with an IOC will also have the opportunity to finance

    the development of field.

    Consequences of the IPC for foreign ContractorsThe intention of the IPC that IOC’s form long term relationships with local contractors has as a consequence that foreign contractors who wish to be successful in Iran must work together with Iranian contractors.

    What foreign contractors should be aware of when entering the Iranian oil and gas market:We recommend that foreign contractors who intend to work in Iran should:

    • Identify a suitable Iranian partner and decide on the right form of cooperation with that partner e.g.,

    a joint venture agreement, incorporated limited company or other form of partnership.

    • Be aware of the sanctions and export controls that will still remain in place. Foreign contractors

    must continue to comply with international law and need to know what is and what is not possible, what legal formalities have to be fulfilled, what permits are required etc.

    • After the foreign contractor has entered into a form of cooperation with its Iranian partner, contract

    negotiations with the IOC’s will have to be entered

  • into when bidding for work. A sound understanding of the risks of contracting in the offshore industry will be required.
