“Are you Suffering from Fear and Anxiety?”
Over the past month or so we have noticed how our puppy, Chewy, has started to show signs of anxiety. When we walk Chewy near the IGA, he goes from being a super excited puppy with his tail held high to a shaky puppy with his tail between his legs. Chewy jumps at every noise while trying to run away from other dogs, people and cars. It seems that the sudden introduction into everyday life as the Corona Virus restrictions begin to lift, is just too much for him. For most of his life, all he has known is social isolation because of the Corona Virus. And so we now refer to him as our Covid-19 puppy. He is our socially isolated puppy, through no fault of his own.
The Corona Virus, like all pandemics, has increased fear and anxiety within people. But fear and anxiety are natural bodily responses to the unknown. They help protect us.
But where do we turn when these fears and anxieties become all too much?
For Christians, we turn to God. The Bible teaches that we don’t need to be anxious about anything, but instead to cast all our fears on God. And his peace will guard our hearts and minds in Christ Jesus (see Philippians 4:6-7).
The Bible also teaches that God has a plan for everything since He is in control, even when we don’t understand what’s happening. This is extremely comforting when the realities of life creep in and we are faced with uncertainty, suffering and in some instance’s death itself. Whilst fear and anxiety can still remain within these scenarios, it is reassuring to know that we can turn to God. The God who knows us; the God who does not change; the God who is in control of all things.
So, if you would like to find out more about casting your fears and anxieties onto God, I would love to catch up for a chat.

Message from the Shire President
The ongoing rain is encouraging for our growing and wildflower season (although we could’ve
done without all that wind!) Hopefully everyone is getting their share.
As we head into the end of financial year, Council is giving consideration to its annual budget. We
are fortunate to have received grant funding for a range of projects in the new financial year, and I
am looking forward to seeing those delivered. We also remain hopeful that future State and
Federal funding announcements continue to provide support to local governments in regional WA
as the wider economy looks to open back up post-COVID.
I am also encouraged to see that COVID restrictions are continuing to lift, albeit with some delays,
and life is returning to something closer to normal; there will be a winter sport season starting in
July, the pub is open again and the caravans are starting to find their way to our town as people
venture back out. Again, we hope that our local businesses enjoy a busy season to offset the
challenging period of the last few months; please don’t forget to get out and support them.

Roads
We are preparing for our FY20-21 works program, which will be finalised as part of Council’s
budget deliberations. Currently we are engaged in ongoing resheeting and maintenance works
around Enokurra and Colgate Road.
COVID-19
As restrictions continue to ease, Shire facilities are continuing to open up in support of the
growing range of permitted activities.
- All playgrounds and the skate park are now open
- We have developed COVID Safety Plans for the Rec Centre, Turf Bar, Autumn Centre and
other public buildings; we ask that clubs and organisations contact the Shire to book and
confirm use of any of these facilities so that we can ensure our cleaning regime is being
kept up
- From 27 June all restrictions on gathering size will be lifted, but the 2sqm per person rule
will remain in place

Ward and Representation Review
Council is embarking on consultation around a review of its ward system. It is a process we are
required to carry out at least every 8 years, and we want to hear from you. You can download the
discussion paper from the Shire website (https://mingenew.wa.gov.au/shire-news/ward-and-
representation-review/) or pick a copy up from the Shire Office.
Our discussion paper examines three potential options:
1. Adjust ward boundaries to capture more of the townsite in the Town Ward
2. Remove the wards altogether
3. Make no changes

Community Resilience Scorecard
The MARKYT Community Resilience Scorecard has been launched to map community resilience,
local government performance and community needs. Local Governments would like to hear from
10,000 residents across Western Australia.
The study is unique in its scale, reach and impact. The project sees the Department of Local
Government, Sport and Cultural Industries, 139 Local Governments and local communities
collaborating to access timely and relevant information, with support from Local Government
Professionals WA and CATALYSE.
The Scorecard is gathering baseline and informing data to help local communities evaluate
symbols of recovery following the COVID-19 outbreak in Western Australia. It is helping local
leaders and decision makers to understand how local communities are coping in relation to their
health, social relationships and work and what local government needs to prioritise to support
communities during the recovery phase.

Doctor Services
Mid West Aero Medical team have recommenced their weekly clinics in town. Doctor Rosie
Stroud’s last clinic will be Wednesday 15 July. The following week clinic days will be moving to
Thursdays with Dr Ben MacDonald taking over from Thursday 23 July.
On behalf of the Shire we would like to thank Dr Stroud for caring for our community over the last
18 months.

Road Condition Reports
As the wet weather comes in, the Shire will update the status of its roads on its website
(https://mingenew.wa.gov.au/road-conditions/) and Facebook page. You can also subscribe to be
added to our text message service by completing the registration form at the Shire Office or
downloading it from https://mingenew.wa.gov.au/resources/.
We ask that – when it is wet – motorists avoid non-essential travel on our unsealed roads, as this
can cause damage to our road network, and diverts resources away from our ongoing road
improvement efforts.
Mosquito Activity
Shire officers have been testing and treating standing water for mosquito larvae and fogging. If
you are have issues with mosquitos at your property, please let the Shire know (visit the office, call
9928 1102 or email [email protected]) so that we can investigate and treat the issue.
Council Meeting Review – June 2020
Council held both an Ordinary and a Special meeting in June to consider a number of items:
- Confirming our support for, and involvement in, the State Government’s National Redress Scheme arrangements
- Commencing the consultation process into the Ward and Representation Review (as discussed in more detail above)
- Providing feedback to the Department of Local Government on the most recent changes to the Local Government Act: The Local Government Regulations Amendment (Consequential) Regulations 2020
- Endorsement of maintaining the current bridge alignment for the new Coalseam Road bridge
- Acknowledgement of some uncollectable debts, to allow us to remove them from our budget
- Consideration of upgrading the proposed replacement to our semi water tanker from second-hand to new

Mingenew Historical Society. Well, it’s nearly that time of the year again when quite a few tourists will (& already are),
start to “Wonder out Yonder” and explore the ‘back yard’ of our beautiful state.
With these beautiful rains and warm days, we have been experiencing, one can only imagine we are going to be in for a stunning wildflower season.
Our little committee have made the decision to open the museum to cater for visitors between the months of July to October.
We thank all the support of our lovely volunteers in allowing this to happen and being so proactive.
Please find attached rosters and remember that if you cannot meet your obligation it’s not a problem. Just either swap or give a quick call and we can organize it to happen.
HERITAGE WALK TRAIL This project has been in the pipeline for quite some time, years, but is now nearing completion after a
mammoth effort by a few passionate locals to see it become part of a wonderful addition to our community & local tourism.
In total, there will be 28 Heritage sites around town. You may notice that the first stage of this walk will be installed in the next week or so. These will be a beautiful collection of old photos to be displayed along our main street, in shop windows and on walls. The second stage will be the installation of the
‘quirky numbered ant markers’ along the walk trail itself.
The trail will be very easy to follow when one also has the ‘Heritage Walk Trail’ brochure in hand! This brochure is in the early stage of being collated but hopefully completed very soon!
We are very excited that the end is in sight, as it has been quite the journey for us getting it all in place. It certainly has not been a simple process, but one that we have all loved working on. Photos, facts,
proofreads, collecting of relevant information from various sources, re-reading- re writing info that was not correct to start with. It has truly been a great education for us, as we imagine it will be for everyone
who ventures along the walk trail.
We hope the community embrace it and take the time to get out and explore, learn and appreciate this Heritage aspect of our Community

Rounding issue is no small-change The next time you’re paying via ‘tap-and-go’ at the supermarket, petrol station or drive-through, double-check the machine to see if the retailer has rounded up the total price – if so, then this is a problem. Rounding up or down to the nearest 5 cents was introduced for cash payments almost 30 years ago when the 1 cent and 2 cent copper coins were taken out of circulation. But with cash payments now dwindling in favour of electronic transactions, there is no need for a retailer to round up your $19.99 purchase to $20, unless you are handing over a $20 note. The payment is occurring electronically when you’re paying via debit or credit card, meaning the exact amount can be processed and debited from your account. While one or two cents might not seem like a big deal to an individual, this extra money can add up for a business conducting hundreds or thousands of transactions each week. It is an offence under Australian Consumer Law for a business to break the rules surrounding small change, as rounding-up (or down) on electronic purchases may suggest items are not available for the advertised price, which in turn breaches your consumer rights. For cash payments only, the following rules apply:
1 & 2 cents – rounded DOWN to the nearest 10 3 & 4 cents – rounded UP to the nearest 5 6 & 7 cents – rounded DOWN to the nearest 5 8 & 9 cents – rounded UP to the nearest 10
If you spot a retailer breaching the rules for electronic purchases, you should ideally broach it with them at the point of sale. If you only notice after walking away, then go back and request a refund. I welcome funding of $223 million from the Federal and State Governments for road upgrades and road safety projects, for ‘shovel-ready’ infrastructure. The $7 million upgrade of Toodyay Road is long overdue and something that I have long advocated for. I was however disappointed that there has been no allocation for the Northampton bypass, desperately needed for road safety, heritage and amenity reasons. The $100 million Regional Safety Improvement Program aims to reduce run-off-road crashes with works locally on Toodyay Road, Brand Highway south of Badgingarra and Indian Ocean Drive between Cervantes and Jurien Bay and between Nilgen and Lancelin. The State Government must ensure motorists using the new Ellenbrook to Muchea section of the Tonkin Highway are not financially disadvantaged if their vehicles are damaged by the new road. My electoral office and Facebook page have been inundated with calls and comments from angry motorists whose vehicles had been chipped or dented by loose stones after this section of the NorthLink road was opened on 23 April. Main Roads has admitted the highway’s secondary seal was carried out soon after the primary seal in cooler weather, resulting in stone dislodging from the chip seal. Damages of $88,000 has been paid to 125 motorists with vehicle damage because of this section of road, with a total of 417 claims lodged to 10 June. Please contact my office if you are having trouble making a damages claim through Main Roads.
With intrastate travel restricted for many weeks due to COVID-19, Country Age Pension Fuel Card holders may well have not used all funds on their card before the 30 June deadline. The Nationals WA wrote to the Regional Development Minister, requesting that unspent funds be rolled over to next year’s 2020-21 card. This would not involve any additional expense to the government - these funds have been budgeted for each year. The Minister has ruled this out, citing a diversion of State Government funding to help businesses survive and rebuild had been prioritized. The latest government quarterly financial report shows a $200 million underspend in Royalties for Regions this year - unspent fuel card funds will add to this figure.
The opening of the Kalbarri Skywalk on 12 June was a fantastic event and a great celebration of a project made possible with Royalties for Regions funding. The Skywalk is accessible to prams and wheelchairs and offers magnificent views of the Murchison River Gorge. Designed so that it is compatible with the local environment and with input from the local Nanda people, the completed Skywalk is an absolute credit to all those involved and will be a great drawcard for tourism in the Mid West.

STOP PUPPY FARMING BILL HAS TAIL THAT WAGS THE DOG Moore MP Shane Love MLA says the State Government’s Stop Puppy Farming bill has turned into a dog’s breakfast after amendments to recognise farmers’ needs for working canines were rejected by Labor.Mr Love said he strongly supported stamping out intensive puppy farming. The proposed legislation however, caught too many in its net, including farmers who, if the bill is passed, will have to get local government approval to breed pups and ensure a supply of working dogs. “Puppy farming is reprehensible – it is important we push for improved welfare for all animals and despite what the Premier claims, The Nationals don’t oppose this bill, we just want to make it better,” he said. “However, this bill presented by the Labor Government impacts on farmers’ ability to breed the specific type of dog needed in their work. “By ensuring farmers could be granted exemptions to produce farm dogs, which is what The Nationals are seeking, WA would be in line with other States and the legislation would also recognise the vital role working dogs play in our agricultural sector. “A working dog can be worth as much as $40,000 to a farm business so the changes were critical to ensuring breeding stock wouldn’t be compromised by the legislation. “While the amendments were defeated last night we will continue to fight for these changes in the Upper House.” Mr Love said it was disappointing greyhounds were specifically mentioned in the proposed legislation but the same courtesy wasn’t extended to farm working dogs. Also The Nationals WA local government spokesperson, Mr Love put forward the amendments in Parliament after consultation with Dogs West, Pastoralists and Graziers Association WA, WA Farmers Federation and WA Local Government Association. He wanted the legislation to exempt working dog owners and Dogs West members from being forced to become registered breeders. Farm dogs would also not be required to be sterilised after two years of age to allow mature breeding. “Dogs West owners and breeders represent the highest possible standard of dog ownership in Western Australia,” he said. “They already have rigorous processes in place to ensure their membership has the highest standards of animal welfare in place, including restrictions on the number of dogs a person can own and the number of litters a dog can safely have. “None of these animal welfare standards exist within the Labor Party’s proposed legislation. “In addition, the Minister hasn’t engaged with Local Government properly to ensure ratepayers don’t bear the financial burden of this legislation.”
