• Central government: 13 departments and agencies of different sizes

• Every department has its own purchasing organization

• Proximately €15 billion annual spend• Constitution states: minister is

responsible for his or her spending

• Management information not available at “corporate” level

• Limited incentives for cooperation• Good news: willingness and positive

experience growing

• Better use of possibilities for sustainable procurement, stimulating innovation, and equal chances for smaller enterprises
